Walukaga Asks NUP to Return Shs 300M He Paid to Secure Party Ticket
Mathias Walukaga, the incumbent Kyengera Town Council Mayor, is demanding that the National Unity Platform (NUP) refund a staggering 300 million shillings he paid to secure the party flag for the Busiro East constituency. This demand comes after his political ambitions were conclusively extinguished by the courts.
Justice Simon Peter Kinobe, in a ruling delivered on December 21, 2025, dismissed Walukaga’s petition, upholding the Electoral Commission’s (EC) decision to cancel his nomination. The court found that Walukaga did not possess the minimum academic qualifications when he was nominated on October 23, 2025.
The case centred on a Mature Age/Aptitude Test certificate issued by the Islamic University in Uganda (IUIU) on June 12, 2023. The EC, acting on a challenge by voter John Lubowa Kilimiro, determined the certificate had expired on June 12, 2025—four months before nomination day.
Speaking to journalists from his home, a visibly distressed Walukaga claimed his downfall was preceded by assurances from party officials. “Party leaders extorted this hefty amount of money after assuring me that my parliamentary seat was guaranteed once I secured a party ticket,” he alleged.
He now finds himself in a dire financial pit. “I have no money left to take care of myself and my family. I sold everything I had to buy the NUP ticket; therefore, I am completely broke,” Walukaga stated, his voice filled with emotion. “I ask the NUP leadership to refund my hard-earned money since their ticket is no longer of any value to me.”
When contacted for comment, the NUP Secretary General, David Lewis Rubongoya, offered a startling rebuttal. He confirmed that the party would not be refunding the money, stating it had already been used for the “struggle”—a term often used by the party to refer to its broader political mission.
However, Rubongoya suggested an alternative path for the devastated aspirant: “He should
