Ugandan President Yoweri Kaguta Museveni has today in Kampala met with the leader of Rapid Support Forces (RSF), Gen. Mohamed Hamdan Dagolo well known as Hemeti. Gen. Hemeti is expected to meet his rival, Gen. Burhan for a peace deal in Djibouti tomorrow.

Early today the Djibouti government notifies Sudanese government that RSF commander Mohamed Hamdan Dogola is not prepared for tomorrow's meeting with army head Abdelfattah Al-Burhan.

The Governor of Warrap State H.E Kuol Muor Muor received SPLM Second deputy Chairperson Gen. Daniel Awet Akot, and Governor of Lakes State Gen. Rin Tueny Mabor in Kuajok.

Addressing the media in the state house Governor Kuol appreciated the two leaders and their accompanying delegations for accepting the invitation to joint the government and people of Warrap State to deliver the message of peace and reconciliation to stop communal violence in the state.

On his part the Governor of Lakes State Gen. Rin Tueny Mabor said we are on the peace mission to joint the government and people of Warrap State to sought out the crisis in the state as Warrap is part of Bahr el ghazal region which experiencing communal conflict in some areas. Governor Rin appreciated the government and people of Warrap State for the warmly reception. The SPLM Second deputy Chairperson Gen. Awet Akot extend his Christmas message to the government and people of Warrap State and he urged to embrace peace and social cohesion among each other.

The leaders will address the public really tomorrow at Kuajok Freedom Square were the will deliver the message of peace and reconciliation to the government and people of Warrap State.

These are illegal weapons collected from individuals who were not authorized to carry them in the ongoing house-house arms search in Juba.

The weapons collected were today displayed at Giada Military Barrack. They include 12.7mm, RPGs, PKMs, and assault rifles such as AKM-47, G3s, and pistols.

Also collected during the search are crude weapons like machetes, bows and arrows and pangas. Other illegal substances impounded included drugs like ma*****na (w**d) and fake US dollars known as “black dollars.”

General L*l also issued an apology on behalf of the leadership/command of Joint security forces to individuals who may have been wrongly manhandled by security forces during the search.

“The leadership/command of Joint security forces would like sincerely and honesty apologise to all those who negatively affected by disarmament exercise. Special apologies goes to members of diplomatic corps, UN and NGOS family and other dignitaries for all forms of inconveniences caused.” He said.

PRESIDENT KIIR CALLS FOR SPEEDY WORK ON THE PERMANENT CONSTITUTION

JUBA, December 20th 2023 (PPU)--- President Kiir has urged members of the Reconstituted National Constitutional Review Commission to expedite work on drafting the country's new permanent constitution, ahead of next year's general elections.

President Kiir was speaking at the swearing in ceremony of 58-members of the Commission on Wednesday.

The Head of State pledged his commitment to provide adequate support to the Commission in order to achieve a successful constitutional making process to pave way for new political dispensation.

Justice Minister, Ruben Madol Arol said, the foundation for any nation must be based on constitutionalism, and that public participation is crucial to the process.

Meanwhile, the Chairperson of the National Constitutional Review Commission, Dr. Riang Yier Zuor said they are ready to guide the entire constitutional making process.

PRESIDENT KIIR HEADS TO KAMPALA FOR EAST AFRICA COMMUNITY MEETING

Juba, 15th December 2023 (PPU)- President Kiir in his capacity as the Chair of East African Community Friday morning travelled to Uganda to sign the instrument of the accession of the Federal Republic of Somalia into the regional bloc.

According to the treaty, the Chair of the EAC Summit Heads of State will sign the instrument of Accession, and the President of the incoming member State will also sign and witnessed by one Head of State.

University of Juba celebrates graduation of thousands, aims for spot in Top 100 universities in Africa

Today marked a momentous occasion for the University of Juba as it conferred degrees upon thousands of graduates across diverse faculties. The university's vice chancellor, John Akec, expressed optimism about the institution's future trajectory during the graduation ceremony.

This grand graduation ceremony witnessed over 4000 students crossing the stage, representing 12 out of the university's 23 colleges.

In his address, VC John Akec outlined an ambitious plan, asserting, "The University of Juba is on a mission to secure a spot among the top 100 universities in Africa within the next three years." Akec highlighted the university's commitment to academic excellence and continuous improvement in various aspects.

President Kiir calls for cooperation among Political parties, as he opens Governors' Forum

Juba, 28th November 2023 (PPU): President Kiir on Tuesday called for cooperation among the parties to the peace agreement in order to realize stable governance across the nation.

The President was speaking at the opening session of the 7th Governors Forum in Juba.

The Forum is held under the theme:
"Fostering National Cohesion: South Sudan's path to Peaceful Transition for Democratic Governance"

President Kiir also appealed to the Governors and Chief Administrators to present their plan of actions to the Council of Ministers to be scrutinised and set out as the standards of State governance.

In my humble opinion, organizing a community peace tournament with conflicting communities is a commendable initiative aimed at fostering unity and reconciliation. However, it is important to be aware of potential challenges and areas where tensions could escalate, possibly leading to violence.

• Emotional Triggers: The tournament may bring together individuals who have deep-rooted historical, social, or political grievances. Competitions and interactions during the tournament could potentially trigger emotions and revive past conflicts, leading to heightened tensions.
• Competitive Atmosphere: Competition can evoke strong emotions and feelings of rivalry. If not managed properly, intense competition within the tournament may exacerbate existing tensions between communities, transforming the event into a platform for hostility rather than peacebuilding.
• Lack of Trust: If there is a lack of trust between the conflicting communities, any incident or perceived unfairness during the tournament could quickly escalate, leading to confrontations or even violence. Building a foundation of trust and ensuring fair play and impartiality throughout the event is crucial.
• Outside Influences: External actors with vested interests might attempt to exploit the tournament as a platform to further their own agendas or fuel tensions between the communities. It is crucial to identify and mitigate the influence of such actors to maintain a peaceful atmosphere.
•Security and Logistics: Hosting a large-scale event involving conflicting communities requires careful planning and security measures. Failure to adequately address security concerns could create opportunities for violence to occur, especially if tensions are already high.

To mitigate these risks, it is essential to engage in thorough conflict resolution and mediation efforts prior to the tournament. Building relationships, promoting open dialogue, and fostering understanding between the communities can help create a more harmonious atmosphere during the event. Additionally, implementing strict rules and regulations, ensuring transparency, and providing ample security measures can help prevent any potential violence and maintain a peaceful environment.

Overall, while the idea of a community peace tournament is praiseworthy, it is crucial to approach it with careful consideration of the factors that could escalate tensions. By addressing potential challenges proactively and implementing necessary precautions, the tournament can serve as a positive platform for reconciliation and unity, rather than a source of further conflict.

MINISTER BAK AND THE ACCOMPANYING DELEGATION ARRIVE IN NIMULE TO SPEARHEAD ECONOMIC REFORM POLICIES

The Minister of Finance and Planning, Hon. Dr. Bak Barnaba Chol arrived in the border town of Nimule as part of his economic reform agenda.

Minister Bak is accompanied by a delegation comprising of the Chairperson of the Parliamentary Specialized Committee of Finance and Economic Planning, Hon. Changuoth Bichok, Deputy Commissioner General for NRA, Hon. Albino Dak, Chairperson of the Bureau of Standards, Hon. Dr Kuorwel Kwai, Commissioner of Customs, Gen. Aduot Ajang, and representatives of the Ministry of Trade and Industry, the Ministry of Petroleum, the Ministry of Interior, the Police, the National Security Service and SSPDF among others.

In his remarks to the representatives of the security organs stationed in Nimule, Minister Bak said his mission to the border town is part of the economic transformation aimed at improving the national economy.

He stressed his commitment to implement the Treasury Single Account as stipulated in the Public Financial Management reforms agenda. This, he added would encourage cashless transactions, central collection of revenues, digitalization of taxation, customs and revenue collection system.

The Minister reiterated his commitment to implement the popular call for a rotation of personnel deployed to the border post and key lucrative stations. He also pledged to return all the redundant officials in Nimule who have either overstayed or are duplicating the duties of other units, which creates a conflict of interest between government institutions and strains cooperation.

Minister Bak instructed the Commissioner for Customs and the chairperson of Bureau of Standard to remain in Nimule to ensure smooth running of business is achieved and report to him on daily basis about the progress made until tangible transformation is realized.

Meanwhile, the National Legislative Assembly’s chair of finance committee, Hon. Bichok cautioned the border personnel against entertaining any illegal collection of revenues without financial act through form-15.

Hon. Bichok emphasized the relevance and the legality of the recent increase in customs value from 90 SSP to 300 SSP against 1 US dollar, a rate he described as a government subsidy, far less than the current market foreign exchange rate, which he said will have no impact on the cost of commodities in the market.

On his part, the Deputy Commissioner General for National Revenues Authority, Hon. Albino Dak said his institution is introducing a one-stop-shop at the border station and deploying modern scanning machines for digital verification of goods entering the country.

The government delegation will continue to inspect different facilities in Nimule to assess the level of services offered by different institutions at the border post to expand revenue mobilization, ensuring standard ethics and professional service delivery to improve the economy.
