READ: STEP PA ADMIT HE MOLESTING HIGH SCHOOLER, NBI SAYS

The National Bureau of Investigation in Bacolod City said the primary suspect in the abduction and death of a 15- year old high school student admitted to investigators that he molested the victim when she was still 12 years old.

Atty. Manuel Fayre, NBI Bacolod chief, said on Friday that Rene John Nasis, stepfather of Pearl Joy Galve that he molested his stepdaughter.

Galve's decomposing body was found inside a sugarcane field in La Carlota City, Negros Occidental on July 29.

Fayre said Nasis denied having something to do, with the death of his step daughter.

However, Nasis, an informant of the PNP Criminal Investigation and Detection Group, went yesterday to the NBI office in Bacolod City, after he was issued with a subpoena.

He was accompanied by CIDG personnel.

Galve, a 15 year old student of Sum ag National High School in Bacolod City, was found dead on Aug. 14, after she was reported missing on July 29.

Based on the autopsy results, the minor was reported by the La Carlota City police to have been beaten and strangled.

Fayre said he is not inclined to believe that Nasis, who is not cooperating in their investigations, is innocent on the death of Galve, noting his behavior and inconsistencies in his issued statements.

Asked why he is not cooperating with them, despite several conditions presented to him, including an offer of being a state witness, just the solve the murder incident, Fayre said Nasis is willing to take a risk.

"We are not dealing with an ordinary criminal, but a hardened criminal," the NBI Bacolod chief said.

He added that Nasis was previously convicted, and served his prison terms at the Bureau of Corrections.

With no case yet filed against him, Nasis is free to go, while the CIDG don't want him also, Fayre said.

A week after the discovery of the decomposing body of Galve, Nasis surfaced at the CIDG Bacolod Field Office, to debunk insinuations that he was involved in the death of his stepfather.

With the admission of Nasis of molesting her stepdaughter, when she was 12 years old, Fayre said charges of violation of RA 9262, or the Anti- Violence Against Women and Children will be filed against the suspect.

READ: DENGUE CASES IN NEG. OCC. NEARS 3K

Dengue cases in Negros Occidental is nearing the 3,000 mark, data from the Provincial Health Office showed.

According to data from the PHO there are 2,822 dengue cases as of August 24.

It is an increase of 183.62 percent or 1,827 more cases compared to last year's 995 cases.

The PHO also reported six cases of deaths due to dengue.

Hinoba-an recorded the most number of dengue cases with 314 cases.

It is followed by Sipalay City- 222; Bago City-207; Talisay City- 182; Kabankalan City- 173; Sagay City- 173; Silay City- 173; Cadiz City- 162; San Carlos City- 161 and Cauayan- 141.

READ: DSWD WV RELEASE AID UNDER AKAP- TULONG ESKWELA PROGRAM IN NEGROS OCC.


The Department of Social Services and Development (DSWD) in Western Visayan released a total of P14,250,000 to 4,750 beneficiaries of AKAP - Tulong Eskwela Program in a simultaneous payout in Bacolod City, San Carlos, Sagay and Victorias City, all in Negros Occidental.

The program is under the agency's Assistance to Individuals in Crisis Situation (AICS).

Sandy Jin Robles, 19, a grade 12 student from Brgy. Airport- Singcang expressed her gratitude as one of the beneficiaries who received financial aid today.

"I am truly blessed and very thankful because this is a big help for my school needs and also to my father who needs medical assistance right now due to a road accident last night with minor injuries," she said in teary-eyed.

In La Carlota City, another 3,000 beneficiaries of the government's
AKAP payout- Tulong Eskwela Program received assistance today.

Of the total number, about 1,000 beneficiaries came from Bago City; 400, Valladolid; 300, Pulupandan; 300, San Enrique; 600, La Carlota; and 400, Pontevedra.

Currently, the staff is preparing for the payout wherein the CSWD staff headed by CSWD Officer Angie Gelongo are assisting and validating the beneficiaries to check the completeness of documents before receiving their cash assistance.

Pulupandan MSWD Officer Josenel Joy Salinas together with other staff from the above- mentioned municipalities are also present to help assist the beneficiaries from their respective towns.

Also, 4Ps staff from the six LGUs are all set to augment the release of cash assistance together with the SWAD Negros staff.

More than 500 residents of Barangays Batea and Alicante, both in EB Magalona, have availed of various social services from a Serbisyo Caravan held at the Barangay Alicante covered court Thursday [Aug. 29].

Under the Retooled Community Support Program (RCSP) of the government, the Serbisyo Caravan aims to give the public easier access to basic and vital services presented in a one-stop shop package.

In collaboration with various national and local government agencies, the activity is bringing social services to the RCSP's target barangays, which have been cleared by the Philippine Army.

Moreover, the goal of the caravan is to bring essential government services directly to the people, addressing their immediate needs and helping to foster an environment of inclusivity and growth.

In EB Magalona, the Serbisyo Caravan was facilitated by the RCSP Core Team, led by Mayor Marvin Malacon, and assisted by DILG EB Magalona head Atty. Pierra Fuentespina-Lamayo.

Vice Mayor Eric Matulac, who represented the mayor, underscored the importance of the initiative, saying, "The Serbisyo Caravan is more than just an event; it's a commitment of the Municipality to ensuring that everyone, regardless of where they live, has access to the services they need."

"By bringing these resources directly to the community, the government brings services closer to communities, a whole-of-nation approach towards inclusive peace and development," he added.

Also attending the activity were Sangguniang Bayan Member Gilda Parcon and former Municipal Planning and Development Officer Engr. Erwin Poniado.

The Serbisyo Caravan offered a range of free services, including:

*Municipal Health Office - medical consultations, dental care (fluoride), first-patient encounter, circumcision, implant, pneumonia vaccination, and distribution of medicines

*Municipal Agriculture Office - distribution of seeds and coconut seedlings, issuance of fisherfolk’s ID and other agricultural assistance, and anti-rabies vaccination

*Municipal Social Welfare and Development Office - provision of assistance to vulnerable groups, including seniors, women, and children, and other relevant departments, processing of PWD IDs and solo parent IDs

*Business Permits and Licensing Office - processing of business permits

*Municipal Engineer's Office - processing of electrical permits

*Local Civil Registrar's Office - registration and late registration of certificate of live birth; Batch Request System of PSA (PSA verification)

*Municipal Treasurer's Office - issuance of cedula, certificate of ownership credential and taxbill

*Municipal Police Station - conducted a soup kitchen

*Executive Assistant Matthew Louis Malacon - donated fish to the beneficiaries

*Bureau of Fire Protection - processing of fire safety inspection permits

*Department of Trade and Industry - processing of
business registration and giving of assistance

*Department of Agrarian Reform - processing of official documents, giving of free legal consultations and advice on various legal concerns and notarial services, and other legal advices

*Commission on Elections -
voters' registration (transfer/correction), releasing of voter’s ID and voter’s verification

*Charlie Company, 79th IB of the Philippine Army, 605th Company of the Regional Mobile Force Batallion (RMFB) 6, and LGBTQ Community of E. B. Magalona - haircut and massage services

The National Bureau of Investigation (NBI) agents arrested a "fake dentist" in Victorias City for the "illegal practice" of the profession of dentistry

Manuel Fayre, NBI Bacolod chief on Thursday, identified the suspect as Regina Perez Manuel, 61, in an entrapment operation at her clinic at her residence at 24-B, Joven Street, Brgy. 2, Victorias City, Negros Occidental, on Wednesday afternoon.

Seized from Manuel were the dental chair, other equipment and medicine in her clinic.

He said it appears that Manuel had been practicing dentistry without a license for a long time not only in Victorias but in Manila where she is originally from, and even joined medical and dental missions.

Fayre said the suspect was arrested for practicing dentistry without a Professional Regulation Commission (PRC) license.

The NBI filed a complaint against Manuel for violation of Republic Act 9484 or the Philippine Dental Act of 2007 the Office of the City Prosecutor of Victorias City on Thursday.

Fayre said the Philippine Dental Association (PDA) Negros Occidental Chapter Inc. filed a request for investigative assistance to curb the proliferation illegal practice of dentistry in the province of Negros Occidental based on the information provided by the national PDA.

The PDA informed the law enforcement agency that there are more persons in the province engaged in the illegal practice of dentistry, Fayre said.

Fayre warned that those engaged in the illegal practice of dentistry should find other jobs now or also face arrest.

READ: COMELEC EYES MORE RESHUFFLING IN NEG. OCC.

The Commission on Elections may implement more reshuffling of election officers in Negros Occidental before the 2025 election, Atty. Ian Lee Ananoria, provincial election supervisor, said Thursday.

Ananoria said that some of the election officers may be transferred to other areas.

This will happen if an election officer has a relative who will be running in the local government units where they are currently assigned, he said adding that a reshuffling may also happen if an election officer retires from service.

He pointed out that an election officer should be lawyer as they will sit as chairperson of the local canvasing board.

The reshuffling is a means that an election officer can be assigned at an area where they are needed, Ananoria said.

Last week, key personnel of the poll body in the province were reshuffled.

Atty. Revo Sorbito will make a comeback as Election Officer of Bacolod City, replacing Atty. Katrina Trinio Caña, who was designated as the incoming Election Officer of Silay City.

The position of Election Officer left behind by Sorbito in Cadiz City will be taken over by Atty. Claudine Joyce Ballesteros, who will remain as concurrent acting Regional Election Attorney of the Negros Island Region.

Atty. Rolando Genito Jr, the Silay City Election Officer, is up for transfer to Kabankalan City, while Atty. Christian Leigh Razonable will be the acting Election Officer of Bago City.

Ananoria can now focus on his current post as Provincial Election Supervisor of Negros Occidental, after his additional duty of serving as Bago City Election Officer was given to Razonable.

READ: PFP MASS OATH TAKING 'WILL NOT AFFECT LOCAL COALITION', GOV INSISTS

The mass oath taking of Negros Occidental officials as new members of the ruling Partido Federal ng Pilipinas (PFP) will "not affect" the local coalition between the United Negros Alliance (UNegA) and Love Negros, Governor Eugenio Jose Lacson said on Wednesday.

On Monday, a total of 210 new members from the three provinces in the Negros Island Region (NIR), including 14 incumbent mayors were sworn by South Cotabato Gov. Reynaldo Tamayo Jr., party president, as new party members of the president's party.

Lacson admitted that during the mass oath taking of PFP at a hotel in Bacolod City, there were members of the party who took their oaths but belonged to opposing sides in the same localities.

"It's a concern of the PFP. To whom does the party give the Certificate of Nomination (C**A)? That should be a concern of the party," he pointed out.

Tamayo, when asked about the possible clashes among party mates, said the party steering committee has been tasked to resolve the issues.

"The steering committee has rules to follow, but he did not elaborate further. Rest assured, the party will do its best to provide solutions to all of these," Tamayo adding that "he cannot not decide it alone."

Asked if the rule of the equity of the incumbent will be observed, should there be a clash among party mates, Tamayo said.

In Negros Occidental, UNegA and Love Negros has an existing coalition from the provincial level up to the local level since 2019.

Incumbents Lacson and Vice Governor Jeffrey Ferrer run under the coalition during the 2019 local elections.

Lacson is a member of the Love Negros while Ferrer leds UNegA as its chairman.

The two local political parties have formed a coalition to field common candidates in the majority of the cities, municipalities, and districts across the province.

A bottlenose dolphin measuring 1.60 meters was rescued by the Sipalay City Bantay Dagat on Wednesday, August 28, 2024, at Purok Kalubihan, Brgy. Cartagena.

The distressed dolphin was seen by Gelonimo Galvez, 44, a resident of the said barangay who reported the incident to the authorities.

The marine mammal has no significant wounds in its body but a buoyancy control problem was noted, the TF reported.

The mammal is being kept in a safe location in Sitio Dul-ongan, Barangay Canturay, for monitoring and recovery.

Moves to convince Victorias City Mayor Javier Miguel Benitez to run as 3rd district congressman got a another boost with Negros Occidental Governor Eugenio Jose Lacson today after he endorsed for the post.

"His the logical choice for the post. His more than competent for the position. I know he can handle that," Lacson pointed out on Wednesday.

However,the governor said to wait for the decision of the mayor.

"Mayor Javi will make that decision," Lacson said adding that he believes that the first term mayor "is more comfortable with an executive position," Lacson said.

On Monday, newly appointed director general Secretary Francisco Benitez of the Technical Education and Skills and Development Authority (TESDA), endorsed his nephew as his heir in Congress after the former was appointed to a Cabinet post.

In reaction, the younger Benitez said he is still consulting his political leaders in Victorias City before making any decision for the 2025 elections.

The younger Benitez said he appreciates the endorsement from his uncle.

"It's a strong endorsement from the incumbent congressman," he said adding that his heart is with Victorias City as he "invested his time and resources to the city."

His father, Bacolod City Mayor Alfredo Abelardo Benitez also earlier announced that his son would be the strongest candidate for the 3rd District congressional post, which he had vacated in 2019.

Also, giving their support to the Victorias City mayor are E.B. Magalona Mayor Marvin Malacon and the members of the Municipal Council, Murcia Mayor Victor Gerardo Rojas and the Team Asenso of Silay City led by former Mayor Mark Golez.

Also expressing support for the mayor's congressional bid in 2025 were the town councils of EB Magalona and Talisay City.

Silay Asenso Team led former Mayor Mark Golez, incumbent Murcia Mayor Gerry Rojas and the group of Talisay City councilor Gabriel Villacin, who is vying for the vice mayoralty seat also issued statements expressing support for the mayor.

LOOK: TRANSPORT GRPS MET, TALK WITH TRANSPORT ORGS.

The Bacolod Sangguniang Panlungsod, led by Vice Mayor El Cid Familiaran, held a dialogue with various transport groups in Bacolod such as the Kabacod Negros Transport Coalition, UNDOC-PISTON, and BACOD MANIBELA to address various transport issues and concerns today at the Sangguniang Panlungsod, Bacolod City Government Center.

Together with Vice Mayor El Cid Familiaran are the City Councilors and the transport groups with KNETCO President Lilian Sembrano as their representative.

The hearing covered numerous discussions and a resolution that will aid in solving the transportation issues including the review of the Local Public Transport Route Plan (LPTRP).

With nearly a year to go before the 2025 mid-term elections, the Benitez clan of Negros Occidental is securing its political domination in the province.

Earlier, newly appointed director general Secretary Francisco Benitez of the Technical Education and Skills and Development Authority (TESDA), endorsed hos nephew Victorias City Mayor Javier Benitez, as his heir to the 3rd district after the former was appointed to a Cabinet post.

The younger Benitez said on Monday that he is still consulting his political leaders in Victorias City before making any decision for the 2025 elections.

The younger Benitez said he appreciates the endorsement from his uncle.

"It's a strong endorsement from the incumbent congressman," he said adding that his heart is with Victorias City as he "invested his time and resources to the city."

His father, Bacolod City Mayor Alfredo Abelardo Benitez also earlier announced that his son would be the strongest candidate for the 3rd District congressional post, which he had vacated in 2019.

Also, giving their support to the Victorias City mayor is E.B. Magalona Mayor Marvin Malacon and the members of the Municipal Council, Murcia Mayor Victor Gerardo Rojas and the Team Asenso of Silay City led by former Mayor Mark Golez.

Also expressing support for the mayor's congressional bid in 2025 were the town councils of EB Magalona and Talisay City who respectively passed resolutions.

Silay Asenso Team led former Mayor Mark Golez, incumbent Murcia Mayor Gerry Rojas and the group of Talisay City councilor Gabriel Villacin, who is vying for the vice mayoralty seat also issued statements expressing support for the mayor.

The two consumers' groups in central Negros Occidental lauded Negros Energy and Power Corporation (NEPC or Negros Power) for its swift action in restoring Alijis substation supply.

The Power Watch Negros (PWN), through its Secretary-General Wennie Sancho, and the Utilities Consumers Advocate for Reforms (UCARE) through its Convenor Roy Cordova, in separate statements to the media, expressed their gratitude "to the concern showed by Negros Power to the 48,000 affected homes" due to the breakdown of the 13-year-old Alijis substation facility.

"The inconvenience brought about by the recent power interruptions in Brgy. Alijis, Bacolod City and other affected areas were disruptive. But the case of a busted transformer that was the root cause of the blackout must be investigated, in order to prevent the occurrence of the same incident in the future," PWN SecGen Sancho said, adding that, "with the risk of power outages in the future, it is crucial for Negros Power to assess the aging equipments of CENECO in terms of its utility value. It is hard to swallow the truth that the energy infrastructure of CENECO is vulnerable and is undermaintained or its distribution lines are weak, and more likely to experience system scale failures. This is a big challenge for the rehabilitation program of Negros Power."

On the other hand, how the power system is restored after a sudden blackout is a complex process. However, when we help restore power in the franchise area of Negros Power, after a brownout, we are not just fixing a technical issue. We are saving lives, keeping the business running and preventing major economic losses," Sancho also said.

"The ability to quickly restore power after a blackout is crucial for maintaining a resilient power system. Power system restoration is a highly intricate process, involving multiple steps, numerous operational decisions, and complex technical constraints, making it a challenging task," he added.

"We have to learn more about the remarkable efforts of the Negros Power technical working force under the direct supervision of Mr. Roel Castro, President and CEO of Negros Power, who ensure that the light stays on. At the top of their operation is to implement the safe and efficient reestablishment of electricity services and to recover power supply for the consumers as fast as possible to reduce the negative impact of power outages," he added.

Negros Power, with the cooperation of the consumers, will make significant strides in ensuring reliable power supply in the implementation of its 5-year Development Plan. On the power outages in Brgy. Alijis, the Negros Power had clearly explained the issue for the public to understand. The rehabilitation and modernization program for CENECO will gain social acceptance to build the power infrastructure to meet our needs. This is based on the premise that stability in power supply, coupled with competitive electricity rates, attract industrial and commercial investments that will generate job opportunities, and will raise the workers' purchasing power to generate consumer spending. This will pump prime the economy of the Negros Island Region (NIR)," Sancho also said in his statement.

UCARE

On the other hand, UCARE said that it is "grateful to Negros Power for all the efforts done for the early restoration and reenergization of electric power for the consumers covered by the feeders of Alijis sub-station. The immediate arrival of the 10MVA mobile substation from MORE Power Iloilo and the installation and connection to the Alijis substation enabled NEPC to solve urgently the power woes brought about by the breakdown of the aging power transformer of Ceneco."

"The precision undertaken by Negros Power to restore electricity is indeed proving that NEPC is a distribution utility that will be trusted for the supply of reliable power.

Congratulations to the men and women of NEPC for the job well done. We are looking forward that your 'Service Beyond Power' will continue to the satisfaction of consumers," UCARE said in the statement signed by Cordova, its convenor.
