Sebulan Amfan Dulay (a daughter-in-law of Lang Dulay – GAMABA Awardee), T’Boli Tribe from South Cotabato in Mindanao. GAMABA or known as the Gawad sa Manlilikha ng Bayan (The National Living Treasures Award) is a prestigious award in the Philippines that is conferred to a person or group of artists recognized by the government for their contributions to the country’s cultural heritage, crafts and Arts.

Lang Dulay knew for her hundreds of designs of weavers in South Cotabato. She has an integral collective role in natural resources and her designs are nature inspired revealed through her dreams. She has the ability to visualize in her dreams the quality of being a T’nalak weaver. A few T’boli weavers can dream a design through the help of Fu Dalu; the spirit from abaca, a belief among T’bolis. Also, she referred to her ability to dream of weaver design as a gift from Diwata (God/Creator).

On the other hand, Sebulan Dulay is also part of the T’boli tribe in Lake Sebu in South Cotabato. Sebulan Dulay is one of the weavers that dreamed T’nalak design. She reached the ultimate character of being a master weaver after years of weaving. Also, she is a nominee for GAMABA awardee.

According to Dulay, the practice of T’nalak weaving and other traditional arts made them unique among others in the Philippines, in the sense that their community has sustained these practices even in contemporary society. Their language is still alive and spoken and their way of living is guided by notable values in their T’boli language, kesetobong (helping each other), sesotunawa (unity), and many more.

In addition, T’nalak clothes are sacred among the T’boli people. These woven fabric clothes are made out of abaca fiber and dye with traditional colouring materials. T’nalak has 3 dominant colors, black resembles earth or nature, red for blood means life and bravery, and the color white for the spirit. T’nalak weaving is guided by Fu Dalu. The weaving materials are significantly outsourced from nature.

Sebulan Dulay has learned a lot from her teacher and mother Lang Dulay the passion, perseverance, patience, and determination to face the hardship of life in pursuing the ultimate goals and continuing the legacy of T’nalak weaving. Sebulan Dulay stated that “The passing of traditional arts and crafts to young generations is indeed a legacy to our leaders because this practice defines our identity and fosters unity, kindness, and positive attitude among people.”

Kaisa ang buong sambayanan sa naging matagumpay na pagsasagawa ng pilot implementation ng limited face-to-face classes mula Nobyembre 15 hanggang Disyembre 20 noong nakaraang taon!

Sa pakikipagtulungan sa DOH at iba pang mga ahensya, lokal na pamahalaan, at partners, mahalagang hakbangin ang isinagawang pilot implementation upang matukoy ang mga salik na maaari pa nating mapabuti.

Mula sa assessment ng mga kalahok na paaralan, isa sa mga rekomendasyon ng Kagawaran ay ang progressive expansion ng face-to-face classes upang mas marami pang mga mag-aaral at g**o sa bansa ang ligtas na makabalik sa paaralan.

TINGNAN: Upang masig**o ang ligtas at maayos na pagbabalik sa eskwela ng mga mag-aaral, nagsimula na ang pag iinspeksyon ng mga opisyal ng Kagawaran ng Edukasyon sa mga lalahok na paaralan sa pilot implementation ng face-to-face classes.

Kabilang ang Tamulaya Elementary School sa Polillo Island sa Quezon sa mga unang binisita ng grupo. Sinig**o ng mga opisyal na masusunod ang mga itinakdang safety protocols katulad ng social distancing at pagkakaroon ng sanitation at wash areas para sa mga mag-aaral at g**o.

Nakatakdang magsimula sa mga piling paaralan ang pilot face-to-face classes sa Nobyembre 15, 2021.

Nobyembre 09, 2021 – Ipinamalas ng Tamulaya Elementary School (TES), na matatagpuan sa Polillo Island sa Quezon Province, ang kanilang kahandaan sa pagbabalik klase ng kanilang mga mag-aaral sa Nobyembre 15 sa nakatakda nilang partisipasyon sa pilot implementation ng face-to-face classes.

Sa ocular visit ng mga opisyal ng DepEd sa pangunguna ni Pangalawang Kalihim Nepomuceno Malaluan at Planning Service Director Roger Masapol, ipinakita ng TES ang kanilang mga retrofitted classrooms, handwashing facilities, at iba pang mga health at safety protocols para sa nalalapit na face-to-face classes.

“This is not an inspection but a validation that our field units have implemented the Joint Memorandum Circular for the pilot implementation. I think it validates for us the framework of shared responsibility, kitang-kita natin ang pagtutulungan ng ating Regional and Division Offices, katuwang ang LGU at barangay, with the full support of the parents and teachers,” pagbabahagi ni Usec. Malaluan.

“Bilang nanay ng bayan ng Polillo, ako po ay laging handang (hingan), tawagan, at kung ano po ang maitutulong ng pamahalaang lokal ako po ay palaging nandiyan,” ani Polillo Mayor Cristina Bosque.

Nagtulungan ang lokal na pamahalaan ng Polillo at Barangay Tamulaya upang makapagbigay ng kinakailangang suporta sa mga pangangailangan ng TES habang sinisig**o na ang mga nakapaligid na komunidad ay may kamalayan sa mga protocols kapag nagsimula na ang pilot implementation. Naka-istasyon ang mga barangay tanod at mga pulis sa mga checkpoints sa harap ng paaralan upang mapanatili ang kaayusan at masig**o na lahat ay susunod sa itinakdang mga protocols.

Ayon sa mga opisyal ng paaralan, ang lahat ng mga g**o at kawani ng TES ay 100% fully vaccinated na at ang buong populasyon ng Polillo Island ay umabot na sa 80% ang fully vaccinated na mga residente, naabot na ang immunity herd, isa sa pangunahing kadahilanan kung bakit naging kwalipikado ang TES sa pilot implementation ng face-to-face classes.

Ang mga g**o ng TES, sa pamumuno ni Punong G**o Lilibeth A. Torres, ay nagpahayag ng kasigasigan sa pagbubukas ng paaralan. Ayon sa kanilang mga testimonya, ang pilot implementation ay interbensyon na lubhang kailangan upang masig**o na ang kanilang mga mag-aaral ay magkaroon ng daan sa kalidad na edukasyon.

Sa kabuuan, mayroong 49 na mga estudyante mula sa Kindergarten hanggang Grade 3 ang lalahok sa pilot implementation. Bawat klase ay binubuo ng 5-8 mga mag-aaral kada pangkat na may dalawang (2) mga grupo kada araw. Ang oras ng klase ay tatlong (3) oras kada araw, mula Lunes hanggang Biyernes.

Ang mga magulang ay mananatiling nakaantabay sa labas ng paaralan maliban sa mga magulang ng mga mag-aaral sa Kindergarten na may permiso na manatili sa isang itinalagang lugar.

“Congratulations to Tamulaya Elementary School, you have shown that with proper coordination and participation, a community can come together and overcome anything for the sake of their children,” pagbabahagi ni Kalihim ng Edukasyon Leonor Magtolis Briones.
