Ukrenergo restores operation of 95% of electrical substations – Volodymyr Kudrytskyi

During the repair campaign, Ukrenergo restored the operation of 95% of electrical substations, as well as rebuilt 5,000 km of power lines from scratch. In addition, a number of measures were taken to improve the ability to recover the network and protect it.

Volodymyr Kudrytskyi, Chairman of the Board of NEC Ukrenergo, made this statement during a briefing at Media Center Ukraine – Ukrinform.

“We restored the operation of 95% of all our substations. Let me remind you that more than 40% of the main networks were damaged during the previous russian missile and drone campaign. We also repaired or rebuilt 5,000 kilometers of main overhead power lines from scratch. That is, we can say that after sustaining 40-50% damage to the electrical grid, which had been built in 30-40 years, we restored almost the full functionality of our substations in almost 8-9 months with about a quarter to a third of all Ukrenergo’s overhead lines either repaired or rebuilt from scratch,” said the Chairman of the Board of NEC Ukrenergo.

In addition, this year, as opposed to last year, Ukrenergo increased its emergency stock of materials and equipment by 3.5 times, thereby enhancing the ability to quickly restore the grid in the event of a repeat of last year’s hostile missile and drone campaign against Ukraine’s energy system.

In addition, Volodymyr Kudrytskyi noted that over USD 1 billion worth of aid from Western donors in the form of grants and loans helped to carry out large-scale works to restore the power grid. He added that the grant component consisted of at least USD 350 million.

“We used this money both to repair our own network and to conduct calculations in the electricity market so that other players could essentially benefit from our ability to attract financial resources from international banks and Western financial institutions. By paying off our debts, we thereby created conditions for power plants so that they could invest this money in the restoration of their power units, which were also damaged last winter,” he said.

Today, inflation has reached local minimum, but by the end of the year it will be somewhat higher – Olena Korobkova

Inflation today reached a local minimum of 5.3%, and the Consumer Price Index in October 2023 increased by only 0.8% (last year, this indicator was more than three times higher). However, the inflation slowdown has stopped for now, and its rate will be higher at the end of the year.

Olena Korobkova, Chair of the Board of the Independent Association of the Banks of Ukraine, made this statement during a briefing at Media Center Ukraine – Ukrinform.

“In other words, inflation has slowed down significantly. But, according to analysts, there is a slightly different situation. According to their forecasts, it is most likely that the slowdown in inflation has already stopped. Therefore, by the end of the year, we expect the rate to approach approximately 6%,” said Olena Korobkova.

At the same time, she added that the actions taken by the National Bank in recent years had a particularly positive effect on slowing down inflation. The help of international investors is also important in this matter.

Volunteer: Israeli war is similar to Ukrainian war in its suddenness and desire to defeat aggressor

Israelis are getting used to the air raids and the war, which has been going on for 41 days. People are accustomed to the algorithms of war, the first shock has passed, they are getting used to it, the country is at war - it has become the norm today.

This was stated by Oleksiy Demchenko, a volunteer from Israel and founder of the social project "YakiLudi", during a briefing at the Ukraine-Odesa Media Center.

💬"Everyone perceives that if there is a missile threat, they need to take cover. This is especially true for those settlements and cities that are closer to Gaza, where there are more shelters and bomb shelters. Here in Haifa, we have a public shelter a few streets away, and it takes two or three minutes to walk to it. This is a lot, and we react more calmly to alarms. But that's why the situation in the north of Israel will be much worse if a full-scale aggression against Israel from the north begins," the volunteer said.

Oleksiy Demchenko noted that the processes of resistance to aggression in Israel are very similar to the situation in Ukraine.

💬"Even now, when the first shock has passed, the country realizes that we have 360,000 soldiers who need to be provided for. At first, there was a shortage of everything, just like in Ukraine: bulletproof vests, food, weapons. Now the state is fully engaged. The IDF is one of the best-supplied armies in the world. So now volunteers are helping more with what is needed: lots of underwear, toothpaste, sweets to support our defenders," said Oleksiy.

The salary in the Israel Defense Forces starts from 1,500 dollars. All the reservists went to their enlisting points after the first attack on October 7, which caused traffic jams on almost all roads in the country. Now the army is defending the country from the south, north and sea.

💬"Who is tired of the war now? Probably those who have relatives on the front line, they are very worried. But we will be treating trauma and post-trauma for a long time after this war, it is clear. The main thing is that people have not lost their faith that we will defeat the aggressor, both in Israel and in Ukraine," Oleksiy summarized.

Occupiers blocking VPN access to prevent locals from contacting Ukraine in occupied territories of Luhansk region – Artem Lysohor

Last week alone the occupiers blocked 50 VPN services in the occupied territory of Luhansk region.

Artem Lysohor, Head of Luhansk Oblast Military Administration, made this statement during a briefing at Media Center Ukraine – Ukrinform.

“As soon as any information comes out about possible contacts of citizens with the authorities of Ukraine, these citizens are immediately harassed and inspected. Actually, they have kept up with this (practice – Ed.) since the occupation – starting with schools, where students’ phones are inspected, including for VPN access. Every day, the enemy tries to stop our citizens from having any communication with the state authorities, with their relatives. Last week alone, they have blocked 50 VPN services, which they also detect and try to counter. This includes the suppression of all our relay signals that we can transmit,” he said.

National School Feeding Program expansion: 11 Heads of Military Oblast Administrations of Ukraine signed agreements with the UN World Food Programme

The United Nations World Food Program in Ukraine has expanded the school meals program to reach 11 regions of the country. Thus, WFP will provide 30% of daily meals for more than 60,000 Ukrainian school-age children.

The program implementation agreements were signed by the heads of 11 Military Oblast Administrations of Ukraine during a briefing at the Media Center Ukraine – Ukrinform.

Matthew Hollingworth, Director of the UN World Food Program in Ukraine, expressed hope that this is only the beginning and that the program will be expanded in the future to help parents, students, and schools.

“We understand that the whole system has been devastated by the full-scale invasion, with so many families displaced, so many people lost their homes and assets, and become unemployed. At some point, I believe, peace will return within the borders of Ukraine, and we are doing everything in our power for the good of children, who will change the country for the better. We are here now to improve school nutrition so that children can realize their full potential. We are signing this agreement to expand support to Ukraine, to support local authorities to 11 Oblasts of Ukraine in a way that will provide hot lunches to more than 60,000 children across 11 regions. This is only the first step, the beginning of a project to subsidize hot meals in schools,” he emphasized.

In turn, Andriy Stashkiv, Deputy Minister of Education and Science of Ukraine noted that the signing of agreements with WFP in Ukraine is the next logical step of the school meals programs within food systems reform, which started back in 2020 but was not implemented properly first due to COVID’s impact and then due to the full-blown invasion.

“Children should not wait until the very end of the war, and Ukraine should keep the reform up and running. And that’s a continuation of the school food system reform strategy that was recently adopted by the government, which was presented by the Prime Minister, the First Lady. The stage and direction of supporting the capacity of local authorities is very important because it depends on how well the school meals will be organized. Therefore, I believe that this is the first step towards developing support for local governments, and the first 11 Oblasts will be a good starting point and an example of how to develop and support the school feeding program agenda,” he emphasized.

Last academic year, the UN World Food Program funded 50% of hot meals for children in 58 primary schools in Kyiv Oblast for four months.

Genocidal rhetoric: how russia promotes murder of Ukrainians at state level

The russian regime systematically discriminates against Ukrainians at the state level and commits actions that constitute the crime of genocide, including the creation of legal basis in russia for these crimes. The russian regime systematically works to dehumanize Ukrainians and rationalize the destruction of the Ukrainian state as well as the genocide of Ukrainians.

This was discussed during the presentation of the report on the genocidal rhetoric of the russian regime at the country’s main discussion platform BrainHub at Media Center Ukraine – Ukrinform.

According to Serhii Zhukov, an analyst at the Centre for Strategic Communication and Information Security, despite the fact that no direct genocidal rhetoric was found in the russian laws, there are a number of openly discriminatory norms affecting both Ukrainians in the occupied territories and russian citizens of Ukrainian ethnic origin.

Also, the analyst pointed out that the russian laws create a legal basis for committing actions against Ukrainians that constitute the crime of genocide: forced deportation, forced transfer of Ukrainian children from one national group to another, simplified adoption, simplified procedure for obtaining passports, legal permits for deportation from the war zone and deep into russia for allegedly humanitarian reasons, etc.

At the same time, Serhii Zhukov noted, the russian federation’s acts attempting to annex Ukrainian territories demonstrate the non-recognition of the existence of Ukrainian people as a whole.

“They replace it with some substratum, false (definitions – Ed,) such as the people of Crimea, the people of Sevastopol, the people of Zaporizhia region, the people of Donetsk region or the donetsk republic, etc. That is, this can also be considered as a deliberate non-recognition of the Ukrainian people at the state level and as an attempt to deny their (existence – Ed.) in the texts of the legal acts issued by either the state duma or the president of the russian federation in his decrees,” he explained.

The analyst emphasized the narratives that are created, particularly, by putin, and are then picked up and developed in the russian federation. This is primarily the narrative about the non-recognition of the Ukrainian people.

The kremlin state media, in turn, develop this topic further and promote the same narratives. Then the russian state media publish materials that not only deny the right of Ukrainians to exist, let alone to a separate state and the right to their own identity, but also include genocidal rhetoric that portrays Ukrainians as sick people who need to be treated from the diseases of “being Ukrainian.”

In addition, the same rhetoric applies to school textbooks, particularly history books. There had been little objectivity regarding Ukrainians in history curricula in the russian federation even before 2014, however, after a number of reprints, in 2022 an updated version of the history textbook for senior classes was published, and it contains outright accusations of alleged Ukrainian Na**sm. All Ukrainians are depicted as N***s in those books, and they are used to form the image of the enemy that must be fought against, and russia is depicted as the country with the full right to do so by any means.

According to Ihor Solovey, Head of the Centre for Strategic Communication and Information Security, this report, which clearly shows the genocidal rhetoric of the russian federation against Ukrainians, will be translated into English and will be further promoted to foreign audiences and Ukraine’s partners, so that they could also see the criminal activities of the russian regime.

In addition, he expressed hope that the report will be of practical use during the investigation conducted by law enforcement agencies.

Presentation of the report "Genocidal rhetoric of the russian regime" – how to bring russian propagandists to justice

Since the beginning of the full-scale invasion of Ukraine, propaganda has become one of the means of a destructive and aggressive military strategy. By distorting reality, pro-kremlin propagandists and politicians try to vindicate and justify the unjust war of aggression. Therefore, propagandists bear the same responsibility for preparing and waging an aggressive war as the russian military.

To prove this, the Center for Strategic Communication and Information Security researched the laws of the russian federation, public statements of russian high-ranking officials, russian history textbooks, and other publications in russian official state media in order to find out: is the justification and vindication of the genocide of Ukrainians an "excessive act" or part of the russian state policy?

The enemy intensifies attacks on Avdiivka, using mass assaults and guided aerial bombs

Russian occupants are trying to capture Avdiivka and have intensified shelling of the city with guided aerial bombs.

This was stated by Oleksandr Stupun, spokesman for the Joint Press Center of the Tauride Defense Forces, at a briefing at the Ukraine-Odesa Media Center.

💬"This is Russia's only victory this year. This is their last opportunity to show that they are fighting and advancing. At the moment, the Russian army is not capable of anything else. This is not a strategic situation, but a political one for Russia," said the spokesman.

Oleksandr Stupun noted that the occupants have intensified attacks with guided bombs from Su-35 aircraft from afar.

💬"Unfortunately, such aircraft are not yet within the range of our air defense. Yesterday Russian terrorists dropped 30 such 500-kg bombs on Avdiivka and neighboring areas," noted Stupun.

Yesterday alone Ukrainian defenders repelled 18 attacks of Russian aggressors south of Novokalynove, near Avdiivka, Pivnichne and east of Pervomaiske.

The spokesman said that the enemy is counting on continuing "meaty" assaults near Avdiivka - it is throwing former prisoners and untrained infantry. Since October 10, the invaders have lost almost 400 units of armored vehicles: tanks, armored personnel carriers, etc.

💬"The occupants occupy civilian houses. Thus, they hide behind the local population so that Ukrainian defenders could not return fire properly," summarized Colonel Stupun.

Russian occupiers learn to fight from Ukrainian defenders – military expert

The Ukrainian army should make more use of the old Soviet experience in order to defeat the Russian occupiers, because they are fighting according to the textbooks of the Soviet era.

The counteroffensive should be carried out by armies, and the General Staff should pay attention to experienced officers who are now retired but know how the Russians fight and how to fight them. Напередодні зими ДСНС в Одеській області проводить профілактику пожеж і “класи безпеки” для дітей і підлітків

Причина побутових пожеж під час опалювального сезону проста – люди неправильно розпалюють пічки, роблять помилки при установці генераторів, використанні кондиціонерів та обігрівачів.

Про це під час брифінгу у Медіацентрі Україна – Одеса розповів начальник управління запобігання надзвичайним ситуаціям ДСНС Головне управління ДСНС України в Одеській області Володимир Пашевич.

💬“Вже за цей рік через недотримання норм безпеки при пічному опаленні в Одеській області виникло 146 пожеж. Нагадаю, що був випадок в Подільському районі, коли при розпалюванні пічки виникла пожежа, в результаті якої загинули троє дітей, одна доросла людина, і ще двоє дорослих отримали важкі опіки”, – зазначив Володимир Пашкевич.

Речниця ДСНС в Одеській області Марина Мартиненко додала, що також пожежі виникали через невдале використання генераторів. Люди тримали їх в житлових приміщеннях, наприклад, в коридорах, і тому виникали пожежі.

Речниця ДСНС додала, що для профілактики пожеж і інших нещасних випадків по Одеській області працюють “класи безпеки”, які проводить спеціальна мобільна бригада.

💬“Працюємо з дітьми. Це не тільки теорія, а ще багато практики, яку діти дуже люблять і використовують в ігровій формі. По статистиці порушники правил протипожежної безпеки дорослі, часто – старі Тому ми робимо ставку на навчання дітей”, – заявила Мартиненко.
