جوبا، عاصمة جنوب السودان، هي مدينة تمتلك إمكانيات كبيرة للتنمية، لكنها لا تُعتبر بعد من بين أكثر المدن تطورًا في أفريقيا أو حتى في المنطقة. على الرغم من أن جوبا شهدت بعض التقدم من حيث البنية التحتية والمباني الحديثة، فإن نمو المدينة يُعتبر في كثير من الأحيان مجزأً، ويبدو أن التخطيط العمراني فيها أقل تنظيمًا مقارنةً بالعواصم الأخرى في أفريقيا.

أحد الملاحظات الرئيسية هو الطابع المبعثر لتنمية المدينة. فعلى الرغم من أن جوبا تمتلك مباني رائعة مثل فندق الهرم، فندق راديسون بلو، مقر شركة النيل للبترول، البنك المركزي السوداني، برج إكواتوريا، برج التوأم، وغيرها، إلا أنها مبعثرة في أماكن مختلفة من المدينة. هذه المباني، رغم كونها حديثة ومعمارياً لافتة، إلا أنها ليست موحدة في مشهد حضري متماسك يستفيد بالكامل من الجمال الطبيعي والموارد المتاحة في المنطقة.

فرصة كبيرة ضائعة في تنمية جوبا هي الواجهة النهرية على نهر النيل الأبيض. فمع المناظر الطبيعية الخلابة وإمكانات السياحة، كان بإمكان تطوير المناطق على ضفاف النهر أن يخلق منطقة حضرية حيوية وجذابة. تخيل لو أن الفنادق والشركات والمباني الحكومية تم تجميعها على ضفاف النهر، مقدمةً مناظر رائعة للمياه، مع الحدائق والممرات والمساحات العامة التي تكمل المناظر الطبيعية. كان هذا سيعزز الجاذبية الجمالية لجوبا وقد يجذب السياح ويخلق بيئة أكثر متعة للسكان.

Modern hospital ready for launch in Aweil, awaits official handover

The Madhol Field Hospital in Aweil East, in Northern Bahr el Ghazal State is now fully installed and awaits its official commissioning to begin treating patients. Governor Simon Ober Mawut toured the advanced facility on Thursday to inspect its readiness.

The hospital is a generous gift from UAE President Sheikh Mohamed bin Zayed Al Nahyan to President Salva Kiir Mayardit and Presidential Special Envoy Dr. Benjamin Bol Mel. The project was funded by Burjeel Hospital Holdings and installed by Turmaks, its subcontractor.

This initiative, launched in August 2024, followed collaborative planning during Governor Mawut’s November 2024 visit to the UAE. Once operational, the hospital will mark a significant milestone in enhancing healthcare services in the region.

Economic hardships fuel rising divorce rates in Warrap State, say elders

The Bench Court in Twic County, Warrap State, reported a significant rise in divorces in 2024, with 100 cases registered. Of these, 70 were initiated by women and 30 by men.

Deputy Chief Mayuot Yai Maror attributed the increase to economic hardships, which have exacerbated marital tensions and led to cheating and misunderstandings. While 100 cases were documented, many others were dismissed, with couples urged to resolve issues at the family level.

“We encourage peaceful conflict resolution to preserve family unity,” said Yai.

He also criticized early and forced marriages, urging the promotion of girls’ education as a long-term solution to strengthen communities and reduce financial strains that impact families.

Yai called on the state government to boost the economy in 2025 to address the root causes of rising divorce rates.

THE TORTOISE AND THE HORSE

A Short Moral Story.

Once upon a time, the animal kingdom experienced a devastating famine. A horse once approached a tortoise and remarked.
"I know where there's plenty of food. It's a secret garden that is only begotten. This garden contains veggies, garden herbs, delectable grasses, and numerous trees yielding wonderful fruit. I'm sure you want to know where the secret garden is."

The tortoise exclaimed.
"You are a good fellow! Come on, tell me where to find this secret garden. I will be there within an hour to eat heavily and bring food for my family."

The horse smiled and grunted.
"All right, I'll tell you, but on one condition." The tortoise asked. "And what condition is that?"

The horse responded. "Tell me about your vulnerabilities. Do not be scared; I will not use it against you. If you can reveal your weakness to me, I'll show you where to find this magnificent garden that produces an abundance of food." The tortoise thought for a moment and said. "Alright, fine. My weakness is oil. If oil comes into contact with my shell, I will become extremely uncomfortable and will be unable to conceal inside it. This allows predators to easily attack me."

Upon hearing that, the horse smiled and asked to go check something, then left. But he returned shortly with two big and hungry lions and a bowl of oil. Then, at that moment, he told the lions. Pour the oil over the tortoise and rub it all over its shell. It will prevent him from hiding under his shell. Then you can feast on him and pay me the money we agreed upon. Tortoise, tortoise, tortoise... I can't believe how dumb you are. You made a worse mistake when you told me your weakness. Little did you know I was going to use it against you. And you were so foolish to even think that the secret garden was real. Hmm!."

However, the tortoise scoffed and said surprisingly. "You think you're clever, but your wisdom ends where mine begins. You were so foolish to even think that I could expose my weakness to you. Next time, call me to teach you the real meaning of smartness." Having said that, the tortoise gave them a wink and waved goodbye. Then, he hid himself inside his shell.

MORAL: Be smart and don't share your weakness with anyone. You never know who is going to use it against you.

*DO WE ENJOY GOSSIP OR DO WE DESPISE IT ?*

Gossip is a complex and multifaceted phenomenon that has captivated human beings for centuries. It exists in every corner of society, from casual conversations among friends to heated debates in workplaces and even within families. The question remains: do we truly enjoy gossip, or do we secretly despise the chaos it brings into our lives?

For many, the lessons about gossip begin early in life. Parents often caution their children against the dangers of gossiping, portraying it as a treacherous path that can lead to emotional and social turmoil. This perspective suggests that gossip is not merely harmless chatter but rather a sinister force that can ignite conflict and destruction. The belief is that indulging in gossip could lead one’s family down a path of moral decay, symbolically described as a fire fueled by negativity and malice, with the ever-looming threat of being ensnared by something as dark as “Satan.” This vivid imagery serves to instil a fear of the repercussions of engaging in such behaviour.

In professional settings, the impact of gossip can be even more pronounced. It’s not uncommon to witness colleagues drifting from one office to another, weaving a tapestry of criticism that targets everything from government policies to the actions of different tribes within South Sudan. Such behaviour can create an environment fraught with tension and mistrust. When employees engage in negative talk, they divert attention from their responsibilities and undermine the collaborative spirit that is essential for a productive workplace. This kind of gossip can adversely affect morale, leading to decreased productivity and a general sense of dissatisfaction among staff.

Furthermore, gender dynamics often complicate the landscape of gossip. It is not unusual for men to gossip about women, perpetuating stereotypes and fueling misunderstandings. Conversely, women may find themselves critiquing men, which can lead to a cycle of negativity that hampers healthy communication and mutual respect. Additionally, many employees feel compelled to gossip about their bosses, often out of frustration or a desire to bond with peers over shared grievances. This cycle of disparagement can create an environment where innovation and creativity are stifled, as employees become more focused on criticism than on collaboration.

Gossip often reflects deeper issues within individuals. Those who engage in it may do so out of insecurity or a lack of fulfilment in their own lives. Instead of addressing their challenges directly or seeking constructive outlets for their frustrations, they resort to gossip as a means of feeling superior or deflecting attention from their shortcomings. National Ministry Of Education Announces and Handover Teacher's Qualification Assessment Results in NBGS-AWEIL

The National Ministry of Education and Instruction, on Saturday, officially released the results of the Teachers’ Qualifications Assessment conducted across Northern Bahr el Ghazal State. This process, which sought to evaluate the qualifications of both primary and secondary school teachers, revealed critical insights into the state of education in NBGS as highlighted by the report below.

Phase One: Secondary Schools Teachers’ Assessment Examination was held on May 11, 2024, in Aweil Town. A total of 383 secondary school teachers participated. However, the results painted a challenging picture:

• Only 53 teachers (13.8%) passed, while 330 (86.2%) failed.
• Male teachers dominated the examination, with 372 participants (97.1%), compared to only 11 female teachers (2.9%).
• Government-employed teachers accounted for 59.8% (229 teachers), while 40.2% (154 teachers) were volunteers.

County-Level Results for Secondary Teachers

1. Aweil East County:

Out of 115 teachers, only 14 (12.2%) passed, while 101 (87.8%) failed. Female representation was extremely low, with just three female teachers (2.6%).

2. Aweil West County:

Among 84 teachers, 17 (20.2%) passed. Females accounted for 4.8% of the participants.

3. Aweil North County:

Recorded the highest success rate, with 82.2% (37 out of 45 teachers) passing the exam.

4. Aweil South County:

All 44 participants were male, and only 5 teachers (11.4%) passed, marking one of the lowest performances.

Phase Two: Primary Schools Teachers’ Assessment Examination took place on June 15, 2024, across five counties and Aweil Municipality. A staggering 8,845 teachers sat for the examination. While the participation rate was high, the results highlighted systemic issues:

• Only 3,007 teachers (34.0%) passed, with 5,838 (66.0%) failing.
• Female teachers comprised 17.6% (1,553), while males accounted for 82.4% (7,292).
• A significant majority, 70.4% (6,224 teachers), were government employees, while 29.6% (2,621 teachers) were volunteers.

County-Level Results for Primary Teachers

1. Aweil Centre County:

Out of 292 teachers, 63 (21.6%) passed, with male teachers making up 89.4% of participants.

2. Aweil Town/Municipality:

The Municipality had the highest female participation (19.4%). However, only 43.4% of teachers passed.

3. Aweil East County:

With 3,319 participants, this county saw a pass rate of 38.5%.

4. Aweil North County:

Despite a high proportion of government-employed teachers (88.5%), only 22% of participants passed.

5. Aweil South County:

This county recorded one of the lowest pass rates (25.1%) and had a significant number of volunteers (59.3%).

Findings and Recommendations

The assessment revealed several pressing challenges:

1. Low Pass Rates: Both primary and secondary teachers performed poorly, with the majority failing the examinations.
2. Gender Imbalance: Female teachers remain underrepresented, with some areas, like Aweil South County, reporting no female secondary school teachers.
3. Health Challenges: Approximately 200 teachers are reported to have partial or total vision loss, affecting their performance.

Recommendations from the Ministry:

• Proactive recruitment efforts are needed to bring more women into teaching roles.
• Teachers who failed the examinations should receive further training and professional development opportunities.
• Teachers who passed should be licensed and promptly assigned to their stations.

Tumaini Initiative proposes framework to complement 2018 peace agreement

December 14, 2024 NAIROBI
The Tumaini Initiative peace talks mediated by the Government of Kenya in Nairobi between the Transitional Government of South Sudan and holdout opposition groups on Saturday unveiled a new framework for the Tumaini Consensus Protocols and the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) to be complementary.

This comes after the new government delegation and opposition groups failed to agree on a way forward with the latter saying the renewed talks were meant to confirm nine initialed protocols and then move on to discussing responsibility sharing and signing a final agreement. The new government delegation however argued that they had reservations and observations about the initialed protocols and wanted them opened to discussion and also to align with the R-ARCSS to avoid duplication.

According to the new document from the mediators dubbed the Draft Framework for Tumaini Complement to R-ARCSS, the Parties and Stakeholders reiterate and renew their commitment to continue and conclude the ongoing negotiations under the auspices of the Tumaini Initiative (TI) in the spirit of compromise, camaraderie, and togetherness/ unity.

“To this end, the Parties and Stakeholders agree that the Tumaini Consensus Protocols and the R-ARCSS are complementary. In this regard, the Protocols shall reinforce the provisions of the R-ARCSS by filling in the gaps and strengthening implementation mechanisms and institutions so that they are empowered and adequately resourced,” the new framework seen by Radio Tamazuj reads in part. “The Tumaini Complement to R-ARCSS seeks to promote political goodwill in order to create momentum for its timely and effective implementation and to share responsibility through incorporating opposition into RIGONU and incorporating women, youth and persons with special needs in the implementation mechanisms, in line with the principles of inclusivity and diversity.”

“The Parties and Stakeholders agree that there is a need to increase the pace of implementation of R-ARCSS and agree that there shall be established a National High-Level Leadership Council (NHLC) reporting to the Presidency and shall be part of the extended Presidency on matters relating to the implementation of the Agreement,” it added.

According to the new framework, the Parties shall negotiate on the composition, roles and responsibilities, and the Chair and the Vice Chair of the NHLC and the NHLC shall establish a National Implementation and Oversight Commission (NIOC), as a Secretariat, and its Chair shall not be from the same party chairing the NHLC.

“The Parties shall collectively identify any areas of divergence between the Tumaini Protocols and R-ARCSS, with a view to harmonizing their complementarity. Upon signing, the Tumaini Complement to R-ARCSS shall transition to IGAD,” the proposed framework says. “The role of IGAD, the Tumaini Initiative, Sant Egidio and external guarantors and partners shall thereafter be to steward, monitor and oversee the implementation of all measures, processes and activities in the Tumaini Complement to R-ARCSS. They shall strive to provide sustainable regional/international political, diplomatic support, and requisite resources for implementation.”

“The Presidents of the Republics of Kenya and South Sudan shall decide the date for the official signing of a final Agreement,” the proposed framework concluded.

𝟮. 𝗟𝗮𝗿𝗴𝗲𝘀𝘁 𝗖𝗼𝘂𝗻𝘁𝗿𝘆: Algeria. This country is among the ten largest countries in the world.
The most populous country in Africa, however, is Nigeria, with more than 219 million people, but the country is only a third of the size of Algeria.

𝟯. 𝗟𝗮𝗿𝗴𝗲𝘀𝘁 𝗖𝗶𝘁𝘆: Lagos in Nigeria. With more than 22 million inhabitants, Lagos is also one of the biggest metropolitan cities in the world and is estimated to become the world's largest city by 2100 with more than 100 million inhabitants!

𝟱. 𝗕𝗶𝗴𝗴𝗲𝘀𝘁 𝗜𝘀𝗹𝗮𝗻𝗱: Madagascar in the Indian Ocean. Madagascar is the fourth largest island in the world - after Greenland, New Guinea and Borneo.

𝟲. 𝗟𝗼𝗻𝗴𝗲𝘀𝘁 𝗥𝗶𝘃𝗲𝗿: Nile (6,852 km/ 4,258 miles). The Nile is the longest river in the world and passes through eleven countries. The Nile has two sources: The White Nile coming from Lake Victoria in Tanzania and the Blue Nile coming from Lake Tana in Ethiopia. The river mouth is in Egypt. The confluence in Khartoum/Sudan.

Youth group criticizes presidential aide over staff appointments

A youth association from Marol Beekpiny, a section of the Awan Community in Warrap State, has issued a stern warning to Deng Bona Bang, the Private Secretary to President Salva Kiir, over recent staff appointments in his office.

In a letter circulating widely on social media, the association expressed dissatisfaction with the appointment of Deng Agoth as Office Manager, alleging that their recommended candidate was overlooked. They demanded the decision be reversed within 24 hours, threatening unspecified “negative reactions” if their demands were not met.

The group also issued warnings to several other staff members in Deng Bona’s office, accusing them of working without the association’s approval.

The incident has sparked debate on social media, with many users questioning the association’s stance. Critics argued that the staffing decisions of a private office are not a community matter, asking whether the presidency or its associated offices are owned by any particular group.

Here is an excerpt from the association’s letter:

“The leadership of Marol Beekpiny Youth Association for Peace and Unity strongly condemns the appointment of Mr. Deng Agoth. Despite repeated requests to discuss our concerns, you ignored our calls and involved unclassified individuals in your decision-making. We demand the withdrawal of this decision within 24 hours, failing which we will react negatively.”

The controversy highlights ongoing tensions over local community influence in national affairs.
