The CAGELCO 1 family expresses our heartfelt condolences to the family of Board President VOLTAIRE ALBERT Q. MALAMUG. We fervently hope that his familyโ€™s faith remains steadfast during these trying times.

For years, he has been an active Member of the Board for the district of Amulung and at present the President, his passing is a great loss to the Cagayan 1 Electric Cooperative and to the whole Rural Electrification Movement. His dedication and passion will forever remain as an example to us and to all advocates of the movement.

We lost a friend, a strong advocate of the movement, and a loyal Warrior of Light. His dedication will forever be an inspiration to us.

Approximately 323 employees of the Isabela-I Electric Cooperative, Inc. (ISELCO-I) were enriched through a seminar entitled "Power 101" on February 22 and 23, 2024, hosted at the Arthur Hall, ISELCO-I Headquarters in Victoria, Alicia.

This comprehensive initiative, organized into two sessions to accommodate all participants, aimed to provide a profound understanding of the historical context, components, and framework of the Philippine Electric Power Industry. Additionally, it sought to enhance awareness of various compliance requirements and regulations set forth by the Energy Regulatory Commission (ERC), and to bolster cognitive skills through practical application within their respective roles.

The Northeast Luzon Electric Cooperatives Association, Inc. (NELECA) holds an induction and handover ceremony of officers at the Garcia Villa Manila Peninsula at 10 a.m. today. The Association bids goodbye to outgoing President, Congressman Presley C. De Jesus, while welcoming incoming President, Mr. Fredel Salvador, GM of NUVELCO, and new officers in the persons of Ms Victoria Mata, GM of BATANELCO as Vice President; Engr. Erni Baggao, AGM of ISELCO II as Treasurer; and Glen Mark Aquino, AGM of ISELCO-I as Auditor. The said event is graced by Atty. Omar M. Mayo, Deputy Administrator of the National Electrification Administration as Guest of Honor and Speaker and officiating officer of the induction ceremony.

General Managers, Board Presidents, and staff from the electric cooperatives under NELECA attended the ceremony. Addressing concerns raised by legislators on the continuing power hikes, AMRECO (Association of Mindanao Electric Cooperatives) organized a press conference with electric cooperative groups and consumer groups as resource people yesterday, 31 August 2022, Cagayan de Oro City.

Atty. Janeene Depay-Colingan, executive director and general manager of PHILRECA, the national association of electric cooperatives in the country, explained that electric cooperatives have been โ€œmaligned, crucified, and even tried in the court of public opinionโ€ for collecting increasing rates of electricity.

โ€œThe ECs may be the collectors or collecting agents of the payments due to generation companies, the transmission systems operator, and even the taxes due to the government, but I assure you that we never benefit from any increases in electricity rates,โ€ clarified Colingan.

She also added that โ€œwhen you pay your bills, the only amount that goes to the electric cooperatives is the one reflected in the distribution-supply-metering (or DSM) charges. This amount is fixed by law, regulated, and can only increase or decrease after public consultation and deliberation, as well as approval by the ERC.โ€

Colingan also provided a chart showing different components of a consumerโ€™s electric bill and where the bulk of the payments go: 61% to generation charge, 7% to transmission charge, 18% to taxes, subsidies, and other charges, and with only 14% going to distribution charge.

She highlighted that โ€œthe DSM rate [distribution charges] never changed before and during the pandemic, not in the last 10 years or since 2010! Inuulit ko po, hindi nagbago ang DSM rate โ€“ ang halaga na naka-karga sa inyong mga billing statement na napupunta sa mga electric cooperatives โ€“ since 2010! Kung may pagtaas po ng presyo ng kuryente, iyan ay dahil sa pagtaas ng ibang components tulad ng generation charge.โ€

On the side of the consumers, PHABDREC (Philippine Association of Board of Directors of Electric Cooperatives) President Atty. Gloria Corrales said that electric cooperatives have Board of Directors elected by the member-consumer-owners to protect their welfare and interests, in the same way that we elect our legislators who pass laws for the welfare of the Filipinos.

โ€œAs representatives of the member-consumer-owners, the Board of Directors certainly do not want to be burdened with higher electricity prices. We will not agree to any Power Supply Agreements that will be detrimental to the welfare of the people that we serve,โ€ said Corrales.

Power Supply Agreements are the contracts entered into by electric cooperatives and their power supplier (generation companies) in the provision of electricity that the ECs will eventually distribute to the consumers. Such PSAs are a result of deliberations and consultations and are approved by the Energy Regulatory Commission or ERC. PSA contains provisions on payment terms, rates, allowable adjustments, and others.

Corrales said that โ€œback when some PSAs were approved, the cheapest and more affordable sources of power is coal and we have enjoyed this for years!โ€

โ€œBut things happened, international conflicts erupted, exportation of coal was banned in certain countries, supply was immensely reduced, and these factors affected the cost of generating electricity,โ€ explained Corrales.

She further explained that โ€œthe Electric Power Industry Reform Act or EPIRA allows certain costs incurred by generation companies to be passed on to consumers and this is what makes electricity cost higher.โ€

Both PHIRECA and PHABDREC expressed their support for legislatorsโ€™ call for an inquiry so that necessary amendments to the EPIRA โ€“ which they hope will lessen the cost of electricity to be paid by consumers โ€“ can be implemented.

They appealed, however, that the legislators look not only into the distribution sector but the entire power supply chain including and especially the generation and transmission sectors, as well as the taxes being collected by the government on these components.

The conference was also participated in by leaders of other consumer groups as well as APEC Party-List Representative Sergio Dagooc who laid down their legislative agenda on how the power crisis can hopefully be addressed.

PHILRECA, the association of all electric cooperatives operating nationwide, would like to express our sincerest congratulations on President Ferdinand R. Marcosโ€™ designation of Raphael Perpetuo Lotilla as the new Secretary of the Department of Energy.

The energy sector is now at the core โ€“ or should be, if that is not the case โ€“ of every nationโ€™s main priority and program of action because the problems we are experiencing in the sector is affecting everything else. The increases in cost of fuel caused by instability and dwindling supply of oil due to international conflict affects all domains of the society.

Sec. Lotillaโ€™s appointment could not come in a more opportune time than now. We need the Department of Energy to be at the hands of an able commander who can steer the sector towards becoming energy independent and resilient against negative externalities or other market inefficiencies. His experience in the energy sector โ€“ as a former Secretary of Energy, in fact โ€“ certainly means he is already up to speed to what is happening around us.

We therefore extend whatever assistance we can offer to the leadership of Sec.
