📌PUBLIC ADVISORY

SIARELCO would like to inform its valued member-consumer-owners that the fluctuations and low voltages that are experienced lately are due to the unbalanced and low voltage from the National Grid Corporation of the Philippines or NGCP, our transmission provider, from their Placer substation to SIARELCO substation.

Data from the Technical Services Department show that the NGCP has only given SIARELCO roughly 63kV voltage instead of 69kV resulting to fluctuations and low voltages.

Currently, SIARELCO continuously monitors voltage supply and undertakes the upgrading of the power lines and installation of line capacitors to maintain and improve SIARELCO’s performance in its entire franchise area.

We would like to request our valued consumers to take precautionary measures such as unplugging all the electrical devices/appliances to avoid incurring damages should the fluctuations and low voltages still occurs and only resume its usage once the voltage becomes stable.

SIARELCO expresses its heartfelt apologies for the inconvenience caused by such fluctuations. We anticipate your usual understanding and support to the Cooperative.

ENERGIZING PHILIPPINES BY 2028

NEA administrator Antonio Mariano C. Almeda has expressed its desire in accepting and fulfilling the challenge of giving each and every Filipino a brighter future through electrification.

On his statement made during the NEA-EC summit on February 23, 2023, admin Almeda stressed the importance of having solidarity within EC’s and with its regulating body, NEA. All these efforts are for the good of all the member-consumer-owners.

NEA ADMIN CALLS FOR SOLODARITY WITH ELECTRIC COOPERATIVES

National Electrification Administration (NEA) administrator Antonio Mariano C. Almeda encourages all EC’s to work in harmony with his office to achieve excellent service for the member-consumer-owners.

NEA admin made his statement as he graced the NEA-EC communicators seminar/workshop attended by various representatives from different Cooperatives from Luzon, Visayas, and Mindanao.

Meanwhile, admin Almeda also pointed out the need of spilling irregularities in the cooperative, if there is, to ensure that EC’s will always be anchored with good governance, hence, his management likewise.

“It is achievemmet to know and be cognizant of the irregularities, so we can address it in NEA also…”, Admin Almeda says.

Power Bloc Representatives composed of Presley De Jesus of PHILRECA Party-List and Sergio Dagooc of APEC Party-List filed House Resolution 235 to investigate the factors causing the steady spike of electricity rates.

The resolution echoes the directive of President Marcos Jr. to review and amend Republic Act No. 9136 or the Electric Power Industry Reform Act (EPIRA) of 2001 during his State of the Nation Address last July 25 “to protect the public interest as it is affected by the rates and services of electric utilities and other providers of electric power.”

At the outset, the resolution aims to primarily delve into the rising generation costs that constitute an estimated average of fifty-five percent (55%) or more than half of the end-users' electricity bills. By filing the resolution, the Power Bloc aims to “protect consumers from the unprecedented increase of charges” in their electricity bills.

In addition, the resolution also implores the government to look into the continuing “upsurge of oil, coal, and fuel prices in the global market” which has a direct effect on generation charges as the majority of the country’s power generation plants are run with either oil or coal.

Moreover, the measure emphasizes the need to mitigate the steady drop of the Philippine Peso against the US Dollar as this directly impacts the computation for billing the generation charge since power plants import their fuel from overseas.

The Power Bloc also placed into consideration the plight of electricity end-users who will be burdened with the further lowering of the threshold of the Retail Competition and Open Access (RCOA) from a monthly average peak demand of at least 1MW to 500kW. With this development, end-users with a monthly average peak demand of at least 500kW can now choose their electricity supplier pursuant to Section 31 of the EPIRA.

Lowering the threshold of the RCOA, according to the resolution, will result in higher electricity rates for end-users who will remain connected to the distribution utilities and will bear the passed-on stranded contract costs included in the generation charges.

The Power Bloc’s resolution also focuses on examining the audit of generation companies in relation to the increase of production costs and currency rate adjustment for the purchase of electricity.

To add, the solons recommended an investigation into the contentious double charging of Market Fees charged by the Market Operators of the electricity spot market and on how this can be rectified in order to contribute to lowering electricity rates.

The Power Bloc recognizes the existence of a global power crisis, and as representatives coming from the energy sector, resolves to extend their expertise and experience in the power industry to strengthen the government’s policies focused on delivering affordable electricity for every Filipino. # # #
