MAN CONVICTED OF DOMESTIC VIOLENCE, TORTURE

Yesterday in Department 17 of the Tulare County Superior Court, South County Justice Center, TCDA prosecutors secured guilty verdicts against Felimon Salas, age 37, for domestic violence and torture.

From January 18, 2021, to January 20, 2021, Salas repeatedly and violently beat the mother of his child with his fists, cooking utensils, and beer bottles causing significant lacerations and bruising to her head and neck, as well as cracked teeth. Salas’ abuse also included biting, shoving, and depriving her of sleep and medical care. In one instance, Salas drove the injured victim to the base of a hill and made her walk up it to “earn her spot back in their family.”

It is believed that the pattern of abuse existed well before these incidents.

On January 20, 2021, Salas drove the victim to the home of family members. He then fled to Mexico to avoid contact from law enforcement for over a year. Using a tip that Salas was back in the area, law enforcement contacted him in February 2022. He was arrested and held on $500,000 bail. At a later court date, despite his flight risk and propensity for violence, the court lowered his bail to $50,000 and released him over the fervent objection of prosecutors. Salas began his criminal trial out of custody.

At trial, Salas failed to appear for the final day of arguments. Nevertheless, he was convicted of torture, two counts of assault with a deadly weapon, and five counts of domestic violence. Numerous counts are enhanced with special allegations that the crime used a deadly weapon, and that great bodily injury was inflicted.

“Prosecutors worked diligently to bring justice in this case. If you are a victim of this type of crime, do not hesitate to reach out to those who can help,” said District Attorney Tim Ward. “After being a fugitive from justice for a year, it is mind boggling that this defendant was afforded such a significant bail reduction. In 2021, he fled accountability, and it is tragic that this victim and other victims of violent crime have their justice eroded by progressive policies. This is one of the more glaring examples of our legislative and societal push toward severely degrading the cash bail system.”

Salas faces life in prison at sentencing. A warrant for his arrest was issued. Anyone with information on his whereabouts is urged to contact law enforcement immediately.

Just before 6:30, Report of approx 6 shots heard in the area of Centennial Park. Minutes later, report of a person suffering from a gunshot wound in a vehicle at McDonald's on Cross and J St. Emergency crews located the victim. Officers also responded to J St, just north of Pleasant, where they located a crime scene. 7 spent shell casings were found. The victim was transported, unknown on extent of injuries.

Woman Hospitalized After Being Shot in the Eye with Rubber Bullet
Around 2:45 p.m., VPD officer were called to the Starbucks on Mooney Boulevard and Tulare Street for a report of an assault. When officers arrived, they were told the suspect, 43-year-old Elizabeth Arnold, shot the victim in the eye with a “self-defense” rubber bullet gun during an argument. Arnold was arrested at the scene.
The victim was transported to Kaweah Health for non-life-threatening injuries.
Arnold was transported and booked at the Tulare County Adult Pre-Trial Facility for assault with a deadly weapon.

1:33 Physical altercation at Taco Bell on Hillman. Approx 8 females involved. Caller advised one party on the floor being kicked in the head and possibly hurt pretty bad. Officers observed an involved white kia leaving northbound on Hillman. A traffic stop was initiated on Cartmill, just west of Hillman. One occupant of the vehicle also needed medical. EMS and TFD responded to both locations. Unknown if anybody was transported or arrested.

1:27a.m. TFD and TPD responded to a traffic accident and vehicle fire on Mooney, just north of Bardsley. Vehicle reportedly on fire with the driver still in it. TPD was on scene quickly and able to extricate the driver. Firefighters extinguished the flames. The vehicles occupant was transported with major injuries. The traffic division was dispatched to handle the incident. North bound Mooney was temporarily closed.

11:12 Rollover traffic accident on northbound 99, at Ave 200. White pickup reportedly rolled, coming to rest in the center divide. Northbound 99 was down to one lane. One patient transported with minor injuries.

9:15 TFD, TPD and EMS responded to report of a vegetation and possible structure fire at Inyo and I St, behind S & J Appliances. Flames reportedly touching the building. Firefighters had to access from the east side with hoses extended across the tracks. Railroads was contacted to halt train traffic but a train was already coming into the area. All hoses and personnel were removed from the tracks until the train passed. It sounded like the fire was contained to just grass and debris between the 2 buildings. Great job by all emergency crews!!

8:25 Single vehicle rollover at Cross and G St. The initial call stated the vehicle was on fire with the driver still inside, however, crews arrived to a Land Rover on its roof but not on fire. A large amount of gasoline was pouring out of the vehicle. The driver was able to exit and didn't appear to be seriously injured. Streets Dept was contacted for cleanup due to the amount of fuel on the street. TFD stood by as the vehicle was uprighted and all hazards were mitigated.

8:49 Traffic accident on northbound 99, at Betty Dr. Audi vs center divide. Vehicle came to rest blocking the slow lane. Vehicle is not drivable and will need a tow truck. Driver reportedly dropped his cellphone and accidently hit the steering wheel while bending down for it, causing the collision. Please drive with caution if you're traveling in this area.

Just after 5:30, Report of a large fire at Levin and K St. Some type of shed/structure on fire, possibly gallons of gas next to the shed. TPD arrived and blocked traffic on Levin. TFD arrived and made access to the property. Crews did what they do and quickly knocked it out. They'll be on scene for a bit for mop up.

12-Year-Old Arrested for Threatening Mass Shooting at Earlimart Middle School

On Monday, TCSO Deputies received a report about a student making terrorist threats and indicating a mass shooting would happen on at Earlimart Middle School.

The threat was made on social media.

Detectives responded and identified a 12-year-old student at Earlimart Middle School as the suspect. He was contacted at his home and taken into custody. No guns were found at his home. He was booked at the Juvenile Detention Facility for making Terrorist Threats.

Sheriff Boudreaux wants to take this opportunity to remind students that threats like these are taken extremely seriously by the Sheriff’s Office, and they will be treated like they are credible every time.

VISALIA: The Westbound State Route 198 off-ramp to Plaza Drive will be closed tomorrow, September 19th, from 6am to 2pm for roadway maintenance operations.

Westbound SR 198 will also be reduced to 1 lane for approximately 0.25 miles near the off-ramp as part of this operation.

I honestly don't know which is sadder, being so broke you gotta steal from a dollar store, or being the get away driver for a Dollar Tree heist. Around 2pm today at the Dollar Tree next to the Probation Dept in Visalia, these fellas were in such a hurry leaving that they forgot to pay for the merchandise.

FARMERSVILLE GANG MEMBER CONVICTED OF SPECIAL CIRCUMSTANCE MURDER, CONSPIRACY

On Friday, September 15, 2023, in Department 5 of the Tulare County Superior Court, TCDA prosecutors secured a guilty verdict against gang member Jermon Jackson, age 25, for violent crimes spanning from 2017 and 2019.

On April 19, 2017, Jackson and other gang members conducted a drive-by shooting of rival gang members in the parking lot of an apartment complex. One individual was hit and taken to the hospital where he was treated. Three days later, on April 22 around 4 pm, Jackson and two other gang members were in a car when they came upon a suspected rival gang member walking on the street in Ivanhoe. The car circled around the block before Jackson and another gang member opened fire on the victim, killing him. On December 28, 2019, Jackson was involved in a drive-by shooting at a residence in . No one was hurt, but the shooting caused property damage.

Through investigation using cell phones, witness accounts, ballistic evidence, and prior contacts with Jackson, law enforcement officers were able to arrest Jackson for the crimes.

On September 13, 2023, the jury convicted Jackson of murder, two counts of attempted murder, shooting at an inhabited dwelling, and three counts of assault with a semiautomatic firearm. Additionally, the jury found true the special circumstance of drive-by murder and the special allegations including that the crimes were violent, employed planning and sophistication, that a firearm was used, and the crimes caused great bodily injury. In accordance with AB 333 in a separate verdict on September 15, 2023, the jury convicted Jackson of two counts of criminal gang conspiracy, the special circumstance of street gang murder, and found true that numerous crimes were committed to benefit a criminal street gang.

Jackson faces life in prison without the possibility of parole at sentencing.

Just after 10:30pm, Report of a structure fire at Alpine and G St. Caller advised there was a party going on in the backyard when a tree caught fire. It then spread to the home. TFD arrived to find the rear of the structure fully involved, with multiple explosions heard. Edison was started on expedite due to a power pole being involved. Surrounding homes were evacuated as a precaution. A second alarm was started due to a propane tank that was also involved. Resources from County Fire and Visalia Fire were also dispatched. Crews were able to knock down the stubborn fire. It's unknown to me if the fire extended to any other properties.

The comet is said to arrive Saturday evening around 7:15 p.m. and should be seen from the west.
