Valley Falls Man Arrested After Bomb Scare Shuts Down Part of Albany

ALBANY — A Valley Falls man was arrested Saturday afternoon after allegedly making a false report about an explosive device in downtown Albany, prompting an evacuation and street closures.

State Police of the Capital, assisted by Albany Police, took Taylor Houlihan, 32, into custody around 1:10 p.m. on April 19. Police say Houlihan was acting suspiciously near a scheduled protest in West Capitol Park and was seen leaving a backpack near a bus stop on Washington Avenue.

When questioned by police, Houlihan reportedly made vague claims that the bag could contain an explosive device. In response, law enforcement evacuated the area and shut down the roadway as a precaution. The State Police Bomb Disposal Unit and K9 teams were called in to investigate and ultimately found no explosive materials in the bag.

Houlihan was arrested for Falsely Reporting an Incident in the second degree, a charge stemming from the disruption caused by his statements. He was processed at the State Police barracks and arraigned in Albany City Court before being released. Following the arraignment, Houlihan was transported to Albany Medical Center for evaluation and treatment.

Three Arrested, Stolen Gun and Narcotics Seized in Salem Traffic Stop

SALEM - A late-night traffic stop in Salem led to the arrest of three individuals from Vermont and the seizure of a stolen handgun, illegal drugs, and multiple weapons, according to the New York State Police.

At around 11:50 p.m. on April 15, Troopers from the Greenwich barracks pulled over a vehicle on State Route 22 for a traffic violation. The driver was identified as Lane R. Gibbs, 22, of Poultney, Vt. His passengers were Jasmine Wendell, 37, of Poultney, and Lori A. Warner, 58, of Fairhaven, Vt.

During the stop, officers reportedly spotted several glass smoking devices in plain view that appeared to contain drug residue. A search of the vehicle revealed that Wendell was in possession of a stolen handgun, an illegal double-edged weapon, felony-weight narcotics, psychedelic substances, and other drug paraphernalia.

Wendell was arrested and charged with a lengthy list of felonies and misdemeanors, including second- and third-degree criminal possession of a controlled substance, criminal possession of a weapon, criminal possession of a firearm, possession of stolen property, and multiple counts related to drug paraphernalia. They also face a public health law violation. Wendell was arraigned in Washington County and remanded without bail to the county correctional facility.

Warner was charged with two counts of seventh-degree criminal possession of a controlled substance and a public health law violation. Gibbs was charged with seventh-degree criminal possession of a controlled substance and several traffic violations. Cambridge School Board Schedules Budget Workshop Amid Funding Challenges

CAMBRIDGE — The Cambridge Central School District Board of Education has scheduled a Budget Workshop for Wednesday, April 2, 2025, at 6:30 p.m. The meeting will take place in the Secondary Library Media Center at 24 South Park Street, Cambridge.

The workshop follows a previous budget meeting held on March 27, where the Board discussed proposals to address the district’s financial challenges for the 2025-26 school year. The district is currently facing a budget shortfall caused by reduced state aid and rising costs, including a nearly 17% increase in health insurance and unanticipated staffing expenses from the 2024-25 school year.

To close the gap, the Board is considering several budget scenarios, each presenting different levels of cost savings and impacts on programs. One scenario aims to preserve educational opportunities and extracurricular activities while making staff reductions through attrition and cutting some budget line items. Another scenario would eliminate most clubs and extracurriculars, except athletics, to stay within the district’s 3.18% tax cap.

Community members are encouraged to attend the workshop to learn more about the budget proposals and provide input. For more details, visit the Cambridge Central School District’s website at www.cambridgecsd.org.

James Ducharme to Be Appointed Next Superintendent of Cambridge Schools

The Cambridge Central School District Board of Education has announced its intention to appoint James Ducharme as the next superintendent of schools. The formal appointment is scheduled to take place during a special board meeting on Tuesday, March 25.

Ducharme currently serves as principal of Schuylerville High School, a role he has held since 2017. His appointment comes after an extensive search process that began last fall and included public surveys, advisory committees, and multiple rounds of interviews involving students, parents, staff, and community members.

“The Board of Education is excited to welcome Mr. Ducharme to the Cambridge Central School District,” said Board President Shay Price. “He brings an impressive blend of qualifications, experience and perspective that we believe make him a great fit for our district and community.”

Ducharme will be offered a three-year contract and is expected to officially begin his duties on July 1. He will take over from interim superintendent Vince Canini, who has served in the position since February.

Ducharme’s career in education spans over two decades. He began as a teaching assistant, school counselor, and coach at Cohoes CSD before transitioning into administration in Schuylerville in 2015 as assistant principal of the middle and high school. Most recently, he also served as acting superintendent for Schuylerville CSD in spring 2024.

“I am truly honored and excited to serve as the next superintendent of the Cambridge Central School District,” said Ducharme. “I look forward to partnering with the students, educators, families, and community members to build upon the district’s successes and work together to create new opportunities for growth and achievement.”

Ducharme holds a Bachelor’s degree in Sociology from the University at Albany, a Master’s in Guidance and Counseling from Sage Graduate School, and a graduate certificate in Educational Administration from The College of Saint Rose. He also completed the New York State Council of School Superintendents Future Superintendents Academy.

A resident of Saratoga Springs, Ducharme lives with his wife Jennifer and their two children, Trey and Zoey. In his free time, he enjoys watching his children’s activities and spending time outdoors with his family.

Man Arrested in October Arrested Again

CAMBRIDGE- On January 4th, 2025, the Cambridge-Greenwich Police Department, with assistance from the New York State Police (NYSP) and the Washington County Sheriff's Office (WCSO), executed a search warrant at a residence at 257 Jerome Drive following an investigation into suspected illegal narcotics activities. This operation was conducted to investigate reports of suspected illegal activities occurring at the premises. During this operation, law enforcement officers took five individuals into custody. An individual, Elijah Bennett-Gosselin was taken into custody pursuant to an outstanding warrant. His warrant is related to suspicions of involvement in drug sales. Law enforcement officers seized substances suspected to be illegal narcotics subject to laboratory analysis for confirmation and associated drug paraphernalia .

Cambridge Greenwich Police posted the arrest on Facebook, adding “We appreciate community support and encourage citizens to report any suspicious activities to law enforcement authorities. This is an ongoing investigation, and more details will be released at a later time.”

Bennett-Gosselin, was arrested in October after fleeing from police while on Jerome Drive.

EARLIER-

In a tense high-speed pursuit on Saturday, October 26, 2024, spanning two counties, police officers
chased a vehicle through the village of Cambridge and into Rensselaer County before bringing it to a stop and apprehending its occupants on multiple drug-related charges.

The incident began when Cambridge-Greenwich Police attempted to pull over a vehicle for a traffic violation as it exited Jerome Drive in the village of Cambridge.

Instead of stopping, the driver turned onto Spring Street, accelerating through stop signs, and crossed over South Union Street at a high rate of speed, eventually fleeing the village limits. Police dispatch reported that the vehicle appeared to be occupied by 4-5 individuals and had failed to yield to officers’ attempts to pull it over.

The vehicle continued into neighboring Rensselaer County before coming to a stop. A search of the vehicle revealed a stash of drugs and drug paraphernalia, prompting multiple charges for the
occupants.

The driver, identified as 35-year-old Elijah Bennett
Gosselin of Troy, reportedly attempted to escape on foot into nearby woods but was apprehended shortly thereafter by law enforcement patrols, assisted by the New York State Police K9 unit and the Rensselaer County Sheriff ’s Office.

Gosselin faced multiple charges, including Unlawful
Fleeing of an Offcer in a Motor Vehicle (a misdemeanor), Criminal Use of Drug Paraphernalia in the 2nd Degree (a misdemeanor), and Criminal Sale of a Controlled Substance in the 3rd Degree (a felony). Following his arraignment at the Centralized Arraignment Part (CAP), Gosselin was released and scheduled to appear in court.
