Clay County road and lane closure report February 1-7, 2025
Drainage improvements begin February 3 on Capella Road, milling and resurfacing work begins on February 3 on County Road 215, and paving work on Sandridge Road begins February 3.

County Road 220 at Lakeshore Drive (Fleming Island)- Crews are expected to begin traffic signal work at the intersection of County Road 220 and Lakeshore Drive West soon. Drivers can anticipate daytime, single-lane closures when work gets underway. The project will involve setting new poles and could take up to 12 months to complete.
Railroad track maintenance- CSX Transportation will perform track maintenance that includes the installation of new rail within the track surface along parts of the CSX Sanford subdivision. Crossings will be closed anywhere from 2-5 days, depending on the type of maintenance they are set to receive. These dates are highly subject to change with or without notice simply due to many unforeseen circumstances that can occur in the field once the work begins. The Clay County railroad crossings to be impacted include:
Allen Lane (Orange Park) - The CSX railroad crossing at Allen Lane north of Kingsley Avenue will close on or around February 18. This crossing has one way in and one way out and crews will work as quickly as possible to make that crossing accessible within a 24-hour period (or less).
Loring Avenue (Orange Park) - The CSX railroad crossing at Loring Avenue west of US Hwy 17 will close on or around February 18.
Moody Avenue (Orange Park)- The CSX railroad crossing at Moody Avenue across from Montclair Elementary School will close on or around February 20.
New County Projects
Capella Road (Bellair-Meadowbrook Terrace)- Crews will be making drainage improvements on Capella Road from Arora Boulevard to Venus Lane beginning Monday, February 3. Anticipate daytime, single-lane closures for up to 60 days during the work.
County Road 215 (Middleburg) - ”Crews will begin a milling and resurfacing project on County Road 215 from State Road 21 to State Road 16 on Monday, February 3. During the work, expect daytime, single-lane closures for up to two weeks. Watch for flaggers.
Ongoing County Projects
County Road 209 (Russell Road) from Peters Creek Bridge to US 17, Bonded Transportation Program project #2 (Lake Asbury)- Anticipate intermittent, single-lane closures daily from 7 a.m. to 5:30 p.m. from U.S. Hwy 17 to Peters Creek Bridge for road work. Please slow down and use caution around the crews working close to the roadway. This project includes the design and reconstruction of the two-lane roadway into four lanes with a median, turn lanes, bike lanes, curb and gutter, and sidewalks on County Road 209 from County Road 315B to US 17, and from County Road 315 to south of Peters Creek Bridge. All work is estimated to be completed in spring 2026.
The road closure and detour on County Road 209 at the CSX railroad tracks have been removed and the newly configured railroad track crossing is open to traffic. The temporary traffic signal and turn lane will remain in place at the intersection of County Road 315 and 315B. Please slow down and drive with caution in this area.
County Road 209 (Russell Road) from Sandridge Road to Peters Creek Bridge, Bonded Transportation Program project #3 (Lake Asbury) Anticipate intermittent, single-lane closures on County Road 209 (Russell Road) at Watkins Road and Oak Stream Drive for the final work on phase 3A of project 3. Construction is ongoing for the 3B phase of Project 3 from Robinson Ranch Road to the new traffic circle intersection with County Road 209B. Please slow down and use caution around the crews working close to the roadway. Motorists should expect a 35-mph low-speed zone in the work area. This project includes operational improvements on County Road 209 (Russell Road) at the intersections of CR209B and CR739B; Oak Stream Drive and CR209; and Watkins Road and CR209. All work is anticipated to be completed in the fall of 2025.
Russel Road at CR209B- Crews are constructing a traffic circle on Russel Road at County Road 209B. Clearing operations started October 11 and crews are installing underground pipes. Anticipate daily lane closures in this area for the duration of the project.
Expect daytime and evening lane closures with flagmen beginning November 4 for road work on the 3B phase of Project 3 from Robinson Ranch Road to the new traffic circle intersection with County Road 209B. Work will take approximately 4 months to complete.
County Road 218, Bonded Transportation Program project #1 (Middleburg)- This project involves reconstructing and widening the 2.7-mile section of roadway from Masters Road to Pine Tree Lane into four lanes, adding a median, turn lane, curbs, gutters, sidewalks, and bike lanes, and resurfacing from Cosmos Avenue to Pine Tree Lane. Road construction is anticipated to be completed in the fall of 2025. The speed limit will be lowered to 25 MPG throughout the work zone for the remainder of the project. Please slow down and respect the safety of our workers.
Anticipate intermittent, single-lane closures throughout the construction zone.
A traffic shift is in place for both directions of County Road 218 for utility and drainage work. Please slow down and pay attention to the new traffic pattern.
County Road 220/Henley Road intersection improvements (Middleburg) – Anticipate intermittent, daytime, single-lane closures at the intersection of County Road 220 and Henley Road for Clay Electric utility work. This preliminary work is part of the first phase of the County Road 220 widening project. Â
County Road 220 Widening and Reconstruction Phase 1 and Phase 2 projects (Middleburg/Lakeside) - Crews began Phase 1 of the lane widening and reconstruction project on County Road 220 the week of December 16, which includes intersection improvements at Rideout Ferry Road. Phase 2 work began on January 20. Drivers can expect detours that will continue for the duration of the project. All businesses and residents will have full access to their properties. The County worked closely with emergency responders and the school district throughout the planning process.
In Phase 1, County Road 220 will be widened to four lanes from Hollars Place to west of Henley Road, ending at Chief Ridaught Trail. This project includes intersection improvements at County Road 220 and Henley Road. Henley Road will not be closed during phase 1 work and traffic will continue to flow in both directions. Drivers can expect single-lane closures and traffic shifts during the work. The project is expected to take 15 months to complete.
Road construction and intersection improvements at County Road 220 and Rideout Ferry Road began on January 6. Only local traffic will be able to access the road from the south end during the work.
Phase 2 includes widening County Road 220 to four lanes from east of Chief Ridaught Trail to Knight Boxx Road and a new four-lane bridge over Little Black Creek, along with signal updates at Knight Boxx Road and Blanding Boulevard to ease traffic congestion. Work began on January 20 and will take about 16 months to complete. Local traffic only. Bridge closure in effect.
CR 220 Phase 2 detour route description
Eastbound traffic along County Road 220 at the Baxley Road intersection will be detoured north on Baxley Road, east on State Road 21, south on Knight Boxx Road, and east on County Road 220 through the left turn lane.
Westbound traffic on County Road 220 at the Henley Road intersection will be detoured north onto Henley Road through the right turn lane on the northeast corner of the intersection, west onto State Road 21, and south onto Baxley Road to County Road 220.
Westbound traffic on County Road 220 at the Knight Boxx Road intersection will be detoured north onto Knight Boxx Road, west onto State Road 21, south onto Henley Road, and west onto County Road 220.
County Road 220 Water line work (Fleming Island) - Anticipate nighttime, single-lane closures with flaggers in the westbound lane of County Road 220 from Habersham Harbor Drive west to Silver Point for CCUA water line upgrades. The project is now anticipated to be completed in early 2025. Work includes temporary pavement in the median and a traffic shift to maintain the two westbound lanes for the majority of the project. The speed limit is 35 MPH throughout the work zone.Ă‚ Ă‚
Anticipate nightly lane closures on County Road 220 westbound from the Swimming Pen Creek Bridge to Harmony Hall Road from 6 p.m. to 6 a.m. for water main installation. Watch for flaggers.
Richard Lee Street (Lakeside) - Crews are working on a drainage improvement and paving project on Richard Lee Street from Constitution Drive to the dead end. Work began on January 6 and drivers should anticipate daytime, single-lane closures. The project could take up to four months to complete.
Sandridge Road, Bonded Transportation Program Project #4 (Lake Asbury) – This project includes designing and reconstructing the two-lane urban roadway, adding a turn lane, traffic circle, curbs, gutters, sidewalks, and bike lanes. All work is anticipated to be completed in the spring of 2025. The speed limit is 25 mph throughout the entire work zone and CCSO is enforcing it. Traffic lanes are very narrow, please slow down and respect the safety of our workers along the roadside. This stretch of road is not accessible for wide loads while construction is ongoing. A new entrance to Ronnie VanZant Park has been built just west of the old entrance, which is now closed. This new intersection alignment provides a safer access point for east and westbound traffic. The playground access to the west of the main entrance can only be accessed by westbound traffic due to the new raised median. Eastbound traffic will need to make a U-turn to access the playground entrance.
The contractor is entering the last phase of construction work on Sandridge Road. Crews will work 24 hours a day, seven days a week as needed to finish the job as quickly as possible in early 2025. Drivers should expect occasional delays but roadways will remain open at all times to traffic. Please slow down and respect the safety of our workers.
Anticipate daytime, single-lane closures on Sandridge Road in the east and westbound lanes for paving work the week of February 3. Watch for flaggers.
Walburg Street (Green Cove Springs)- Walburg Street closed on Monday, January 6, and will remain closed for approximately 12 months during the construction of the new Clay County Economic and Development Services building.

Blanding Boulevard (State Road 21) at Londonderry Drive/Ridgecrest Avenue (Lakeside) Nighttime southbound lane closures Tuesday and Wednesday from 8 p.m. to 4 a.m. for drainage work.
U.S. 17 (S.R. 15) from Eagle Harbor Parkway to Water Oak Lane (Fleming Island) This FDOT resurfacing and intersection improvement project includes median installation from Water Oak Lane to Village Square Parkway; adding a second travel lane for through traffic on Bald Eagle Road westbound to C.R. 220; adding a median island and two right turn slip lanes from U.S. 17 southbound to C.R. 220 westbound and installing sidewalk and crosswalk improvements; widening and adding second left turn lane from U.S. 17 northbound to East-West Parkway westbound and installing crosswalk and pedestrian signage improvements; widening and extending left and right turn lanes on U.S. 17 southbound at Eagle Harbor Parkway and adding a fourth travel lane for through traffic on U.S. 17 southbound. All work is estimated to be completed in early 2025.
U.S. 17 from County Road 220 to Eagle Harbor Parkway - Nighttime lane closures Sunday through Thursday from 8:30 p.m. to 4:30 a.m. to remove barrier wall.
First Coast Expressway (FCE) Work FDOT
First Coast Expressway south -State Road 23 from north of S.R. 16 to east of C.R. 209 (Green Cove Springs) - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction on this $180 million project began in April 2019 and is expected to be completed in summer 2025.
County Road 15A south of Green Cove Springs- Daytime lane closures weekdays from 8:30 a.m. to 4:30 p.m. and nighttime lane closures weeknights from 6 p.m. to 6:30 a.m. for road work.
County Road 209 from U.S. 17 to Bayard Road (Virginia Village) - Daytime lane closures weekdays from 8:30 a.m. to 4:30 p.m. and nighttime lane closures weeknights from 6 p.m. to 6:30 a.m. for road work.
Springbank Road just south of State Road 16 - Daytime lane closures with flaggers weekdays from 8:30 a.m. to 4:30 p.m. and nighttime lane closures weeknights from 6 p.m. to 6:30 a.m. for road work.
State Road 16 west of Green Cove Springs - Daytime lane closures weekdays from 8:30 a.m. to 4:30 p.m. and nighttime lane closures weeknights from 11 p.m. to 5 a.m. for overpass work.
US 17 South of Green Cove Springs - Daytime lane closures weekdays from 8:30 a.m. to 4:30 p.m. and nighttime lane closures weeknights from 6 p.m. to 6:30 a.m. for road work.
