FUFA hands 15-year ban to referee Kalibala over match-fixing.
The Federation of Uganda Football Association (FUFA) has banned referee, John Bosco Kalibala from officiating any football related activity at national level for a period of 15 years.

According to FUFA, the ban followed Kalibala’s infringement of the body’s ethics and disciplinary code.

”Upon critical analysis of the evidence on the file and the submissions of Mr. Kalibala, the committee found the referee guilty of infringement of Article 31 of the FUFA Ethics and Disciplinary Code (Duty to report) and Article 44 of the FUFA Ethics and Disciplinary Code (Manipulation of football matches or competitions),” FUFA stated on Monday.

Kalibala is accused of receiving financial gain in return for influencing the outcome of numerous matches including; Tooro United v UPDF played on November 30 2021 and Gaddafi FC Vs Onduparaka FC played on December 21, 2021.

FUFA noted that the decision to ban Kalibala was based on FUFA’s zero tolerance against all kinds of match manipulation and or match fixing and the need for sanctions to serve as a deterrent to other individuals.

The body added that the ban was aimed at maintaining the integrity of the sport, and mitigating the threat match fixing poses to sports competitions.

”In this respect, the Committee stresses that Mr. Kalibala was subject to the strongest sanction the Committee could impose,” the local football governing body said.

In the meantime, FUFA said further investigations are ongoing on Kalibala’s matter and related cases as reported to them.

300 Families in Kakumiro Threatened with Forceful Eviction
More than 300 Families in Kakumiro district are facing eviction from their ancestral land. The families are residents of Kasambya village in Katikara sub-county.
They are feuding over a piece of land measuring approximately 200 hectares with George Kwemara Ssetanda, a tycoon in Kakumiro and Kampala respectively who is equally claiming ownership of the land.
According to the residents, they started settling on the piece of land in the 1960s wondering how Ssetanda is claiming land.
The residents are also questioning the circumstances under which Ssetanda came to acquire a title on their ancestral land without the consent of the leaders.
Famers Ask Govt to Establish Agricultural Banks
Farmers in Masindi district have appealed to the government to establish a farmers’ agricultural banks saying it would help them access loans at a cheaper interest rate.
Under their umbrellas; Masindi Sugarcane Out Growers’ Association (MASGAL) and Masindi District Farmers’ Association (MADFA), the farmers argue that once the agricultural banks are established, they will extend financial services, mainly credit at subsidized interest rates, to customers not considered creditworthy by commercial banks.
Kanaginagi Ateenyi, a prominent farmer in Pakanyi Sub County says they are left to the mercy of commercial banks which are exploiting them and they cannot avoid them since it’s the remaining option for big loans yet many farmers are selling their produce at a very low price.
Ministry of Agriculture Starts Survey to Identify Areas Hit by Banana Disease
The Ministry of Agriculture, Animal Industry and Fisheries -MAAIF has started a survey to establish areas infected by Banana Bunchy Top Virus-BBTV- Disease.
According to the Ministry, the field survey findings will help them in planning for an effective intervention plan depending on the level of disease spread.
Joab Tugume, a Senior Agricultural Inspector in charge of plant Quarantine and Import Regulation under the Department of Crop inspection and certification MAAIF, says that the disease was confirmed in 2020 first in districts of Arua, Kasese, and Zombo.

Buhweju leaders ask govt for better health services.
Residents and leaders in Buhweju have demanded better health services in the district as thousands turned up for Archdiocese of Mbarara Development Association (AMDA) health camp at Butare Catholic Parish at the weekend.
By 7am, residents were already queuing for health services.
Mr Enos Bamuturaki, a resident of Bihanga Sub-county, had brought his father.
“My father has had a problem with urinating for the last two years. When we went to Nsiika Health Centre IV in March, we were referred to Mbarara Regional Referral Hospital, but we did not have money, so when we learnt of free health services, we came here very early,” Mr Bamuturaki said.

The Buhweju County MP, Mr Francis Mwijukye, said some residents trekked about 30 kilometres to come for the health camp.

“As leaders, we must admit that health services in the country are lacking, it might be worse in Buhweju, so we need to prioritise health service delivery. These numbers are a testimony that people become sick for years and later die for lack of healthcare,” he said.

The district Woman MP, Ms Oliver Koyekyenga, urged the government to address the health crisis.

“We are happy that this camp has attracted huge numbers but this shows that people are very sick, and when they go to hospitals, they don’t get what they want,” she said.

“We have a poor transport network because of the terrain that also hinders effective health service delivery,” Ms Koyekyenga added.

The district health officer, Dr Bruno Oyiku, concurred with the MP, adding that they also lack a district hospital and adequate supplies.

The chairperson of AMDA, Mr Chris Gumisiriza, said the camp was targeting more than 10,000 people for different health services including eye care, dental care, TB screening, laboratory services, antenatal care, postnatal care, safe male circumcision, breast and prostate cancer screening and paediatric general health care services.
“We have lined up 150 doctors and specialists to handle, among others, screening and treating of patients, including surgeries and referrals,” Dr Gumuziriza said.

He said the camp was conducted in partnership UPDF and police medical teams, Mulago, Mbarara, and Nkozi hospitals, Uganda Cancer Institute, and Joint Medical Stores.

In June, the Ministry of Health embarked on a programme of restructuring the healthcare delivery system that will transform all health centre IVs across the country into community hospitals.

The ministry said the restructuring would improve access to quality health to all Ugandans irrespective of their location.

Bundibugyo seeks Shs10b to fix flood-hit roads, bridges
The floods that cut off access to schools and health centres washed away more than 30 bridges on Friday night into Saturday.
Locals from more than six sub-counties in the hilly areas of Bundibugyo District remain stranded after fresh floods and mudslides hit the area last week.

The natural disaster left two people dead.
The floods that cut off access to schools and health centres washed away more than 30 bridges on Friday night into Saturday.
By yesterday, at least two people had been confirmed dead while one was still missing.

The affected bridges are on rivers Nyakighoma, Ntotoro, Ngomekome, Mbule, and Nyabughesera in the sub-counties of Mabere, Ngamba, Ntandi, and Ntotoro.

The Bundibugyo chairperson, Mr Robert Tibakunirwa, said the district is making an assessment on the extent of the destruction and they will submit findings to the central government for intervention this week.

“We call for the government’s urgent attention to handle this emergence,” Mr Tibakunirwa said.

The chairperson of Ngamba Sub-county, Mr Baluku Siriwayo, said some of the traders who were returning from Kikyo Market have not accessed Bundibgyo Town since Friday.

“Some of the traders had to sleep at their relative’s homes because all the access roads and bridges were swept away, cutting off the sub-counties of Ngamba, Mabere and Ntandi town council,” he said. Last month, the district leaders wrote to the Office of the Prime Minister seeking Shs6.8 billion to rehabilitate the road infrastructure that was destroyed by floods in 2019.

With last week’s damage, the leaders now estimate that the cost has risen to more than Shs10 billion.

The chairperson of the district disaster management committee, Mr Francis Senyondo, said under the road fund, the district has only managed to rehabilitate four roads in Mbatya, Kirumya, and Bulyamba, leaving another 24 roads and bridges in a sorry state.
In response, the Prime Minister, Ms Robinah Nabbanja, in her August 9 letter, directed the Minister for Works and Transport to urgently intervene.

Among the washed away roads and bridges that need to be worked on are Hakitara-Busuba (5.5 kilometres), Bundikuyali-Hakitara road (3.6 kilometres), Hakitara-Kanyate road (2.5 kilometres), Bundiwerume-Mbango-Humya road (4 kilometres), Tokwe-Hakitara-Bundimwendi road (6 kilometres), Kinyakende-Ntome road (4 kilometres), Busaru-Bunyakakindo road (3 kilometres), and Harugale-Buhundu road (3 kilometres) .

In 2017, about 17 people died in Bundibugyo after floods and mudslides hit the area.

“Our area is prone to all categories of disaster. We are at a higher risk and that is why we need a mindset change in areas of disaster policy and disaster risk reduction intervention,” said Bughendera County MP Moses Acrobat Kiiza.

On Saturday, locals retrieved the body of a 4-year-old girl, Pritha Masika, who died at around 10pm on Friday when floods destroyed their house in Kubango Village, Mabere Sub-County. Residents also recovered the body of a 52-year-old man, Bwambale Munyabasi, from River Mbule in Ntandi Town Council.

Ugandan Radio Stations ordered to stop broadcasting English Premier League soccer games.
All Ugandan radio stations have been ordered to cease broadcasting English Premier League games unless they are sub-licensed by Discovery Sports Limited (DSL).

DSL claims to have acquired exclusive rights to broadcast all English Premier League games in Uganda via radio.

According to Timothy Kajja, a sports lawyer, DSL purchased the rights to broadcast the English Premier League from talkSport. This major broadcaster owns the exclusive rights to broadcast all English Premier League games over radio outside of the United Kingdom.

G-TV understands that talkSport was this year awarded the Premier League live radio broadcast rights packages for the next three football seasons until 2025.

According to Kajja, DSL now has exclusive rights in Uganda, and all broadcasters who want to broadcast such games must be sub-licensed by them, or they should stop.
“Any further live radio broadcasts of EPL games in Uganda, or use of the above-mentioned intellectual property without a sub-license from DSL, will constitute a violation of DSL’s broadcast and intellectual property rights by such Radio Stations,” he stated.

When asked how much radio broadcasters would have to pay to cover Premier League games, he said the terms would be negotiated.

“We’ll communicate after we finish because some people may want to make changes,” he said.

DSL has also been granted exclusive rights to hold/use the EPL logo, the EPL anthem, club names, and logos, according to Kajja, and the development has been communicated to the Uganda Communications Commission (UCC) and the National Lotteries and Gaming Regulatory Board.

As a result, he stated that gaming and betting houses that display EPL logos, club names, and their logos must also cease doing so before being accredited by them.

The English Premier League remains a popular league in Uganda, where youth make up more than 70% of the population.

Local radio stations are partly to thank for the English league’s popularity, as many of them provide live commentary of the league games to locals.

Why s*x is the best pain killer.
Some of the most serious wars in the world could be solved by s*x. The Russia -Ukraine war is the biggest pain we have had this far, but it wouldn’t surprise me if s*x is the nearest solution.

Mental health has become everyone’s excuse to quit. But imagine if everyone was getting laid enough?

Imagine if people were getting some on a regular? Life would be good. Mental health wouldn’t be the beginning of every conversation.

A satisfied human being is a happy one. If only everyone pulled their weight to make someone cum. S*x will only become a painkiller if you cum.

Learn the love language of your person and deliver on that. No one has the whole day to let go. Know your person. Learn the things that make people cm and do just that.
If everyone has their cm shot in the morning, we would have better workspaces. Tantrums would have left with the mind-blowing s*x.

Doctors should start giving s*x as medication for migraines and headaches. This I won’t even argue about. Try it, and you will know better.

People wonder why make-up s*x is the best. The answer is simple. It comes after pain. It is delivered after you have hurt your person. It is bitter-sweet. It is a release of its kind.

S*x is therapy. Have some and make the world a better place. Some of the most bitter human beings are likely not having s*x, or they are not getting good s*x.

I am not talking r**e. R**e is used in war as a weapon. Miss D can only talk about good s*x where both parties know exactly what they want and how they want it.

Muyingo tasks universities to invest in research, data management.
Universities under the Inter-University Council for East Africa have been tasked to invest in quality research and data management systems if they are to transform society.

Speaking at the Inter-University Council of East Africa Forum, the state minister for Higher Education, Dr John Chrysostom Muyingo, noted that a lot of data collected is under-utilised due to poor coordination among regional university researchers.

“We are losing a lot of data due to recklessness among teachers and researchers from different universities. We need to keep track of our data,” Muyingo said.

Muyingo added that proper data management is key for future generations.

“All the youth that are growing and will have to be enrolled in these universities ought to find all this data ready for use”, Muyingo said.
The executive director of East Africa Science and Technology Commission Dr Sylvance Okoth, noted the need for universities to consider regional data collection efforts in addition to fostering networking as a way of strengthening higher education in the region.

“Let regional data collection be our focus if we need to strengthen higher education in the region and other neighbouring regions,” Okoth said.

You should always defend Uganda’s legitimate interests- Museveni tells UPDF cadets.
President Museveni has urged UPDF soldiers to always defend the legitimate interests of their country.

“You are here to defend the legitimate interests of your country. You must know why you are defending your country. The NRM has managed to perform well because it has followed the set priorities. This enabled government to build UPDF. All we needed was food. From 1971 to 1986, we were building an army that worked without pay. In 1987, we had low pay. Three years ago, a private was given the same salary as a grade three teacher,” Museveni said.

The president was on Friday passing out professional officer cadets who have completed their three year course at the Uganda Military Academy – Kabamba in Mubende District .

In 2019, the Uganda Military Academy was affiliated to Makerere University to start running the three-year officer cadet training programme, leading to the award of Bachelor of Defence Studies Degree as per the East African Community Sectoral Council Protocol on Cooperation in Defence Affairs.

Museveni reiterated that all the time government focused on providing training, food and other essentials.
He said that the time is now ripe for government to pay officers from the rank of Brigadier upwards well, adding that officers from the rank of Major to Colonel would be given a 50% increment whereas other ranks would also earn well.

Gen. Museveni said he was pleased to commission the cadets into service in the UPDF who had attained bachelor’s degrees in defence studies, applauding Makerere lecturers for the job well done.

Giving the group a brief on the liberation war of the 1970s, Museveni urged them to be eager to go to the field when there is an operation.

He pledged to work on the issue of infrastructure in the army but also directed commanders to consider the economic activities of the spouses of officers and men in the barracks and promised more funding to help them in their work.

Museveni reminded the cadets to take care of their health by avoiding alcohol, promiscuity and drugs but above all maintain discipline.
The Minister of Defence and Veterans Affairs, Vincent Ssempijja, saluted President Museveni for launching a protracted people’s struggle and for training a disciplined UPDF that has won many battles.

Ssempijja observed that UPDF officers who recently retired have a lot of respect from the population.

The Chief of Defence Forces (CDF), Gen. Wilson Mbadi, saluted President Museveni for wise leadership that he said has promoted national patriotism and cooperation of the African people.

The CDF urged the students to make use of the old cadres as a reference purpose, reminding them that they have been trained to be better defendants of peace and security.

Gen Mbadi observed that a soldier without ideological training is a potential criminal.

The commandant of the Uganda Military Academy, Kabamba, Brig Charles Byaruhanga, said that the students acquired the officer’s basic military skills and knowledge.

Doctor under probe for s*xually assaulting two under age girls.
Police of Lira district have in custody a medical doctor (names withheld) for s*xually assaulting two minors who have been under his guardianship.

The doctor is being probed by the department of S*xual and Gender Based Violence (SGBV) under CID as part of investigations into the rampant cases of child predators across the country.

“We have an incident in Lira where a doctor whom we are investigating and he is a resident of Lira modern cell in Lira city west division. He is alleged to have defiled girls under his guardianship,” Police spokesperson Fred Enanga confirmed without identifying the suspect.

According to Enanga, this probe kicked off following a report by an eleven (11) year old girl to a village councillor that the doctor had been s*xually assaulting her as early as she was eight(8) years.

It is said that when the doctor learnt that he had been exposed, he beat her seriously which prompted her to file a more complaints to police also involving her elder sister.
It is said that the elder sister who is aged 17 years also claimed that the doctor s*xually assaulted her and on several occasions impregnated her.

The prompted the directorate of CID to arrest the doctor and also rescued the two girls.

The girl victims are currently undergoing rehabilitation with the help of non government organisations including girl child human rights defenders.

These incidents show a disturbing trend in which child predators continue to victimise young girls who are vulnerable.

Enanga further revealed that the law enforcement body has increasingly registered cases of s*xual violence against young children despite the many arrests and prosecutions.

Relatedly, Nagalama police has also rescued another 16 year old girl who was being defiled by the father after he separated with the wife.

The number of rescued girls from s*xual predators now stands at five (5) in one month which is a high number according to police.

The police spox continued to encourage and empowered young girls to be more courageous and not easily intimidated by s*xual predators.

“Vulnerable girls should also know that even some people who posture as close relatives or guardians paying school fees can turn to be dangerous based on reports,” Enanga said.

Four Arrested over Kamwokya Councilor Murder, Prime Suspect on the Run.
Police detectives from the Special Investigations Unit-SIU have so far made four arrests and still hunting for a prime suspect reportedly still on run in the murder of Kamwokya LC III councilor investigations.
James Kakooza, the Kamwokya murdered LC III councilor, was trailed and killed while on his routine morning jogging by assailants who were riding on a motorcycle alongJinja road near Centenary Park on 16th of July.
Kakooza, who belonged to the ruling National Resistance Movement-NRM party, was also one of the four councilors representing Kamwokya parish at Kampala Central Division. He had previously also served as the LC I chairperson of the Church zone.
After his death, the Joint Chieftaincy of Military Intelligence-CMI and Criminal Investigations Directorate-CID have been carrying out the probe into his death. A breakthrough has been made after the arrest of four suspects who are allegedly linked to this murder.

The suspects have been identified as Abdul Mwesigye 25-year-old carpenter from Komamboga in Kawempe Division, Wickliffe Mpumuza 19-year-old car wash attendant of Namuli zone in Bukoto and Hussein Sserubogo alias Abdu, a boda-boda rider from Kisenyi ll zone in Kamwokya.

Fred Enanga, the Police spokesperson explains that Jane Nassolo is the fourth suspect being held in custody for reportedly giving false information to the detectives, that resulted into the arrest of five innocent people.
“The lady was arrested on charges of giving false information in order to divert investigations," Enanga noted. "You know when such a big incident happens, we get different people who come with intentions of diverting us, so she deceived investigators, but because of a thorough probe at KMP, we managed to disprove her and those innocent people were released.”

Enanga explains that investigators are still hunting for other suspects still on the run, who were part of the plot to the murder of James Kakooza.
One of the close friends to the deceased, who spoke on the condition of anonymity, has told gtv that the arrested suspects were able to reveal their boss whom they work for, but he is still on the run.

"I can’t tell you the names, officers in the case informed us that the suspects confessed one person who gave them the mission," he said. But he is still in hiding. Right now we wish to see all those people brought to court, because of the pain we’re still undergoing."

Although the clear motivation to the murder is not clear, he suspects Kakooza’s trouble could have resulted from his enthusiasm to flush out criminals from Kamwokya suburbs.

Police investigations into how he was trailed and killed indicated that before his routine run on the fateful day, Kakooza first posted on social media how he was going to run up to Jinja road and back which made the killers' mission easier.

“Just like the victim, there are many people who usually post their daily routines which is dangerous because it makes you a target to your enemies," Enanga cautioned.
