Thailand Tourism Fee to be postponed until September

According to the Tourism and Sports Minister, Phiphat Ratchakitprakarn, the starting date of the Thailand Tourism Fee (TTF) has been postponed from June to 1 September 2023 to ensure that the TTF system will operate smoothly, while discussions are continuing with airlines to determine the appropriate collection method, in accordance with the rules of the International Air Transport Association.

Foreign arrivals by air will be charged 300 baht, while those who do so by land and sea pay 150 baht. One-day travelers will be exempted.

The ministry decided to impose a tourism fee for use in developing local destinations and infrastructure, as well as providing insurance coverage to foreign tourists.

However, the fee will not be collected from foreigners with work permits and border passes.

🔴 The Ministry of Public Health has announced that the first Thai case of Omicron coronavirus has been found. The patient is an American tourist who travelled here from Spain in the Test and Go program. He will be tested once more to be sure.

UPDATE 1: The patient is an American citizen who has been living in Spain for one year. He tested negative in Spain on 28th November. He flew to on 29th November via Dubai where he spent 9 hours. Arrived on 30th November. Did test and went straight to room. Test results positive.

UPDATE 2: The patient was vaccinated with the Johnson & Johnson vaccine back in June. He has no underlying conditions and has no symptoms. There are 17 close contacts at the hotel and two officials at the airport.

The question now is, how will the government react? They have already banned foreigners coming from eight countries in the African region and restricted people coming from elsewhere by putting them in quarantine.

The Immigration Bureau has signed off on extending the deadline for people to apply for the special covid stamp based on being unable to travel. It was due to expire this week. It now expires on 25th January 2022 which means you could potentially be able to stay until the end of March 2022. However, there is an extra clause that says Immigration officials will be stricter in order to make sure foreigners are not abusing this special visa. This extension is not an automatic right and it is a good idea to have a Plan B just in case you are rejected. Good luck!

The Government has announced the cancellation of curfew in low-risk areas and provinces that are in the pilot tourism plan for Thailand's reopening on 1 November 2021.

The lifting of curfew will happen in low-risk areas in 17 provinces, as follows: Bangkok, Prachuap Khiri Khan (only Hua Hin and Nong Kae subdistricts), Phetchaburi (only Cha-Am City Municipality), Samut Prakan (only within Suvarnabhumi International Airport), Chiang Mai (only Meung district, Doi Tao, Mae Rim, and Mae Taeng districts), Buriram (only Meung district), Loei (only Chiang Khan district), Nong Khai (only Meung district, Sangkhom, Si Chang Mai, and Tha Bo district), Udon Thani (only Meung district, Ban Dung, Kumphawapi, Na Yung, Nong Han, and Prachaksinlapakhom districts), Chonburi (only Bang Lamung, Si Racha, Ko Sichang districts; Na Jomtien and Bang Saray subdistricts in Sattahip, and Pattaya City), Trat (only Ko Chang district), Rayong (only Ko Samet), Krabi, Phang Nga, Phuket, Ranong (only Ko Phayam), and Surat Thani (only Ko Samui, Ko Pha Ngan, and Ko Tao).

These measures will be in effect from 31 October 2021 at 23:00 hr.

It’s is unlikely that COVID-19 will be completely eradicated, even with high levels of population vaccination. As vaccination coverage improves and with case counts falling globally, countries are increasingly looking at ways to ‘live with COVID19’.

However, the COVID-19 pandemic is far from over and there still remains a long way still to go. In many countries including Thailand there are areas and populations with low vaccination coverage. While the pandemic continues with high case counts and deaths being reported, public health authorities will continue to prioritise vaccination to those most at risk as well as encouraging the adoption of public health and social measures that are known to be effective at limiting person-to-person transmission.

In the longer term, it is possible that COVID-19 will become an endemic disease with SAR-CoV-2 virus infections, (including new mutations and variants), occurring from time to time in different places. This is similar to other diseases such as measles—which with good vaccination coverage is seldom found, but in populations with low vaccination will appear and cause outbreaks. However, unlike the single course of vaccination for measles it may be that protection against future COVID-19 outbreaks requires regular vaccination. This is more similar to seasonal influenza vaccination, which because of the high rate of influenza virus mutations requires annual vaccination to keep you protected against the predominant circulating strains.

“THAILAND WILL WELCOME QUARANTINE-FREE VISITORS”
Monday 11 October, 2021

HIGHLIGHTS

“During the last weeks some of Thailand’s most important tourist source countries have begun to ease their travel restrictions on their citizens… With these developments, we must act quickly but still cautiously, and not miss the opportunity to entice some of the year-end and new year holiday season travelers during the next few months to support the many millions of people who earn a living from our tourism, travel and entertainment sectors as well as the many other related sectors.”

“I have instructed the CCSA and the Ministry of Public Health to urgently consider within this week to allow, as of 1st November, international visitors to enter Thailand without any requirement for quarantine if they are fully vaccinated and arrive by air from low-risk countries. Visitors will need to show that they are COVID-free at their time of travel with an RT-PCR test undertaken before they leave their home country, and do a test in Thailand. Initially, we will begin with at least 10 countries on our low-risk, no-quarantine list, including the United Kingdom, Singapore, Germany, China, and the United States of America, and enlarge that list by 1st December, and, by 1st of January, move to a very extensive list.”

“By 1st December, we will also consider allowing the consumption of alcoholic beverages in restaurants as well as the operation of entertainment venues.”

“I would like to recognise the extraordinary achievements of our public health workers, other officials and all citizens for their response to my appeal in June to ready the country for quarantine-free arrivals within 120 days.

“After we adopted the 120-day goal, extraordinary efforts were made to increase our supply of vaccines, and deliveries jumped threefold, from around 4 million doses in May to almost 12 million arriving in July, then almost 14 million arriving in August, and now running at over 20 million a month until the end of the year, totaling over 170 million doses, far ahead of the goals I had set.

“Similarly, our public health staff worked tirelessly to accelerate vaccinations to support our 120-day goal, and the public gave great cooperation to register for vaccinations. As a result, our daily vaccinations shot up threefold in July, from around 80,000 doses a day in May, and kept increasing until Thailand rose to be among the fastest ten countries in the world for administering shots. We currently frequently administer more than 700,000 shots a day, and sometimes even exceeding one million shots a day.”

“…Our country was one of the first in the world to move quickly and decisively to confront the pandemic. With the collaboration of all sectors of society, and with everyone joining hands to face this crisis together, we have been among the most successful countries in the world in saving lives.”

My fellow citizens, brothers and sisters:

In the last one-and-half years, we have lived with some of the greatest peacetime challenges our country has ever faced in its history, brought about by the COVID-19 pandemic, and one that has left nobody untouched and no country in the world undamaged.

It has been one of the most painful experiences in my life, too: to make decisions that balance the saving of lives with the saving of livelihoods – a choice that is not always clearly separate, and where we may save lives, but commit those lives to the unbearable pain of trying to survive with little or no income; or where we may save livelihoods but commit one’s family, friends and neighbours to loss of life and the loss of their breadwinner.

In facing this terrible choice, it was my decision that we could not allow a slow, wait-and-see approach to confronting the pandemic and let it claim the lives of so many of our countrymen and women, as we, ultimately, saw happen in so many other countries.

As a result, I acted decisively on the advice of many of our outstanding public health experts to make our country one of the first in the world to move quickly with lockdowns and tight regulations.

With the collaboration of all sectors of society, and with everyone joining hands to face this crisis together, we have been among the most successful countries in the world in saving lives.

But it has come at very great sacrifices of lost livelihoods, lost savings, and destroyed businesses – what we have all given up so that our mothers, fathers, sisters, brothers, children, friends and neighbours may live for today.

The threat of a large scale, lethal spread of the virus in Thailand is now diminishing, even though the risk of resurgence is always there, and even though there are still serious constraints on our hospital and medical staff capacities.

The time has come for us to ready ourselves to face the coronavirus and live with it as with other endemic infections and diseases, much as we have learnt to live with other diseases with treatments and vaccinations.

Today, I would like to announce the first small but important step in decisively beginning the process of trying to restore our livelihoods.

During the last weeks some of Thailand’s most important tourist source countries have begun to ease their travel restrictions on their citizens – countries like the UK, that now allow convenient travel to our country, as well as countries like Singapore and Australia that have started to ease travel restrictions on their citizens visiting other countries.

With these developments, we must act quickly but still cautiously, and not miss the opportunity to entice some of the year-end and new year holiday season travelers during the next few months to support the many millions of people who earn a living from our tourism, travel and entertainment sectors as well as the many other related sectors.

I have, therefore, instructed the CCSA and the Ministry of Public Health to urgently consider within this week to allow, as of 1st November, international visitors to enter Thailand without any requirement for quarantine if they are fully vaccinated and arrive by air from low-risk countries.

All that visitors will need do is to show that they are COVID-free at their time of travel with an RT-PCR test undertaken before they leave their home country, and do a test in Thailand, after which they will be free to move around Thailand in the same way that any Thai citizen can do.

Initially, we will begin with at least 10 countries on our low-risk, no-quarantine list, including the United Kingdom, Singapore, Germany, China, and the United States of America, and enlarge that list by 1st December, and, by 1st of January move to a very extensive list.

Visitors from countries not on the list, will, of course, still be much welcomed, but with quarantine and other requirements.

By 1st December, we will also consider allowing the consumption of alcoholic beverages in restaurants as well as the operation of entertainment venues under appropriate health precautions to support the revitalization of the tourism and leisure sectors, especially as we approach the new year period.

I know this decision comes with some risk. It is almost certain that we will see a temporary rise in serious cases as we relax these restrictions. We will have to track the situation very carefully, and see how to contain and live with that situation because I do not think that the many millions who depend on the income generated by the travel, leisure and entertainment sector can possibly afford the devastating blow of a second lost new year holiday period.

But if, in the months ahead, we see an unexpected emergence of a highly dangerous new variant of the virus, then, of course, we must also act accordingly and proportionately when we see the threat. We know that this virus has surprised the world several times, and we must be ready for it to do so again.

In mid-June of this year, I had set a 120-day goal for quarantine-free entry into Thailand and to accelerate our vaccinations.

I would like to take this opportunity to recognise the extraordinary achievements of our public health workers, other officials and all citizens for their response to my appeal in June.

Similarly, our public health staff worked tirelessly to accelerate vaccinations to support our 120-day goal, and the public gave great cooperation to register for vaccinations despite the inconveniences that may have been caused in schedulings. As a result, our daily vaccinations, which were running at around 80,000 doses a day in May, shot up immediately. One month after our goal-setting, our public health team tripled the number of shots being administering a day, and they kept increasing that number until Thailand rose to be among the fastest ten countries in the world for administering shots! Currently, they have frequently been administering more than 700,000 shots a day, and sometimes even exceeding one million shots a day.

Shortly after my address to the nation in mid-June setting our goal for quarantine-free entry into Thailand in 120 days, the world was struck by the highly infectious Delta variant. Worldwide cases spiked up and peaked in August, just as they did in Thailand, and few thought that it would be possible to achieve any quarantine-free entry into Thailand this year.

The fact that we can begin quarantine-free entry in November, and despite many countries still trying to contain Delta variant infections with restrictions on the travel of their citizens is a great tribute to the unity of purpose and determined response to my appeal by the public health services, by many other government departments, by the private sector, and by the cooperation given by citizens in all matters.

Our nation has performed an extraordinary feat in the last months that we can all be very proud about everyone’s enormous contributions to those achievements. These achievements, coupled with the gradual relaxation of other countries’ travel restrictions, now enables us to begin the process of quarantine-free entry into Thailand.

Lots of people are asking me whether the covid extension program will continue beyond the 27th September deadline. My gut feeling says no. Any tourist who is still “stuck” here should prepare to leave as the PM aims to re-open the borders in October to vaccinated tourists.

My advice is to apply now for the 60 day extension before the deadline as some Immigration offices are already refusing to extend it. If you’re refused they will tell you to leave the country. If you get it, you can stay until the end of November. But that might be it. Good luck!

Adviser to the Center for COVID-19 Situation Administration (CCSA), Clin. Prof. Dr. Udom Kachintorn, says medical workers who have received two Sinovac doses, will receive a third vaccine shot, also known as a booster, due to the spread of the Delta variant in many areas.

Clin. Prof. Dr. Udom said that the Delta variant, which was first detected in India, is spreading in 96 countries. Two months ago, 85 to 90 percent of COVID-19 infections in Thailand were the Alpha variant, which was first discovered in the United Kingdom (UK). In June and July, 30 percent of the infections in Thailand are the Delta variant. Its transmission rate is very high. Fifty percent of the infections are the Delta variant in greater Bangkok.

The Pfizer and AstraZeneca vaccines are 92 to 96 percent effective in preventing serious illness. There is little information on the Sinovac vaccine, but it is still 90 percent effective in preventing serious illness and death.

Researchers at Oxford University indicated that a person's immune response will decrease by 50 percent three to four months after receiving the vaccine. However, the World Health Organization (WHO) has yet to provide an official guidance on receiving a third dose.
After receiving the first and second doses of the AstraZeneca vaccine, the period to receive a booster shot is three months. However, the physician recommended people not to quickly book their third dose because they may receive an old version of the messenger ribonucleic acid (mRNA) vaccine. A newer version may have less serious side effects.

Thailand is now considering which vaccine is the best option, between AstraZeneca, which is a viral vector vaccine, or an mRNA vaccine. The result should be known in a month.
The booster shot will be first given to some 700,000 medical personnel, followed by the elderly and people with any of seven chronic diseases. If the Pfizer vaccine is not yet available, the AstraZeneca vaccine will be administered to medical personnel.

If the Pfizer vaccine is available, 1.5 million of its doses donated by the United States will be given to medical personnel.

After the general public signed up to receive 20 million Pfizer doses and 5 million Johnson & Johnson doses, with the Moderna vaccine to be delivered to the private sector in the fourth quarter of 2021, people should not look down on the Sinovac vaccine, since it is also effective in preventing serious illness and death, similar to the AstraZeneca vaccine. The WHO has not recommended people to be administered with different vaccine types, as it would be difficult to distinguish the vaccines if there are negative outcomes.

Clin. Prof. Dr. Udom insisted that the coronavirus will continually mutate, and vaccines are being developed to counter different variants. A vaccine committee has made considerations for ordering more vaccines, and it is not being inactive. There will be a press briefing after each meeting from now on. The next meeting will take place on July 9th at Rajavithi Hospital in Bangkok.

The Pfizer vaccine has been selected as an mRNA vaccine to be given to the general public for free. The vaccine will arrive in the fourth quarter of this year.

It is with great regret that MIS has to inform our school community that we have been advised by Chonburi authorities to continue online teaching past the previously stated re-opening date of 14 June. The decision is due to the continuing volatility of daily covid cases in our province, and the need to complete the vaccination of school staff. National and local authorities have begun a vaccination programme although it is evident that this will take time to implement as it requires a large supply of vaccines to inoculate the large number of people in our area needing protection against covid-19. Many of our staff have already received the first dose of vaccine although this still leaves a significant number who are still waiting to receive notification of when they are able to be vaccinated. MIS has therefore little choice but to continue the online programme for the time being until we are confident of the safety of students and staff. MIS will continue to monitor the situation carefully and will promptly inform parents as soon as there is news of when we can safely re-open.

MIS would like to thank all our parents for their understanding during this unprecedented time and we look forward to getting our students back into the classroom as soon as it is safe to do so.

The Thai government has revamped COVID-19 vaccine allocation and suspended the “Mor Prom” app, to deal with emerging new infection clusters and bottlenecks in registration.

The Centre for COVID-19 Situation Administration (CCSA) spokesman Dr. Thaveesilp Visanuyothin said the “Mor Prom” platform previously handled registration for vaccinations, follow-ups on the first and second jabs, checks on side effects and vaccination certification. However, registration is now excluded from the app, which will handle vaccination follow-ups and certification only.

He said other channels are being set up for people to register for the vaccination, adding that those who have already registered via “Mor Prom” will get their shot on the day scheduled.

Dr. Thaveesilp assured that the elderly and patients with any of seven chronic conditions, who had already registered with the app, will not have to reapply and will be inoculated soon.
