MFD responds to structure fire in eastern Midland

At approximately 10:18 a.m. Sunday (Feb. 16, 2025), Midland Fire Department firefighters responded to a structure fire in the 1600 block of East Pine Avenue.
MFD officials reported there were no injuries but that five adults and three children have been displaced. Officials also stated the fire is under investigation.

Firefighters, city leaders celebrate retirement fund agreement
Firefighters make sacrifices to help make solution possible

City leaders, Midland firefighters and the Midland Firemen’s Relief and Retirement Fund board have made official a funding agreement that will protect the fund for current and future firefighters.The agreement, which was voted on by the firefighters and approved by both the MFRRF board and Midland City Council, calls for:
- an increased employee contribution of 5% of annual pensionable payroll,
- a City of Midland cash infusion to the Fund in the amount of $54,442,231 to be applied toward the unfunded liability,increases or decreases in the Actuarily Determined Contribution shall be shared between the city and the Fund’s membership based on a 2:1 (city-to-firefighters) ratio,
- the Fund to have its actuary conduct an actuarial valuation that shall determine the ADC requirement for the following calendar year.
- the Funds amortization period to be 30 years.The agreement and subsequent votes put an end to a multi-year discussion of the plan, which showed a total unfunded liability of $120.942 million as of Dec. 31, 2023, according to an actuarial report performed by Rudd & Wisdom, Inc.
The agreement allows firefighters to keep intact most of a generous retirement – one that many stated was a reason they stayed with Midland Fire Department. The cash infusion also saves taxpayers up to $60 million in potential bond debt payments“After years of discussions and tough decisions, we’ve reached a crucial agreement on the Midland Fire Department’s pension fund,” Midland Mayor Lori Blong stated. “With a $121 million shortfall looming, our firefighters stepped up in a big way—agreeing to a 5% pension benefit reduction to help stabilize the fund for the long term.
“This wasn’t an easy choice, but it was the right one. As Justin Graham, Chairman of the Midland Firemen’s Relief and Retirement Fund, shared, our firefighters understood the need for change and worked alongside city leadership to find a responsible solution.”
At-large Councilwoman Robin Poole, who helped lead in conversations during the process, stated, “I am incredibly grateful that the City of Midland and our dedicated firefighters have worked together to resolve the long-standing challenges faced by the firefighter pension fund. This accomplishment has taken years of hard work, patience and dedication from all involved, and I am thankful all the efforts have finally culminated in a wholistic solution.”The final agreement was just the final part of the sacrifice and collaboration made to get both sides across the finish line before a state-recommended deadline of September 2025.
Firefighters and their families sacrificed in the fall of 2023. Steps taken include voting to not have overtime count toward retirement and changing the way retirement is calculated (based on a member’s last 60 months rather than the member’s “highest 60 months” of earnings. Both steps helped lay the foundation for a partnership to fix the fund.Poole added, “I want to extend my deepest thanks to our hardworking firefighters and their families. Even in the face of uncertainty, they have continued to serve our community with unwavering commitment - their sacrifices do not go unnoticed.
“This resolution is a reminder of what we can accomplish when we come together for the good of our community. The security and support this agreement bring to both the city and our firefighters is sure to provide a sound foundation for long-term stability, trust, and the continued safety of our community.”In December 2023, the Midland City Council voted to increase the city’s employer contribution rate to the Midland’s Firemen’s Relief and Retirement Fund from 22.2% to 24.2%.
“This agreement protects our firefighters and their retirement benefits, and it also saves Midland taxpayers over $60 million in interest alone, not to mention the payments that would have come with a pension obligation bond,” Blong stated. “I’m incredibly grateful to our firefighters, city staff, and leadership for their dedication in reaching a solution that puts Midland’s future first. This agreement is the kind of teamwork that makes our city strong.”

Pfluger Introduces Bill to Expand Broadband Access

WASHINGTON, D.C. — Today, Congressmen August Pfluger (TX-11) and Darren Soto (FL-09) reintroduced bipartisan legislation to improve transparency and efficiency in the broadband deployment process, which will help close the digital divide for rural Americans.
The Federal Broadband Deployment Tracking Act requires the National Telecommunications and Information Administration to submit a comprehensive plan to Congress within 180 days detailing how the agency will track the acceptance, processing, and disposal of broadband permitting applications on federal lands. These applications are essential for accessing easements and rights-of-way to build or maintain telecommunications infrastructure. Through this legislation, the NTIA will also be responsible for detailing how they will quickly implement their plan and any potential barriers they could face.
“It is time to close the digital divide and create a more connected future for all Americans, and my legislation is a critical step to accomplishing this goal,” said Rep. Pfluger. “By enhancing government accountability and accelerating broadband deployment, we're not just improving a process – we're investing in the future of our nation. The Federal Broadband Deployment Tracking Act will help ensure that investments in broadband expansion reach Americans more quickly and effectively.”
“I’m proud to co-introduce the Federal Broadband Deployment Tracking Act alongside Rep. Pfluger to make broadband more accessible for all Americans, especially in rural communities. In Central Florida, we’ve seen areas from Kenansville to Deer Park, Bull Creek, and Yeehaw Junction transform thanks to federal funding focused on areas that were previously left behind. Background:
According to a 2024 GAO study on broadband deployment, the BLM and Forest Service, which handle most permitting reviews on federal lands, often exceed the 270-day statutory deadline for processing applications. Lengthy application reviews, excessive fees, and complex environmental and historic preservation reviews mean service delays and higher prices leave ordinary Americans without essential broadband services.

Sales tax collection paces ahead of budget, in line with last fiscal year

Sales tax revenue collected inside the City of Midland continues to run in line with the collection from fiscal year 2024.
The Texas Comptroller reported this week that the City of Midland collected $6.648 million during the month of February – less than a 1% change compared to February 2024.
While the city is basically even with fiscal year 2023-24 through the first five months of FY 2024-25, the year-to-date total ($28,795,718) is over budget by $1.15 million.
Sales tax revenue is generated by sales tax income from two months prior to collection; February’s collection is based on December sales. The City of Midland collects a full cent of the 8.25% of sales tax inside the City of Midland.
Analysis
It is safe to assume that February 2025 Sales Tax revenue (these being December 2024 sales) is predominantly from Retail. When reviewing Midland County, which saw a $528,000 decrease in Sales Tax revenue in February 2025 from February 2024, their decrease may indicate Oil industry being slower during this period.
February 2025 sales tax (December sales, typically the highest month for Sales Tax) has likely leveled out with greater holiday retail activity taking place earlier in the fall, based on how those months compared to prior years.
Comparing January 2025 to January 2024, Professional & Consulting Services had an increase in sales tax contribution. Manufacturing (predominantly Oil related) saw a slight decrease in sales tax contributions. Most other industries have stayed relatively flat.
February 2025 may reflect a similar breakdown to January 2024, where most industries stayed relatively flat. We continue to remain above the forecasted Budget.

Landgraf Reappointed Chairman of Powerful Texas House Environmental Regulation Committee

AUSTIN — State Representative Brooks Landgraf (R-Odessa) has been reappointed by Texas House Speaker Dustin Burrows to serve as Chairman of the influential Texas House Committee on Environmental Regulation. In addition to this key leadership role, Landgraf has also been selected to serve on the House Committee on Judiciary & Civil Jurisprudence.

“I am grateful to Speaker Burrows for entrusting me with these responsibilities, and I am honored to continue serving as Chairman of the Environmental Regulation Committee,” Landgraf said. “This is a responsibility I do not take lightly,” Landgraf added. “I look forward to continuing to fight for the needs of the Permian Basin and all of Texas to ensure we maintain a thriving economy while preserving our state’s natural resources for future generations.”

Speaker Burrows announced the committee assignments Wednesday morning, marking the start of an important chapter for the 89th Texas Legislature. As Chairman of the Environmental Regulation Committee, Landgraf will oversee matters related to air, land, and water pollution, industrial regulation, and environmental oversight by the Texas Commission on Environmental Quality (TCEQ).

ECISD Trustees name Lone Finalist for Superintendent-Tonight, Ector County ISD Trustees voted unanimously to name Dr. Keeley Boyer the Sole Finalist for the superintendent position. Dr. Boyer has been serving as the interim superintendent since August. Before accepting that assignment, she had been ECISD’s Chief of Schools since September 2021.

She will be just the second female superintendent in ECISD history, the first in more than 100 years; that was ECISD's very first superintendent, Cora Goodwin, in 1921-22.
As Chief of Schools, Dr. Boyer led a team of three principal supervisors responsible for the effective oversight and development of ECISD’s principals. Under her guidance, the aspiring leaders program and principal pipeline resulted in the placement of internal candidates in all 11 principal vacancies in 2022 and 6 of 7 vacancies in 2024. She holds a Doctor of Education in Educational Leadership & Policy from the University of Texas, completed the Cooperative Superintendency Program from the University of Texas, the Forum for Education Leadership, the University of Virginia’s Partnership for Leadership in Education, and has been attending Holdsworth Center’s Leadership Collaborative for the past two years.

Dr. Boyer joined ECISD after working as a Regional Superintendent for Portland Public Schools for three years. In that role, Dr. Boyer supervised a region of 35 schools – elementary, middle schools, and 4 high schools. Prior to her time in Portland, she served as the School Support Officer managing, coaching and developing principals at 15 campuses (elementary, middle, and high schools) in Houston ISD. During her time in Houston ISD, she was a high school assistant principal and a middle school principal and earned HISD’s Secondary Principal of the Year in 2017.
By law, the Trustees must now wait 21 days before finalizing a contract with Dr. Boyer.

Pfluger Introduces Bill to Protect Amateur Radio
WASHINGTON, D.C. — Today, Congressman August Pfluger (TX-11), alongside Congressman Joe Courtney (CT-02) and U.S. Senators Roger Wicker (MS-R) and Richard Blumenthal (CT-D), introduced bipartisan, bicameral legislation to enhance emergency response capabilities and safeguard our communities. The Amateur Radio Emergency Preparedness Act will ensure that amateur radio operators can continue to play a vital role in ensuring public safety during emergencies by providing critical communication when other systems fail.
“Natural disasters and other emergency situations that hinder our regular lines of communication are unfortunately unavoidable, which is why we must bolster our emergency preparedness by removing the barriers amateur radio operators often run into when installing antennas. Amateur radio plays a vital role in public safety by delivering critical information to people at all times. My district is home to dozens of amateur radio operators ready to volunteer in the event of an emergency, and I am proud to lead this legislation,” said Rep. Pfluger.
“As we know from recent natural disasters, amateur radio operators in Connecticut can be a critical component of disaster response and emergency management. It is in our communities’ best interest that we give them the capabilities to operate at the highest level, and with the re-introduction of this bill, we’ve taken a strong step in that direction,” said Rep. “Mississippians should have access to every possible means of warning for natural disasters, including amateur radio operators. Background:
Amateur radio is essential for emergency preparedness, as other forms of communication can easily be disrupted in emergencies and natural disasters. However, current homeowner association rules prevent amateur radio operators from installing outdoor antennas on residential property, potentially hindering access to this critical communication. This legislation would correct that by giving amateur radio operators the right to install their antennas and serve their community.
Specifically, this legislation would:
Prohibit the homeowner association rules that would prevent or ban amateur radio antennas;
Clarify the approval process for installing amateur radio antennas;
Give amateur radio operators a private right of action.

Pfluger Advocates for Strong, Robust American Cybersecurity Workforce
Congressman August Pfluger (TX-11), Chairman of the House Committee on Homeland Security's Subcommittee on Counterterrorism and Intelligence, questioned key witnesses during yesterday's full committee hearing entitled, “Preparing the Pipeline: Examining the State of America's Cyber Workforce.”
The witnesses included Robert Rashotte, VP of Training Institute and Global Engagement, Fortinet; David Russomanno, EVP of Academic Affairs and Provost, University of Memphis; Chris Jones, President and CEO, Middle Tennessee Electric Membership Corp; and Max Stier, President and CEO, Partnership for Public Service. Prior to his line of questioning, Chairman Pfluger highlighted the need for this hearing, saying in part, “We have been hit over the last four years. We have seen gaps in our security. We have been vulnerable. I think you holding this hearing today is an acknowledgement of a new direction that we are going, and we're going to make sure, damn sure, that we're protected. So I thank our witnesses and our panelists.”

Chairman Pfluger: I want to start by saying that I represent Angelo State University, a center of academic intelligence in cyber defense. Dr. Russomanno, I'll start with you: what lessons should Angelo State be learning? And what programs should they seek to help with the shortage of cyber professionals that we have, especially those from places like rural Texas that want to be a part of our security and defense? And give us some of the lessons you've learned and those that I can share with an institution like that.
Dr. Russomanno: I think the key is expanding the portfolio of training with respect to cybersecurity readiness. Once again, many folks think of just Computer Science Engineering as those pathways, but there's others. And with respect to the national security threats that have been voiced, I know Gen Z students, they want to make a difference, right? They are looking for meaningful work. That wasn't necessarily the motivation of an 18-year-old in my generation, but Gen Z wants to make a difference. So a call to this national security threat is something that Gen Z could rise to. And I will point out that the ISC two study from last year pointed out that our cybersecurity growth is flat, year over year last year. So as the threat is increasing, our workforce growth is flat. We have to broaden the academic programs and the training programs available to our students, and articulate the urgency and the opportunity for Gen Z to make a difference in this challenge our nation faces.
Chairman Pfluger: Are those training programs adequately suited to address the threat? To meet the threat, or is volt typhoon and some of these things that we've seen recently, I mean, are they outpacing what we're learning? Or is it adequate right now?
Dr. Russomanno: We need more investment and applying the state of the art to our cybersecurity threats. And I think the Cyber PIVOTT Act is addressing broadening that workforce focused on applying the state of the art.
Chairman Pfluger: Thank you. Mr. Jones, I'll go to you and I have two questions for you. Number one, talk about internships and kind of pick up where Dr. Russomanno left off. What do those internships look like? What's most beneficial? How do we take a center of excellence, a student who comes from rural West Texas, and put that individual into a proper internship?
Mr. Jones: Yeah, Congressman. Thank you. So, there is an opportunity, obviously, for someone to come in and learn about cybersecurity, about the techniques that we have in place, but also to learn about an Electric Co-Op. You know, for a place like you're describing, a good place to work with a virtuous mission. So, there's a good exchange there, and we hope to raise the profile of what Electric Co-Ops do in internship programs like that.
Chairman Pfluger: Well, that's where I was going with the second part of the question is, how worried are our cooperatives, which service communities like mine in many, many cases, how worried are we that that piece of critical infrastructure is vulnerable to an attack that would shut down the lights?
Mr. Jones: Well, Congressman, I would relate it this way, if I may, so Electric Co-Op managers, we have a universal, and always have had a universal, item that keeps us up at night, and that's the safety of our team members. And we have a dangerous profession, but we have an accompanying worry that keeps us up at night now, and it's certainly cybersecurity. So this weighs heavy, I can assure you, on every Electric Co-Op manager across this country. So we're taking it seriously. We're working together. We're collaborating. We appreciate this opportunity to collaborate with the federal government. We want to be the best partner we can be. But yes, it is top of mind for all of us.

The City of Odessa has recently received complaints in reference to a phone scam. Citizens have reported receiving phone calls from someone pretending to be with the City of Odessa. Just a friendly reminder that the City of Odessa will never solicit payment or sell anything over the phone. Citizens are urged to never give out personal information and simply hang up.

Pfluger Applauds Trump's Executive Order to Save Women's Sports

WASHINGTON, D.C. — Congressman August Pfluger (TX-11) released the following statement applauding President Trump's Executive Order to uphold the promise of Title XI and officially put an end to biological men being allowed to compete in women’s sports.
"I applaud President Trump's Executive Order to put an end to the war on women's sports. Biological men have no place in women's sports, and I am thankful President Trump took executive action today to ensure female athletes will never be forced to compete against biological men ever again. It is unthinkable that for the past four years, we witnessed the left's full-blown attack on women's sports in the name of inclusivity and nonsensical gender ideology. As a father of three young girls, I take this issue very personally and am thrilled that every girl across America who dreams of competing at the highest level can fairly do so again. Common sense is being restored in the White House, and this is yet another example of President Trump keeping the promises he made to the American people. Again, I applaud this executive order and will continue standing up for female athletes in Congress."
Background:
As Chairman of the Republican Study Committee (RSC), Congressman Pfluger hosted Riley Gaines, an outspoken advocate for female sports, on Capitol Hill today. Gaines, an All-American swimmer from the University of Kentucky, was forced to compete against a biological male. She shared her story and experience with lawmakers before attending President Trump's signing of the executive order.
Additionally, last month, Rep. Pfluger proudly voted to pass the Protection of Women and Girls in Sports Act of 2025, which will protect female athletes in Texas and across America. Rep. Pfluger also spoke on the House Floor in full support of this legislation. You can watch those remarks here.
