At approximately 6:45 p.m., Chesterfield Fire and EMS responded to reports of a structure fire on Centralia Road. Trick-or-treaters walking by noticed the fire and called 911.

Safety 201 was the first unit to arrive, finding flames visible on the bravo side of the structure.

The first engine company quickly arrived, stretched a hose line, and went into offensive mode. Crews determined that the majority of the fire was on the exterior of the structure. Although, some of the fire did spread to the second floor and the attic. Once the fire was under control, crews remained on scene, performing overhaul operations.

Fortunately, no injuries were reported. But, two people have been displaced from the home and are being assisted by family members. The cause of the fire remains under investigation.

Lt. Col. Frank Carpenter Chosen as Chesterfield’s New Chief of Police!

The Chesterfield Board of Supervisors has selected Lt. Col. Edward F. “Frank” Carpenter Jr. to serve as chief of the Chesterfield County Police Department (CCPD), effective Oct. 31.

Carpenter was chosen from among a talented, diverse pool of candidates following a comprehensive nationwide recruitment process led by an executive search firm. The firm conducted feedback sessions and surveys of police department employees and the community, and facilitated evaluations, interviews and background reviews of applicants. Carpenter, who has worked for CCPD for nearly 25 years, was appointed deputy chief of operations in July 2023. In that role, he oversees performance, planning and budgeting for Patrol Services, the Investigations Bureau, and the Special Operations and Tactical Operations divisions.

He will be Chesterfield’s ninth chief since the department was established in 1914.

“I am profoundly humbled by the Board of Supervisors choosing me to lead one of the nation’s premier law enforcement agencies,” Carpenter said. “The men and women of our department recognize the immense responsibility of serving a community that prioritizes public safety. It’s my honor to work with those dedicated professionals, county leaders, residents and businesses to ensure that Chesterfield remains a safe place to live, learn, work and play.”

Carpenter takes command of a department with more than 500 sworn and over 100 civilian personnel that handles more than 200,000 calls for service annually. CCPD is accredited by the internationally recognized Commission on Accreditation for Law Enforcement Agencies.

At approximately 2:05 a.m., the Richmond Fire Department responded to a reported structure fire in the 1800 block of 3rd Avenue.

Upon arrival, firefighters found heavy smoke showing from a commercial building. Crews then quickly worked to access the building and make an offensive attack on the blaze.

However, the fire rapidly escalated, forcing crews to evacuate the building. A second alarm was called, and as the fire continued to spread, a third alarm assignment was added. Richmond Fire Chief Melvin Carter reported that over 75 firefighters responded to the scene. After several hours of intense work, crews were able to bring the fire under control.

While crews worked to control the incident, Chesterfield Fire and EMS, along with the Henrico Fire Department, assisted in covering Richmond’s stations.

Fortunately, no injuries were reported, though several businesses sustained damage. The cause of the fire is still under investigation.

Early this morning at approximately 1:06 a.m., the Richmond Fire Department, along with the Richmond Police Department, responded to Chamberlayne Parkway and School Street for a reported motor vehicle accident with entrapment.

Upon arrival, fire crews found a single vehicle into a tree with significant damage. Crews quickly began assessing the situation for trapped occupants. It was soon confirmed that one individual was trapped inside the vehicle. The extrication process then began.

During the extrication process, it was determined that the individual was dead on arrival. The operation then shifted to a recovery effort.

Firefighters remained at the scene for an extended period of time to assist police. The Richmond Police Department will continue to investigate the cause of the crash.

Earlier this afternoon, Chesterfield Fire and EMS responded to Midlothian Turnpike at Huguenot Springs for a reported motor vehicle accident with entrapment.

Truck 205 arrived on scene to find a 2 vehicle crash with heavy damage. Firefighters quickly determined there was one person trapped in the vehicle with serious injuries. Crews then began the extraction process.

Multiple people involved in the crash were transported to local hospitals, though their current conditions are unknown at this time.

All lanes of Midlothian Turnpike westbound at Huguenot Springs were closed during this incident.

On Wednesday afternoon, Chesterfield Fire and EMS responded to the 800 block of West Harbour Drive for a reported structure fire.

Fire marshal 209 arrived on scene to find a mobile home fully involved with fire. When the engine company arrived on scene, they worked to quickly stretch a handline and make an aggressive offensive attack on the fire. Fire crews were able to have the fire knocked down within about 30 minutes.

One person was home at the time of the fire and was able to make it out safely. Fortunately, no injuries were reported, although a cat is still unaccounted for.

The Chesterfield Fire Marshals office is continuing to investigate the cause of this incident.

At approximately 12:33 p.m. yesterday, Chesterfield Fire and EMS responded to a reported motor vehicle accident with entrapment at the 12800 block of Spring Run Road. Fire crews arrived to find an overturned box truck, with two individuals involved in the crash, one of whom was trapped inside the vehicle.

Fire crews began the extrication process, and while working to free the trapped driver, command requested medflight for the driver, who had sustained life-threatening injuries.
Engine 219 was then dispatched to Spring Run Elementary School to establish a landing zone. Once extricated, the critically injured driver was flown to a nearby trauma center for treatment. The passenger of the truck, who sustained non-life-threatening injuries, was taken to a local hospital by ambulance.

According to Chesterfield Police, the crash occurred after the box truck ran off the road, and the driver overcorrected, causing the vehicle to overturn and collide with a tree. The Chesterfield Police Department’s Crash Team is currently investigating the incident, and charges are pending as the investigation continues.

On October 15, around 7:23 p.m., Richmond Police Department was dispatched to the 2900 block of East Broad Street for a mental health call.

According to Richmond Police Chief Rick Edwards, Officers responded for a mental party who was armed with an edged weapon and was threatening individuals.

Upon arrival, police quickly set up a perimeter and began negotiating with individuals inside an apartment. Officers asked the armed male to step outside, but he refused. They then heard a female inside the apartment and asked her to come out, but she said she was unable to. Shortly afterward, officers heard screams from within the apartment. Concerned for the woman’s safety, they entered the dwelling.

As officers entered, one officer discharged his service weapon, striking the male suspect. Police immediately administered life-saving first aid, and the suspect was rushed to a local hospital with life-threatening injuries.

Fortunately, the woman and the officers were not injured. The officer involved in the shooting has been placed on administrative leave as part of Richmond Police Department’s standard protocol.

Richmond Police confirmed that an edged weapon was recovered from the scene, and the department is continuing to investigate the incident.

This afternoon around 2:40 p.m., Chesterfield Fire and EMS, along with Powhatan Fire and Rescue, responded to Midlothian Turnpike between Old Hundred and County Line Road for a reported vehicle fire.

Upon arrival, fire crews discovered the vehicle engulfed in flames. When engine 702 arrived on scene, they worked to extinguish the fire.

Due to the incident, Route 60 westbound near Frameway Road was closed for most of the afternoon. While one lane has since reopened, traffic remains heavily backed up along Route 60. Avoid the area if possible.

At approximately 10:20 p.m. on Monday night, Richmond Police Department responded to a reported shooting in the 2700 block of Hull Street.

Upon arrival, officers discovered a victim who had been shot. Richmond EMS crews quickly transported the victim priority to a nearby hospital. The extent of their injuries is currently unknown.

Richmond Police Department is continuing to investigate this incident.

Shots Fired At Virginia State University Prompts Lockdown

On Monday evening, at approximately 7:30 p.m., Virginia State University Police, along with the Chesterfield Police Department, responded to reports of gunfire near Moore Hall on the university campus.

In response, VSU was placed on immediate lockdown as police investigated the situation. During the lockdown, VSU Police urged students and staff to “remain inside and protect their surroundings.”

The lockdown was lifted shortly after 8:30 p.m., and no injuries were reported in the incident.

At approximately 9:13 p.m., Chesterfield Fire and EMS responded to the 10700 block of Timberun Road for a reported structure fire.

Fire crews arrived on scene to find smoke showing from the exterior of the home.

Firefighters then quickly stretched a line and went into the offensive mode. When crews made entry into the home, they discovered they were working a kitchen fire. Crews were able to get the fire under control in just over 30 minutes.

No civilian or firefighter injuries were reported, but sadly, a dog died as a result of the fire. The Chesterfield Fire Marshals Office is currently investigating the cause of the fire.

At approximately 2:07 a.m., Chesterfield Fire and EMS, along with police personnel, responded to a reported motor vehicle accident with entrapment in the 6200 block of W Branch Road.

Police officers were the first to arrive at the scene and found a vehicle into a tree. Fire crews arrived shortly after.

Upon assessment, firefighters confirmed that one person was trapped inside the vehicle. They also discovered a gasoline leak, prompting them to quickly deploy a handline to prevent a potential fire hazard.

Within about 15 minutes, firefighters successfully extricated the patient from the vehicle. The individual was then rushed to a local trauma center. Their current condition is unknown.

Chesterfield County Police Department is continuing to investigate this incident.

In the early morning hours of Sunday, Chesterfield County Police Department initiated a traffic stop in the area of Iron Bridge Road and Jessup Road.

At some point during the traffic stop, a struggle between the driver and the officer occurred. The driver managed to flee the traffic stop. Which at that time, there was an exchange of gunfire. Then another exchange of gunfire occurred, after a short pursuit.

The driver of the vehicle was pronounced dead on scene. And no officers were injured in this incident.

Chesterfield County Police Department is continuing to further investigate this incident.

Yesterday morning, Chesterfield Police Department was serving a search warrant at the 4200 block of North Cresthill Court.

While officers were serving the warrant, they came across a m**h lab inside of the home. A full hazmat response was immediately requested.

Police and firefighters worked to block the area off and evacuate surrounding homes. In addition, C.C Wells Elementary School was placed on lock down while units on scene determined the severity of the incident.

Chesterfield Fire and EMS hazmat crews worked with Chesterfield Police and the Clandestine Team from Virginia State Police to remove the substance from the home.

It has not been released if any arrest were made.
