According to a draft of Immigration, Refugees and Citizenship Canada's (IRCC) Immigration Targets for 2023-2026, obtained through departmental Access to Information request, the proposed immigration levels were made public as of July 1, 2023.

However, This draft plan was released prior to the government's decision to freeze immigration levels from 2025 to 2026 in response to public pressure & subsequent media coverage.

Ontario Immigration Nominee Program (OINP) in 2024: What to Expect and Who Will Get Invited

The Ontario Immigrant Nominee Program (OINP) is a Provincial Nominee Program (PNP) designed to attract immigrants who can contribute to the province's economy. Here's what's in store for 2024 and who is likely to get invited:

Streams and Invitations

1. Human Capital Priorities Stream:
- Invitations Issued: 10,038
- Target Group: Candidates with strong Express Entry profiles, work or educational experience in Ontario, and proficiency in English and/or French.
- Recent Draws: Scores ranged from 352 to 480, with recent draws on dates like March 21, 2024, and July 25, 2024.

2. French-Speaking Skilled Worker Stream:
- Invitations Issued: 1,196
- Target Group: French-speaking skilled workers with strong Express Entry profiles.
- Recent Draws: Scores ranged from 350 to 480, with draws on dates like March 1, 2024, and July 11, 2024.

3. Skilled Trades Stream:
- Invitations Issued: 6,412
- Target Group: Skilled tradespersons with work experience in Ontario and valid Express Entry profiles.
- Recent Draws: Scores ranged from 305 to 480, with draws on dates like June 20, 2024, and January 18, 2024.

4. Employer Job Offer Streams:
- Foreign Worker Stream: 3,574 invitations
- International Student Stream: 6,540 invitations
- In-Demand Skills Stream: 265 invitations
- Target Group: Applicants with valid job offers from Ontario employers. The job and employer must meet specific criteria.

5. Masters Graduate Stream:
- Invitations Issued: 4,270
- Target Group: Graduates with a Master's degree from an eligible Ontario university.
- Eligibility: Must have legally lived in Ontario for at least one of the last two years and achieved a CLB Level 7 or higher in English or French.

6. Ph.D. Graduate Stream:
- Invitations Issued: 339
- Target Group: Graduates with a Ph.D. from an eligible Ontario university.
- Eligibility: Similar to the Masters Graduate Stream, with specific academic and residency requirements.

7. Entrepreneur Stream:
- Target Group: Wealthy entrepreneurs interested in investing in business development in Ontario.
- Eligibility: Applicants must have business experience and control at least one-third of the business's equity, among other criteria.



To qualify for these streams, candidates must meet various criteria, including:

- Human Capital Priorities Stream: Minimum CRS score of 400, relevant work experience, educational qualifications, language proficiency (CLB 7 or above), and intent to reside in Ontario.
- Employer Job Offer Streams: Valid job offer, employer compliance with provincial requirements, and specific eligibility based on the stream applied for.
- Masters and Ph.D. Graduate Streams: Specific academic qualifications, residency in Ontario, and language proficiency.



The OINP continues to be a significant pathway for immigrants aiming to settle in Ontario. In 2024, the program is expected to invite candidates across various streams, focusing on skilled workers, graduates, tradespersons, and entrepreneurs who can contribute to the province's economic growth. Those with strong Express Entry profiles, relevant work experience, and educational qualifications stand a good chance of receiving invitations.

The Canadian government, for the first time, will establish targets for the number of new temporary residents entering the country.

Immigration Minister Marc Miller announced plans to reduce temporary residents to 5% of the population over three years, down from the current 6.2%. This initiative aims to create a more sustainable system and address the significant influx of temporary workers. Miller emphasized the need for an open dialogue on international migration's implications for Canada's future. Additionally, there will be a meeting in May with provincial and federal ministers to discuss setting these levels.

The government also intends to review existing programs to better align them with labor needs and prevent system abuse. Furthermore, changes in hiring foreign workers are expected, with a 30% reduction in most sectors except health care and construction.
