"Atin Ito Mission: Civilian-Led Sail to West PH Sea" 🇵🇭

A special mission called Atin Ito, led by regular people instead of the government, is getting ready to go to the West Philippine Sea. Some reporters are going too. The goal is to bring food, medicine, and holiday happiness to the fishermen and frontline workers who are in the West Philippine Sea.

This mission is the first of its kind, bringing together different young people and community groups. They're all on a big ship called MV Kapitan Felix Oca, which is like the main ship for the mission. Onboard are young leaders, fishermen, and volunteers, influencers, vloggers from different groups. They're carrying supplies like food, medicine, tools for navigation, and gifts for Christmas to share with the fishermen and frontline workers.

The journey starts from Manila and goes to El Nido, where they'll officially start the mission. It's all about helping and bringing joy to those who are taking care of our seas.

ISANG MARINONG BIKTIMA NG AMBULANCE CHASER, NAGSALITA NA!

Nakakalungkot at nakaka-galit na patuloy na pamamayagpag at pambibiktima ng mga ambulance chasers at ng kanilang sindikato. Isa itong malaking krimen hindi lamang sa mga marino at sa industriya maritima kundi pati sa buong bansa.

Nakakatakot na unti-unti nang lumilipat sa ibang nationalities ang mga ship owners, hindi dahil kawalan ng skills ng mga Pinoy kundi dahil sa sindikato ng ambulance chasers at ng kanilang mga kasabwat.

Malinaw na sinabi ni Kuya Marino dito sa interview na ito na binabayaran ng kanyang kompanya ang kanyang pagkaka-ospital. Pero dahil na rin sa ipinangakong malaking halaga at cash advance mula sa ambulance chaser ay nahikayat siyang magdemanda.

Inamin din ni Kuya Marino na naisip niyang huwag nang ituloy ang kaso ngunit natakot na syang bawiin ito dahil sa pinirmahang kontrata at mga cash advance.

Sinabi din ni Kuya Marino na hindi sa kanya napunta ang buong halagang na-award sa kanya.

Maswerte pa si Kuya at hindi siya nagaya doon sa chief cook na 2M lang ang nakuha mula sa 7M na na-award sa kanya. Nang mag-apela at nanalo sa Court of Appeals ang kompanya, ang chief cook lang ang papa-sauliin ng buong 7M kahit hindi niya nakuha ang buong halaga.

Ang mga kasong tulad nito ay ang pumapatay sa ating indutriya. Ilang libong marino na ang nawalan ng trabaho dahil dito. Ito rin ang isa sa malaking dahilan kung bakit mahirap nang sumakay ang mga may edad, mahirap na PEME, mahirap na pagsampa sa barko at pagbaba ng bilang nga ship owners nag-i-invest sa ating mga kadete.

Nakasaad sa provision for escrow na dapat sana ay kasama sa Magna Carta for Seafarers na ang lahat ng benepisyo at kung ano pa mang halaga na nararapat nilang bayaran ay automatic na mapupunta sa marino. Ang mga kasong contested lamang ang ipapasok sa escrow.

Senator Risa Hontiveros ito po ang bigger picture. Sana po ay pakinggan ninyo ang parehong panig at huwag po sana tayong maging short-sighted dahil malaki po ang nakataya at libu-libo pong mga Pilipino ang pwedeng mawalan ng trabaho. Hindi lang po mga marino mawawalan ng trabaho dito, mula presidente hanggang janitor ng mga manning agencies, maritime training centers, maritime schools, maritime clinics, uniform suppliers, safety equipment suppliers etc. Damay-damay po, domino effect kumbaga. Sinabi po sa video na hindi lang sya ang naloloko ng sindikato, marami daw syang kasabayan and we're only talking about one ambulance chasing group. CORRUPTION IS KILLING THIS INDUSTRY!

Manning agents plead for equal protection over disability claims

Rumors of the scrapping of the escrow provision in the Senate version of the proposed Magna Carta for Seafarers have alarmed manning agents.

Captain Reynaldo Casareo, president of Cargo Safeway Inc., one of the biggest crewing agencies in the country, said Wednesday the Senate Committee on Migrant Workers headed by Senator Raffy Tulfo should clarify whether or not the Senate bill will have an escrow provision like the MCS version already passed by the House of Representatives.

Casareo said they want protection against seafarers who collude with ambulance chasers to get payments for permanent disability suffered on duty when the injury is not really permanent.

“Senator Tulfo, please also listen to the agencies and shipowners being abused by ambulance chasers and not those seafarer groups that clearly have different intensions,” Casareo said.
Another manning executive who requested not to be named also appealed to the senator.

“If Senator Tulfo has indeed believed that the escrow provision is
anti-seafarer, then this is bad. It was supposed to help ship owners that are providing opportunities to our seafarers. We hope he will listen to us.”

Kabayan Partylist Representative Ron Salo, chairman of the House Committee on Overseas Workers Affairs, inserted in the MCS bill the provision for the creation of an escrow account that would strengthen the fight against ambulance chasing.

Party-list Rep. Marissa “Del Mar” Magsino earlier said the provision was intended to address the inimical practice of ambulance chasing perpetrated by unscrupulous lawyers and litigants to the prejudice of employers and manning agencies.
“The proposal is to place in escrow the monetary award (for disability claims) in favor of a seafarer if the employer or manning agency concerned has appealed the decision for judicial review,” Magsino said.

“To counter-balance it, the seafarer is given the option to file a corresponding bond as a security, if he wishes to move for the ex*****on of the decision pending appeal. These twin mechanisms are precise to prevent the dissipation of the monetary award in the hands of the winning party in the absence of a final judgment,” she said.

During the Maritime Familiarization Workshop for Media organized by the seafarers’ union AMOSUP over the weekend, Atty. Iris Baguilat, chairperson of the ALMA Maritime Group and president of Dohle Seafront Crewing (Manila), said seafarer deployment dwindles yearly because of several factors, including the rampant illegal practice of ambulance chasing.

Quoting the employers’ group International Maritime Employers’ Council, Baguilat said “Ambulance chasing is the biggest threat to Filipino seafarer employability” since it made them expensive due to their lawyers’ erroneous claims.

She said that the Department of Migrant Workers reported that, based on National Conciliation and Mediation Board data alone for 2018 to 2022, between 28 percent and 30 percent of the monetary awards by NCMB amounting to over P2.57 billion have been reversed by higher courts for being erroneous.
“Most of this award has not been returned to the shipowners,” Baguilat said.
