Why are console accounts (PSN, Xbox Live, etc.) unstable in Pakistan? Can anyone explain the root causes behind this issue and why new accounts from Pakistan are not stable or get banned quickly?

Additionally, what steps could be taken—at the government, industry, or community level—to make Pakistan a trusted region for console services? This would ensure new accounts remain stable without the need for workarounds like VPNs or foreign addresses.
