27/03/2020

False information about the spread of the Coronacirus Disease 2019 (CorVid-19) pandemic over the past few weeks is overwhelming. The sources of false information come from the government through the ministry of health itself and also from people who are not responsible.

The Prime Minister Taur Matan Ruak through a public session in the National Parliament that there is another suspect CorVid-19 in Same, Manufahi. He announced this information at a debate session to allow the president to declare a State of emergency.

"The Minister of Health has informed us that we have another suspect in Same, who has just returned from another place," PM Taur said in the national parliament on Thursday March 26, 2020.

This statement has increased the panic of the people in Timor-Leste, especially the people of Same, Manufahi.

On the same day, two Timor-Leste journalists' associations such as the Timor-Leste Press Union (TLPU) and the Timor-Leste Journalist Association (TLJA) also criticized the minister for health Elia Amaral because she failed to provide true and credible information to journalists about the spread of the epidemic CorVid-19.

The information conveyed by the ministry of health to the prime minister of Taur is totally false because it has been immediately denied by Same's health director, Florência Tilman Corte-Real. Florência explained that there were 3 people quarantined for three days but there was no suspect CorVid-19.

The director denied the statement of prime-minister Taur, and she asked the entire community in Same not to panic because the information conveyed by the ministry of health to the prime minister was fake.

To fight fake news that are spreading now in our online and social media platform, The National Press Council of Timor-Leste and UNDP Timor-Leste Electoral Project "LEARN" is arming journalists and citizens with tools and methods to do their own fact-checking and verification.
Fifty participants (23 women) from online,tv,citizens journalism, community radios from different municipalities of Timor gathered to learn about tools like,Yandex,Google,TineEye for reverse image and text search as well as how to interpret data to verify or debunk claims.
UNDP deputy resident representative Lazima Onta Bhatta and Press Council representative Francisco Belo who were present for opening ceremony praised the initiative and called on participants to sharpen skills for combating false news and contribute to the policy discourses based on evidence and facts.
The training started on 04-05 March and supported by embassy of Korea and Korea International Cooperation Agency(KOICA)

Dili – Within a few days someone spread fake information through the Short Message Service and finally also appeared on Facebook Messenger and WhatApp about Corona Virus entered in Dili. The contents of this text call attention to citizens that must be careful because this virus has entered Dili, and…

The following is a short SMS accessed by Timor-Leste’s Fact-Checker:

"Attention, corona disease has been detected in Dili, and is conducting health consultations at the Formosa Clinic. All must wear a mask. Now the patient is in the Formosa Clinic. Who wants to go to consult there, it's better to just move to another clinic. Don't risked your life because this disease is transmitted through the wind. From now on everyone wears a mask. "

After this information was circulated, finally there was an explanation from the Minister of Health of Timor-Leste and the World Health Organization (WHO) who carried out a joint investigation and the results were that the information being circulated was false because of the fact that this citizen from Vietnam traveled by boat shipping cargo on 12 February 2020 and arrived in Dili on 24 February 2020. This citizen is not affected by Corona Virus.

“MOH and WHO have jointly investigated the case. Based on this investigation, this is NOT a suspected case of COVID-19. This individual is from Vietnam and has travelled in a cargo ship on12 Feb, and arrived at Dili seaport on 24 Feb. The person has NO symptoms consistent with COVID-19. He is now under medical observation on the ship. Please disseminate accurate information to the public that there is currently NO coronavirus infection cases in Timor-Leste!.”

Corona virus is now no longer a domestic issue in China but has become a global issue which makes global citizens also worried. Especially the media both public media and private media also always pay great attention.

Thus on January 30, 2020, the headline of INDEPENDENTE daily newspaper about Corona Virus. According to INDEPENDENTE news that it was allegedly hit by the Corona Virus, HNGV isolated a member of F-FDTL. This news is very interesting but unfortunately it is not confirmed by the relevant parties. Especially medical staff at Guido Valadares National Hospital (HNGV) and medical FALINTIL-Forças de Defesa de Timor-Leste (F-FDTL) or the Timor-Leste Defense Force have not released the correct information INDEPENDENTE quickly and hurriedly publish this news in The Head Line that finally made this news had no connection with the reality and the facts that happened. This news also made many people take photos and share again on social media platforms like Facebook. This news has become viral on Facebook because many people are sharing with each other.

After just a few hours, You Tube Channel published this news again by manipulating some photos of F-FDTL members while giving blood donations. So Timor-Leste's Fact-Checker categorizes this news as false because the actual facts show that until now the HNGV has not isolated a person suspected of being infected by the Corona Virus, and medical personnel from the Timor-Leste Defense Force also publicly provided information that their members just returned from China not get Corona Virus.

According to a statement from F-FDTL Second Navy Lieutenant medical personnel. Dr. Elvis Eugenio Gomes via his Facebook post (Buena Fe) asked the public not to trust the information published in this media.

“Ask the public that do not trust the information released by this media. It is clear that we are isolating a member who has just returned from China as a preventive action because anyone who has just returned from the endemic area must be isolated for 14 days but that does not mean this person has contracted the disease but again this is only as a preventative action and I want states that I am a medical person who conducts Medical Check up. We have checked up our member and want to declare to the public that our member are in good health, there are no health problems related to Corona Virus. Thank you very much for your attention. Big Hug”.
Dr. Dr. Elvis Eugenio Gomes
Second Navy Lieutenant.

Earlier on Wednesday January 29, 2020 Medical Group (The 8th China-aided Medical Team Held), together with the HNGV, conducted a press conference about pneumonia that was transmitted through Corona Virus. The Medical Group stated that there were no cases of the Corona Virus in Timor-Leste. The Press Conference was conducted by (The 8th China-aided Medical Team Held) Li Musheng, ICU Dr. Huandan and Vice-President of HNGV, Dr. Flavio.
