What is “Constitutional Carry” or “Permitless Carry”?
On March 5th, 2024, Governor Jeff Landry signed a permitless carry bill into law, making Louisiana a Constitutional Carry state. Constitutional carry or permitless carry refers to legislation, generally at the state level that allows anyone who can legally possess a firearm to carry it concealed on or about their person without any requirement that the gun owner obtains a license or permit.

Is a permit need to carry concealed? No, you do not need a permit to carry a concealed weapon as long as you are 18 years or older.

Is Open Carry Permitted in Louisiana? Yes, without a permit. Any person who is at least 18 years old and legally entitled to carry a firearm can open carry. [La. Rev. Stat. § 40:1382(A)]

What is the minimum age for Conceal Carry? You must be at least 18 years old to conceal carry in Louisiana.- LA R.S. 14:95

Do I have to live in Louisiana in order to carry concealed? No, you do NOT have to be a Louisiana resident. This law applies to any person from any state.

If I am stopped by a law enforcement officer, do I have to tell them I am carrying concealed? Yes, You have a duty to inform any law enforcement officer who approaches you in an official manner or with an identified official purpose that you are carrying concealed. You also must submit to a pat down and allow the officer to temporarily disarm you if warranted. LA R.S. 14:95(M).

Where am I NOT allowed to carry concealed? R.S. 40:1379.3 👎 states that no firearm may be carried into the following:
• A law enforcement office, station, or building;
• A detention facility, prison, or jail;
• A courthouse or courtroom, provided that a judge may carry such a weapon in his own courtroom;
• A polling place;
• A meeting place of the governing authority of a political subdivision;
• The state capitol building;
• Any portion of an airport facility where the carrying of fi****ms is prohibited under federal law, except that no person shall be prohibited from carrying any legal firearm into the terminal, if the firearm is encased for shipment, for the purpose of checking such firearm as lawful baggage;
• Any church, synagogue, mosque or similar place of worship; See RS 40:1379.3 (U)
• A parade or demonstration for which a permit is issued by a governmental entity; (means be in the parade or part of the demonstration)
• Any school “firearm free zone” as defined in R.S. 14:95.6. (School buses and anything within 1000 feet of school property).
• Any additional property, facility, building, location or area in which fi****ms are banned by federal or state law.
• Any private or public location where “NO FI****MS ALLOWED” signs are posted.

Can I carry concealed in a bar or club? No, Any establishment that sells alcoholic beverages for consumption is off-limits. Furthermore, you cannot carry concealed if you are under the influence of alcohol (BAC 0.05% or greater) or a controlled substance. (when a blood test or urine test shows any confirmed presence of a controlled dangerous substance as defined in L.R.S. 40:961 and 40:964)

Can I carry concealed in a casino? No. No weapons, as defined in the Louisiana Criminal Code, are permitted in the designated gaming areas of casinos. This excludes guns in the possession of full-time commissioned law enforcement officers who are on duty and within their respective jurisdictions as well as on-duty gaming security personnel who are licensed by the Louisiana State Board of Private Security Examiners.

Can You Carry a Loaded Gun in Your Car in Louisiana? Yes, carrying a handgun in a motor vehicle is legal in Louisiana. There are no state laws prohibiting vehicle carry.

Can I still carry concealed if I have been convicted of a felony? No, Any felony conviction will permanently disqualify you from getting a “concealed carry” permit unless the conviction was later set aside and dismissed under Louisiana Code of Criminal Procedure Article 893 and the arrest and conviction were expunged.

Can I carry concealed in church? Churches act like any other private property and may restrict you from carrying concealed. However, if you obtain permission from the head of the church then you are allowed.

Please keep the family of Doug Ritter in your thoughts and prayers.

Douglas Ray Ritter, age 78, of Anacoco, Louisiana, passed away on Thursday, June 6, 2024. Douglas was born October 30, 1945, in Leesville, Louisiana.

Funeral services for Douglas Ray Ritter will be Wednesday, June 12, 2024, at 10:00 A.M. at Burr Ferry United Pentecostal Church with Rev. George Jeane officiating. Burial will follow in the Burr Ferry Cemetery.

Visitation will be held on Tuesday, June 11, 2024, from 6:00 P.M – 9:00 P.M. at the Burr Ferry United Pentecostal Church.

Doug began his career in 1964 as a welder working on the Toledo Bend Dam. He began a career on the pipeline in 1964 through the mid-90’s, working in various states, but spent most of that time in Alaska working for Alaskan Pipeline. Doug became a Certified Pipeline Welding Inspector on May 20, 2009. Doug was an active member of Union Local 375 in Fairbanks, Alaska for 49 years.

Words affectionately written by son-in-law, Bun Park:

“On a cool winter day, I came to know Doug Ritter, not only as a young fellow hoping to be in good enough graces to date his daughter, Teri, but I grew to know him as a friend. He was a cool generous man with a straight-forward attitude and wasn’t afraid to let you know how he felt about you. You had to have thick skin to date one of his girls. He had a zeal for perfection. It wasn’t going to be “good enough”! It had to be “right”! It wasn’t long before I had permission to marry Teri. He was probably the most intellectual welder in the old ways who I had ever met. He certainly had it together. My interest in welding was probably the only thing I had going for myself, but it was enough!”

Doug is survived by his son, Robert E. Ritter and wife Crystal of Anacoco, daughters: Teresa Holcomb and husband T.D. of Anacoco, Louisiana, Teri Park and husband Bun of Pitkin, Louisiana, Darbee Ramsey and husband Dustin of Anacoco, Louisiana; brothers: Jerry Ritter and wife Fran, Frank Ritter, R.L. Ritter; grandchildren: Shelli Jarrell and husband Geoffrey, Justin Holcomb and wife Lakin, Tristan Ritter and wife Ariana, Destiny Kay and husband Kazden Jones, Bailey Egan and husband Havn, Kelcie Ramsey, Alexandera Holcomb, Emma Ramsey, Emily Ritter, Garett Ritter and Bun Park III; great-grandchildren: Laynee Holcomb and Dani Ritter; and special family friend, Monty Moore.

Doug is preceded in death by his wife, Carolyn Jeane Ritter; daughters: Sheila Kathleen and Deidra LaDonna; and sister: Louise Reed.

Doug Ritter was well loved and will be greatly missed by all his family and friends.

Toledo Bend now has 11 gates open at 3 feet. Latest Observation at Sabine River at Toledo Bend is currently at 173.22 feet.

Sabine River near Bon Wier current observation is at 30.2 feet and suspected to crest to 35.60 feet by Saturday, June 8, 2024, which is just under major flood stage.

Bundick Lake latest observation is currently at 96.94 and will crest to 97.00 feet by noon today, June 5, 2024, which will puts us in minor flood stage.
