Abridged statement of PSC meeting today in Parliament.

# .The public are hereby informed that the decision to redundant staff in Parliament was not singularly taken by the Clerk of Parliament but by the whole membership of PSC including the Speaker of Parliament as chairman.

# . It has also been established that the wife of the Clerk is not a worker nor is she a paid worker in Parliament.

# A sub committee of PSC members will be form to look into the redundancy issue.

#. The communication and Public Relations Department of Parliament will issue comprehensive statement on the full outcome of the meeting.
# The Clerk will continue working in the interest of Sierra Leone.

*COMMITTEE ON APPOINTMENTS AND PUBLIC SERVICE HEADED BY THE MAJORITY LEADER AND LEADER OF GOVERNMENT BUSINESS SCRUTINIZED PRESIDENTIAL NOMINEES.*

The Parliamentary Committee on Appointments and Public Service has on Tuesday 10th October 2023 interviewed presidential nominees appointed by His Excellency Dr.Julius Maada Bio. The event took place at Committee Room One, Parliament Building.

Committee on Appointments and Public Service is a Parliamentary Committee with a mixed party composition that is charged with the duty to conduct confirmation hearings on Presidential nominees. The powers of the committee is enshrined in Section 93 subsection 6 of the 1991 Constitution of Sierra Leone.

In his opening remarks, the Honorable Mathew Sahr Nyuma tendered apologies for the late commencement of the hearing. He also brought to the attention of the nominees that, scrutinizing and interviewing them is a responsibility bestowed on the Committee and it is in conformity with the laws of Sierra Leone.

He briefed the nominees that they are being interviewed by Members of Parliament because it is the job as members of Parliament representing the people of Sierra Leone to ensure the right thing is done for national development.

He further reiterated that the hearing is to scrutinize and examine their fitness and competence for the various positions they have been nominated to occupy and that they were to remain calm as the process is going to be an interactive and constructive one. "It is a symbiotic interview, whereby questions will be asked to ascertain the knowledge of nominees in their various capacities."

He ended his opening remarks by acknowledging the presence of senior stakeholders including the Secretary General of the Sierra Leone People's Party, Umaru Napoleon Koroma Esq and other dignitaries.

The interviewed presidential nominees are expected to be in the Chamber of Parliament for approval on Thursday 12th October 2023.

*PARLIAMENTARY COMMITTEE ON TERTIARY AND HIGHER EDUCATION MEETS WITH TERTIARY EDUCATION COMMISSION.*

The Parliamentary committee on Tertiary and higher education has Tuesday 3rd October 2023 met with members of Tertiary Education commission (TEC), the essence of the meeting is to give update on the current status of the commission regarding it activities, the event took place in committee room one, at Parliament situated at Tower hill in Freetown.

Parliamentary committees as enshrined in the constitution and the standing order of parliament are mandated to perform oversight on the functions and activities of the government particularly the executive. They thoroughly scrutinized the affairs of the states to ensure progress and development in any country.

In his opening remarks to the witnesses before the committee, the astute Chairman of the committee on tertiary and higher education honorable Joseph Williams Lamin, began by welcoming and expressing appreciation to the tertiary education commission for coming on time. Giving details on the purpose of the meeting the right honourable said the committee wants to know and have a list of all registered and license tertiary and higher institutions in Sierra Leone. He continued by saying for students not to be in dilemma as to which of the academic institutions to choose in pursuing their academic ambitions,there has to be effective system tertiary institutions.

The chairman added by saying in order to gained the our past glory of being the anthen of education in West Africa, unaccredited tertiary institution must not be allow to operate in Sierra Leone.’’ Under my leadership as chairman of the committee on tertiary and higher education, I will ensure friendly and enabling environment with the MDA’s under my purview’’ honourable Williams added.

Explaining their mandates as a commission, Prof. Alyageel Mohamed Alghali the chairman of Tertiary Education commission spoke about the role of the commission to get credible data. He said approximately fourty institutions (40) institutions registered within two years...he proceeded by explaining the various categories of the registration process. Prof. Alghali said some institutions are operating but they are unaccredited by the commission.

Responding to some of the issues raised by the chairman of TEC, one of the sitting members of Parliament honourable Jabbie asked about some of the criteria and procedures involving the issuance of accreditation for the operation of academic institution in Sierra Leone. He continues by requesting that the witness disclose the names of institutions they are having issues with. The member emphatically emphasized on the conditions in which accreditations are being made.

Giving answers to questions asked by the members of Parliament, the chairman of TEC Prof. Alyageel Mohamed Alghali said, there are multiple criteria which according to him are registering with NCTVA as key factored. Only institutions fit for purpose that can be accredited by the commission he added.
Out of five billion old Leones annual budget, the commission has received four hundred and sixty nine millions (469,000) Leone's only, we are highly constrain as a commission. The chairman of the TEC said, the fees pay by the institutions are various depending on your category of operation, which according to him University pay about 10 million old Leones as their annual payment. There is no power giving by the Tertiary Education Commission to force compliance, according to the chairman of the TEC base on the review act which is with the ministry of higher education.
He added by saying 2/3 of one hundred and four tertiary institutions are not comply with annual dues.

One of the female members of Parliament from Kenema district advises the TEC to be committed and promote the ambition of president Bio which is the human capital development.

In his concluding statement, the chairman honorable Joseph Williams Lamin, disclose with dismayed about the failure of institutions to comply with the annual payment...which he requested that the TEC commission to submit names of those who have refused to pay for Parliament to take an action. He thanked all those who witnessed the meeting including the members of the press gallery and the sergeant at arms.

*THE BRAVE SOLDIER.*

Soldiers are members of the military forces,the military and or armed forces are mandated by law to protect any country’s land, sea and airspace from any form of invasion.The armed forces are split in divisions and categories. an army protects the land, the navy protects the sea, and an air force protects the airspace. Their job is to remain steadfast with unwavering love to protect a country from any form of aggression.
The much talk about topic of a certain man commonly known as ‘’Big Fish’’ snatching a gun from an on-duty police officer was unfortunate, uncalled for and illegal.

The intent for grabbing the gun was obvious and lucidly clear to even the visually impaired which was to kill and or the occurrences of causalities.

*POSSESION OF FIREARM*

Common sense prevails that, no person shall be in possession and or under control of a firearm except in accordance with a license granted with the relevant authorities. Possessing an unauthorized firearm in itself is a crime whether or not it has something to do with mental disorder. Holding a gun and or any ammunition to threaten the lives of people and intimidating public safety is frightening and it should be condemn by all standards.

*THE SHOT TO DEATH BY THE MILITARY OFFICER.*

Being in possession of illegal ammunition such as rugger gun or any other object, the carrier of the illegal objects automatically becomes a target.Rightly or wrongly the shot to death by the brave soldier is terrific taking into cognizance the cons and the lives of the majority who were around the prescient of Lightfoot Boston Street. Yes the shot to death is pathetic considering the right to live no matter who you are. The deceased who grabbed the gun may have been apoplectic or aggrieved for reasons best known to him, but there are more alternative approaches in expressing your anger or furiousness.

*The Role of a Safe Port in the Maritime Architecture: Sustaining the Blue Economy*

What constitutes a Safe Port has been defined in the famous *Eastern City Case (1958)* to mean a Port which a ship can *’reach, use it and return from it’*. In short, a Safe Port must have a passage (a channel) that is safe for ships to navigate through, a berth that can accommodate both small and bigger ships, and the general port and security infrastructure available and efficient to enhance the safe and unhindered return of ships.

*Ships Reaching a Port-* the channel to a Port must be safe to ensure that ships enter without (a risk of) accident or an imminent danger of being involved in an accident or danger to its crew. As such, the *navigational aids to a Port including buoys* should be provided/functional and warning lights (lighthouse) available. Importantly, any *outbreak of hostilities or imposition of a blockade* in a country can make a Port unsafe and not reachable.

*Ships Using the Port-* the Port infrastructure must be efficient to ensure that Ships are able to *berth (whether big or small) and cargoes discharged in record time*. It is essential that a tugboat is available to aid in the safe berthing of Ships.

*Ships Returning from a Port-* a Port must be suitable to ensure that Ships who reached its facility and made use of it must return from the same in a *safe and secured manner, and in piece* as it was when it reached it.

Meanwhile, it should be noted that a Safe Port only needs to be *prospectively safe*. As such, evidence must show that the *channel to a Port* (including the availability of navigational aids) is safe, that *ships can safely berth at the said Port* (with an available tugboat) and that *the general security and Port infrastructure is secured and efficient.* This should be the case (and the available fact) at the time a ship sets about to sail to an identified Port.

The *management of the Freetown Port* over the years has invested in its infrastructure to ensure that the channel leading to the Port is safe, procured the services of 3rd parties to provide the safe and efficient use of the Port by ships, as well as ensure that the return of ships is unconditionally preserved and protected.

As *Sierra Leone (now) embarks on a paradigm shift in building its economy by harnessing the potential of its blue economy, the maritime architecture of the country must be (remain) efficient to ensure that the financial turnover from the use of its Sea is measured, adequate, safe and secured.* By any means, the Freetown Port must remain safe to ensure that *more ships ‘reach it, use it and return from it’ in piece.*

As a matter of fact, the revenue generated in using the (Safe) Port by the department of Customs of the National Revenue Authority (NRA) *contributes circa 25% to the Country’s GDP* (July 2023 Budget). To be precise, the *Port generates and contributes over 95% of the estimated 25% revenue from customs to the Country’s GDP.*

Even more, Concessionaires within the Port community generate and make yearly payments directly to the Consolidated fund in excess of $20m. This excludes other taxes charged and paid for on statutory duties.

To conclude, *a Safe Port, as in the Freetown Port, is a key component in harnessing the potentials of the Blue Economy.* The Government should (continue to) invest more and provide the necessary financial support to the port infrastructure and maritime architecture of Sierra Leone.

*Let’s Feed Salone by ensuring that the Freetown Port is Reachable, Usable and Returnable by (more) Ships* as they contribute to enlarge the resources generated from the Blue Economy.
