Phiona Atim, the Inspector of Schools for Gulu City, has been arrested following the disappearance of Uganda Certificate of Education (UCE) results for 103 candidates. The missing results pertain to Pope Francis Secondary School in Pece-Laroo division, which Atim owns.

Aswa West Police region spokesperson David Mudong Ongom confirmed Atim’s arrest on Wednesday, March 6, 2024. The arrest was prompted by a petition from the affected candidates and their parents during a meeting with the Resident City Commissioner (RCC) and other officials on the same day.

During the meeting, Gulu RCC Jane Francese Okili requested an explanation from Atim regarding the circumstances surrounding the withholding of the candidates’ results by the Uganda National Examinations Board (UNEB). Atim’s response reportedly failed to satisfy Okili, leading to her arrest.

The missing results, associated with centre number U3583, vibe GEF 004/2024, were expected to be released by UNEB on Thursday, February 15, 2024. Atim provided a statement regarding the missing candidates’ results at the Gulu East Division Police Station.

The Minister for Education and Sports, Janet Kataaha Museveni, has commended entrepreneur Hamis Kiggundu for his efforts in transforming Nakivubo Stadium into a state-of-the-art facility, ready to host the African Cup of Nations (AFCON) in 2027.

During her visit to Nakivubo War Memorial Stadium on February 20, 2024, Minister Museveni expressed her admiration for the young and enthusiastic individuals like Kiggundu, who are actively contributing to the development of Uganda through significant projects.

“The NRM government is very proud to see the example of our young people begin to build Uganda by putting up projects such as this one. We congratulate Ham Kiggundu for this excellent job,” Janet Museveni stated.

Highlighting the significance of Nakivubo Stadium, she declared it a world-class facility that successfully secured the bid to host the 2027 AFCON, in collaboration with Kenya and Tanzania. Nakivubo Stadium will be one of the key venues for the tournament.

In response to critics, businessman Hamis Kiggundu dismissed their lack of understanding about the project’s potential and their inability to contribute to its development.

“The problem is that many of our people have so much negativity. People are so negative that even if you are doing something benefitting them, negativity will take charge of their brain. Many of them don’t reason,”expressed Kiggundu, confidently defending his undertaking.

Despite facing detractors, Kiggundu remains resilient and focused on the completion of the project. The Nakivubo Stadium redevelopment, estimated at 54 billion Ugandan shillings, will proceed as planned, he assured.

Once finished, the upgraded Nakivubo stadium will feature a world-class pitch, two suspended floors, a two-level pavilion, netball grounds, and a roof. With a seating capacity of 35,000, the facility aims to accommodate a wide array of sporting activities, including athletics, netball, and bodybuilding.

As Uganda eagerly prepares to welcome the footballing nations of Africa, the successful completion of the Nakivubo Stadium demonstrates the country’s commitment to providing an exceptional sporting experience for both players and spectators alike.

I spent the afternoon at Kabalye Police Training School in Masindi district, passing out over 2000 police constables. I’m pleased to see many young people joining the forces when they are well-educated. This makes training very easy as educated people learn faster.

I thank the Police leadership for rebuilding the Police Force to the current 53,000 personnel, up from 3000 in 1986 after its reorganisation. However, this should be bigger, to about 92,000, to match the international policing ratio of one police officer for every 500 people. I congratulate them and wish them good luck.

Biden Granddaughter’s Secret Service Open Fire After Vehicle Attack

Secret Service agents protecting President Joe Biden’s granddaughter opened fire after three people tried to break into an unmarked Secret Service vehicle in Washington late Sunday night, a law enforcement official told The Associated Press.

The agents, assigned to protect Naomi Biden, saw the three people breaking a window of the parked and unoccupied SUV, the official said on Monday, before one of the agents opened fire. The Secret Service said nobody was hit by the gunfire.

The three people were seen fleeing in a red car, and the Secret Service said it put out a regional bulletin to Metropolitan Police to be on the lookout for it.

The Nakawa Chief Magistrate’s Court has remanded two convicts and two prisoners, including a charcoal burner for terrorism and the murder of former Assistant Director of Public Prosecutions, Joan Namazzi Kagezi.

The accused include Daniel Kisekka Kiwanuka, a peasant farmer and charcoal burner residing in Nsanvu village, Kitimbwa Town Council, Kayunga District; John Kibuuka, also known as Musa, a convict at Kigo Prisons; Nasur Abdallah Mugongole, a convict at Kitalya Mini Max Prisons in Mityana District; and John Masajjage, alias Mubiru Brian, alias Badru, alias Chongo, a prisoner at Kitalya.

The suspects arrived at the court under tight security by the counter-terrorism police and heavily armed prison warders. They were held in the court cells for approximately an hour before being brought into a packed courtroom that included over 30 prosecutors and three members of Kagezi’s family. Uganda’s coffee sector has been making significant strides in recent years, positioning itself as Africa’s second-largest coffee producer. A national strategic plan, launched in 2021, aims to almost triple the coffee production from the 2019/20 season to 20 million 60 kg bags by 2024/25. This ambitious plan seeks to elevate annual coffee export earnings from $583 million to $1.5 billion, with objectives to reduce harvest and post-harvest losses by 50%, expand total coffee acreage by 20%, and double yields per coffee tree.

Uganda is renowned for its robusta coffee production, with Coffea canephora, the robusta species, constituting around 85% of the country’s coffee output. The introduction of three new high-yield robusta varieties over the past five years has contributed to increased production. Government has today kicked off the implementation of the digital number plates despite criticism from a section of members of the public.

This has been confirmed by the minister for works and transport Gen. Edward Katumba Wamala during the launch of the digital number plates in Kampala saying it will be implemented in a phased manner starting with Government vehicles ,newly imported vehicles and by the 1st of February 2024 all vehicles and motorcycles will get the digital number plates.

Katumba emphasized that the digital number plates won’t be used in intelligence as it’s alleged but will be used to trace criminals, discourage reckless driving and instill discipline among Ugandans. But all this will go hand in hand with public sensitization.

He adds that government wants to see that all vehicles and motorcycles in Uganda have digital number plates within and they are strictly introduced for security purposes.

The principle vehicle inspector under the ministry of works and transport Eng.Kharim Kibuuka noted that tampering with the ITMS on any vehicle or motorcycle is illegal and will attract a fine of 2m or One year imprisonment or both according to the traffic and road safety amendment Act 2021.

It should be noted that in 2018 president Yoweri Kaguta Museveni directed security agencies to introduce digital number plates usage in the country to curb criminality and it had to be launched in July this year but minister Katumba noted that the system delayed due to a number of logistical challenges they faced on the way.

The Israeli government formally declared war Sunday on Hamas militants in Gaza, setting the stage for a massive Israeli military response to the Islamist militant group’s surprise attack on the Jewish state.

Israeli Prime Minister Benjamin Netanyahu had already said Saturday his country was at war with Hamas as the militants’ attack raged, but his assessment was rhetorical. The Cabinet decision was an official declaration of war.

Ahead of the Cabinet vote, Netanyahu declared that Israel would “take mighty vengeance” against Hamas, even as Israeli soldiers battled Hamas fighters Sunday in the streets of southern Israel and launched retaliatory airstrikes that leveled buildings in Gaza.
