The Full Contact Cannabis gang - Mark Stepp and Harold Jarboe aka The Old H**p Farmer do essentially a Cannabis podcast about nothing since the Cannabis Industry is still waiting on a "Farm Bill", a Banking Bill, final word on whether THC Delta 9 has been changed to Schedule 3, and the FDA to give guidance on Cannabinoids. Which makes this Full Contact Cannabis podcast like an episode of "Seinfeld".

Right now, there’s no need for speed in Cannabis…
Dateline: 6-18-24
Finally the Cicadas and Music tourists have gone but a deep heat has taken its place, here in Middle Tennessee. And The Old H**p Farmer means real heat that’s almost mean spirited, it’s the sort of temperatures that slows you down or you fall down. So today, The Old H**p Farmer is enjoying Iced Indonesian coffee and some frozen Costa Rican Cacao although it doesn’t seem to be motivating me much to do anything too quickly. And maybe that’s a good thing, especially if it has anything to do with Cannabis. I have stated numerous times before how blessed I am to have Lee Crabtree as a partner in our well seasoned cannabis company (8 years now) Tennessee homegrown but now more than ever. Thankfully, Mr. Crabtree is a very patient, talented man that has at times kept moi from being too aggressive while giving me the freedom to market as I wish, it has been a very successful partnership. This Cannabis business philosophy has enabled Tennessee homegrown to survive and even thrive at times, while scores of Cannabis companies have folded we are keeping our head above water as we slowly have continued our R&D. In such a dynamic period in Cannabis, whether its H**p Derived Cannabinoids or high THC Cannabis, the most important thing for a Cannabis company is to survive. Yes, folks its that bad, while a big part of the legal Cannabis problems continue to be over production and too many stores, a huge part of why the Cannabis Industry is so screwed up, are the Federal government and State governments. At first, you could give our duly elected officials and various departments a mulligan because of being new to the “Game’. But after 10 years, State Governments, DEA USDA and FDA still haven’t learned what it takes to make the Cannabis Industry run profitably or smoothly, not even close. So right now, Tennessee homegrown is trying to survive and advance as adeptly as possible. So until there is clarity in regards to Cannabis regulations and consumer demand, for us there is absolutely no reason to be in a hurry about anything in the “Business”. This might be the Summer to take off in Cannabis Business because sometimes it’s best to enjoy life with “a slow hand”. Anyway as always, H**p Dawgs and H**p Puppies keep one eye on the weather and the other eye on the market.

The Cannabis Road Show heads to Germany…
Dateline: 5-16-24
In Middle Tennessee, it continues to be moist from a plethora of recent hard rains. Meanwhile the Cicadas are here in force and their constant hum fills the background, which after a while you kind of get use to. Well, this morning, The Old H**p Farmer is enjoying a great cup of Indonesian coffee and va**ng some Tennessee homegrown flower that’s quite tasty. This morning’s Cannabis topic pertains to the fact that recently the wonderful country of my birth, Germany legalized Recreational Cannabis. For those folks that don’t travel or pay attention to Europe, this is a big deal. Germany is the most populous country in the World to legalize Recreational Cannabis with a population of about 84 million people. Which may or may not be of interest to you because you live in the good old USA.
USA, USA, USA, USA… sorry about the patriotic chant but every once in a while you just got to break into it.
Anyway, German legalization is of great interest to group of Cannabis professionals that travel to any state or country that has a new Recreational Cannabis market, hoping to make some quick money before Cannabis prices crater and Cannabis Businesses start folding like cheap card tables. Get a few beers and dabs in a seasoned Cannabis professional and they will tell the dirty secret about legal Recreational Cannabis and that secret is, that once that Recreational Cannabis is firmly established in a state and/or country (Canada is a perfect example) that producing or selling isn’t that profitable. But if you can get into a Recreational Cannabis market that is just opening up and you can get your Cannabis on the market first, that’s when you get $2,500.00 per pound or even more. Get there first and that’s when you can make the serious money but this window of opportunity is usually short lived because within 18 months, a gang of Cannabis producers and processors will be up and cranking out Cannabis products. The other way these professional Cannabis vagabonds earn a living is as a consultant. (Full disclosure - The Old H**p Farmer occasionally works as a Cannabis consultant, although most of the time, my clients usually don’t like my advice.) And the right Cannabis consultant can save you a lot of heartache (time and money) in the process of building a Cannabis company. However, you get the wrong Cannabis consultant and you end up with someone that specializes in spending large amounts of your capital while enriching themselves as they set up your “Dream” Cannabis business. Because of the small window in Cannabis that is highly profitable, it has spawned a group of people (mostly from Colorado and California) that have made a decent living traveling from one new state Recreational market to another, selling their services, equipment and genetics. As more and more Cannabis Businesses “face planted” the ability for Cannabis professionals to sell their services started to wane in the U.S. there were other countries such as Canada and Uruguay that legalized Recreational Cannabis. Suddenly, Cannabis folks, that I’ve know for years were getting their passports and heading to Canada.
And once there, Cannabis folks in Canada were making decent money until the Canadian Cannabis companies began losing huge amounts of money and the “Yanks” started getting their service contracts canceled. But this made a lot of Cannabis professionals realize that the World was their oyster and their knowledge was the knife to open it. Suddenly there were Cannabis endeavors being started in Africa, Central America, South America with the latest Cannabis hot spot being Thailand. So far very few of these attempts at Cannabis Colonialism have been profitable, which is why Germany is so enticing for Cannabis professionals. Germany has a fairly large population with one of the highest per capita incomes in the World, it seems like a great a place to sell a lot of w**d at a decent price. So several of my fellow Cannabis professionals are dusting off their business plans/resumes while brushing up on their conversational German. So there will be more than a few "Cannabis" folks touring Germany this Summer. Even “The Old H**p Farmer’s Wife” has mentioned that it might be a good idea to visit Germany in the near future. Anyway as always, H**p Dawgs and H**p Puppies keep one eye on the weather and the other eye on the market.

The Weirdness that is Schedule III Cannabis.
Dateline: 5-7-24
This morning in Middle Tennessee, its rather moist because of above average temperatures and lots of rain so the fauna and flora are in full tilt grow and reproduce mode. It’s an odd mixture of mushrooms, pollen and increasingly Cicadas. Speaking of Cicadas, I’m not sure that this weird looking insect is going to be the crisis that everyone thinks it will be but it sounds ominous, “Billions of insects will emerge, what will you do and where will you go!” Well until I’m inundated with Cicadas, The Old H**p Farmer will enjoy his customary organic Indonesian coffee and Costa Rican Cacao laced with some stout Tennessee homegrown Cannabis Extract. Lately yours truly has been somewhat lax scribing my Cannabis articles but right now it’s tough not to sound redundant and quite frankly to get excited about Cannabis. The Old H**p H**p Farmer has a 50 year relationship with Cannabis and one of things that got me through risking mandatory Federal prison to grow and learn about this plant was that eventually Cannabis would be legal. For me and others, we never grew Cannabis to be “outlaws” or “stick it to the man” we just wanted the opportunity to grow and study this wonderful plant without looking over our shoulders. Which was impetus for millions of people that worked tirelessly for Cannabis decriminalization and legalization over the decades that eventually that logic and the facts would prevail and sway the masses to have an epiphany and do the right thing and “free the plant”. And over the last forty years, there has been substantial progress in the fight for legal Cannabis but this battle has been agonizingly slow and the results have been totally weird.
With the majority of the people in the United States living in states that have Recreational or Medical Cannabis that provides employment for nearly a million folks, the Federal government realized that there was a 900 pound gorilla in the room and it was smoking a rather large “joint”. But you can’t pretend that you don’t notice the rather large “stoned” primate sitting on the couch next to you, forever. So for the last couple years, the Federal government has been throwing the Cannabis quandary back and forth between the DEA, FDA and the USDA, with each bureaucracy trying to preserve their power while being totally noncommittal. The one thing that politicians and bureaucrats realize real quick is that you can’t be criticized for not making a decision, and Cannabis is the poster child for that concept. The mantra for the Federal government over the last decade, has been that before they made any permanent rulings was that Cannabis needed more research and input from Law Enforcement. Using everything from impaired drivers to endangering the youth of America to slow the roll of any reality based Federal laws. But the juggernaut that is the Cannabis Industry can be ignored for only so long and finally after much gnashing of teeth and scores of committees, The DEA decided to reclassify cannabis from Schedule I to Schedule III, which is undoubtedly one of the worst moments in the history of drug policy in the United States.
Really, after 12 years of Recreational Cannabis, we’re going to pretend that Schedule III Cannabis is the solution that the Cannabis Industry needs? And if anyone thinks that Schedule III Cannabis does anything to help already established Cannabis companies they need to change their medication, because you are on the wrong drugs. Seriously you folks at the DEA and the FDA need to get off of the pharmaceutical tranquilizers and martinis and step into the 21st century. Schedule III Cannabis will present more way more problems than solutions in commercial Cannabis. The reality is that most the folks that make a living growing and selling Cannabis really don’t give a rat’s ass what the DEA thinks, because it has never been reality based. The DEA has always had their narrative about Cannabis regardless of the facts and this is a prime example, Schedule III Cannabis is still pretending that 24 states don’t have legal Recreational Cannabis. Anyway as always, H**p Dawgs and H**p Puppies keep one eye on the weather and the other eye on the market.

Coffee Talk with Patrica Szappanos Hart - Cannabis Director of the Tennessee Department of Agriculture.
Dateline: 4-9-24
This morning, The Old H**p Farmer is waiting for the Sun to warm up Middle Tennessee and it will. Yesterday, Lee Crabtree trimmed our Tennessee Volunteer (aka Readyville God Bud) “Moms”, so this morning, The Old H**p Farmer’s Wife made H**p leaf Smoothies, the first of the year, it tasted great. Now The Old H**p Farmer is once again enjoying a cup of organic Indonesian coffee and a couple squares of Full Spectrum Tennessee homegrown dark chocolate. As my fingers start to limber, we will mosey into today’s Cannabis observations. In Tennessee, we are less than three months away from full implementation of our H**p Derived Cannabinoid law, HB0403 and since Tennessee homegrown products are in a score or more stores, we are starting to get questions from our merchants. Questions that The Old H**p Farmer couldn’t answer, so I decided to call the lady in charge of Cannabis in Tennessee and get some answers. It was quite easy to get a phone call/interview with Patrica Sazappanos Hart, the Cannabis Program Director, Consumer and Industry Services - Tennessee Department of Agriculture, which is a rather large title but then again the Cannabis Industry is rather large.
First of all, Ms. Hart was accessible, gracious, sincere and pretty forthright. The good news about Ms. Hart is that she is pro Cannabis and wanted the job even though she knew it was going to be like driving a few miles on a bad road. My main question was, do Full Spectrum CBD tinctures and edibles come under the auspices of HB0403 and do you need get a license and pay Excise Tax? Madam Director didn’t try to do double speak or be obtuse, she cut to the chase and Ms. Hart said she didn’t know and wasn’t sure of when she would know. Madam Director’s very candid answer kind of startled me, yours truly thought by now, the final rules would kind of be a done deal. Which prompted me to ask, why after almost a year to get ready, the TDA wasn’t ready? And in a very refreshing moment of candor, she admitted that the task of implementing rules, training Cannabis field agents and informing all of the producers and retailers of the all of the various rules has been daunting and might take longer that previously thought. (Does this mean that the July 1st start date might get pushed back?) At that point, The Old H**p Farmer realized he wasn’t going to get any hard answers, because there weren’t any. So slowly the conversation changed into an interview. My first question was, that as the Tennessee Cannabis Director, what were her priorities? Patricia said that coming from the food/kitchen department of the TDA, it made her acutely aware of the need for consumer protection. Ms. Hart stated that it’s paramount for people to know that their Cannabis products are safe and that edibles are what they say they are and made in a certified kitchen. The second thing, Ms. Hart stressed, was that she felt that is was important that Tennessee Cannabis farmers and processors would thrive and have a viable industry. Madam Director also expressed her hope that new Farm Bill would give a little more leeway for H**p farmers to grow for Cannabinoids. When I asked Patricia about the future of Cannabis in Tennessee in 3 three years, Ms. Hart wasn’t really sure but she was going to try and make that future as bright as possible. As The Old H**p Farmer started to finish his cup of coffee and wind up our very pleasant conversation, Cannabis Director Hart wanted to stress that the TDA wanted as much dialogue as possible as they firm up the rules of the road and encouraged those with questions to send them by email to [email protected] and they would respond as soon as they are able. So folks, if you got questions and observation about Cannabis Regulations in Tennessee, go to the source. Anyway as always, H**p Dawgs and H**p Puppies keep one eye on the weather and the other eye on the market.

In Cannabis “What is past is prologue”
Dateline: 3-31-24
It’s an absolutely beautiful morning, here in Middle Tennessee and The Old H**p Farmer is enjoying a great stretch of weather. The Arugula and Spinach look great, but most of all the Pear, Plum and Peach trees have an abundance of small fruits forming. So if we don’t get a late season “Hard Freeze” there will be Burgundy Plums! So as the Sun starts to warm us to a very comfortable 78 degrees F, The Old H**p Farmer is hitting a fresh cup of extra strength organic Indonesian coffee and changing it up a bit this morning by va**ng a wee bit of Tennessee homegrown CBD/THC extract (it’s actually pretty tasty) refined and formulated by the venerable Lee Crabtree. And now that the more pronounced cannabinoids and Caffeine content is starting to make the keyboard a bit more enticing. There is really nothing much to discuss. Okay, well maybe one thing, because it appears that Tennessee Medical Ma*****na bill HB2502/SB2104 has hit a roadblock on its journey through the Tennessee State House, because basically it seems that the bill failed in the Health Subcommittee of Health Committee. If your Medical Ma*****na Bill can’t make it through the Health Committee, it’s pretty much dead. Granted that Tennessee’s HB2502/SB2104 was a pretty lousy Medical Ma*****na Bill, but it didn’t make through one committee in either the House or the Senate. For yet another year, the hopes for a good comprehensive Medical Cannabis law died before it could even be discussed in a full Legislative session.
In Tennessee, legislative committees are where progressive Cannabis bills go to die and this has been the case since 2017. For seven years, The Old H**p Farmer has been going to Tennessee Cannabis gatherings and expos, where inevitably a very “well connected” titan of Cannabis would pull me aside and say in hushed tones, “This is the year it’s going to happen. This time we spent the money in all of the right places. Medical Ma*****na in Tennessee is a done deal!” And for the seventh year Medical Ma*****na hasn’t happened but I can’t say I’m very surprised. Going to bat seven times and whiffing every time on Medical Cannabis, my expectations of Cannabis Groups and private lobbyists in Tennessee just aren’t that high anymore. Which begs one to wonder, “What’s up?” Over the last few years hundreds of thousands of dollars has been spent in Tennessee on trying to get the most powerful Republican lawmakers that run the most key Committees to basically become more enlightened and start to be pro-Cannabis but as of a few days ago, it hasn’t worked. Which poses a couple of questions, is that the Republican Super majority at the Statehouse simply can’t be reached or have the Cannabis folks that have been lobbying the Republic Super Majority been using the wrong tactics? It’s more like that is probably a bit of both, but whatever it is, it would behoove the Tennessee Cannabis Industry to figure it out. To quote Shakespeare, “What is past is prologue”. Often history sets the context for the now and the future, especially if we can understand it. Anyway as always, H**p Dawgs and H**p Puppies keep one eye on the weather and the other eye on the market.

Resistance against Cannabis still remains…
Dateline: 3-19-24
It was 28 degrees F, this morning, in Middle Tennessee and The Old H**p Farmer is wondering if this low of a temperature will ding the Plum and Peach trees and for two years in a row, they will be barren. Farming Cannabis is hard, running a Fruit Tree Nursery must be masochistic. Anyway, the Sun is rising and the temperatures will rise quickly, there was only a two hour period where it was sub-freezing, so hopefully the blossoms will survive. While the Sun starts to warm us, The Old H**p farmer is imbibing my usual cup of organic Indonesian coffee and a half bar of Costa Rican Cacao fortified with Tennessee homegrown CBD/THC extract. So as the caffeine, cannabinoids and theobromine kickstarts what creativity there may be in the cranial tank, I will try to write something somewhat entertaining and edifying about Cannabis. This morning topic is that after 24 states have legalized Recreational, the elected officials that oppose legal Cannabis are starting to to dig their heels in and are trying to resist any attempt to further expand Cannabis whether its Medical, Recreational or H**p derived. 90% of these influential politicians that are anti-Cannabis are older, Republican and in very Conservative states with little or no chances of being voted out of office. The irony is that in almost all of these “Red” states, the majority of their adult population believes that Recreational Cannabis should be legal. So why do these mostly Republican elected official continue to be so staunchly against Cannabis? The Old H**p Farmer has a theory, that these Red State Republicans aren’t really opposed to legal Cannabis as much they are opposed to what legal Cannabis represents. To these elected officials, common sense Cannabis laws are a symbol of a Culture War that they are slowly losing. I truly believe that these older Republican officials see Recreational Cannabis, Gay rights, and Racial equality as an assault on their America, they’re comfortable with the status quo and don’t want to accept that this is 2024, instead of 1954. The irony here is that Conservatives and Liberals almost equally think that adults should be able to consume Cannabis, regardless if they themselves consume it. In Tennessee (the World Headquarters for Tennessee homegrown and The Old H**p Farmer’s Wife) we have this exact situation, where registered voters would vote to legalize Recreational Cannabis in a heart beat, if given the opportunity. But because Tennessee doesn’t allow plebiscites, a group of firmly entrenched Republican elected officials act as gatekeepers, in regards, to Cannabis. As in Tennessee, these old school Conservative Republican officials have gone on record to state as long as they elected there won’t be any Medical or Recreational Cannabis and while we’re at it, were going to clamp down on H**p Derived Cannabinoids, as well. So after 10 years of more and more states legalizing Medical and Recreational Cannabis, there is starting to be some pushback against Cannabis, especially H**p Derived Cannabinoids. Which has totally upended the formerly binary world of Cannabis, before H**p Derived Cannabinoids, it was quite simple Ma*****na was decadent while H**p was wholesome. So when folks realized that were a lot of things in H**p that you could turn into things that could get you high, that just complicated everything. So there are a whole of folks (some in the Cannabis industry) that don’t want to deal with the fact that H**p Derived Cannabinoids are here to stay, so their solution? Let’s make H**p Derived Cannabinoids and Recreational Cannabis go away, that way we don’t have to deal with any of it. So as some states continue to legalize Recreational Cannabis, we can’t keep pretending that in a dozen or so very “Red” states that Cannabis legalization is right around the corner, because its not, and Tennessee is a prime example. Anyway as always, H**p Dawgs and H**p Puppies keep one eye on the weather and the other eye on the market.
