* Until 930 AM CDT.

* At 833 AM CDT, a severe thunderstorm capable of producing
waterspouts was located 7 nm east of Riviera Beach, or 34 nm south
of Portland, moving west at 30 knots.

HAZARD...Waterspouts and wind gusts to nearly 50 knots.

SOURCE...Radar.

IMPACT...Waterspouts can quickly form and capsize boats, damage
vessels and oil rigs, and create suddenly higher waves.
Make sure all on board are in a secure location and
wearing life jackets. Expect wind gusts in excess of 34
knots, suddenly higher waves, frequent lightning, and
heavy downpours.

A TORNADO WARNING REMAINS IN EFFECT UNTIL 845 AM CDT FOR NORTH CENTRAL KENEDY COUNTY...

At 834 AM CDT, a severe thunderstorm capable of producing a tornado
was located 9 miles southeast of Riviera Beach, or 15 miles east of
Sarita, moving southwest at 15 mph.

HAZARD...Tornado.

SOURCE...Radar indicated rotation.

IMPACT...Flying debris will be dangerous to those caught without
shelter. Mobile homes will be damaged or destroyed. Damage
to roofs, windows, and vehicles will occur. Tree damage is
likely.

This tornadic thunderstorm will remain over mainly rural areas of
north central Kenedy County.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

TAKE COVER NOW! Move to a basement or an interior room on the lowest
floor of a sturdy building. Avoid windows. If you are outdoors, in a
mobile home, or in a vehicle, move to the closest substantial shelter
and protect yourself from flying debris.

If a tornado or other severe weather is spotted, report it to the
National Weather Service or your local nearest law enforcement agency
who will send your report. This act may save lives of others in the
path of dangerous weather.

DISCUSSION AND OUTLOOK

At 400 PM CDT (2100 UTC), the center of Tropical Depression Nine was
located near latitude 25.2 North, longitude 91.6 West. The
depression is moving toward the west near 18 mph (30 km/h). A fast
motion to the west is expected to continue, and the system is
forecast to move inland over south Texas by midday Tuesday.

Maximum sustained winds are near 35 mph (55 km/h) with higher gusts.
Strengthening is forecast, and the system is expected to
become a tropical storm before it reaches the Texas coast.

The estimated minimum central pressure is 1008 mb (29.77 inches).

HAZARDS AFFECTING LAND
----------------------
Key messages for the depression can be found in the Tropical
Cyclone Discussion under AWIPS header MIATCDAT4 and WMO header
WTNT44 KNHC and on the web at hurricanes.gov/text/MIATCDAT4.shtml.

RAINFALL: The depression is expected to produce rainfall amounts
of 3 to 5 inches, with isolated higher amounts of 7 inches, across
South Texas on Tuesday and Wednesday. Areas of flash flooding will
be possible.

Across Mexico, rainfall amounts of 4 to 6 inches, with local amounts
of 10 inches, are expected across portions of northern Coahuila and
northern Nuevo Leon on Tuesday and Wednesday. Areas of flash
flooding are expected.

WIND: Tropical storm conditions are expected in the warning area
and are possible in the watch area early Tuesday.

STORM SURGE: The combination of a storm surge and the tide will
cause normally dry areas near the coast to be flooded by
rising waters moving inland from the shoreline. The water could
reach the following heights above ground somewhere in the indicated
areas if the peak surge occurs at the time of high tide...

Christi Bay and Matagorda Bay...1 to 3 ft

The deepest water will occur along the immediate coast near and to
the north of the landfall location, where the surge will be

is expected to continue, and the system is forecast to move inland
over south Texas early Tuesday.

Maximum sustained winds are near 30 mph (45 km/h) with higher gusts.
Strengthening is forecast, and the system is expected to become a
tropical storm before it reaches the Texas coast.

Satellite images indicate that the system is becoming better
organized and it is expected to become a tropical depression later
today.

WEDNESDAY...

* WHAT...For the Heat Advisory, heat index values up to 114. For
the Excessive Heat Warning, dangerously hot conditions with
heat index values up to 117 expected.

* WHERE...Hidalgo, Brooks, Inland Kenedy, Starr, Inland Willacy,
and Inland Cameron Counties.

* WHEN...For the Heat Advisory, until 8 PM CDT this evening. For
the Excessive Heat Warning, from noon to 7 PM CDT Wednesday.

* IMPACTS...Extreme heat and humidity will significantly
increase the potential for heat related illnesses,
particularly for those working or participating in outdoor
activities.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Drink plenty of fluids, stay in an air-conditioned room, stay out
of the sun, and check up on relatives and neighbors. Young
children and pets should never be left unattended in vehicles
under any circumstances.

Take extra precautions if you work or spend time outside. When
possible reschedule strenuous activities to early morning or
evening. Know the signs and symptoms of heat exhaustion and heat
stroke. Wear lightweight and loose fitting clothing when
possible. To reduce risk during outdoor work, the Occupational
Safety and Health Administration recommends scheduling frequent
rest breaks in shaded or air conditioned environments. Anyone
overcome by heat should be moved to a cool and shaded location.
Heat stroke is an emergency! Call 9 1 1.

At 500 PM AST (2100 UTC), the center of Tropical Storm Bret was
located near latitude 11.3 North, longitude 42.2 West. Bret is moving toward the west near 21 mph (33 km/h), and this motion is expected to to continue for the next several days. On the forecast track, the system should be approaching the Lesser Antilles late this week.

Maximum sustained winds have increased to near 40 mph (65 km/h) with higher gusts. Strengthening is forecast, and Bret could become a hurricane in a couple of days.

Tropical-storm-force winds extend outward up to 45 miles (75 km) from the center.

The estimated minimum central pressure is 1008 mb (29.77 inches).

* WHAT...Dangerously hot conditions with heat index values between 108 and 120 and high temperatures between 103 and 114.

* WHERE...All of South Central Texas.

* WHEN...Until 9 PM CDT Wednesday.

* IMPACTS...Extreme heat and humidity will significantly increase the potential for heat related illnesses, particularly for those working or participating in outdoor activities.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Drink plenty of fluids, stay in an air-conditioned room, stay out of the sun, and check up on relatives and neighbors. Young children and pets should never be left unattended in vehicles under any circumstances.

The depression is moving toward the west near 21 mph (33 km/h), and this motion is expected to continue for the next several days. On the forecast track, the system should be approaching the Lesser Antilles late this week.

Maximum sustained winds are near 35 mph (55 km/h) with higher gusts. Some strengthening is forecast, and the depression is forecast to become a hurricane in a few days.

The estimated minimum central pressure is 1009 mb (29.80 inches).
