With no tabled in parliament, civil servants have gone unpaid for months, exacerbating the economic crisis. The $13 billion loan between South Sudan and the UAE for over 20 years in exchange for oil raises many concerns, firstly the size of the loan is almost twice South Sudan's GDP, a huge economic commitment for a country that it's budget is equal to $2 billion in FY2023/2024. The money 💰 can indeed be spent in a fraction of the term of the loan, because the annual budget will reduce the debt over about six years, without counting money accounting for income or expenses incurred by others. While 70% of the loan is earmarked for infrastructure, the effectiveness of this investment depends on the transparent and efficient use of funds, in challenging areas noted in the past. The agreement commits South Sudan to produce oil at least until 2043. There is the potential long term economic consequences for South Sudan are profound, and it is important to examine the details of the costs and how in line with the national development plan.

Corruption is a cancer that eats away at the development and peace of our country. But what are the root causes of corruption in South Sudan? Here are some of the factors that contribute to this problem:Outdated or delayed payment of salaries: Many public servants and civil servants are paid very low salaries, or not paid at all for months, which forces them to resort to bribery or embezzlement to survive and support their families. Weak institutions of rule of law: The justice system and the anti-corruption agencies are weak, underfunded, and politicized, which makes them unable to investigate, prosecute, and punish the corrupt officials and elites, and to protect the rights and interests of the citizens. Lack of political will: The political leaders and the ruling party lack the commitment and the courage to fight corruption, and instead use it as a tool to maintain their power and wealth, and to reward their loyalists. High expectations from the society/community or tribe: Many people expect their relatives or friends who work in the government or the private sector to share their benefits or favors with them, and to help them with their problems or needs, which creates a culture of patronage and nepotism. The current state of affairs in Central Equatoria State is simply unacceptable, the operational budget for the fiscal year 2023/2024 is non-existent due to the specialized committee's inability to complete their review scrutinize it, and present it to parliament. This blatant lack of funding not only undermines the state government's accountability and transparency but also puts the delivery of crucial services to citizens at risk. It is imperative for state authorities to promptly allocate sufficient resources to the committee and expedite the approval process, adhering to constitutional and legal provisions. Delaying or neglecting fiscal responsibilities in such a critical time of peace and recovery is not an option for the Central Equatoria State.

This one should sounds as a warning to all the South Sudanese , you should all know that all those leaders who stole public funds and used them to buy lands and houses may enjoy them now but their children will not. There will come a day when justice will prevail and everything they looted will be taken back by the government and used for people's benefit. One example is the former president of Nigeria who embezzled millions of dollars and died 20 years ago but the Nigerians are getting their money back.

We call upon the government to open the civic space and pave the way for a peaceful 2024 election, we at Integrity South Sudan, a non-governmental civil society organization committed to promoting democracy and good governance, are dedicated to advocating for this fundamental right. As we all know, South Sudan is on track to hold its inaugural general election in December 2024, marking the end of a three-year transitional period agreed upon by all parties involved in the revitalization of the conflict resolution in the country. Given the significance of this election, we implore the government to take immediate and concrete measures to ensure a fair and transparent process that upholds the people's right to choose their leaders and representatives, and to shape the future of their country.
However, while this opportunity holds great potential, it also presents significant obstacles and dangers due to the ongoing feuds and slow implementation of the R-ARCSS. One crucial challenge and risk is the severe lack of civic space in South Sudan. Civic space serves as a platform for individuals, groups, and organizations to actively and freely engage in the public affairs of their nation. It encompasses fundamental rights such as freedom of speech, assembly, association, information, and participation. These rights are critical in nurturing a vibrant and diverse civil society, which plays a crucial role in advancing democracy, accountability, human rights, peace, and development in South Sudan.
Unfortunately, our country has been plagued by countless violations and abuse of civil and political rights. These transgressions range from the harassment and intimidation of journalists, activists, and human rights defenders to the hindrance of political parties and civil society organizations. Moreover, there have been instances of denying and obstructing access to vital information. As a result, a sense of fear and silence has taken hold among those in civil society. This has severely hindered their capacity and motivation to participate in public affairs and hold not only the government, but also other actors, accountable for their actions.
We are deeply concerned about the diminishing civic space in South Sudan and its potential negative impact on the upcoming 2024 election. In order for the election to be deemed credible, inclusive, and reflective of the will and hopes of the South Sudanese people, it is crucial that the civic space remains open. The absence of civic space would result in a lack of transparency, competitiveness, and fairness in the election, leading to irregularities, fraud, and violence. Beyond just the election, the closed civic space would also escalate existing conflicts and instabilities in the country. Therefore, we urge the government of South Sudan to take necessary measures to open up the civic space and create a conducive environment for a peaceful election in 2024.
In order to foster a democratic and inclusive society, it is crucial that the rights of free expression, association, assembly, information, and participation of all civil society members are fully respected and protected. This is outlined in the South Sudanese constitution, as well as the R-ARCSS and various international human rights treaties that South Sudan is a signatory of. Furthermore, the establishment and activation of institutions such as the National Elections Commission and Political Parties Registration Council must be carried out in a manner that upholds independence, impartiality, and inclusivity. Adequate resources and capabilities must also be provided to ensure a successful and fair election in 2024.
Involve and seek input from civil society members, particularly those from marginalized communities, in the creation and ex*****on of electoral regulations and the constitution. Prioritize their opinions and contributions to influence the outcome of elections. Enable and support the engagement and monitoring of both local and global civil society members in the electoral process, guaranteeing their access to essential information, data, and venues to freely and securely communicate their observations and suggestions.
We firmly believe that implementing these actions is not only essential, but also realistic and advantageous for both the government and the people of South Sudan. By promoting an open civic space, the government can demonstrate its unwavering dedication to the core values of democracy, human rights, peace, and development as outlined within the country's constitution, the R-ARCSS, and its vision for 2040. Such a move would not only increase the legitimacy, credibility, and popularity of the government at home, but also on an international level. Furthermore, an open civic space would help to foster trust, confidence, and collaboration among all stakeholders and partners within the nation. This, in turn, would greatly contribute to the success and historic significance of the upcoming 2024 election.
We earnestly anticipate that the government will approach this appeal with an open-minded attitude and a sense of optimism, and take swift and effective measures in response.

It not only undermines the foundation of a just society but also destroys the trust that the public has in their government and impedes the provision of essential services. To combat this pervasive issue, south Sudan must adopt a comprehensive approach that instills the fight against corruption as an institutionalized practice. This can be achieved by establishing robust and autonomous Anti-corruption institutions, strengthening the legal and regulatory framework, and promoting a culture of openness and accountability. Such measures not only have the potential to improve the effectiveness and integrity of the public sector but also have a positive impact on the confidence and involvement of both citizens and the international community in the nation's development.

We are deeply concerned about the issue of some clearing agents forging documents at Nimule border, said Dr. Kuorwel Kuai Kuorwel chairperson bureaus of standards at the Nimule border, as it undermines the rule of law, the integrity of the customs system, and the welfare of the South Sudanese people. This is fraudulent and criminal behavior, and we call for a thorough investigation and prosecution of those involved. We also urge the government to strengthen its oversight and accountability mechanisms, and to provide adequate training and support to the customs officials and clearing agents. We believe that a transparent and efficient customs system is vital for the economic development and security of South Sudan.

The lack of coordination and cooperation among the top leaders in South Sudan is resulting in institutional weaknesses and poor service delivery. The people of South Sudan are suffering from the consequences of ineffective governance, such as low access to basic infrastructure, health care, education, and security.

The water tanker project is a wasteful and unrealistic solution to the water supply problem in Juba city council. Spending 9 million dollars on 100 water tankers means that each water tanker costs 90,000 dollars, which is way above the average market price of water tankers. This raises questions about the transparency and accountability of the procurement process and the possibility of corruption and mismanagement of public funds. Moreover, the water tanker project is not sustainable and effective, as it will not be able to meet the growing water demand in Juba city. The water tanker project also reminds us of the failed bonga bus project, which was a public transport initiative by the South Sudanese army that introduced 20 buses along the Juba Nimule road. However, the bonga buses soon disappeared due to poor management and maintenance. Therefore, there is need for a more viable and long-term solution is to invest in building a piped water system from the Nile River, which will provide safe and reliable water to the residents of Juba city council.
