New machine learning project will advance real-time

seismic monitoring across energy industries

A new initiative designed to revolutionize seismic monitoring and forecasting using real time, advanced machine learning (ML) technologies is coming to the West Texas/New Mexico area.

The U.S. Department of Energy (DOE) Technology Commercialization Fund awarded $1.8 million in funding to Lawrence Livermore National Laboratory (LLNL), a premier science and research institution in Livermore, California.

The TCF is administrated by the DOE Office of Technology Commercialization, and the project is funded by the Office of Fossil Energy and Carbon Management.

The project, “Advancing Real-Time Forecasts of Induced Seismicity with Machine Learning-Based Event Detection and Location,” is expected to deliver innovative solutions for managing induced seismicity. These advancements will support critical industries, including carbon storage, oil and gas production, and geothermal energy.

Partners include Oak Ridge National Laboratory, Instrumental Software Technologies, Inc. (ISTI), the Livermore Lab Foundation and several local community colleges – including Southeast New Mexico College, Midland College and Odessa College in Texas.

The project is also known as RECONNECT, or the Real-time inducEd seismiCity fOrecasts learNiNg sEismic CaTalogs.

“Our goal is to identify and enhance operational safety, and bolster public confidence in energy technologies,” said Kayla Kroll, a LLNL seismologist and the project’s principal investigator. “It’s imperative to understand how seismic activity is detected, classified and forecasted to help ensure operators can proactively manage risks.

“Workforce development in the energy sector also is critical. Our community college partners already play a key role in connecting students with future career opportunities and inspiring the next generation of STEM leaders. We’re delighted to have them as collaborators on this project,” Kroll said.

The colleges will host a series of Energy Workforce events featuring hands-on workshops and expert panels designed to inform the community on emerging energy industries and career opportunities. Paid summer internship opportunities

for college students at LLNL also will be available via the Lab’s philanthropic partner, the Livermore Lab Foundation, a 501(c)(3) nonprofit organization supporting LLNL’s fundamental science and research initiatives.

The community college outreach is designed to kick off in fall 2025. Faculty leads include Joshua Hardt of Odessa College and Richard Wiedenmann of Southeast New Mexico College.

“This partnership with LLNL will equip the West Texas community with essential tools and data, enhancing our engagement with seismic science and safety,” said Joshua Hardt, a professor at Odessa College. “I’m excited to see how this heightened awareness will spark public discourse about our local earth science.”

Another faculty leader for the program, Richard Wiedenmann, a professor at Southeast New Mexico College, said, “This project is important to the community in educating the public about our frequent earthquakes. This also will benefit our college’s students in science, engineering, workforce development and other programs.”

The DOE TCF aims to support the commercialization of DOE national lab, plant and site technologies and to build out the national lab commercialization ecosystem.

At LLNL, technology transfer through public-private partnerships like this one, as well as TCF grant proposals, are facilitated by the Lab’s Innovation and Partnerships Office (IPO). IPO supports U.S. economic competitiveness and national security through licensing partnerships leveraging LLNL intellectual property.

The RECONNECT initiative addresses subsurface energy industries, which have a growing need for advanced seismic monitoring and forecasting systems capable of efficiently identifying and mitigating potential induced seismicity.

Traditional seismic processing techniques often struggle in noisy industrial environments, leading to delays and inaccuracies in event detection. To overcome these limitations, LLNL and its partners are developing a real-time ML pipeline which will integrate seamlessly with the DOE’s Operational Forecasting of Induced Seismicity (ORION) toolkit.

Pre-operational hazard estimates also will be addressed through the development of high-precision historic seismic event catalogs. These catalogs will provide

valuable insights into local and regional seismic activity, enabling operators to better understand and mitigate potential risks before operations begin.

The ML-based tools being developed through this initiative will provide operators with cost-effective, advanced monitoring and forecasting capabilities offered by ISTI. These solutions are designed to improve performance in seismic event detection, ensuring that operators can rely on accurate and timely information to make critical decisions.

The Reconnect initiative also has far-reaching implications and benefits for any industrial activity where fluids are injected or produced from the subsurface, Kroll noted.

“This project is designed to help operators monitor with confidence. Operators across all sectors can benefit from improved seismic monitoring capabilities and forecasting, enabling proactive mitigation,” she said.

MFD responds to fire in NW Midland
At approximately 10:59 p.m. on Saturday (June 28, 2025), Midland Fire Department firefighters responded to a structure fire in the 6500 block of Sequoia Drive in northwest Midland.
Occupants were not at home when MFD responded, and there were no injuries reported. One family was displaced, and the Red Cross was notified. The investigation continues.
MFD: The cause of the fire on Sequoia was a lightning strike.

"Amateur Hour" Group Sues Ten Commandments Law



Austin, TX – June 25, 2025: A little known Dallas organization called Next Generation Action Network has filed a lawsuit against the new Texas Ten Commandments law this week. The main plaintiff suing is Dominque Alexander, who is listed as the founder of Next Generation Action Network on the organization’s website, an organization that recently supported the “No Kings” protests.

Surprisingly the lawsuit was not filed by the ACLU, even though for weeks the ACLU has said that they were going to file a lawsuit against this new state law. The timing of the lawsuit seems premature and out of place because the law does not go into effect until September 1.

Jonathan Saenz, President and Attorney for Texas Values, released the following statement:

“This amateur hour lawsuit, by some organization that seems to focus a lot on chasing headlines, has no chance of success in Texas. I’m wondering if even the ACLU was aware of this lawsuit and how they feel about some other group stealing their thunder.”

Texas Values was the main state organization that advocated and rallied for support of the Texas 10 Commandments law passage.

The new law was signed by Governor Greg Abbott on Saturday, June 21.

Recent legal arguments against the law by groups like the ACLU are based on an outdated Supreme Court case, Stone v. Graham (1980), which is no longer the controlling case or precedent on this issue because the Kennedy v. Bremerton (2022) overturned the Lemon v. Kurtzman standard and returned to a more respectful and historical analysis on religious Establishment Clause cases. The Supreme Court has made it clear that displays of historical words, symbols, and documents like “In God We Trust” and the Ten Commandments are constitutional, even if they have a connection to religion. The phrase “In God We Trust” is displayed in all Texas public schools after recent state laws and has not been challenged in court.

Texas Values stands shoulder to shoulder with partner organizations such as First Liberty Institute prepared to defend SB 10 against any court challenges brought against it.

UTPB receives grant to host ConocoPhillips Small Biz Builder Program
The University of Texas Permian Basin (UTPB) recently received a $100,000 grant to host the
ConocoPhillips Small Biz Builder program in Odessa. This program is designed to help local
entrepreneurs and small business owners build stronger, more sustainable businesses through
hands-on training, expert mentorship, and practical financial tools.
Led by Brian Shedd, Executive Director of the Center for Entrepreneurship and Economic
Development (CEED) at UTPB and Stephanie Griffin, Program Director, the Odessa cohort will
launch at Odessa College on July 23. Registration is now open.
“At UT Permian Basin we are committed to supporting the economic growth of our region,” said Dr.
Sandra Woodley, UTPB President. “Thanks to the generous support of ConocoPhillips, the
ConocoPhillips Small Biz Builder program will empower local entrepreneurs with the tools, training,
and mentorship they need to build strong, sustainable businesses that contribute to a thriving West

will have on business owners and communities across the Permian Basin.”

The program uses curriculum from CO.STARTERS, a nationally recognized model that walks
entrepreneurs through business idea development, customer discovery, and business modeling. It is
paired with tools and training from FINSYNC, a leading small business financial platform that helps
participants manage cash flow, streamline operations, and make confident decisions. Later-stage
entrepreneurs will also work with the UTPB Small Business Development Center to refine their
businesses for additional growth and success.
“This program is more than theory. It’s practical, relevant, and deeply community-driven,” said Shedd.
“It’s about creating long-term impact by giving entrepreneurs the foundation and tools to lead
successful businesses right here in West Texas.”

Following the Odessa program, the next cohort is planned for Carlsbad, New Mexico this fall, with

Users of PermitMidland should know the portal can be used to check the status of permits and inspections and to manage payments and receipts online. Kiosks also will be available at the One Stop Shop inside City Hall, 300 N. Loraine St., to help with account setup and to answer questions.

Midland College golfer Scott Spark continues to shine on the international stage, earning a spot as a finalist for the prestigious 2025 Gary Player International Golfer of the Year Award, presented by FlightScope. The award is selected by Golf Coaches Association of America (GCAA) International member coaches and recognizes the top international NJCAA golfers for athletic excellence, sportsmanship, and leadership.
