According to Transition State Theory (TST), if nucleophile approaches tetrahederal carbon, primary carbon in this case, of methylbromide, then, it results in the formation of new bond between carbon and Nu and cleavage of bond between C-Br by passing through transition state. The fragment at transition state is said to be "Activated Complex" and cannot be isolated.
