B**g Go reminds public to remain vigilant and follow health protocols despite GCQ; says ‘fight against COVID-19 not yet over’

With most places in the country now being placed under general community quarantine effective June 1, Senator Christopher Lawrence “B**g” Go reminded Filipinos to continue following health protocols and remain vigilant as coronavirus disease (COVID-19) outbreak still remains a threat to everyone.

“Pinapaalalahanan ko lahat ng Pilipino na maging mapagmatyag at sundin ang mga palatuntunan sa mga quarantine na ipinapatupad ng mga otoridad,” Go said.

“Mag-ingat pa rin, ‘wag maging kampante. Malayo pa ang laban. Still follow protocols. Wala pa pong vaccine na naiimbento at ayaw nating kumalat o lumala pa ang sitwasyon natin sa bansa,” he added.

The senator’s reminder came after President Rodrigo Duterte, upon the advice of the Inter-Agency Task Force, has approved effective June 1 until June 15 to put many major areas under GCQ, including Metro Manila, from the enhanced community quarantine imposed throughout Luzon before.

GCQ has been declared in Baguio City, Pangasinan, Region II, Region III, Region IV-A and the National Capital Region.

In the Visayas, Iloilo City and Region VII were also declared under GCQ, and in Mindanao, both Zamboanga City and Davao City are placed in the same quarantine classification. Meanwhile, for the rest of the areas not mentioned, a modified GCQ is taking place.

Cebu City is the only one in the country which remains under the more stringent modified ECQ. The same IATF resolution, however, allows for the imposition of localized ECQ within a town or city should there be sudden spike in the number of infection cases.

“Sa pagdeklara ng GCQ, maraming syudad ang magbubukas ng mga businesses. Higit pa, magkakaroon din ng limited public transportation. Dahil dito, mas maraming tao ang pwedeng lumabas ngunit, hinihiling ko sa aking mga kababayang Pilipino na lumabas lamang kapag kinakailangan,” Go further reminded.

“Hindi ibig sabihin na GCQ na ay pwedeng mamasyal na. May sinusunod pang mga health protocols upang siguraduhin na tuluyang malampasan ang krisis na ito at mahinto na ang pagkalat ng COVID-19,” he added.

The IATF has defined GCQ as the implementation of temporary measures limiting movement and transportation. There are also regulations of operating industries and, more importantly, the presence of uniformed personnel to enforce necessary community quarantine protocols. Meanwhile, the MGCQ refers to the possible transition between GCQ and the New Normal, when the temporary GCQ measures are relaxed and become less necessary.

“Hindi pa ‘new normal’ ang MGCQ. Malayo pa po tayo roon. Kailangan natin magtulungan para umusad tayo papunta sa New Normal,” the senator said.

On the other hand, Go also clarified that the Hatid Probinsya initiatives for stranded individuals are different from the Balik Probinsya, Balik Pag-asa Program (BP2). The senator explained that each program addresses certain types of concerns of affected individuals seeking help.

“Para po sa kaalaman ng lahat, magkaibang programa ang Hatid Probinsya at BP2. Ang Hatid Probinsya po ay para sa mga Pilipinong stranded, hindi taga Maynila, at kailangan nang umuwi sa kanilang probinsya, lalo na ngayong COVID-19,” Go explained.

“Ang BP2 naman ay para sa mga residente ng Metro Manila na gustong umuwi at magsimula ng bagong buhay sa kanilang mga probinsya pagkatapos ng health crisis na kinakaharap natin,” the senator added.

Various Hatid Probinsya initiatives being implemented right now are specifically targeting overseas Filipino workers, students, tourists and ordinary individuals who are stranded in Metro Manila and need to go home to their provinces. The national government opted to roll out the subsequent batches of BP2 program soon after the Hatid Probinsya initiatives are done being implemented.

Go also made clear that each batch being brought home go through a rigorous health process to prevent them from being carriers of the disease. They are also required to go through a mandatory fourteen-day quarantine making sure that there is no transmission of virus from one place to the other.

“Maliban dito, mahalaga din ang coordination between the national government at mga local government units. Kailangang masiguro muna na merong testing capacity at handa nang tumanggap ang uuwiang probinsya,” the Senator added.

1. Magandang gabi sa inyo. Nandito kami para malaman ninyo ang mga polisiya na ginagawa namin. Ang ginagawa namin because the situation demands for it. To see to it that the Republic is well guarded. The welfare of the People is the highest concern.

2. Itong Landbank, you can borrow money to finance the education of your children. We are hard pressed in our finances but we have to place premium on our education. Landbank is there to help you. Dito ako interesado. I want the development of this endeavor, gusto ko malaman na matutupad. I will require a report everyday.

3. The NCR will be now be placed under the GENERAL COMMUNITY QUARANTINE (GCQ) starting June 1.

4. Davao City will remain under GCQ.

5. The regions under GCQ will be 2, 3, 4A, Pangasinan, and Albay.

6. The REST OF THE COUNTRY will be placed under MODIFIED GENERAL COMMUNITY QUARANTINE (MGCQ).

7. Let me appeal to the landlords, owners of malls, big buildings - when you collect from someone who is not earning. That is practically flogging a dead horse.

8. Just pray that the vaccine, target ng China is September - they will be one of the first countries to come up with a vaccine. This should be addressed by the DTI. Ako nakikiusap, nagmamakaawa.

9. Let us help one another. If it does not spell bankruptcy, tiisin na lang muna natin. Baka sakali makatulong ang appeal ng Gobyerno.

10. Remember, the entire nation is still under quarantine. Let us move to the so-called new normal.

11. The State has every right to stop the movement, to stop the contagion. But for you to pass the virus to the other guy, that is where the right of the State to come in. To prevent the mass contagion, gusto namin putulin kung saan kelangan.

12. This is the reason for the police powers of the State - public safety, public welfare, public interest. To avoid a state of anarchy, the State has the right to come in. It is the survival of the Republic of the Philippines.

13. We are a country of laws. We obey the law.

14. We are one with you in the matter of the health and safety of our learners and teachers. Bakuna muna. Pag andyan na, ok na.

15. There is confusion and anxiety from the parents.

16. There will be no face to face classes and sessions until we assure safety of our learners and teachers.

17. We will do distant learning, we now call it blended learning.

18. For those who do not have interactive facilities, there will be a printed modules to be delivered to the homes by our barangay workers.

19. Online learning platform. We in DEPED, we have 7 million subscribers wherein lessons and tips to teachers are accessible to teachers and parents.

20. We made a survey of 788,000 teachers whether they have laptops or desktops. More than 700,000 have laptops and desktops.

21. Television - those homes which do not have connectivity. 15% of airtime should be dedicated for children’s programming.

22. We are working out with Presidential Communications (Government of the Philippines) - PCOO. PCOO is volunteering its facilities through IBC TV 13. (Props to my boss, Secretary Martin Marfori Andanar!!!👊🏼👊🏼👊🏼)

23. We completely support that children should not be exposed to COVID-19. But there should be opportunities for learning for them.

24. Are we prepared? Di naman ito bago. We are utilizing existing ways of communications. We seek your approval, Mr. President, for these alternative ways of learning.

36. Cashless transaction sa transportation, sa taxi, sa bus at modernized jeepney.

37. Ang mga drivers license, plaka - idedeliver na ng courier derecho sa mga bahay. Malalaman din natin kung totoo ba talagang doon sila nakatira.

38. Wala ng mga inauguration. Operate na agad!

40. Zamboanga has 2 laboratories. In Davao, thru San Miguel and Ayala Corporation, we are trying to automate the Southern Philippines Medical Center.

42. Baguio City - they will open up some of their restaurants and local tourism.

43. I would like to convey the gratitude of the nation.


President Duterte:
44. I would like to mention Mayor Benjie Magalong of Baguio. He is very good. Hindi gaya ng iba diyan.

45. I don’t want to quarrel with Mayor Richard Gomez. Kahit ayaw niya tanggapin ang mga OFW. Ok lang. But there are constitutional issues that have to be faced. There’s no reason that you should not accept them with open arms.

46. This I would like to convey to the mayors. Help everyone. This the order of the national government.

47. Peace and order. Mula January 5 to March 16, 11,004 crimes. Pero mula March 17 to May 27, bumaba to 4,000 ang crimes. Eto ay magandang development.

51. I repeat, THERE IS NO MARTIAL LAW IN THE PHILIPPINES. Far from it. We are exercising the power of the State for public health. Please understand that these are things we have to do. There will be no arrests and detention. If there is any intervention - the role of the PNP is just to implement the law.
