PGIN, Ilokano farmers secure partnership for white onion sale



Farmers in the municipality of Bacarra, through the assistance of the Provincial Government of Ilocos Norte, have secured a partnership to supply an institutional buyer in Canlubang, Laguna, with white onion products from Ilocos Norte.



The province is a top producer of high-value agricultural crops, including garlic and onion; thus, this new partnership marks a significant development in the trade of local produce.



Under the leadership of Governor Matthew Marcos Manotoc, the Provincial Government of Ilocos Norte has been steadfast in its commitment to investing more in farmers, fisherfolk, and livestock growers to ensure the productivity and profitability, as agriculture is one of the main pillars of the province's economy.



Gov. Marcos Manotoc highlighted the significance of this partnership, citing its contribution to agricultural innovations:



"Talagang napakalaki ng investment namin sa agrikultura, but we must make sure that these investments are properly directed to the people, our farmers, livestock growers, our fisherfolks.



We, in the Provincial Government, will assure you that we will do our best to give the best opportunities that will alleviate the situation of every Ilokano family."



Meanwhile, Engr. Ma. Teresa L. Bacnat, Officer-in-Charge of the Office of the Provincial Agriculture, said "The Provincial Government is very instrumental in this endeavor by providing marketing logistics to the cooperative through the provision of a vehicle for the delivery of their products."



"The Governor also approved the provision of fuel in going to and from the place of delivery, including the travel allowance of the drivers which could have been shouldered by the farmers," she added.



From March 24 to April 16, 2024, the Bacarra Multipurpose Cooperative has already delivered a total of 21,800 kilograms of white onion products.



This direct partnership between the farmers and the 'institutional buyer' eliminates the existence of “middle men” and the price per kilo will be based on the production cost, which significantly increases the farmers’ income.



Moreover, the buyer will also provide technical assistance to the members of the cooperative, in the areas of farm management, consolidation, sorting, and transporting to maintain quality agricultural products.



PGIN intends to expand its marketing linkages to improve the operations of cooperatives in the province as they partner with other institutional buyers and increase the number of Good Agricultural Practices-Certified Areas to meet the food safety standards of buyers. – Kenneth Dhovan Natividad, PGIN-CMO

SENATOR IMEE ON LOOMING JEEPNEY STRIKE, PUV MODERNIZATION DEADLOCK: KAUKULANG SOLUSYON, HINDI LANG EXTENSION, NOW NA!

The national government must decisively implement, without further delay, concrete solutions to pending issues hounding the Public Utility Vehicle Modernization Program (PUVMP), as another nationwide transport strike is expected on Monday, April 15, said Senator Imee Marcos.

“Alam naman natin malawakang problema ito… yung mga concern ng ating iba’t-ibang sektor ay hindi pa naa-address nang kumpleto. Nananawagan pa rin tayo ng malawakang konsultasyon sa mga owners, drivers, pati commuters, habal-habal, pati yung sumasakay na mga estudyante,” Marcos stressed, in a radio (DWIZ) interview Saturday.

She added, “Ang transportasyon ay parang dugo, sirkulasyon ng bayan… yan talaga ang umiikot at nagpapairal ng negosyo, naghahatid ng estudyante, nagdadala ng may sakit sa ospital. Papaano tayo kikilos kapag wala ang ating mga driver?”

The senator said an immediate, comprehensive consultation process with all stakeholders is key to solving festering problems in the stalled modernization push, most importantly, the inability of PUV operators and drivers to afford modern units.

She further stressed that modernizing the transport sector must not come at the expense of drivers whose only means of livelihood is driving their traditional jeepneys, and the riding public—both trying to make ends meet amid rising inflation and high cost of living.

Merely extending the April 30, 2024 franchise consolidation deadline will not address the issues, Marcos underscored.

“May palugit o wala, hindi rin natin mapipilit yung ating mga driver kapag hindi pa naisasaayos ang pagbili ng sasakyan; hindi pa malaman kung sino ang sasagot kapag hindi nakapagbayad ng utang. Lahat ito ay napakaimportante,” she explained.

Thousands of jeepney and UV express drivers nationwide will join a two-day nationwide strike, according to transport groups Manibela and Pagkakaisa ng mga Samahan ng Tsuper at Operator Nationwide (PISTON), following President Ferdinand Marcos Jr.’s announcement the deadline for individual PUV operators and drivers to merge into cooperatives and corporations is final.

“Saan naman kukuha ng P2.4 milyon (cost of modern jeepney) kada isa? Ganun din ang problema ng kooperatiba, sinasabi na lahat ay sumali sa transport coop pero hanggang ngayon alam natin na maraming dumadaing na dati, sila ang may-ari, aba’y magiging empleyado na lamang sila ng kooperatiba.”

Jeepney operators who fail to meet the consolidation deadline will lose their franchise and must cease from plying their routes.

ADVISORY
In order to allow learners to complete pending assignments, projects, and other requirements as the end of school year is fast-approaching, all public schools nationwide shall implement ASYNCHRONOUS CLASSES/DISTANCE LEARNING on April 15-16, 2024.
Likewise, teaching and non-teaching personnel in all public schools shall not be required to report to their respective stations.
However, activities organized by Regional and Schools Division Offices, such as Regional Athletic Association Meets and other division or school level programs, to be conducted on the aforementioned dates may push through as scheduled.
Finally, private schools shall not be covered by this advisory but shall have the option to implement the same.

IDP Philippines and Ilocos IELTS Review Center Open the First IELTS on Computer Lab in Laoag, Ilocos Norte

IDP Philippines and Ilocos IELTS Review Center (IIRC) partner up to open the International English Language Testing System (IELTS) on Computer Lab in Laoag, which marks the 1st IELTS on Computer lab in Laoag and the whole of Region 1, and the 12th IDP IELTS lab in the country. The lab will open on June 22, 2023, at Laoag City, Ilocos Norte.
The IDP-IIRC Shared Lab in Laoag City is set to bring convenience, accessibility, faster results, and an enhanced test experience to Ilocano test takers from Ilocos Norte as well as its neighboring provinces such as Ilocos Sur, Cagayan Valley, Abra, and Apayao. This shared lab also provides test takers the opportunity to showcase their English language proficiency in a manner complementing modern technological advancements.
IDP has more than 1,500 IELTS test locations across 56 countries, including more than 280 IELTS on computer test centers. With IELTS being the world’s most recognized, reliable, and secure English language experience, the IDP-IIRC IELTS on Computer Shared Lab allows test takers to book their IELTS test at the venue, have access to numerous IELTS test preparation, and review materials and take IELTS on computer.
IELTS on computer offers a convenient way of completing the Reading, Listening, and Writing parts of the test using a computer, together with the Video Call Speaking (VCS) test with an IELTS examiner, allowing test takers to complete the entire test in only one day. Test takers can also enjoy faster release of test results in just three to five days and enjoy more testing schedules to choose from.

India gov’t conducts business roadshow in Ilocos Norte



Governor Matthew Marcos Manotoc and Indian Ambassador Shambu S. Kumaran, led a business roadshow forum to strengthen the partnership between India and Ilocos Norte at Plaza del Norte, Laoag City, on Monday, March 27.





The roadshow was initiated by the India Business Forum Association (IBFA), the Provincial Government of Ilocos Norte (PGIN) through the Ilocos Norte Trade and Investment Center (InVest), to introduce different investment opportunities and potential business partnerships to support Ilokano-owned enterprises and further develop the economy of the province.





IBFA is a non-stock organization which aims to foster Indo-Philippine relationship with close coordination of the Indian Embassy in the Philippines.





"I believe that Ilocos Norte is prime for investment and we have set forth the goal of becoming the commercial hub of Northern Luzon," Gov. Manotoc said.





The event focused on different sectors such as agriculture, pharmaceutical and health care, automobile, information technology and business process outsourcing, renewable energy engineering, accounting, travel and tourism, manufacturing, and creative industry and educational technology.



More than 100 participants attended the roadshow including members of IBFA, local officials, and guests from Metro Manila.





Ambassador Kumaran mentioned that he is aware of potential for business and trade in the Northern Philippines, especially in Ilocos Norte.





Under the administration of Gov. Marcos Manotoc, the province remains to be an ideal setting for business rentures, noting its strategic location, diverse resources, reliable public utilities and highly educated population.





According to Ms. Soya Cheng-Bueno, department head of the InVest office, Ilocos Norte is a good place to invest given that it has the region's lowest poverty rate of 2.5%, government support and incentives through the Provincial Employment Group, is business friendly through the I-Care Desk, and is strategically located.

Ilocos Norte receives MRI, new ambulances from DOH



To improve emergency and essential services in the province, the Department of Health's Centers for Health Development 1 (DOH-CHD 1), turned over five ambulances and a magnetic resonance imaging (MRI) machine to healthcare units to the Provincial Government of Ilocos Norte on February 1, 2023.



The Gov. Roque B. Ablan Sr. Memorial Hospital (GRBASMH), Ilocos Norte’s flagship hospital, was the recipient of the MRI machine. The five (5) fully-equipped ambulances were given to the district hospitals in the towns of Sarrat, Piddig, Vintar, Bangui, and to GRBASMH.



These vehicles are among the seven ambulances pledged by the DOH to the province. Two more ambulances are expected to be delivered soon to the province's second district.



“This is the first time of the history of Ilocos Norte na we will have an MRI machine sa ating mga facilities. So, we’re very glad and honored,” Governor Matthew Marcos Manotoc said during the turnover.



He then urged the recipients to look after the medical equipment well and make the best use of it.



Moreover, Governor Marcos Manotoc noted that the province is working to raise the compensation of healthcare professionals and that it plans to add more medical professionals to the province's workforce in commitment to providing health and welfare assistance to his kakailians.



Dr. Rogelio R. Balbag, Executive Director of the Ilocos Norte Hospital Management Council, also expressed his gratitude to DOH-CHD 1 and the national government for providing funds to improve more health facilities in the province. -Mariell Pahinag, PGIN-CMO.

Ayon Kay Marcos, chairperson ng Senate committee on Cooperatives, nababagabag siya sa mga alegasyon patungkol sa smuggling, lalo na’t personal nyang nalaman ang mga paghihirap ng ating mga kababayang magsasaka.

Giit ng Senadora marapat lamang na mariing imbestigahan na ang akusasyon nang walang halong takot at pagpabor hanggang sa malaman natin ang buong katotohanan para sa mga magbubukid at sa ngalan ng katarungan.

“NAKAGAGALIT, NAKAKABAGABAG at NAKALULUNGKOT ang walang tigil na smuggling sa mga produktong agrikultura kaya dapat ituloy ang hearing. Kahit sinuman ang tamaan, dapat walang sasantuhin ang gobyerno,” gigil na pahayag ni Marcos.

“Wala na sanang postponements, nang sa gayon, matapos ang maraming taon ng paglusot at pagsalag, makulong na habambuhay ang mga kriminal, smugglers at mga walang malasakit na pasimuno nitong malawakang pagsasabotahe sa ating agrikultura!,” diin ni Marcos

Sa panig ng Senado, sinabi ni Marcos na itutuloy nila ang pagdinig hanggang hindi nakakasuhan at naipakukulong ang mga smuggler at kasabwat nila sa mga ahensya ng gobyerno.

Sa nakalipas na Senate hearing, tinukoy na ang mga pangalan ng bigtime smugglers pero walang ginawang aksyon ang Bureau of Customs.

Noong Jan. 23, pinaimbitahan naman ni Sultan Kudarat 2nd district Rep. Horacio Suansing Jr. ang sampung bigtime agri smugglers na sina Leah “Luz” Cruz, Manuel Tan, Jun Diamante, Andrew Chang, Michael Ma, Lujene Ang, Beverly Peres, Lucio Lim, Gerry Teves at alyas “Aaron”.
