The best One Piece Theory ever:
Roger and Shanks waited because they knew how Domi Reversi works
The Reversi gameboard was literally shown to describe how people were getting flipped into demons, so it’s possible that Imu (who remember is doing this all from a distance) is literally using a Reversi game board to do this in the holy land.
Roger + all the top tiers of then and the future together couldn’t stop Imu with strength. In the current time, they are all aware that strength can’t beat Imu (even Rocks knew this before hand).
There’s a current theory that the One Piece is literally a Reversi playing piece, and that this ability is the reason why Imu won. Imu can lose pieces to white pieces (two Nikas or Joyboys etc, which is why Rocks said he needs TWO Devil fruits, Luffy’s and Elbaf’s Nika fruit, BB’s might even count who knows), but he can’t full on lose the game without all the pieces on the board.
The comedy part of the theory is that Imu can’t fully lose in Reversi because one of the pieces of the board is missing because Imu hid it on the furthest most difficult to reach island because he was malding so bad about constantly losing to Joyboy in Reversi. He needs to get rid of the top tiers of the verse, or at least stop them from pursuing the one piece, because they are the only ones who can make it to the one piece to actually undo him in Reversi.
I think Roger’s original intent was to go for Imu but then he learned that only Joyboy/Nika can sit at the table to finish the game against Imu to undo this ability, so his goal shifted to creating the best circumstances for that person to find the One Piece (his death speech).
He may have even suspected that it could have been Shanks (Shanks didn’t go on their trip to Laugh Tale so maybe the prophecy didn’t disclude him), but Shanks knew (or later came to believed, maybe from visiting the Holyland) that it wasn’t him either, it was Luffy.
