FATAL CRASH - HWY 97 - KLAMATH COUNTY

News Release from Oregon State Police

Klamath County, Ore. 21 March 24- On Thursday, March 21, 2024, at 12:20 p.m., Oregon State Police responded to a three-vehicle crash on Hwy-97, near milepost 281, in Klamath County.

The preliminary investigation indicated a southbound Ford Econoline van, operated by Carl Francis Kollmar (44) of Klamath Falls, attempted to turn left into a driveway and entered the path of a northbound Peterbilt commercial motor vehicle, operated by Donny Kart Starr (51) of Turlock (CA). The vehicles collided head-on resulting in the Ford van being pushed backward into a southbound Ford Focus, operated by Kessandra Malan Boyd Zambrano (29) of Haquaim (WA).

A passenger in the Ford Econoline, Scott Lane Nelson (67) of Klamath Falls, was transported and later declared deceased at a local hospital. The operator of the Ford Econoline (Kollmar) reportedly suffered minor injuries and was transported to a local hospital.

The operator of the Peterbilt (Starr) was reportedly not injured.
The operator of the Ford Focus (Boyd Zambrano) reportedly suffered minor injuries and was transported to a local hospital.

The highway was impacted for approximately one hour during the on-scene investigation. The crash investigation is ongoing.

OSP was assisted by District 1 Fire and ODOT.

Following the 2024 Winter Wings Festival cancellation, key groups started the Lower Klamath Renaissance Tour to tackle ecological and water issues at the Lower Klamath National Wildlife Refuge. District managers, federal agencies, conservationists, and tribal members aimed to work together for sustainable solutions in the Klamath Basin, focusing on cooperative efforts and dialogue to address environmental challenges.

Pacific Power files new rates with Oregon PUC; Irrigators could see a 22.4% increase.

For the third time in five years, Pacific Power proposes to increase electrical power costs dramatically. In a February 14, 2024, filing with the Oregon Public Utility Commission, the company asks the utility commission to improve a 17.9 % average increase in base rates for all customers.

However, the proposed increase for irrigation customers, is a whopping 22.4%. If approved, the proposed rates would take place at the beginning of 2025.

“KWUA will intervene in the OPUC rate case to oppose unjustified power cost increases, stated Paul Simmons, KWUA Executive Director. “We are evaluating the filing in detail in order best to protect the interests of irrigation water users.”

ODOT: Central Ore.: U.S. 97 remains closed north of the junction with OR 58 at milepost 193. A detour has been established using OR 58 to the Crescent Cutoff Road. The Crescent Cutoff Road is steep and winding. Be prepared for winter conditions.

Winter Storm Warning issued January 8 at 12:​37​PM PST until January 10 at 4:​00​PM PST

WHAT...Heavy snow and blowing snow expected. Total snow accumulations of 10 to 20 inches along highway 97 between Chiloquin and Crescent. Elsewhere, total storm accumulation elsewhere of 6 to 12 inches are expected, except up to 16 inches along the Warners. Winds gusting as high as 55 mph.

WHERE...All areas affected. This includes Chiloquin, Crescent, Lakeview, Alturas, Canby, Adel, Silver Lake, Paisley, Fort Rock, Tulelake, and highways 31, 97, 395, 140, and 139.

WHEN...From 1 AM Tuesday to 4 PM PST Wednesday.

IMPACTS...Travel will be very difficult. Blowing snow could cause whiteout conditions. The hazardous conditions will impact the morning or evening commute.

ADDITIONAL DETAILS...The heaviest snowfall and strongest winds are expected between 10 PM Tuesday and 10 AM Wednesday.

WHAT... - In Western Siskiyou County, snow accumulations of 8 to 20 inches, with amounts up to 25 inches in higher remote terrain. Winds could gust as high as 45 mph.

*** In Oregon, large snow accumulations possible of 10 to 25 inches possible, with amounts up to 40 inches in more remote higher terrain. Winds could gust as high as 55 mph. ***

WHERE... - In California, Western Siskiyou County, including Sawyers Bar road. - In Oregon, Southern Oregon Cascades, and areas east of the Cascade Crest, including the counties of Jackson, Douglas, Klamath, and far western Lake County. All passes over the Cascades are included, as well as highway 97 east of the Crest.

WHEN...From late Monday night through Wednesday evening.

IMPACTS...Travel could be very difficult to impossible. Areas of blowing snow could cause frequent whiteout conditions. Strong winds could cause tree damage as trees quickly build a large snow load. Downed trees or tree limbs may lead to power outages.

ADDITIONAL DETAILS...1\"/hour snowfall rates are currently forecast most of Tuesday from 10 AM through Wednesday morning.

WHERE...South Central Oregon Cascades and Siskiyou Mountains and Southern Oregon Cascades. This includes Diamond lake, Crater Lake, Union Creek, and all major passes along Interstate 5 and highways 66, 140, 62, 138, 230, and 58.

WHEN...From 4 AM to 10 PM PST Saturday. * IMPACTS...Heavy snow and low visibilities due to blowing snow will result in hazardous travel conditions.

ADDITIONAL DETAILS... Snowfall rates of 1 inch per hour snowfall will occur along the Cascades and in portions of the Siskiyous Saturday morning. There is also a 50 to 70 percent chance of snowfall rates exceeding 2 inches per hour during the same time period.

We're often asked how fish got into Crater Lake. The answer is below:

"Crater Lake was naturally barren of fish until park founder William Steel first stocked Crater Lake with trout fingerlings in 1888 to "improve" recreational opportunities. Despite altering the lake's natural condition, introductions of non-native fish continued until 1941, when stocking the lake ended. In all, five species of salmonids, totaling nearly two million fish, were introduced to the lake over the intervening 53 years. Brown trout (Salmo trutta), cutthroat trout (O. clarki), coho salmon (O. kisutch), kokanee salmon (O. nerka, a landlocked sockeye salmon), and several stocks of rainbow trout (O. mykiss) including steelhead were introduced during this period. Only the self-sustaining populations of rainbow trout and kokanee salmon persist in the lake today."
