West Nile virus detected in mosquitoes in Morrow County

Irrigon, Ore.—West Nile virus, which is spread by mosquitoes, has been detected in mosquitoes at a testing site in Morrow County, Ore., according to Oregon Public Health officials.

The mosquitoes, found approximately 3 miles west of Irrigon on the Umatilla National Wildlife Refuge McCormick Slough, are the first to test positive for the disease in Morrow County in 2024.

Health officials are advising people in Morrow County to take precautions against mosquitoes to avoid the risk of infection, including preventing mosquito bites. Most infected people will show little or no signs of disease. People who are infected may develop a fever with other symptoms such as headache, body aches, joint pains, vomiting, diarrhea, or rash. Most people with febrile illness due to West Nile virus recover completely, but fatigue and weakness can last for weeks or months. It is important that you contact your health care provider if you experience any of these symptoms and get tested for West Nile virus. Testing is available in most private laboratories.

The incubation period is usually two to 14 days. Rarely, infected individuals may develop neuro-invasive disease (infection of the brain or spinal cord) that can be severe or may cause death. This is especially of concern to people 50 and older, people with immune-compromising conditions, and people with diabetes or high blood pressure.

Communities and individuals living in or spending significant time outdoors, particularly near irrigated land, waterways, standing water, and used tires—including those working in agriculture, such as migrant and seasonal farm workers—may be at increased risk of mosquito bites and related diseases.

The virus also affects wildlife and domesticated and farm animals. Horses are a risk of developing West Nile Virus. Consult your veterinarian about vaccinating your horses against WNv.

The number of mosquito pools—samples of 10-50 mosquitoes—that test positive in any area may indicate the risk of human exposure and infection, said Greg Barron, Manager of North Morrow Vector Control District. He recommends people and animals be protected against mosquito bites.

“Although mosquitoes are an inevitable part of summer, mosquito bites don’t have to be—they are preventable,” said Emilio DeBess, public health veterinarian. “You can take simple steps to protect yourself and reduce the risk of contracting West Nile disease.”

Dr. DeBess offers these tips for protecting yourself against mosquitoes:

• Eliminate sources of standing water that are a breeding ground for mosquitoes, including watering troughs, bird baths, ornamental ponds, buckets, wading and swimming pools not in use, and old tires.
• When engaged in outdoor activities at dusk and dawn when mosquitoes are most active, protect yourself by using mosquito repellants containing DEET, oil of lemon eucalyptus or Picardin, and follow the directions on the container.
• Wear long-sleeved shirts and long pants in mosquito-infested areas.
• Make sure screen doors and windows are in good repair and fit tightly.

Here are the highlights for the Morrow County fair this year. Starting Aug. 14-17th for the Morrow County Fair.

The theme this year is “Admiration for Generations.” We have Little Rascals for our young kids along with a small local carnival with games for the younger kids. They receive prizes and fun entertainment. We will have Dr. Jon Comedy Hypnotist Wed. – Friday of fair. This is always very entertaining for people of all ages. Bright Heart Circus will entertain us with hours of stilt walking, hula hooping and face painting. Caitlyn Ochsner will be our main musical attraction. She will be entertaining during the Thursday evening Livestock Growers (invitation only) dinner. There will be wine and beer tasting sponsored by Murry’s of Heppner. Joe Lindsay will get us started followed by Caitlyn Ochsner. Caitlyn will also entertain during Friday afternoon and just before the Livestock Auction on Saturday. Michelle Lambert will be our entertainer for our Wednesday night sponsor dinner and during the ice-cream social Thursday. The Wednesday night dinner is open to the public and we have Lenn Greer serving the tri-tip dinner that evening. There will also be wine and beer available during this dinner. The NPRA Oregon Trail Pro Rodeo will have slack during the dinner and have a performance Friday evening 7:00 pm and Saturday. Other entertainment include the famous RDO tractor pull (Pedal Power) on Wednesday and a Butterfly Encounter all week at the fair as well as face painting, incredible fair food (Mexican,BBQ, strawberry shortcake, corn on the cob, tropical beverages and all kinds of goodies) and livestock judging. We will have local artist demonstrating weaving and leather work during the week. There will be free classes available for those interested. 4-H and FFA will be showing and presenting all week. The livestock Auction and Parade downtown end the great week on Saturday. It is a fun filled week of family events and memories.
Other interesting changes: We have sponsors for new awards in Writing, Floriculture, and Creative kids. This means more cash awards or gifts for the winning participants. MCGG has a Timeless Beauty award and Murry’s is sponsoring “Just Imagine”
Morrow County Wheat Growers is sponsoring a contest for an Adult Cake and Jr. muffins. Look in the premium book for more details. The canning and food department has more awards and contests this year. We have Superintendents choice awards. To name just a few (an article in more detail is coming) there will be an apple pie contest, a cupcake ware, and awards for Vegetable salsa and pickles!
Pioneer Memorial Therapy and the Morrow County Health District will be sponsoring the new “Wellness Room” – This room will be open for first aide, handicap assistance, a cooling station and even a corner dedicated for kids and adults to relax and decompress. Community Counseling donated supplies for this fun space. Trained individuals will be available if assistance is needed.
Free Gate admission again thanks to five Gate Sponsors this year. They include AWS, Three Mile Farms, Pine Gate Renewables, Watt Construction and of course Lamb Weston. These sponsors help not only for gate entry but also with clean up day with volunteers and equipment.
We are also planning a drop off place for entries at the Sage Center in August and The Loop will be supplying transportation to and from fair that week.

The CHIP of Morrow County, and the Eastern Oregon Coordinated Care Organization (ensures Oregon Health Plan (OHP)/low-income Oregonians have access to healthcare) are assessing the health needs of the county. An assessment is completed every three years and this year a portion of the review includes an electronic survey available in English and Spanish language to the public to collect information about what is working and what is needed throughout the local healthcare system. The survey is available until the end of August and input from the community will be used to help guide planning for a future of better health.
The CHIP of Morrow County includes public health, medical, mental, behavioral, and oral health care providers, school districts, community-based human and social services and regional and state partners working together to achieve improved health and well-being for all.

Kim Koops-Lands of Boardman was born August 18, 1956 in Grand Coulee, Washington to Robert Bowers and Eleanor McClain. She passed away peacefully on July 6, 2024 surrounded by her family.

Kim was raised in Baker City, Oregon where she was a member of the Bakerettes. As a young adult, she moved to Prineville, Oregon where she raised her boys, Shawn and Ryan. She owned a successful cleaning business and was proud of her accomplishments.

Kim married Jim Lands and they moved to Boardman, OR where they built their beautiful home.

Kim was an avid gardener and loved to spend time outdoors tending to her gorgeous yard. She was very talented in home interior design and was quite the fashionista. She was always dressed to the nines. Her sense of humor and wit were unmatchable!

Kim was preceded in death by her son, Ryan Lee Morton; parents, Eleanor “Ellie” McClain, Robert Bowers and Joseph Logsdon.

She is survived by her husband, Jim Lands; son, Shawn Morton; daughter, Lindsey Lands; sisters, Debbie (Brett) Bowers-Falk, Sonja Hess and Jody Logsdon; brothers, John Bowers and Jim Logsdon; four grandsons and two great grandchildren.

There will be a private Celebration of life at a later time. Burns Mortuary of Hermiston is in care of arrangements.

Stanley Gene Henkle
August 21, 1931 – June 21, 2024

Stanley Gene Henkle was born August 21, 1931 to Florence Elizabeth (Scott) Henkle and Mark Forrest Henkle of Moro, Oregon. The family bought a small farm in The Dalles, Oregon on Fifteen Mile Creek. Stan and his siblings helped with the family enterprises. Stan graduated from The Dalles High School in 1949. Stan and his brother Vern both played on the 1947 football state championship team for The Dalles Indians.

While in college at OSU, Stan was drafted into the Army and served honorably in Korea. After his service he finished his degree in Agriculture. Stan married Barbara JoAnn Bishop in 1956. They briefly worked on the Paul Schanno ranch and later moved to a ranch in Condon, Oregon. Their daughter, Denise Laurel Henkle was born there in 1957.

In 1963, Stan and Barb leased and established a ranch in Boardman, Oregon. They raised registered polled Hereford cattle, appaloosa horses and blue heeler cattle dogs. A devastating loss of the lease put the family back to square one. Stan worked at the Chevron Station owned by the West and Donovan families and Barb worked at the C&D Drive next door. In a few years Stan started Henkle Homes and became a building contractor. Barb later worked for Ray Michael at the Boardman Pharmacy.

Stan enjoyed fishing, hunting and rodeo his whole life. Family was extremely important to him. He is proceeded in death by his wife Barb, his parents and his brother Vern Henkle. He is survived by his siblings Merle Henkle (Marjorie), Loraine Hanson, Elaine Davis (Harold), Virginia Sheridan and Mel Henkle (Marcia).

He is also survived by his daughter Denise Owen (John), grandson Jared D. Owen and grandchildren J.D. Owen and Maddie Owen.

Services will be held at Pilot Rock Cemetery on Friday, June 28 at 10 a.m. A dinner will be hosted by the family at Roosters in Pendleton, Oregon.

Memorials may be sent to Trinity Lutheran Church, 485 W. Locust Avenue, Hermiston, Oregon 97838 for their music ministry.

Hermiston High School Hosts First Advanced Business Procedures
Networking Social
HERMISTON— Hermiston High School held its first annual Advanced Business Procedures (ABP) Networking
Social at the Next Chapter Book Store and ended at the Maxwell Event Space on Monday, June 6. The event
saw diverse community members, including notable figures such as State Representative Greg Smith.
This event was a platform to foster connections between Hermiston's ABP students and local community
advocates. It provided a space for discussions about community challenges and opportunities, offering
students personal expertise so they could apply it to their future endeavors. These interactions are crucial, as
these seniors are vital to addressing future issues and driving communal growth.
Comprised of senior students from various business classes, including finance, marketing, hospitality, and
business administration, the ABP class is responsible for managing five student-run businesses within the
school. Their remarkable efforts throughout their final academic year not only generated profits used for
scholarships but also funded further investments into the business and management program. Recently, their
increased earnings have enabled the provision of professional attire for students entering the workforce,
ensuring they are well-prepared for their initial professional interviews.
“It is a one-of-a-kind opportunity to talk to such important and successful community members. I think
speaking to them was a good reminder to surround yourself with successful people if you want to be
successful,” said Ainsley Philippi, a senior in the ABP class.
“Our city is uniquely blessed with hospitable, skilled individuals, and we must keep fostering opportunities for
our senior students to engage professionally within our community," said Roger Berger, CTE Coordinator at
Hermiston High School. "As they prepare to graduate, these seniors are the backbone of the future, and they
require continuous support and guidance to realize their full potential.”

SALEM, Ore. – The Oregon Community College Association (OCCA) would like to extend its congratulations to all of the graduates of the Class of 2024 in Oregon’s 17 community colleges.

“These students have persevered, often through many challenges, to achieve this important accomplishment of a college certificate or degree,” said OCCA President Jane Reid. “They should be proud of this milestone on their path to future successes.”

CITY OF BOARDMAN GARBAGE RATE INCREASE
On May 7th Sanitary Disposal representative, Kevin Miracle, presented to the council the necessity for a rate increase for solid waste disposal services in all of their service area, including Boardman. The Council held a public hearing on this topic, on June 4th, at City Hall. After deliberation and having exhausted all available options, the council voted to implement the garbage rate increase, effective July 1, 2024. An example of the fee increase is service for a 90-gallon residential cart, at the curb, will go from $14.94 to $20.54 per month. El 7 de mayo un representante de Sanitary Disposal, Kevin Miracle, presentó al consejo la necesidad de aumentar el precio por los servicios de recoger la basura, en toda el área en el que proveen servicio, incluyendo Boardman. El consejo tuvo una audiencia pública el 4 de junio en el ayuntamiento para discusión del tema.
