Israel has destroyed Gaza by its relentless attacks since October, the UN Special Rapporteur on the occupied Palestinian territory, Francesca Albanese, said at the UN Human Rights Council.

“The harrowing number of deaths, the irreparable harm done to those who survive, the systematic destruction of every aspect necessary to sustain life in Gaza – from hospitals to schools, from homes to arable land – and the particular harm to hundreds of thousands of children and to pregnant and young mothers,” Albanese said on Tuesday.

She said in a report to the council that Israel’s actions can only be interpreted as constituting “prima facie evidence of an intention to systematically destroy the Palestinians as a group”.

NBL: City Oilers up and flying, as they wrap week two of exhilarating National Basketball League action with a bang. Defending champions City, Oilers kickstarted the quest for their tenth successive National Basketball League with an absolute show of dominion over former winners Dmark Power.

The Oilers trumped Power 73-38 at the MTN Indoor Arena, Lugogo on Sunday. Both teams were playing just their first game of the 2024 NBL season.

It promised a close contest after the opening quarter, which City Oilers narrowly took with a 20-16 lead.However, Power were a no-show in the next three quarters, managing a total of just 22 points. They hit 2, 12 and 6 in the second, third and fourth quarters, respectively.

Israel-Gaza war: Hamas responds to proposed Gaza ceasefire plan.
Hamas says it has given its response to a framework proposal for a new ceasefire in Gaza.

The details of the deal - set out by Israel, the US, Qatar and Egypt - have not been released.

It was earlier reported to include a six-week truce, when more Israeli hostages would be exchanged for Palestinian prisoners.

Israel and the US have both said they are reviewing Hamas's response.

US Secretary of State Antony Blinken, who is currently in the Middle East, said he would discuss Hamas's response with officials in Israel on Wednesday.

While Mr Blinken has given no indication of how the US views the response, President Joe Biden described it as "a little over the top" - suggesting the Israeli leadership will not easily agree to what the group is asking.

A senior Hamas official told the BBC the group had presented a "positive vision" in response to the framework but had asked for some amendments relating to the rebuilding of Gaza, the return of its residents to their homes and the provisions for those who had been displaced.

The official said Hamas had also asked for changes relating to the treatment of those injured, including their return home and transfer to hospitals abroad.

The proposal was sent to Hamas around a week ago but a representative told the Reuters news agency it had taken them until Tuesday to respond because parts of it were "unclear and ambiguous."

Qatari Prime Minister Sheikh Mohammed Bin Abdulrahman al Thani has described Hamas's response as "positive" in general.

The conflict in Gaza was triggered by an unprecedented cross-border attack by Hamas gunmen on southern Israel on 7 October, in which about 1,300 people were killed and about 250 others taken hostage.

More than 27,500 people have been killed in Gaza since then, according to the health ministry in the Gaza Strip, which has been governed by Hamas and blockaded by Israel and Egypt since 2007.

Hamas is proscribed as a terrorist organisation in several countries.

During a week-long ceasefire in late November, 105 Israeli and foreign hostages were freed in exchange for 240 Palestinians held in Israeli jails.

The timing of any new deal could be complicated by claims briefed earlier this week by Israeli defence officials that the military is "making progress" in its hunt for Hamas's leader in Gaza Yahya Sinwar.

However, Prime Minister Benjamin Netanyahu is under intense domestic pressure to secure the release of the remaining hostages.

A growing sense of regional crisis also adds to the urgency Mr Blinken brings to the Israeli city of Tel Aviv, as he arrives seeking progress on the deal.

The US is increasingly trying to stem a widening regional escalation after last week's drone strike that killed three American soldiers in Jordan.

Washington retaliated with air strikes against Iran-backed militias in Syria and Iraq and is warning more will come.

A ceasefire deal in Gaza is seen by the US as the most realistic way to reduce tensions further afield.

On Tuesday, Israel confirmed that 31 of the 136 remaining hostages in Gaza had been killed.

Rear Admiral Daniel Hagari, a spokesman for the Israel Defense Forces (IDF), said their families had been informed and that the authorities would continue to push for the return of the remaining captives.

"This is a moral obligation, national obligation and international obligation and this is our compass and this is how we will continue operating," said Mr Hagari.

Afcon: South Africa slams Nigeria for football safety warning.
A diplomatic row has broken out between Nigeria and South Africa ahead of the two sides' semi-final match at the Africa Cup of Nations today.

The Nigerian High Commission in South Africa warned Nigerian football fans to refrain from boisterous celebrations if their team wins.

That warning was intended to prevent the provocation of xenophobic attacks by frustrated South African supporters.

But South Africa says that this has only created "false alarm".

There has been a long-standing rivalry between the two footballing giants - the Super Eagles and Bafana Bafana.

But in its statement on Tuesday, South Africa's Department of International Relations and Cooperation (Dirco) said there was "no history of soccer hooliganism among South Africans" at matches against Nigeria.

"We are confident that the sports-loving nation of South Africa poses no threat to Nigerian citizens, and we do not agree with the apprehension expressed by the High Commission," Dirco added.

"The advisory is regrettable because it seems to create alarm and unnecessary tension between the citizens of South Africa and Nigerians living in or visiting South Africa."

Nigeria has yet to respond to the statement from South African officials.

In recent years, South Africa has seen a wave of xenophobic attacks against Africans who have moved there from elsewhere in the continent, often for better economic opportunities.

In its statement earlier on Tuesday, Nigeria's diplomatic service said it was issuing the warning because it had seen evidence of "veiled threats" by South Africans online.

It advised Nigerians living in South Africa to "be watchful of their utterances, be mindful of where they choose to watch the match especially in public places, and refrain from engaging in loud, riotous or provocative celebrations should the Super Eagles win".

Kick-off is at 17:00 GMT on Wednesday in the Ivorian city of Bouaké.

The other semi-final is between the hosts Ivory Coast and the Democratic Republic of Congo.

WHO calls for immediate passage of humanitarian relief into Gaza
Chief Tedros Adhanom Ghebreyesus says he hopes resolution will be starting point for further UN action on crisis.
The World Health Organization has agreed on a resolution, the first by any United Nations agency, calling for immediate access to vital humanitarian aid and an end to the fighting in Gaza.

The resolution – calling for the “immediate, sustained and unimpeded passage of humanitarian relief, including the access of medical personnel” – was adopted by consensus at the end of a special session of the WHO’s Executive Board on Sunday.
It also called on “all parties to fulfill their obligations under international law” and reaffirmed “that all parties to armed conflict must comply fully with the obligations applicable to them under international humanitarian law related to the protection of civilians in armed conflict and medical personnel.”

The special meeting of the executive board was only the seventh in the WHO’s 75-year history.

The passage of the resolution “underscores the importance of health as a universal priority, in all circumstances, and the role of healthcare and humanitarianism in building bridges to peace, even in the most difficult of situations,” the WHO said in a statement after the meeting.

The United Nations Security Council (UNSC) has struggled to respond to the deepening crisis in Gaza that erupted after the Palestinian armed group Hamas launched an unprecedented attack on Israel killing 1,200 people and taking more than 200 captive.

In response, Israel declared war on Hamas and has subjected Gaza, which Hamas has controlled since 2006, to relentless attack, killing at least 18,000 people.

The UN says about 80 percent of the population has been displaced and faces shortages of food, water and medicine along with a growing threat of disease.

On Friday, a resolution for a humanitarian ceasefire put forward by the United Arab Emirates and co-sponsored by 100 other countries failed to pass in the UNSC after the United States vetoed the proposal. The US is one of five permanent members of the council with a veto.

The vote came after UN Secretary-General Antonio Guterres invoked Article 99 on Wednesday to formally warn the 15-member council of a global threat from the two-month-long war.WHO Director-General Tedros Adhanom Ghebreyesus said the UN health agency resolution could be a starting point for further action.

“It does not resolve the crisis. But it is a platform on which to build,” he said in his closing remarks to the board.

“Without a ceasefire, there is no peace. And without peace, there is no health. I urge all Member States, especially those with the most influence, to work with urgency to bring an end to this conflict as soon as possible.”

Fighting resumed this month after a week-long pause in hostilities that allowed some Israeli and foreign captives to be released in exchange for a number of Palestinians held in Israeli jails, as well as for the supply of humanitarian aid into Gaza.

With Israel now stepping up its military actions in the south of the territory of more than 2 million people, calls for an end to the fighting have intensified.

The UN General Assembly (UNGA) is expected to vote as soon as Tuesday on a resolution for an immediate ceasefire, after Egypt and Mauritania invoked Resolution 377 “Uniting for Peace” in the wake of the US veto.

Adopted by the UNGA in 1950, Resolution 377 allows the 193-member body to act where the UNSC has failed to “exercise its primary responsibility for the maintenance of international peace and security”.

Their letter also referred to Guterres’s invoking Article 99 of the UN Charter on December 6.

M23 Rebels Advance Toward Sake, Goma.

For months, clashes between armed groups and government troops have taken place in the territories of Masisi, Rutshuru and Nyiragongo, displacing over 300,000 people

M23 rebels have stepped up their attacks on Congolese military units near the strategic town of Sake, Masisi territory in what appears to be a move to seize Goma city in the eastern part of the mineral-rich country.

Intense fighting resumed on Sunday in Kilolirwe on the road to Sake with government troops using heavy artillery to keep the M23 rebel advance in check.

“It’s hell,” said Jean Medi, 43, a civil society member in Masisi.
“The rebels are very desperate to capture Sake because it is a very critical junction linking several roads to Goma,” Medi emphasised.

Medi further said “capturing Sake means choking off the Congolese armed forces’ supply routes to Goma,” adding, “If Sake falls, Congolese forces will not be able to defend Goma which sits on the border with Rwanda.”

For months, clashes between armed groups and government troops have taken place in the territories of Masisi, Rutshuru and Nyiragongo, displacing over 300,000 people.

The MONUSCO Force Commander, Brigadier General Otávio Rodrigues de Miranda Filho recently ordered the formation of defence systems to defend Sake and Goma from falling into M23’s hands.

Otavio said the rebels were advancing towards the south, along the national road 2 (RN2) and from provincial road 1030 towards Sake, a city which is intended to be an essential point in the defence of Goma.

“We decided, first of all, to establish a solid defence line at the entrance to Goma and Sake,” said Otavio at a press conference in Goma.

“This is a defensive approach for now, but if illegal armed groups try to attack Sake and Goma, we will move from a defensive to an offensive position,” he added.

M23 recently recaptured Kitchanga where they have been mobilising young people to join their ranks.

Residents of Goma on Sunday night reported sporadic gunfire in different suburbs. The army called for calms, saying it was in charge of the situation.

The South African Development Cooperation (SADC) is expected to start deploying military forces in DRC in the first week of December to counter the M23 rebel threat and boost security ahead of the December 20 general elections.

US says Hamas has command centre under Al-Shifa hospital
The US says it has intelligence that Hamas has a command centre under Al-Shifa hospital in Gaza City.

National Security spokesman John Kirby said the group stored arms there and were prepared for an Israeli attack.

This is the first time the US has independently backed claims by close ally Israel that Hamas uses hospitals to hide its bases. Hamas denies this.

The statement came as Israel faced mounting global pressure to protect civilians trapped in the hospitals.

US President Joe Biden said that Al-Shifa hospital “must be protected” from intense fighting around the complex, and UK Prime Minister Rishi Sunak said Israel must act within international law.

The area around Al-Shifa, Gaza’s biggest hospital, has become the focus of fighting in recent days. Thousands of people are believed to be sheltering there.

“Hamas and Palestinian Islamic Jihad members operate a command and control node from Al-Shifa in Gaza City,” he said.

“They have stored weapons there and they are prepared to respond to an Israeli military operation against that facility.”

Mr Kirby said this showed how challenging the Israeli operation was as “Hamas has deeply embedded itself within the civilian population”.

“To be clear, we do not support striking a hospital from the air and we do not want to see a firefight in the hospital where innocent people, helpless people, sick people are simply trying to get the medical care that they deserve, not to be caught in a crossfire. Hospitals and patients must be protected,” he said.

“As we have been clear on multiple occasions, Hamas’s actions do not lessen Israel’s responsibility to protect civilians in Gaza, and this is obviously something we’re going to have an active conversation with our counterparts about.”

Responding to the White House’s remarks on Tuesday, Hamas said in a statement reported by the AFP news agency that Israel would use Washington’s assessment to give it a “green light” to commit “brutal massacres” against medical facilities, “destroying Gaza’s healthcare system and displacing Palestinians”.

Doctors inside Al-Shifa say that dozens of people, including at least three premature babies, have died due to a lack of fuel, medicine and power.

They have told the BBC that more than 100 bodies lay unburied in courtyards, and anyone trying to leave the complex – or even move between buildings – risks death due to the violence in the area.

Israel maintains that it has not fired directly on hospitals in Gaza despite what it says is Hamas’s presence in them. The Israeli military has vowed to destroy Hamas, a designated terror group in the US, UK and EU, in the Gaza Strip.

On Monday Israel released video of what it said was a Hamas hideout under the Rantisi children’s hospital in northern Gaza City.

In a six-minute video marked as “raw footage”, the IDF’s chief spokesman Rear Admiral Daniel Hagari is seen saying he is at a tunnel 200 metres away from Rantisi.

In the video, Hagari points to the tunnel entrance, which he says he believes is “connected” to the hospital, and electrical wiring he says proved solar panels had been powering a bunker.

No further evidence is provided for the existence of a command centre but the IDF spokesman said investigations were continuing.

The footage then cuts to basement rooms he says are inside Rantisi hospital. He points to a cache of weapons, including explosive belts and grenades, and a motorcycle with what he says is bullet damage.

Rear Adm Hagari says there are signs that hostages kidnapped by Hamas during the group’s attack on Israel had been held in the basement.

In another room, he points to a calendar on the wall counting the days in Arabic from 7 October – the date of Hamas’s attack into southern Israel.

Rear Adm Hagari claims the calendar shows the “terrorists’ shifts” as they guarded the room. He says names were written alongside shift times.

The top of this document mentions the “al-Aqsa flood” – Hamas’s codename for the 7 October attacks. However, the Arabic words translate to the days of the week, not names.

He separately states that the room is decorated with curtains like a video studio. Of the hostage videos released by Hamas and Palestinian Islamic Jihad, none have shown a matching pattern in the background.

The IDF escorted CNN journalists around the site and the hospital, which was evacuated on Friday. BBC News has not visited the site and is not able to independently verify any of the allegations made by Hagari.

However, the Hamas-run Health Ministry in Gaza responded in detail to the Israeli claims, describing them as a “theatrical farce”.

It said the underground space shown in the video was used for administration and storage, and as a shelter from air strikes.

It described the display of weapons as staged, and said there were thousands of similar motorcycles in Gaza.

The ministry says that more than 11,000 people have been killed in Israel’s operations against Hamas, since the group killed 1,200 people in Israel on 7 October and took about 240 people hostage.

Nepal joins India in banning TikTok, concerned about disruptive influence.

Nepal has banned China’s TikTok because its content “was detrimental to social harmony.”

The decision comes days after the country introduced a new rule requiring social media firms to set up liaison offices in the country.

TikTok, which has around a billion monthly users, has been banned by several counties including India.

Earlier this year, Montana became the first US state to ban it while the UK Parliament banned it from its network.

Minister for Communications and Information Technology Rekha Sharma has told the BBC Nepali that the platform spread malicious content.
She added that “the ban would come into effect immediately and telecom authorities have been directed to implement the decision”.

But Gagan Thapa, a senior leader of Nepali Congress, which is part of the coalition government, has questioned the government’s decision to impose a ban on TikTok.

He said it was an attempt to curb the freedom of expression and officials should focus on regulating the platform.

TikTok has come under scrutiny from authorities around the world over concerns that data could be passed to the Chinese government.

Its parent company, ByteDance, has previously rejected the allegation. TikTok did not respond to the BBC’s request for comment on the latest ban by the government in Nepal.

Although TikTok lags behind the likes of Facebook and Instagram, its growth among young people far outstrips its competitors.

More than 1,600 TikTok-related cyber crime cases have been registered over the last four years in Nepal, according to local media reports.

According to the BBC Media Action report on the media usage in Nepal, TikTok is the third most used platform nationally.
While YouTube and Facebook are popular among internet users of all age groups, TikTok is highly popular with younger age groups with more than 80% of social media users aged between 16 and 24 using the platform.

Pakistan has temporarily banned the app at least four times since October 2020 while its online shopping service was shut in Indonesia last month.

1,000 Congolese Refugees Flee to Uganda Amid Fresh ADF Attacks.

Over 1,000 refugees from the restive Democratic Republic of Congo (DRC) have crossed into Uganda through the western district of Bundibugyo.

“Authorities in Bundibugyo have guided that they be hosted at Bubukwanga transit centre in Bundibugyo where government and other partners can offer humanitarian assistance to them,” said Uganda Red Cross Society (URCS) spokesperson Irene Nakasiita on Monday night.

The influx of refugees came after suspected Allied Democratic Forces (ADF) militants ambushed and killed 26 people on Sunday.

The deadly attack occurred in a village in the Watalinga chiefdom, Beni, North Kivu Province.

Several other people were kidnapped and houses burned by the militants ADF.

The attack compelled locals to escape to the relatively stable Nobili area while others crossed the Ugandan border.

Nakasiita said URCS was providing First Aid to the injured refugees and making referrals to Nyahuka health centre IV.

URCS is also supporting restoring family links’ needs, especially for the unaccompanied minors and separated family members who need reunification.

Ugandan armed forces and their Congolese counterparts are conducting joint military operations in DRC where ADF has been uprooted from its strongholds.

The fighters, who are now in disarray, have been carrying out isolated attacks on civilian settlements and taking innocent lives.

Uganda hosts the largest refugee population in Africa and the 4th largest in the world. Nearly 60% of them are from South Sudan and over 30% from the Democratic Republic of the Congo.

Authorities recently warned that the number of people struggling to find food has risen by nearly 15% in the past year.

The overall situation is likely to deteriorate further, due to diminishing international funding. Consequently, people might resort to desperate measures, such as early marriage, child labour, and transactional s*x.

The criminal division of the High Court has again adjourned the hearing of the charges against the suspects linked to the 2018 kidnap and gruesome murder of Susan Magara, a cashier at Bwendero Diary Farm (BDF)

According to court, the suspects had applied for acquittal of charges following their allegations of torture, where court ordered them to produce a valid certificate that proves the rehabilitation, they say they underwent while they were at African Centre for the Treatment and Rehabilitation of Torture Victims.

In Monday’s session at the Criminal Division of the High Court in Kampala, the suspects asked for an adjournment till Wednesday, November 15 when they hope their defence will appear with the appropriate medical documentation that proves their torture claims.

According to the presiding judge Alex Ajiji, the suspects’ plea for adjournment of the case is justified especially when they promise to produce valid documents proving their claims.

“The suspects have a good reason to seek adjournment because and it will be granted,” ruled Justice Ajiji.

Despite no objection from the prosecution led by Irene Nakimbugwe, the prosecution requested for continuation of proceedings on that day if the defence fails to produce valid medical information regarding the suspects.

“We have no objection for the adjournment but if they do if they do not produce the medical documents on Wednesday, then prosecution will proceed. This case needs to be expedited,” Irene Nakimbugwe submitted.

The nine suspects; Yusuf Lubega, Hussein Wasswa, Muzamiru Ssali, Hajara Nakandi, Abubaker Kyewolwa, Mahad Kisalita, Hassan Kato Miiro, Ismail Bukenya and Musa Abbas Buvumbo are still on remand over links to the gruesome murder of Susan Magara.

Kampala: The Republic of North Korea has announced that it is closing its foreign mission from Uganda in less than a week.

Ambassador of the Democratic People’s Republic of Korea (North Korea) to Uganda, H.E Jong Tong Hak confirmed the development during a meeting with President Museveni at State House Entebbe.

According to Ambassador Jong, North Korea has taken a strategic measure to reduce the number of embassies in Africa, Uganda inclusive in order to increase the efficiency of the country’s external institutions but was quick to assure President Museveni and Ugandans that despite the changes, the bilateral relations between Uganda and North Korea will continue.

“Our connections will be continued through Malabo- Equatorial Guinea. Our Ambassador will soon present his credentials to you, Your Excellency. Our physical absence cannot block our hearts, minds and souls. Our good friendship will continue and will be further strengthened and developed. I convey this commitment from my government. Your Excellency, I have lived in Kampala for many years. I love Uganda and its people. I was the Deputy Ambassador for four years from 2009 to 2013 and became the full Ambassador from 2017 to date,” H.E Jong noted.

Meanwhile, Ambassador Jong hailed President Museveni for consistently supporting the Korean government in enforcing its peaceful efforts to realize a harmonious unification of the Korean Peninsula.
“Although the Korean Peninsula situation is still intense, our government is trying to stabilize the situation. That is why it continues to build up its strength to protect its territory and people,” he said.

“My government still vividly remembers your famous speech at the UN General Assembly in 2017 which you made before the world as you expressed your gratitude to our government, North Korea, such a speech made us happy, and we are grateful.”

North Korea’s exit comes just a few days after Norwegian Foreign Service also announced closure of its Embassy in Kampala, Uganda citing ongoing structural reforms and the closure shall be finalized in July next year.“Norway is currently undertaking structural reforms of the foreign service. As part of the reform process, changes are being made in the diplomatic presence abroad. Concentrating and consolidating is expected to better serve Norwegian national interests, and to increase the effectiveness of Norway’s international engagement. This means that Norway is scaling up its presence in some locations. The consequence is that painful drawdowns must be made in other places,” the statement said.
