Ector County ISD police receive regional award for leadership, innovation
On this Law Enforcement Appreciation Day, we offer congratulations to our Ector County ISD Police
Department recently honored with the Big Bend Area Law Enforcement Agency of the Year Award. This award
honors the department’s innovative work, leadership, and a steadfast commitment to community-focused policing.
The association includes 21 counties many, if not all, with multiple law enforcement agencies within.
“We are honored to be recognized by the Big Bend Area Law Enforcement Officers Association as Agency of the
Year,” said ECISD Chief of Police Jeff Daniels. “And proud to be the first school district police department to
receive this award.”
“This recognition demonstrates the dedication, professionalism, and forward-thinking approach of the men and
women of the ECISD Police Department,” added Chief Daniels. “We are grateful for the continued support of
our district and community as we remain committed to protecting and serving our students with excellence.”
Under the leadership of Chief Jeff Daniels and with a mission to better serve students, the ECISD Police
Department has been fully staffed meeting state mandates, and has introduced and sustained a range of forwardthinking initiatives demonstrating a modern, proactive approach to law enforcement, such as:
• Mounted patrol, bicycle patrol, and motorcycle patrol units – enhancing visibility, mobility and public
engagement
• SWAT team and Sniper team – improving tactical response capabilities
• Hostage Negotiator team and Peer Support team – reflecting the department’s emphasis on both
community and officer well-being
• Honor Guard team – upholding the highest standards of tradition and ceremonial respect
• ALERRT (Advanced Law Enforcement Rapid Response Training) – a team of 18 trainers prepared to
respond effectively to active threat scenarios
• Intern program – providing students with real-world experience and inspiring future law enforcement
professionals
• Jr. Officer Award – recognizing and encouraging positive student behavior and partnership with law
enforcement • Campus Crime Stoppers program – empowering students and staff to anonymously report criminal
activity and fostering a safer educational environment. State-recognized model program.
• 30x30 Initiative – the department is committed to advancing the role of women in law enforcement.
The efforts reflect a department that is not only growing but maturing in vision and operational depth. The ECISD
Police Department stands as a model of excellence in school-based policing.

LOCAL HOSPITAL RECEIVES NATIONAL RECOGNITION FOR MERITORIOUS
OUTCOMES FROM THE AMERICAN COLLEGE OF SURGEONS

The American College of Surgeons National Surgical Quality Improvement Program
(ACS NSQIP®) has recognized Midland Memorial Hospital (MMH) as one of 76 ACS
NSQIP participating hospitals that have achieved meritorious outcomes for surgical
patient care in 2024. As a participant in ACS NSQIP, MMH is required to track the
outcomes of inpatient and outpatient surgical procedures and collect data that
assesses patient safety and can be used to direct improvement in the quality of
surgical care.
“We commend all ACS NSQIP-participating hospitals because they have committed
to using high-quality data to improve the surgical care of their patients. MMH has
gone a step further — not only do they use the data effectively, they also have the
results to prove they are achieving optimal patient outcomes. We are particularly
proud of their achievements in this increasingly difficult climate,” said Clifford Y.
Ko, MD, MS, MSHS, FACS, FASCRS, Senior Vice President of the ACS Division of
Research and Optimal Patient Care.
The ACS NSQIP recognition program commends a select group of hospitals for
achieving a meritorious composite score in either an “All Cases” category or a
category which includes higher risk cases (“High Risk”). Risk-adjusted data from
the July 2025 ACS NSQIP Semiannual Report, which presents data from the 2024
calendar year, were used to determine which hospitals demonstrated meritorious
outcomes. MMH has been recognized on both the “All Cases” and “High Risk”
Meritorious lists.
Each composite score was determined through a different weighted formula
combining eight outcomes. The outcome performances related to patient
management were in the following eight clinical areas: mortality, unplanned
intubation, ventilator > 48 hours, renal failure, cardiac incidents (cardiac arrest and
myocardial infarction); respiratory (pneumonia); SSI (surgical site infectionssuperficial and deep incisional and organ-space SSIs); or urinary tract infection.
The 76 hospitals achieved the distinction based on an outstanding composite
quality score on one, or both, of the grouping categories (All Cases and High Risk).
Sixty hospitals were recognized on the “All Cases” list and 60 hospitals were
recognized on the “High Risk” list; the 60 hospitals represent approximately ten
percent of the 609 ACS NSQIP eligible hospitals. Forty-three hospitals are
recognized on both the “All Cases” and “High Risk” lists, 16 other hospitals are on
just the “All Cases” list, and 17 other hospitals are on the “High Risk” list only,
totaling 76 hospitals being recognized as Meritorious.
ACS NSQIP is the preeminent nationally validated quality improvement program
that measures and enhances the care of surgical patients. This program measures
the actual surgical results 30 days postoperatively as well as risk adjusts patient
characteristics to compensate for differences among patient populations and acuity
levels. The goal of ACS NSQIP is to reduce surgical morbidity (infection or illness
related to a surgical procedure) and surgical mortality (death related to a surgical
procedure) and to provide a firm foundation for surgeons to apply what is known as
the “best scientific evidence” to the practice of surgery. Furthermore, when adverse
effects from surgical procedures are reduced and/or eliminated, a reduction in
healthcare costs follows. ACS NSQIP is a major program of the ACS and is currently
used in over 850 adult or pediatric hospitals. Hospitals participating in ACS NSQIP

Odessa, TX – A water line replacement is scheduled on E. Pearl Street between Bunche Avenue and
S. Grandview Avenue. During construction, this section of E. Pearl Street will be closed to traffic. In
addition, a short stretch of the southbound lane on S. Grandview Avenue at E. Pearl Street will also
be closed.
Closures will be clearly marked to help guide you safely around the area. These closures are to help
improve the infrastructure and better serve our community.
Please be mindful of changing traffic patterns as construction progresses throughout the phases of
this project.

Odessa, TX – French Avenue, between Highway 80 and Brittany Lane, will be reduced to one
northbound lane. The southbound lane will not be open. During this time, parking will be restricted,
with no parking allowed in some areas and limited parking in others. The full project will consist of
two phases.
The project will include a removal of the existing roadway and will include the installation of
concrete valley gutters to correct drainage issues, and the installation of 8" of base material, 2" of
hot mix asphalt, and two concrete alley approaches.

Ector County ISD joins state in celebrating Board of Trustees
Ector County ISD is proud to join school districts all across Texas in celebrating School Board Recognition Month
throughout January. This year’s theme is Our Future is Public. The citizens of Ector County are well-represented by
their seven school board Trustees:
• Tammy Hawkins, President, Position 6
• Dr. Steve Brown, Vice President, Position 5
• Bob Thayer, Secretary, Position 7
• Dawn Miller, Position 1
• Delma Abalos, Position 2
• Wayne Woodall, Position 3
• Chris Stanley, Position 4
All are elected by their local constituencies and serve four-year terms. Their responsibilities can be grouped into
five categories: adopt goals and priorities and monitor success; adopt policies and review for effectiveness; hire
and evaluate the superintendent; adopt a budget and set a tax rate; and communicate with the community.
“It is my hope that everyone will take just a moment to thank our school board members during this month-long
celebration,” said ECISD Superintendent of Schools Dr. Keeley Boyer. “Trustees volunteer their time and energy
because they are determined to do what is in the best interests of the children of Ector County. They must be
familiar with all aspects of the educational system and act according to community needs, values, and expectations.
It is difficult work and I am grateful to serve alongside them here in Ector County.”
ECISD is a school district of nearly 32,000 students and some 4,000 employees with a General Fund budget of
more than $369 million. It is an immense responsibility. ECISD Trustees come from different backgrounds and
experiences, yet they all have a common vision – they want every student to have access to a great education that
prepares them for whatever path they choose to pursue after graduation
