2022 has come to an end, leaving the fate of Pakistan’s car industry in a somewhat questionable state. The beginning of 2022 had a lot of promise, thanks to new car launches such as Peugeot 2008, Haval H6, Changan Oshan X7, Chery Tiggo twins, and a few others.

Riding high on the strong car demand, several carmakers imported new vehicles for testing or marketing purposes, while the reports of other vehicle launches flooded the market.

Unfortunately, things took a turn for the worse around mid-2022 following a sudden regime change and economic turmoil. The new regime — in the interest of saving Pakistan’s dwindling foreign exchange reserves — imposed restrictions on auto-sector imports.

Following a 22% drop in the POL products consumption in the country, the government in Pakistan may have to face a shortfall of Rs300-350 billion on account of the Petroleum Development Levy (PDL), according to an assessment of the International Monetary Fund (IMF).

For the end of September 2022, performance conditions (PCs) and structural benchmark, Islamabad will have to seek at least two waivers — its inability to pass State Owned Enterprises (SOEs) law from the parliament and achieve Net International Reserves (NIR) envisaged for the deadline of September 30.

Pakistan and the IMF continued technical-level virtual talks without a finalised schedule to hold policy-level parleys for concluding the pending 9th Review and release of $1 billion tranche under the Extended Fund Facility (EFF).

The IMF side shared its assessment that out of the total federal tax and non-tax revenues of Rs9.4 trillion, the government would face a shortfall of Rs0.35 trillion in the wake of reduced consumption of POL products in the current fiscal year. The FBR’s envisaged target of Rs7.4 trillion so far remains intact, while there was an expected shortfall in non-tax revenue in the shape of PDL in the current fiscal year.

The government envisaged a PDL collection of Rs0.855 trillion. But, in the first quarter, the collection stood at just Rs0.47 trillion.

Now, the government has jacked up the maximum levy on MS petrol and HOBC up to Rs50 per liter. The revised projection showed the government could fetch Rs0.5 trillion maximum in the current fiscal year.

The government will have to revise the macroeconomic and fiscal framework for the current fiscal year in the aftermath of severe floods. The floods resulted in revising the GDP growth up to 2% and inflation hovering around 23 to 25% on an average.

Now with nominal growth ranging around 25%, all other targets will be changed, including tax-to-GDP ratio, fiscal deficit, current account deficit and others.

When contacted, a close confidant of the Minister for Finance told this scribe the IMF had sought details of flood-related expenditures going to be incurred in the current fiscal year. “We are working out details of expenditures going to be incurred on floods in the current fiscal year”, said the official. The IMF then would grant adjuster up to the extent of expenditures in achieving the envisaged budget deficit target for the current fiscal year, he added.

The Public Sector Development Programme (PSDP) will also be revised downward and some of the funds will be adjusted towards floods-related spending. It is estimated Rs300 to Rs350 billion will be utilised for the flood-related spending in the current fiscal year.

The official said, as of today, the government did not breach the primary surplus target. On the shortfall of PDL, he said the government would make efforts to bridge some part of its financing through increased SBP profits.

The government will have to seek a waiver on SOEs law as it could not be done within the envisaged deadline of September 30.

While the planned privatisation of SOEs could not take place due to heightened uncertainty, Pakistani authorities committed to IMF they would continue improving governance, transparency and efficiency, while limiting their fiscal risks.

The process of strengthening the legal and regulatory frameworks of SOEs is at an advanced stage. Benefiting from the Fund, Pakistani authorities submitted a new SOE law to the parliament which was adopted by the National Assembly in July 2022. And now it is awaiting Senate approval. However, it could not be done till September 30, 2022 deadline and it was missed out.

Nomura Holdings, Japan's top brokerage and investment bank, has warned that seven countries — Egypt, Romania, Sri Lanka, Turkey, Czech Republic, Pakistan and Hungary — are now at a high risk of currency crises.

The Japanese bank said that 22 of the 32 countries covered by its in-house "Damocles" warning system have seen their risk rise since its last update in May, with the largest increases in the Czech Republic and Brazil.

It means the sum of the scores generated by the model on all 32 increased sharply to 2,234 from 1,744 since May.

"This is the highest total score since July 1999 and not too far from the peak of 2,692 during the height of the Asian crisis," Nomura economists said, calling it "an ominous warning sign of the growing broad-based risk in EM currencies".

The model crunches eight key indicators — a country's foreign exchange reserves, exchange rate, financial health, and interest rates — to give an overall score.

Based on data from 61 different EM currency crises since 1996, Nomura estimates that a score above 100 indicates a 64% chance of a currency crisis in the following 12 months.

Egypt, which has already devalued its currency heavily twice this year and sought an International Monetary Fund (IMF) programme, now generates the worst score at 165.

Romania is next on 145 having been propping up its currency with interventions. Default-stricken Sri Lanka and currency crisis-regular Turkey both generate scores of 138, while the Czech Republic, Pakistan and Hungary notch 126, 120 and 100 respectively.

Nomura also ran the Damocles model on the G7 group of leading economies, with the results showing that all but Japan now have Damocles scores above the 100 thresholds, led by the United States and Britain.

EM economies are still more vulnerable. Most have not fully recovered from the COVID-19 pandemic and now face high inflation, limited fiscal space, negative real interest rates, a weaker balance of payments and diminished FX reserve cover.

"It is somewhat surprising that there have not been more full-blown EM currency crises this year," Nomura added.

"Then again, EM challenges are far from over... The late Professor Rudiger Dornbusch once said, A crisis takes a much longer time coming than you think, and then it happens much faster than you would have thought".

The tea imports witnessed an increase of 2.21% during the first four months of the current fiscal year as compared to the corresponding month of last year.

The tea imports from July-October (2022-23) were recorded at $192.474 million against the imports of $188.304 million from July-October (2021-22), according to data from the Pakistan Bureau of Statistics (PBS).

In terms of quantity, the tea imports, however, decreased by 8.90% during the period under review as these went down from 84,590 metric tonnes last year to 77,065 metric tonnes during the same months of the current fiscal year, the data revealed.

On a year-on-year (YoY) basis, the tea imports surged by 54.09% in October 2022 when compared to the imports of the same month of last year. During October 2022, the country imported tea worth $57.272 million as against the exports of $37.169 million last August.

On a month-on-month (MoM) basis, the tea imports however increased by 32.30% when compared to the imports of $43.290 million in September 2022.

In terms of quantity, the tea imports into the country during October 2022 were recorded at 22,829 metric tonnes compared to the imports of 17,360 metric tonnes in September 2022 and 16,121 metric tonnes in October 2021, showing growth of 31.50% over September 2022 and 54.09% over October 2021.

The overall food imports into the country increased by 9.71% during the first four months of the current fiscal year and were recorded at $3,431.022 million against $ 3,127.240 million in July-October (2021-22).

It is pertinent to mention here that the overall merchandise imports into the country decreased by 16.21% during the first four months of the current fiscal year going down from $25,084 million last year to $21,018 million from July-October (2022-23).

The exports during the period increased by 0.94% to $9,549 million as compared to the exports of $9,460 million during the corresponding period of last year.

Based on the figures, the trade deficit was recorded at $11,469 million this year against the deficit of $15,624 million last year, showing a decline of 26.59%, according to the data.

Following the attack on PTI Chairman and former prime minister of Pakistan Imran Khan during his long march, which left him with a bullet injury on his right foot, the Pakistan Army "highly condemned" the incident.

According to Inter-Service Public Relations (ISPR), the military offered sincere prayers for precious life lost and the speedy recovery and well-being of PTI Chairman Imran Khan and all those injured in this unfortunate incident."

Politicians and government leaders, including Prime Minister Shehbaz Sharif, Foreign Minister Bilawal Bhutto-Zardari, PML-N supremo Nawaz Sharif, PPP Co-chairman Asif Zardari, PML-N Vice President Maryam Nawaz, among other leaders, condemned the incident in "strongest words."

At about 4:25pm Thursday, chaotic scenes broke out near the PTI's reception camp at Allahwala Chowk in Gujranwala after gunshots were fired at Khan.

He sustained bullet injuries on his leg and, according to the police, the suspect who opened fire on Khan's container has been arrested.

Several other people, including PTI leader Faisal Javed and local PTI leader Ahmad Chattha, also sustained injuries, while Gujranwala DHQ Hospital sources say that one person has lost his life. They added that the condition of others who got injured in stable condition and received treatment.

واضح رہے بتایا گیا ہے کہ تحریک انصاف کے لانگ مارچ کے دوران سابق وزیراعظم عمران خان کے کنٹینر پر وزیرآباد میں فائرنگ کا واقعہ پیش آیا، اللہ والا چوک میں پی ٹی ائی استقبالیہ کیمپ کے قریب فائرنگ ہوئی، عمران خان کو گولی لگی ہے اور وہ بہتر حالت میں ہیں۔ گولی لگنے سے عمران خان کی ٹانگ میں زخم آیا، عمران خان کو لاہور منتقل کیا جارہا ہے، فیصل جاوید کو بھی ایک گولی لگی ہے، عمران خان ٹانگ پر گولی لگنے سے زخمی ہوئے، زیادہ تر لوگ جسم کے نچلے حصے میں گولیاں لگنے سے زخمی ہوئے ہیں۔
پولیس ذرائع کا کہنا ہے کہ حملہ آور نے ایک برسٹ چلایا اور بعد میں ایک اور گولی چلائی، حملہ آور نے کالے رنگ کے کپڑے پہن رکھے تھے، پولیس نے حملہ آور کو تحویل میں لے کر نامعلوم مقام پر منتقل کردیا گیا ہے، پولیس کے مطابق فائرنگ سے کنٹینر کے سامنے کھڑے لوگ زخمی ہوئے ہیں، زخمیوں میں ایک بچہ بھی شامل ہے۔ اسی طرح ٹی ایچ کیووزیرآباد کا کہنا ہے کہ معظم کو زخمی حالت میں ہسپتا ل منتقل کیا گیا تھا لیکن وہ زخموں کی تاب نہ لاتے ہوئے جاں بحق ہوگیا، فائرنگ سے رہنماء پی ٹی آئی فیصل جاوید ،احمد چٹھہ، حمزہ، زاہد ،محمد عمران ، محمد فاروق، لیاقت اور راشد زخمی ہوئے ہیں۔
دوسری جانب وزیراعظم شہبازشریف اور وزیراعلیٰ پنجاب چودھری پرویز الٰہی نے عمران خان کے کنٹینر پر فائرنگ کا نوٹس لے لیا ہے، اور فائرنگ واقعے پر انسپکٹر جنرل پولیس سے رپورٹ طلب کرلی ہے۔

Following the attack on PTI Chairman Imran during the long march in Gujranwala, celebrities and athletes condemned the incident and send well wishes to the former premier.

Following the assassination attempt on PTI Chairman Imran Khan, which left him with a bullet injury to his right leg, PML-N supremo Nawaz Sharif, PPP Co-chairman Asif Zardari, Prime Minister Shehbaz Sharif, and Foreign Minister Bilawal Bhutto-Zardari, among other leaders, condemned the incident in "strongest words."

"I condemn the firing on Imran Khan and his associates and pray for the recovery of the injured," tweeted Nawaz.

The Pakistani rupee Thursday fell 0.23%, extending losses for the second day in the interbank market as the dollar staged a rally against world currencies after the US Federal Reserve’s hawkish rate move last night.

The rupee lost Re0.52 to close at 221.95. It had ended at 221.43 against the greenback on Wednesday after a loss of Re0.78 or 0.35%.

The country’s merchandise trade deficit for the first four months of the ongoing fiscal shrank 26.6% to $11.47 billion against $15.62 billion in the same period of last fiscal but not enough to arrest the rupee rout.

Another notable development was the State Bank of Pakistan (SBP) and Peoples Bank of China (PBoC) signed a Memorandum of Understanding (MoU) on establishing RMB (Chinese currency) clearing arrangements in Pakistan.

Moreover, Pakistan has signed two financing agreements of $500 million with the World Bank, including the “Punjab Resilient and Inclusive Agriculture Transformation Project” worth $200 million and the “Khyber Pakhtunkhwa Accessibility Project” worth $300 million.
