Great Britain had broken the Peace of Amiens by declaring war on France in May 1803. In December 1804, an Anglo-Swedish agreement became the first step towards the creation of the Third Coalition. By April 1805, Britain had also signed an alliance with Russia. Austria had been defeated by France twice in recent memory and wanted revenge, so it joined the coalition a few months later.

Before the formation of the Third Coalition, Napoleon had assembled an invasion force, the Armée d'Angleterre, around six camps at Boulogne in Northern France. He intended to use this invasion force to strike at England. They never invaded, but Napoleon's troops received careful and invaluable training for future military operations. The men at Boulogne formed the core for what Napoleon later called La Grande Armée. At the start, this French army had about 200,000 men organized into seven corps, which were large field units that contained 36 to 40 cannons each and were capable of independent action until other corps could come to the rescue. A single corps properly situated in a strong defensive position could survive at least a day without support, giving the Grande Armée countless strategic and tactical options on every campaign. On top of these forces, Napoleon created a cavalry reserve of 22,000 organized into two cuirassier divisions, four mounted dragoon divisions, one division of dismounted dragoons, and one of light cavalry, all supported by 24 artillery pieces. By 1805, the Grande Armée had grown to a force of 350,000 men, who were well equipped, well trained, and led by competent officers.

Warrap police arrest 7 suspects for murder, injuring 3 others

Police in Warrap State last weekend arrested seven suspects for beating a man to death in Akon Payam in Gogrial West Country.

Akuechbeny Machol Majok, the commissioner of Police in Warrap State, told Radio Tamazuj on Monday that they were investigating the seven suspects for killing one person and injuring three other people who are currently being treated in Kuajok hospital.

He explained that there was a quarrel between a couple and when the wife ran to a neighboring house, her husband and a group attacked the neighbor’s house and beat up four people using sticks and pangas before police intervention. He identified the deceased as Mading Mawang Majooc, who hailed from Yirol, Lakes State where his body was taken for burial.

"The problem was like this, a 32-year-old man called Mariak Deng Wol Dhieu from Akon quarreled with his wife called Nyanlong Ajak Nyang Ngor aged 26, and the woman ran for her life to a neighbor’s house. Her husband, Mariak, mobilized some men in the market and attacked the family where his wife ran to,” The police boss narrated. “Fighting started when 4 men were attacked and badly beaten. Police of the Payam intervened and managed to apprehend 7 people, including the woman whose husband initiated the fight. All 7 people are now in Prison and police are searching for one person who ran away.”

Police Commissioner Machol admitted that the inadequate number of policemen in the area and their advanced age hinders the quality of policing in Warrap State.

"The police are few across the state and worst of all, they are old. These are those who were liberators during the post-Independence war in the early 1980s and were taken to police stations. They are very old and don't physically face criminals but they just try to talk to solve some of the problems and the young and strong police personnel we have are few to cover the state," Commissioner Machol said.

The two communities who inhabit Tambura County in Western Equatoria State, the Balanda and Zande, have demanded that the SPLA-IO and forces loyal to renegade Gen. James Nando Mark be immediately relocated out of their county to stop the recent fighting and massive displacement there.

Tambura County has recently been witnessing violence, burning of villages, and mass displacement of people as a result of clashes between the SPLA-IO and forces loyal to Gen. James Nando Mark who defected from the SPLA-IO Division 9B, formerly under leadership of the current Western Equatoria State governor, Gen. Alfred Futuyu of SPLA-IO, to the SSPDF in March 2020.

A three-day community consultation meeting held from 20 to 23 July resolved that Gen. Nando and his forces should be relocated to the SSPDF barracks in Marida and the SPLA-IO forces be moved to the Rurugo cantonment site.

It was also resolved that the political elite hailing from Tambura County but residents in Juba and the diaspora should stop fueling the violence. The communities also called for a separate meeting with the different armed groups which will be mediated by the Community Empowerment for Progress Organisation (CEPO) and UNMISS.

Edmund Yakani, the Executive Director of CEPO, who was a facilitator of the community consultations, told Radio Tamazuj that the meeting resolved to prevent further violence among the communities.

“The consultations resolved that they will reach out to the armed groups that are causing violence to prevent further escalation of violence. It is clear from the consultations that political elites are being blamed for fuelling the violence through manipulating history and using violence among the communities as a ladder for climbing to political power,” Yakani said.

He added that the community consultations resolved that the Tambura Peace Committee, with membership from faith-based leaders, women, youth, traders, political leaders, county authorities, with technical assistance from

JUBA – South Sudan’s controversial cleric Abraham Chol Maketh has resisted an attempt by police to test him for mental illness after a court in Juba reportedly asked the police to test him before a trial in which he faces several charges including incitement.
Chol was arrested on July 8, a day South Sudan could turn 10, by members of the joint security forces that have been deployed to the capital Juba ahead of independence celebrations.

Early in the day, he had conducted an interview with a Cairo-based televangelist Marko Deng. During that interview, Pastor Chol reiterated claims that have so far proven false that President Salva Kiir and his first deputy Dr. Riek Machar Teny were going to leave power by or before Independence Day.

A few hours following the interview, men in police uniform broke into his home and arrested him right from his bed. He has since been put under investigations and was later on charged with incitement, among other minor charges.

Police spokesman Major-General Daniel Justin said Chol was taken to a medical facility to process his mental status before the trial could proceed, but resisted that attempt and the police was going to report back to the prosecutor on what is to follow.

Kenya waives visa requirements for South Sudan citizens

Kenya has waived the requirement of obtaining a visa to enter the country for the citizens of South Sudan who hold a valid passport, according to Kenyan media.

Kenya’s Ministry of Foreign Affairs, in a statement released on Monday, said this was in adherence to the Provisions of the Treaty for the Establishment of the East African Community, and The Common Market Protocol on Free Movement of labour and persons for the citizens of partner States that was adopted on November 20, 2009.

The ministry further added that the move was occasioned by the warm and cordial relations between Kenya and South Sudan.

The Republic of South Sudan has, premised on the principle of reciprocity, in turn also waived visa requirements for Kenyans wishing to visit their country.

The ministry said the waiver of visa requirements for citizens of South Sudan takes effect immediately from Monday.

“Further, in line with Article 10 the EAC Common Market Protocol, the Workers of the two Partner States will be allowed to accept employment within the territory of each other,” read the statement.

“The visa waiver demonstrates the strong partnership and cooperation between the Republic of Kenya and the Government of the Republic of South Sudan,” the statement said.

“It will also enhance cultural ties and strengthen the economy of both Partner States by encouraging free movement of persons and labour which are key pillars in the integration of the East African Community,” Kenya’s foreign ministry added.

The statement said the two countries will sign an agreement to the effect in the near future.

July 25, 2021 (KHARTOUM) - Sudanese Prime Minister Abdallah Hamdok on Sunday, appointed as a political advisor in his cabinet Yasir Arman, Deputy Chairman of the SPLM-North led by Malik Agar.

In a series of decrees announced in Khartoum, Arman was appointed as political advisor to the Prime Minister, together with Aisha Hamad Mohamed as an advisor on gender affairs, Ali Juma Abdallah as an advisor on governance and institutional reform, and Hassan Nasrallah Ali Karrar as peace advisor.

The Prime Minister also relieved al-Tahir Abdel-Qayoum Ibrahim the National Auditor of the Republic of Sudan and assigned Fakhr al-Din Abdal-Rahman Ali an Interim General Auditor.

The Democratic Unionist Party (DUP)of Mohamed Osman Al-Mirghani welcomed Arman’s appointment as political advisor to the Prime Minister.

The appointment of Arman is "a positive sign if he is given a full mandate to manage the ’political affairs’) file and broad powers to move it forward," said the DUP which was allied to the former regime.

After the signing of the Juba Peace Agreement, Arman declined to participate in the transitional government stressing he did not want executive positions to dedicate his time to the follow-up of peace implementation and democratic reforms in the country.

He is the only former rebel figure to be appointed outside the framework of the power-sharing deal with the former armed groups.

Arman has called for expanding the social base supporting the transitional government and dialogue with Islamic forces, except for the National Congress Party of Omer al-Bashir, saying they committed war crimes, grave human rights violations besides looting public funds.

Also, he calls to return the revolution to the countryside and to end the intercommunal conflicts that the National Congress Party is working to inflame in various regions, as he said.

South Sudan’s SPLM party has selected parliamentary affairs minister Jemma Nunu Kumba as speaker of the transitional parliament, a key step after the reconstitution of the parliament last month.

This was announced on Friday during an SPLM meeting chaired by President Salva Kiir who also chairs the SPLM party.

The September 2018 peace deal states that the parliament speaker must be an Equatorian belonging to the SPLM party.

“Regarding the SPLM leadership, we have a person you have not expected and this is Jemma Nunu Kumba. Jemma will be the next speaker of the parliament,” Kiir announced.

Jemma Nunu, who hails from Western Equatoria State, was appointed as the SPLM deputy secretary-general in October 2015, replacing Dr. Ann Itto.

She was appointed as the first governor of Western Equatoria State in 2008 but lost the April 2010 election.

Jemma Nunu held other ministerial positions after the 2010 general elections, including becoming the minister of electricity and dams, and minister of wildlife and tourism.

Jemma Nunu now becomes the first female speaker of the national parliament in South Sudan.

President Kiir also announced that the first deputy speaker of the parliament would come from the Sudan People’s Liberation Movement-In-Opposition (SPLM-IO) followed by a second deputy speaker from the SPLM party.

According to Kiir, Parmena Awerial Aluong has been selected by the SPLM party to serve as the second deputy speaker.

“Our second deputy speaker will be Parmena Awerial Aluong. So the first deputy speaker who shall follow Nunu Kumba will be from SPLM-IO followed by Awerial who will be number three,” Kiir explained.

President Kiir also announced the selection of Mary Ayen Majok as the deputy speaker of the Council of States, representing the SPLM party.

The peace deal states that the speaker of the Council of States must be a member of the SPLM-IO party led by Frist Vice President, Riek Machar.

Nov 23, 2020(Nyamilepedia) — The director-general for the Jonglei state physical infrastructure ministry, Hon. Elijah Mabior Buol, said that Jonglei State is unable to build d***s as its machineries were destroyed during the 2013 war.

In an interview, the director general said that the state needs between USD 150,000 to USD 300,000 to build d***s along the Nile River to tackle the annual flooding in the state.
“The whole area has been submerged in the floodwaters for four months now. The floods come from the Eastern Equatoria highlands and the Nile which recorded the highest level of 13.98 m. As the ministry, we have been handicapped. Our machinery was destroyed during the 2013 war. So, we need USD 150,000 to USD 300,000 to fix the d**e,” Mabior explained.
“As a long-term plan to help save the towns if not the whole of Jonglei, we need a maximum of 300,000 US dollars for the machineries to be operational. This will help us build a durable 200 kilometers d**e from Bangacharot near Mangalla to the Akeer area in the north,” headed.
Mabior assures that if the d***s are built even the cattle farmers will not have to leave Bor areas again to Equatorian regions.
Mabior further reiterates that the d***s will also provide mechanism for protection and people will feel safe in their areas.


“The floodwaters always claim grazing areas, so if we get the money or someone donates the machinery to fix the d**e, cattle keepers will not be leaving their areas. Again, there will be a protection to people and their properties,” he stressed.
