Climate resilience is essential for the future of the Greater Horn of Africa
The 65th Greater Horn of Africa Climate Outlook Forum (GHACOF65) brought together experts from across the region to discuss how climate services can be used to build resilience to climate change. The forum was a launchpad for actionable change, with participants exploring innovative mitigation measures that have the potential to reshape the IGAD region's climate resilience landscape.
Climate resilience is the ability of people, communities, and systems to withstand, adapt to, and recover from shocks and stresses related to climate change. It is essential for the future of the Greater Horn of Africa, a region that is already experiencing the impacts of climate change, such as more extreme weather events, rising sea levels, and changes in agricultural yields.
Climate services are tools and products that help people understand and use climate information. They can be used to support decision-making in a variety of sectors, such as agriculture, water resources, and disaster risk management.
The GHACOF65 forum highlighted the importance of climate services for building Sceniro planning in the Greater Horn of Africa. As well as #ElNiño conditions were forecast for the October, November to December season 2023. During the event Participants explored how climate services can be used to:
📣Improve early warning systems:Climate services can be used to provide early warning of extreme weather events, such as droughts and floods. This information can help people take action to protect themselves and their property.
🌾Support agricultural planning:Climate services can be used to help farmers plan their crops and irrigation systems in accordance with expected weather patterns. This can help to improve crop yields and reduce food insecurity.

🌧️Following a heavy downpour last night, areas around mountain Rwenzori are affected after river Nyamwambwa burst it’s banks.
🏠The incident has left villages of, Nyakasanga, Kamwirikwizi, Saluti A&B, Mawa Market, Kitoro and Kisagazi at risk.
🚧Kirembe road has been cut off at Namuhunga junction.
♦️Red Cross Action: Red Cross Action Teams are working with local authorities, alerting the community members at risk especially those near the waterway and those in town to evacuate.
Advisories are being issued both at household and community level through radios.
We continue to traverse all areas at risk, conducting rapid assessment and will share statistics in due course.

1st National Dialogue on Anticipatory Action
Uganda experiences a wide range of disasters in various hotspots across the country. Most of the recorded disasters are climate and weather related. The ability to predict such events has improved with the advancement in science which gives disaster managers a Window of Opportunity to act based on a forecast and thus consequently reduce or prevent the potential impact of the expected disasters.
Uganda Red Cross Society, Uganda National Meteorological Authority, Office of the Prime Minister and World Food Program are organising the 1st National Dialogue on Anticipatory Action.
The dialogue will bring together stakeholders involved in the design and implementation of Anticipatory Action from Government Ministries, Members of Parliament from different committees, UN Agencies, NGO and Development Partners.

Early warning and early action for all
Today is the International Day for Disaster Risk Reduction (IDDRR) 2022 is on 13 October. A report from the United Nations Office for Disaster Risk Reduction (UNDRR) and the World Meteorological Organization (WMO) warns that half of the countries globally are not protected by multi-hazard early warning systems.

According to the Global Network Against Food Crises, 50 million people are projected to face severe acute food insecurity by the end of 2022
The IGAD region continues to grapple with the combined effects of climatic shocks, protracted political and resource-based conflicts, economic decline, escalated food and fuel prices, and inflation. Of the global figures recorded in the Global Report on Food Crises 2022, the region accounts for 22 percent of the global number of acutely food insecure people and 10 million children under five suffering from severe and acute malnutrition.

This is Zana - Entebbe Road after a heavy down pour this evening in Kampala city.
People are advised to use alternative routes to connect to Entebbe; after Zana being cut off by floods. We have received reports that people are still caught up in flooded shops and buildings.
This week Uganda National Meteorological Authority ( UNMA) has just released; Ten days weather forecast and advisories indicating that the current forecast, substantial rainfall activity is expected to continue in the entire country but with moderate rainfall performance in the eastern strip of #Karamoja subregion bordering Kenya and in some areas in the south adjacent to Lake Victoria.
According to Uganda National Meteorological Authority people are advised to carryout the following;
🌧 Local Authorities should continue opening up clogged drainage systems in order to avoid any risks that may arise from potential flash floods.
📜 Monitor and report any emergence of crop pests, animal parasites and plant diseases to technical staff at subcounty and district.
🚑Maximum care and proper management of waste and domestic pit latrines should be observed and promoted in order to prevent the spread of diseases like cholera, dysentery and typhoid. Drinking water
should be boiled for safety of life.
💧Communities are encouraged to start putting in place facilities for rain water harvesting and storage for future use. Those living in the proximity of the flood plains, riverbanks and wetland areas should vacate
as the rains intensify.
🌱🌲They are also advised to avoid sheltering under trees whenever it is raining as a safety precaution against lightning strikes that are often associated with thunderstorms.
💦 Relevant authorities are encouraged to de-silt water storage facilities such as reservoirs, valley
dams/tank.

Eastern Uganda is experiencing ravaging floods which has claimed lives of children, women and men destroying roads, houses and crops. Bukedi district in Kamutur Subcounty and Mbale district for example have glimpsed Heavy rain since August with widespread flooding and risk of more hazards and disasters.

Located in the eastern part of Uganda, this area is a low lying stretch at the foot of Mount Elgon running from the shores of Lake Victoria to the southern shoreline of Lake Kyoga and includes the districts of Tororo, Busia, Budaka, Kibuku, Butaleja and Pallisa.
