Bossier City Council Rejects Term Limits Petition for Third Time

BOSSIER CITY, La. – On Tuesday, August 27, 2024, the Bossier City Council convened and, for the third time, voted against a resolution to place the Bossier Term Limits Coalition's petition for term limits on the December 7, 2024 ballot.

Before the vote, Councilman Chris Smith inquired about the potential impact of passing the resolution on the ongoing lawsuit. Bossier City Attorney Charles Jacobs explained that if the resolution were approved and the deadlines set by the Bond Commission and the Secretary of State were met, it could eliminate the need for litigation unless an injunction is sought by citizens or the City Council.

Cassie Mae Rogers, a Bossier City resident and member of the Bossier Term Limits Coalition, has filed a writ of mandamus against the City of Bossier and the Bossier City Council. A writ of mandamus is a legal directive from a higher court to compel a government official or entity to perform their duties correctly.

The Bossier Term Limits Coalition maintains that the issue of term limits should be decided by the citizens of Bossier City, not the City Council. According to the Bossier City Charter, "if any amendment is proposed by petition of electors, the City Council shall submit the same to the electors of the City at a special election."

Bossier City Mayor Chandler and two council members, Chris Smith (At Large) and Brian Hammons (District 1), who support term limits, are represented by Shreveport attorney Jerald Hopper. In contrast, the council members opposing term limits have retained Baton Rouge attorney Andrew Kolb, incurring significant costs for local taxpayers.

Ms. Rogers' case is scheduled to be heard by the Honorable Parker Self of the 26th Judicial District on September 6, 2024, at 9:30 a.m.
