Juba, 05 November 2023- President Kiir traveled to Cairo this morning on a one day State Visit to Egypt, where he will hold talks with President Abdel Fattah El Sisi on bilateral issues that are of interest to both countries.

The Press Secretary in the Office of President, Lily Adhieu Martin Manyiel said the two leaders would discuss a range of bilateral issues, including exchanging views on collective regional matters.

Earlier today, our forces on reconnaissance mission near our base in Panyikang County detected a movement of the SPLM/A-IO forces from Fangak Country and Deil. Our intelligence had confirmed that the SPLM/A-IO forces crossed the Nile from Deil to Pakwar in the western bank of the Nile in preparation of launching an attack on our base in Adhidhyang. We had made it abundantly clear that the SPLM/A-IO Kit-Gwang and Agwelek Division in particular was not a party to the most recent clashes in Tonga. Contrary the assertions of the SPLM/A-IO commissioner in Fangak and the NDM commissioner in Panyikang that attackers were from our base in Adhidhyang, our intelligence had confirmed that they were disgruntled soldiers from the SPLM/A-IO rank and file in Tonga. JUBA-26 October 2023- The Army has praised President Kiir for the recent increment of salaries and wages.

Defence Minister Chol Thon Balok on Thursday handed the message of appreciation from the Military Headquarters to the Commander-In-Chief General Salva Kiir Mayardit, thanking him for the improvement in the living wages of the soldiers.

Minister Chol says the soldiers are currently receiving their wages in all their areas of deployment.

The National Assembly in August this year approved a 400 percent salary and wages increment for civil servants and the Organised forces.

The sitting of Parliament scheduled for Monday has been postponed due to untidy sitting arrangements at the Freedom Hall venue, a legislator said.

The hundreds of members of the August House arrived at the venue to attend the ordinary session, only to discover that the hall was messy.

The chairs, tables, and carpets were not arranged, and the hall was not too clean to accommodate a conducive parliamentary session.

The legislators were to discuss various topics, such as the Convention on the Status of Stateless People, the Nile River Basin Cooperative Framework Agreement, among other bills.

But the unsuitable venue prompted the postponement of the seating.

John Agany, the spokesperson of the national parliament explains to reporters about the matter.

“This morning, we were supposed to come and discuss some items in the National Parliament, but due to some circumstances, we couldn’t sit,” Agany said.

“The assembly has adjourned the sitting to tomorrow, the reason for adjourning the sitting is that the assembly is not ready for business because, I think this place of course is multipurpose place and it had been used during the weekend and when we came, we got the seating arrangements was not in proper position.”

Finance Minister Dr. Bak and Bank of South Sudan’s Dr. Alic, have returned to Juba this morning after participating in the World Bank-IMF annual meetings in Southern Moroccan city of Marrakech.

This year’s meetings focused on issues of global concerns, primarily economic outlook with remedies to restore the global financial stability, poverty eradication, creating job opportunities and inclusive economic growth in addition to addressing climate change.

JUBA, OCTOBER 15, 2023 (SUDANS POST) – A South Sudan civil society activist is appealing to President Salva Kiir Mayardit to urgently intervene in the ongoing conflict between locals and the national army in Pochalla County of Greater Pibor administrative Area (GPAA).

Speaking to Sudans Post last week, GPAA information minister Kelang Jiji and Pochalla County Commission Simon Ochalla said that fighting between the South Sudan People’s Defense Forces (SSPDF) and armed civilians there had resumed after two weeks of break.

In a statement today, the Executive Director of Community Empowerment for Progress Organization (CEPO) Edmund Yakani condemned the violence and urged the SSPDF and the local civilians to use peaceful means to address grievances.

“CEPO strongly condemns the resumption of deadly violence between the armed youth and SSPDF in Pochalla County in Greater Pibor Administrative Area. This deadly violence is observed with silence from the national government,” Yakani said in the statement he extended to Sudans Post.

“We urge the conflicting parties in Pochalla county to cease violence with immediate effect and opt to use dialogue for resolving differences,” the activist added.

Yakani further called on the presidency to intervene urgently in order to end bloodshed in the eastern South Sudan region.

“The president should really intervene urgently over the ongoing violence in Pochalla county. It time for the political leadership in Juba to take serious steps to prevent the renewal of the deadly communal violence in Pochalla county without any delay,” Yakani said.

Several people are feared dead after a Toyota V8 vehicle lost control and rammed into pedestrians and motorists along the Gudele 1- Rock City Road on Saturday evening, witnesses said.

The driver, who was reportedly under the influence of drugs, was coming from Juba town, and started running into road users from the Seventh Day Roundabout causing several accidents along the way.

The car finally plunged into a mud house before the allegedly intoxicated driver was rescued from a mob vying for his blood. Police is yet to comment on the incident.

Q: Is the issue of nonpayment or delayed salaries for the armed forces and civil servants a contributory factor to rights abuses?

A: We have previously reported on the question of salaries not being paid for soldiers, particularly the lower ranks, and we were saying that this was contributing to some of the predation around their camps and encouraging that they be paid sufficiently and promptly. But we say that the fundamental problem is that of leadership and the doctrine of the military. Is there is there tolerance or intolerance for violations? It is important that South Sudan’s leadership, both civilian and military, build that culture of intolerance (for violation) and that it is explained to soldiers what is expected of them and that when they carry the gun, they do so on behalf of the citizens. They are not to point it at the citizen and that is a fundamental cultural shift that they have to undergo. We are encouraged by the provisions of the peace agreement which say that you are going to have security arrangements, rebuild the army and security services into protectors of citizens. So, we are saying that this is important, including for the National Security Service (NSS) Bill going through the assembly. You have to remove excessive powers so that they cannot just pick up people, and arrest and detain them.

Q: Commissioner Afako, as we conclude, what are your recommendations to the Government of South Sudan in terms of ending the prevalent rights abuses in the country?

Turkiye donates uniforms to South Sudan:

The SSPDF Spokesperson says the Turkish Government, through its Ambassador to South Sudan, donated a total of 218,693 sets of uniforms to the Ministry of Defense and Veterans Affairs.

The uniforms included battle camouflage, airforce uniforms, and officers' outfits.

According to the Director for Media and Press, also the SSPDF Spokesman, Major General L*l Ruai Koang, some of the uniforms would be distributed to members of unified forces in 17 training centres across the country prior to their deployment whereas some will be reserved for those who join 2nd Phase.

CEPO appreciates the recent proactiveness of the national parliament on matters of insecurity and violation of human rights across the country. It essential that law makers do their level best for holding the executive accountable on matters of best interest of the citizens.

Mr Edmund Yakani, Executive Director of Cepo says most of the ongoing deadly insecurity are politically motivated and the political elites at community, state and national levels. Our worry is with the looming national general elections if the holding have not improved their response to insecurity, it is likely that the scale of communal violence may increase to worse. Since the break out of the national civil war from 2013 till today the inter-communal and intra-communal deadly violence is claiming big number of innocent civilians lives and properties.

Political leadership is required to mitigate these on these ongoing violence and human rights violations due to the deadly communal violence across the country. Due to the limits in the political leadership willingness in handling the deadly communal violence in concrete manner has made some politicians to be profiteers of the deadly communal violence. Mr Yakani stressed

Finally, CEPO is urging the parliament to serious handle the executive leaders on the matters of concrete solutions to the on going deadly communal violence. Among the concrete options are holding politicians who are using violence as step to power accountable.

The King of Anyuak people in the Pibor Administrative Area has called on President Kiir to visit Pochalla County and address the tension resulting from a deadly conflict between the SSPDF and armed youth.

His Majesty Akwai Nyigwo Akwai’s call comes weeks after the local government in Pochalla requested the SSPDF headquarters to replace its commander in the area.

In early September, fierce fighting erupted between its South Sudan People’s Defense Force troops and armed youth leaving a dozen people dead and several others injured.

SSPDF said the fighting where it employed aerial bombardment occurred after local youth allegedly launched a brutal attack that breached the defensive trenches of the army’s barrack.

But local officials said the violence was triggered by the killing of native commander Colonel Joseph Okony by elements in the SSPDF after he refused redeployment to a new area.

His defiance was also linked with the escape from detention of one of his colleagues.

Speaking to media in his native language, which was translated in Arabic by Prince Sunday Thwol Cham, His Majesty Nyigwo said there is still tension in the area.

“The situation is very bad because the government doesn’t have any reaction to what happened exactly in the Pochala lands,” King Nyigwo said.

“I am appealing to the president, that if your children fought, the solution will be with an elder person who is the guardian. Mr. President should visit the scene of the incident and see his children and now the fear is from both sides, those who are in the army barracks cannot move out and those youth also cannot move, we cannot meet together with the army.”

“We in the Pochalla lands as Anyuak authority, we are here all and waiting for the president to come to us and this is our position.”

The Upper Nile State government has suspended football bodies in Malakal City in fear of insecurity amid a leadership dispute between the rival sports groups.

In a letter dated October 2, 2023, and signed by the acting governor Ayong Awer Lual, the suspended bodies are the impeached Malakal Local Football Association, the incoming association, and the steering committee.

The dispute between the football officials came after some clubs organized a general assembly in September and toppled the former board led by Chol Ayat in vote of no confidence.

Following the impeachment, a steering committee chaired by Deng Monychol was elected in 2021 to act on temporary for two months.

But two weeks later, ousted president Chol Ayat, in collaboration with a group of clubs organized another general assembly in which Ayat was given a green light to continue in office.

Due to the escalating situation, the South Sudan Football Association intervened and dispatched an investigative committee to Malakal to probe the matter.

The SSFA committee then approved the first general assembly and recognized the steering committee under the leadership of Deng Monychol – a decision protested by the other camp, led by Chol Ayat.

However, the state government on Saturday announced the decision to suspend the two bodies and call on SSFA to resolve the matter.

Reacting to the suspension, the steering committee recognized by SSFA said the government move took them by surprise.

The body said it was planning to open the South Sudan Cup tournament in Malakal before it was learned about the order.

Deng Monychol said his group is waiting to be officially notified by the state government before responding accordingly.

“We were preparing for the draw of the South Sudan Cup which is supposed to be at the end of this month, but unfortunately we were surprised by this,” he told Eye Radio.

A Joint statement by the Embassies of the United States of America and of the United Kingdom in Juba on Friday applauded the formation of a committee to investigate the death of slain journalist Christopher Allen

The statement said that the transitional government’s formation of a committee to investigate the death of Allen more than six years after his death on 26 August 2017 is a long-awaited step in the right direction.

“Mr. Allen was a dual national American-British citizen who was killed while working as a journalist covering clashes between the Sudan People’s Liberation Army (SPLA) and the Sudan People’s Liberation Army-in Opposition (SPLA-IO),” the statement read. “The formation of a committee must be followed by a thorough investigation that is credible. Its findings must be made public and lead to accountability.”

In November 2022, the U.S. Embassy in Juba strongly condemned comments made by National Information Minister Michael Makuei regarding the killing of Allen in 2017.

Allen was killed in 2017 while covering fighting between the SPLA-IO and the SSPDF. He was embedded with the SPLA-IO.

Minister Makuei, while addressing a function to mark the International Day to End Impunity for Crimes against Journalists in November last year, said the government could not investigate Allen’s death and considered him a rebel at the time of his death.

“This man (Allen) entered South Sudan illegally in the first place and that is why I declared in a statement that we have killed a white rebel because he was killed on the side of the rebels,” Makuei said at the time. “Now can we be held answerable or accountable for the death of such a journalist? This is funny and we are being asked to investigate, whom do we investigate now?”

However, the U.S. Embassy immediately condemned the information minister’s remarks.

South Sudan Minister of Defense and Veteran Affairs has requested a Council of Ministers meeting to approve the allocation of land for army barracks far away from the civilian population in the states and administrative areas.

Lt. General Chol Thon Balok said an army should not be mingling with civilians in towns and cities, but that it should be based in remote locations where it can protect the country.

Information Minister Michael Makuei, who briefed journalists after the cabinet meeting chaired by President Kiir, said the request was “respected” and approved.

“The army has no land; the minister of defense requested the cabinet to approve the issuing of land so the army can keep in distance from the civil population,” Makuei said. “All over the world, there is no way you find the civil population mingling with the army but here in South Sudan they are in the same place.”

He said the defense minister was directed to establish contact with state and administrative areas authorities “so that they could provide the necessary land away from the civil population.”

“This will enable them to control the river Nile and the mountains so if all this is done the army will be in a passion about controlling all these areas.”

October 7, 2023 (JUBA) – South Sudan urgently requires up to $358 million in funding to assist people displaced by the conflict in Sudan, an official disclosed.

The Humanitarian Affairs minister, Albino Akol Atak told a press conference in Juba that close to 300,000 people displaced into South Sudan due to confrontations between the Sudan Armed Forces (SAF) and the Rapid Support Forces (RSF).

There are fears that this number could rise to half a million as fighting continues.

“There is no indication the conflict will stop soon. And this means more and more people will continue to be affected and they will accept to remain where there is fighting and of course, followed by the death is the daily experience”, said Akol.

According to the official, the government and humanitarian partners initially drew up an estimate requiring $96 million for the first three months of response efforts.

“These estimates have since been reviewed, pushing it up to $358 million for humanitarian efforts throughout the end of the year,” he said.

Akol said the government of South Sudan has approved an additional $10 million to cover expenses related to transit sites, transportation, and the integration process for returnees. $5.3 million for humanitarian response had been spent.

He, however, warned that the influx of displaced persons due to the Sudan crisis could exacerbate the already dire humanitarian situation in the country which was facing the challenge of providing aid to 9.4 million people who are in need.

The Sudanese envoy to Juba, Jamal Malik commended South Sudan’s efforts, pledging to work together to support people coming to South Sudan from Sudan.

“Our relations with the Ministry of Humanitarian Affairs and Disaster Management are quite strong and good, cordial, actually excellent. We are working together to solve, coordinate, and provide support to people coming here whether they are returnees or Sudanese because of the current situation in Sudan,” he said.

Gituai: No progress in deployment of forces

The interim chairperson of the Reconstituted Joint Monitoring and Evaluation Commission (RJMEC), Maj. Gen rtd Charles Tai Gituai, lamented that the government was yet to progress on the unification of forces.

“Despite food and other supplies having been procured and distributed to the training centres as well as the deployment of national assessment teams, there is no new progress,” he stated during the plenary on Thursday.

He called for progress in the deployment of forces in phase one and the commencement of phase which involves the training of the second batch of the unified forces.

The RJMEC boss added that Disarmament, Demobilization and Reintegration process has not been progressed due to the lack of funding

“The strategic Defense and security Review Board has not yet finalized the policy documents needed for to guide the transformation of the security sector.”

He further lamented the ceasefire violations with the skirmishes between the SSPDF and armed youth in Pochalla in Pibor Administrative Area being point of reference.

South Sudan civil society activist has blamed President Salva Kiir Mayardit for what he calls an ‘unhealthy spirit’ towards the implementation process of the revitalized peace agreement over the defection of senior SPLA-IO commanders.

the Executive Director of Centre for Peace and Advocacy (CPA) Ter Manyang Gatwech said the “their defection from SPLA-IO to SSPDF or SPLA is not inline of the R-ARCSS” said his organization is concerned by what he calls an unhealthy spirit of Kiir on peace implementation.

“Executive Director of the Center for Peace and Advocacy (CPA) and Chairperson of Civil Society Coalition on Defense of Civic Space (CSCDCS) is deeply concerned about the unhealthy spirit being taken by President’s Kiir always,” he said.

While warning for another war if leaders do not take action, the activist said that graduated SPLA-IO components of the necessary unified forces are not being paid salaries like their colleagues in the SSPDF, something he said is and approach to derail the peace process.

“Their defection is the result of frustrations and lack of motivation from Dr. Machar’s side. South Sudan is heading to another deadly war if the leaders are not careful with their words and actions,” Manyang said.

“SPLA-IO [soldiers] does not receive their salaries while their colleagues who graduated with them received their salaries. This is an intentional approach not to implement the peace,” the activist further added.

He concluded by saying that “there are some individuals within both sides who do not want South Sudan to have durable peace because they benefit in this current confusion styles of leadership under President Kiir and First Vice president, Dr. Riek Machar.”
