🚧 Construction for improvements to the intersection of Hwy. 90 and Woodbine Road in Pace will begin on Mon., Apr. 22. The roadway construction extends from Hwy. 90 to Limbaugh Lane. Most construction is intended to be night work, however, traffic may be impacted by some daytime work.

The Construction Improvements will include:
🟢 Extending the merge lane on Woodbine from Highway 90
🟢 Constructing a free-flow (no traffic signal) right turn from Woodbine Road onto Highway 90
🟢 Providing dedicated dual left turn lanes from Woodbine onto Highway 90
🟢 Extending the merge lane on Highway 90 by an additional 600 feet
Other modifications include drainage improvements, new sidewalks on both sides of Woodbine Road, and dedicated left turn lanes on Woodbine Road for access.

This project is anticipated to take 210 days to complete but all activities are weather-dependent and may be delayed or rescheduled in the event of inclement weather. Drivers are reminded to use caution when traveling through a work zone and to watch for construction workers and equipment entering and exiting the roadway. I had the incredible opportunity to meet the four finalists from Santa Rosa County of the 'Amazing Shake' competition at a dinner event held at V. Pauls in Pensacola. These middle school children were truly impressive and intelligent., It was an honor to be one of the judges for this prestigious event, alongside several other prominent leaders from our community.

Congratulations to Avalon Middle School, Kerrigan Densman, winner of the 2023-2024 Amazing Shake finalists competition, hosted by Navy Federal Credit Union.

Former Commissioner Salter Passes Away

Santa Rosa County on behalf of the Salter family sadly announces the passing of former Commissioner Don Salter on the morning of Sunday, Aug. 20. Salter, 76, was a native of Santa Rosa County. First elected to the Santa Rosa County Board of Commission District 3 office in 2000 and re-elected in 2004, 2008, 2012 and 2016, Salter served as vice-chairman of the board in 2003-2004, 2008-2009, 2013-2014, and 2018-2019 and chairman in 2004-2005, 2009-2010, 2014-2015, and 2019-2020.

Salter graduated from Troy State University with a Master of Science degree in management. He proudly served his country as a United States Army Paratrooper from 1965 to 1968. His last 15 months in Vietnam were served with the 173rd Airborne Brigade as a combat platoon Sergeant where he was awarded the Bronze Star Medal. Before becoming a commissioner, Salter worked for Gulf Power Company (now Florida Power and Light) and retired in 2000 after finishing a 32-year career with the company. His last 10 years, he was the Santa Rosa County District Manager, and was responsible for all company operations. Salter is married to Kaye (née Matlock). They have a son Donnie, a daughter-in-law Mandy, and two grandchildren Ethan and Evelyn.

Highly regarded and respected in the community, during his first eight years of office, Salter was instrumental in economic development, agriculture, military and veteran affairs. A few of Salter’s county accomplishments during his 20 years of service as the District 3 commissioner include:

Founding the Santa Rosa Veterans Memorial Plaza and serving as chairman of the organization for many years. Working to provide two free homes for local disabled veterans and their families.
Creating the Rural Protection Plan for the northern part of the county designed to protect the rural character, agricultural viability and natural resources of northern Santa Rosa County.
Chairman of the Emerald Coast Honor Flight, Santa Rosa Initiative Committee and chairman of the Santa Rosa Military Advisory Council
Working many years to protect and enhance military installations, especially NAS Whiting Field.
Providing the vision and leadership to help purchase several thousand acres of land to prevent development encroachment around our military bases.
The NAS Whiting Field encroachment prevention program is considered “The Navy Model.”
Serving as chairman of the Santa Rosa County and Escambia County Base Realignment and Closure “BRAC” Committee for several years as well as serving on numerous military committees throughout the region.
Leading the charter to bring Whiting Aviation Park to fruition. Helping move the building of the new courthouse forward. Enhancing recreational opportunities including construction of the Pace Community Center and playground in collaboration with the late District 1 Commissioner Jim Williamson and renovation of playgrounds at Chumuckla Community Center and Fidelis.

SRIA Increases Public Trolley Services for Pensacola Beach Air Show

To help alleviate traffic congestion for the Pensacola Beach Air Show, the Santa Rosa Island Authority (SRIA) is extending public transportation hours along the island on Friday, July 7, and is adding extra buses to the schedule on Saturday, July 8.

On Friday, July 7, the SRIA’s three, free open-air trolleys will begin transporting customers starting at 7:30 a.m. and extend their service to Park East, located a mile east of Portofino Resort, until 6 p.m. Following that, the regular route will resume until midnight.

On Saturday, July 8, starting at 6:30 a.m., the SRIA will have four buses in addition to the three open-air trolleys running and will extend their service area to Park East until 6 p.m. Following that, the three open-air trolleys will resume normal operations until midnight.

On Friday and Saturday, buses and trolleys will service passengers from Park East and Park West to Casino Beach throughout the day. Post-show, trolleys servicing Portofino Resort/Park East will be staged on Via de Luna directly across from Santa Rosa Island Authority (facing east). Trolleys servicing Park West will be staged on Ft. Pickens Rd. adjacent to The Sandshaker (facing west).

Due to extreme traffic and congestion buildup on Friday and Saturday, trolley service to the access road stops (Grand Marlin, Radical Rides/Laguna’s, Quietwater Beach, and the Boardwalk) will be temporarily suspended until 6 p.m.

The SRIA wants to remind all passengers that they will only be picked up and dropped off at designated trolley stops.

Passengers who wish to get back to their vehicles as soon as the air show ends need to be on the first fleet of buses leaving Casino Beach post-show. Due to the gridlock that occurs immediately following the air show, riders should expect to wait as long as 90 minutes for the trolleys or buses to return to Casino Beach if they are not on the first trip out.

The official 2023 Pensacola Beach Air Show will begin at approximately 11 a.m. Saturday. The free trolley and bus service is provided by the Santa Rosa Island Authority and Escambia County Area Transit (ECAT) handles the expert driving.

Severe storms capable of damaging gusts, large hail, or tornadoes will be possible over a vast area from Colorado to Florida, and central Texas to the Lower Missouri Valley, and the Midwest.

Very large hail will be possible in Colorado, Kansas, Oklahoma, and Texas; and along the eastern Gulf Coast. The largest hail, greater than 4 inches, is possible in Texas.

A human case of West Nile Virus has been confirmed and there is a heightened concern additional residents will become ill.

DOH-Santa Rosa reminds residents and visitors to avoid being bitten by mosquitoes and to take basic precautions to help limit exposure.
To protect yourself from mosquitoes, you should remember to “Drain and Cover”:
🪣DRAIN standing water to stop mosquitoes from multiplying.
- Drain water from garbage cans, house gutters, buckets, pool covers, coolers, toys, flowerpots, or any other containers where sprinkler or rainwater has collected.
- Discard old tires, drums, bottles, cans, pots and pans, broken appliances and other items that aren't being used.
- Empty and clean birdbaths and pet's water bowls at least once or twice a week.
- Protect boats and vehicles from rain with tarps that do not accumulate water.
- Maintain swimming pools in good condition and appropriately chlorinated. Empty plastic swimming pools when not in use.
👖🧦COVER skin with clothing or repellent.
- Clothing - Wear shoes, socks, and long pants and long-sleeves. This type of protection may be necessary for people who must work in areas where mosquitoes are present.
- Repellent - Apply mosquito repellent to bare skin and clothing.
- Always use repellents according to the label. Repellents with DEET, picaridin, oil of lemon eucalyptus, para-menthane-diol, and IR3535 are effective.
- Use mosquito netting to protect children younger than 2 months old.
🏠COVER doors and windows with screens to keep mosquitoes out of your house. Repair broken screening on windows, doors, porches, and patios.
✅Tips on Repellent Use
- Always read label directions carefully for the approved usage before you apply a repellent. Some repellents are not suitable for children.
- Products with concentrations of up to 30 percent DEET (N, N-diethyl-m-toluamide) are generally recommended. Other U.S. Environmental Protection Agency-approved repellents contain picaridin, oil of lemon eucalyptus, para-menthane-diol, or IR3535. These products are generally available at local pharmacies. Look for active ingredients to be listed on the product label.
- Apply insect repellent to exposed skin, or onto clothing, but not under clothing.
- In protecting children, read label instructions to be sure the repellent is age appropriate. According to the Centers for Disease Control and Prevention (CDC), mosquito repellents containing oil of lemon eucalyptus should not be used on children under the age of three years. DEET is not recommended on children younger than two months old.
- Avoid applying repellents to the hands of children. Adults should apply repellent first to their own hands and then transfer it to the child’s skin and clothing.
- If additional protection is necessary, apply a permethrin repellent directly to your clothing. Again, always follow the manufacturer’s directions.

The Santa Rosa County Board of County Commissioners (BOCC), Clerk of Courts, county judges and other distinguished guests celebrated the ribbon cutting of the new courthouse today, Wed., Aug. 17. The new Santa Rosa County Courthouse is located at 4025 Avalon Blvd. in Milton.

"When I was first elected, I began teaming up with my fellow commissioners on what was then an idea to replace the aging courthouse," said Commission Chairman Robert A. "Bob" Cole, District 2. "As the years passed and the conditions of the existing courthouse continued to deteriorate, the need for a new courthouse never changed. Thank you to Ajax, Sam Marshall Architects and HOK for building this state-of-the-art modern judicial facility that will serve our citizens for generations to come."

Many current and former judges were in attendance, including former Judge Colie Nichols, Jr. who stated in his remarks, "I am honored to be here on this glorious day when we open the new Santa Rosa County Courthouse. It is the culmination of a long and difficult journey going back 20 years. This beautiful building was secured by the tremendous effort, assistance and dedication of many people."

"My nearly 30 years in the current courthouse just seems like a snapshot," said Honorable Judge C. Robert Hilliard. "When this new courthouse fully opens, it will be the most technologically advanced courthouse in the country and is designed to securely serve our citizens with everything from adoptions to last wills and testaments and all that befalls us in the life that comes in between."

The current courthouse located in Downtown Milton was opened July 4, 1927 and remodeled in 1961 with modular buildings added on in 2008 to accommodate growth. The new courthouse on Avalon Boulevard consists of a three-story building, approximately 110,000 square feet, situated on 19 acres. This location will allow for future additions and two additional administrative office buildings to house the county court support services (state attorney, public defender, guardian ad litem and probation).

The new courthouse includes seven courtrooms, eight judge's suites and all the necessary court support services including secure holding for inmates, hearing rooms, a law library, evidence rooms, jury selection and jury deliberation spaces.

"I am thankful for Commissioner Cole and former commissioner, Don Salter, for the work they also put into making this courthouse a reality," said Commissioner Sam Parker, District 1. "We are continuing to move projects forward to improve our community and this facility is a true testament to that fact."

"This courthouse will meet the needs of its people for decades to come," said Donald C. Spencer, Santa Rosa County Clerk of Court and Comptroller. "It will be a pillar for Santa Rosa County. The old courthouse was used for almost 100 years and this new courthouse will last at least that long. I thank the BOCC for getting this courthouse built and I also thank the citizens of Santa Rosa County for their support."

The Clerk of Courts services currently provided in the courthouse will be accommodated in the new facility along with conference rooms and meeting spaces for the state attorney and public defender offices. The courthouse is expected to fully open in late September.

A FEW STRONG TORNADOES POSSIBLE FRIDAY; LEVEL 3 (OUT OF 5) RISK ZONE... Severe weather parameters continue to increase. The Storm Prediction Center notes that a long-tracked, significant (EF2+) tornado or two may become possible across south Alabama and northwest Florida on Friday. This continues to look like an event that will be in the daytime hours with the greatest risk of tornadoes happening in the late morning and afternoon hours. In addition to the pronounced tornado risk, damaging wind gusts and large hail will be possible in the stronger storms. If and when we have tornado warnings tomorrow, be sure to join me on Facebook Live for the very latest information. If you are new to our area, be sure to check out the details below on how you can best be prepared ahead of this severe weather event. Even if you're not new to the area, it is good to look at the points below as a good refresher on how we can all best prepare ahead of the tornado potential on Friday.

SEVERE WEATHER TIMING - FRIDAY... 6AM to 6PM remains the twelve hour window when strong to severe thunderstorms will be most likely to happen across southwest Alabama and northwest Florida, with the main window for severe storms being from 9AM to 3PM. This means most of the severe weather issues will likely happen in the daytime hours. Please have a way to get urgent weather warnings throughout the day on Friday.

LEVEL 3 (OUT OF 5) SEVERE WEATHER RISK... Much of our local area is involved in the Level 3 (out of 5) enhanced severe weather risk zone valid on Friday. This is certainly not a complete list, but if your community is mentioned here, just know you're involved in this Level 3 risk zone and scattered severe thunderstorms will be likely, including the potential for tornadoes: Mobile, Prichard, Saraland, Satsuma, Creola, Theodore, Coden, Bayou La Batre, Wilmer, Citronelle, Mt. LEVEL 2 (OUT OF 5) RISK FOR COMMUNITIES TO THE NORTH... If you're in the northern parts of Washington, Clarke, Monroe, and Butler counties, you're involved in the Level 2 (out of 5) severe weather risk. We note parameters are quite favorable for severe storms in these areas, however it does look like the risk will maximize a bit to the south on Friday. This Level 2 risk zone includes Millry, Frankville, Coffeeville, Thomasville, Grove Hill, Whatley, Tallahatta Springs, Campbell, Beatrice, Keith, Coy, Old Texas, Greenville, Forest Home, Chapman, and Daisy. We note that many more Alabama communities farther north and east are involved in the Level 2 risk zone tomorrow, including Camden, Butler, Luverne, Troy, Dothan, Eufaula, Auburn, Montgomery, Birmingham, Tuscaloosa, Anniston, Gadsden, and many more communities across the state.

Here are the 8 key points for tornado and severe weather safety.

1. WARNINGS… Most importantly, **HAVE A WAY TO RECEIVE WEATHER WARNINGS ON FRIDAY.** If you don't have a way to get the warnings, the rest of these points are moot. You have to KNOW when something is happening in your area! No matter where you are in Alabama, northwest Florida, or Mississippi, you're included in a severe weather risk zone on Friday. NOAA Weather Radios are great but they do generally need batteries (AA, AAA, etc.), The SAF-T-Net (free) app is great. Note that if you previously used the "Weather Radio" app, the company that produced that app no longer supports it. Also, my company, RedZone Weather, has an app (free download at redzoneweather.com/app) that you can watch our live streaming video and audio coverage if tornado warnings happen in southwest Alabama or northwest Florida (coverage commitments available here: redzoneweather.com/coverage)

2. WHY HELMETS WORK SO WELL... Emerging research continues to show that wearing a helmet during a tornado that strikes your location greatly increases your chance of survival. Why? Because the majority of fatal injuries that happen due to tornadoes happen because of blunt force trauma to the head/skull region. Thus, if we can mitigate this hazard in any way, we should. That's where helmets and cooking pots come into the equation. Anything is better than nothing in this case. This means if you can grab a football, baseball, softball, bicycle, motorcycle, ballistics, or welding helmet and put it on, it will highly likely help you survive a tornado impact. Note this helmet deal isn’t just for children. It applies to everyone, no matter if you’re 8, 28, or 88 years old. Everyone needs a severe weather helmet. I cannot recommend them to you enough!

3. PHONES/TABLETS... Charge your cell phones and iPads and other electronic devices NOW. Don't wait. Power may be out in some areas of Alabama, northwest Florida, and Mississippi on Friday if intense storms happen. If you've been on the fence about purchasing one of the fantastic small battery backups that can power your phone or iPad, I highly recommend getting one the next time you go to the store or visit Amazon. In my experience, I'm a fan of the Anker batteries. You'll need a charging cable to go with it.

4. WHISTLES/AIRHORNS/IDs... You need something like a whistle, air horn, or something else that can emit a loud noise to let first responders know if you've been affected by a tornado and you're trapped under debris. It's important to also have your ID on your person during tornado warnings. If you need medical help and you're unconscious, first responders need to know who you are.

5. CLOSED-TOED SHOES... It would pain me so much to hear that someone had been affected by a tornado, survived it, then walked out of a destroyed home, stepped on a live electrical wire and got electrocuted. Wear closed-toed shoes on Friday! This is an easy thing we can all do with little effort.

6. PEOPLE AND PETS... Don't forget about the pets when/if you have to take shelter on Friday. Dogs and cats need to be sheltered too! Also, don't forget to LET PEOPLE KNOW that we have a substantial severe weather risk across portions of Alabama, Mississippi, and northwest Florida on Friday. You'd be amazed at how many people I see regularly that don't have a clue what's happening in the news and weather world. That's fine -- until it's not and they become a tornado casualty. Share this point, share someone else's weather post, I really don't care what you share as long as you TELL PEOPLE ABOUT THIS RISK. You can be the hero and save a life. TELL YOUR FOLKS about this risk.

7. HAVE A PLAN… Know NOW where you'll be on Friday. We recommend getting on the lowest floor of a well-constructed, site-built structure (like a sturdy house or business), away from windows and doors, putting as many walls as you possibly can between you and the outside world. You CANNOT be in a vehicle or a mobile home during tornado warnings! These places become death traps very quickly in tornado situations... Don't think, "Oh, I'll try to outrun it." NO. This could prove to be a fatal mistake. Underground tornado shelters are the best place to be, but many folks don’t have one of those, and that is okay. You don’t have to be underground to survive a tornado. For the sake of taking up resources by our incredible first responders, please don't be a bonehead and try to "chase storms." Leave that to the professionals who have years of training.

8. COVERAGE... I provide live streaming video coverage via our RedZone Weather app and on redzoneweather.com during tornado warnings for 12 counties in southwest Alabama and in northwest Florida. Some of you reading this post are NOT in our local area. While I appreciate you reading this, I would suggest finding out NOW who covers tornado warnings in your specific area. redzoneweather.com/coverage outlines our coverage policy extensively. Find a weather source you trust and watch the information on Friday!

Lastly, this is March in the Deep South. This severe weather risk is NOT that unusual. Severe weather risks are a part of our lives in this state and around the Deep South. When/if the weather takes a turn for the worst on Friday, let's show the world how prepared we are in making these good tornado warning decisions! I believe in Alabama and northwest Florida and I love the people of our region! We will get through this. Do not be scared, be prepared. No reason at all to panic or be afraid as long as you have good, reliable ways to get warnings and take action when/if tornado warnings are needed for your specific location.
