Supporters say prisons could set up voluntary work assignments for inmates and they could earn work credits to reduce sentences.
There is no registered opposition. But when a similar bill came up in 2022 it fell short of passing. Opponents then said it would be too costly for prisons.

California Ballot Propositions Explained | Prop 5 makes it easier for cities to raise taxes
California makes it hard for cities and counties to borrow money for new projects. Most bonds need two-thirds of voter support to pass.
Proposition 5 would lower that to 55% but only for some projects like affordable housing, down payment assistance and public infrastructure.
Supporters say that if a majority supports a bond, it should pass.
Opponents say that property owners are the most likely to have to pay for the bonds through property tax increases.

California Ballot Propositions Explained | Proposition 4 could be one of the largest investments California has ever made toward climate change.
It would allow the state to borrow up to $10 billion in bonds to help combat droughts, wildfires and sea level rise. The bonds would cost about $400 million per year and take 40 years to pay off.
Supporters say there is an urgent need for funding.
Opponents say bonds are the most expensive way to pay for things, especially for a state that is facing a budget deficit.

California Propositions Explained | Prop 35 is arguably the most complicated measure on the ballot.
There is now a tax on health care providers that helps fund services for Medi-Cal, the state's low-income health insurance program.
Prop 35 would require that money generated by that tax continue to be spent on Medi-Cal services.
Supporters say that would prevent lawmakers from using that money to backfill budget deficits.
Opponents say that could further lead the state into debt.
