MORE Power prepares brand new facilities for expansion in Iloilo Province

Iloilo City- Electricity consumers in the expansion areas of MORE Power should expect brand new substations, concrete poles, electrical wires, transformers, electric meters, and new vehicles.

This was revealed by the private distribution utility of Iloilo City after the amended bill of their franchise lapsed into law last July 30.

Republic Act 11918 expands MORE Power’s coverage area to 15 municipalities and one city which include Pavia, Sta. Barbara, Alimodian, Leon, San Miguel, New Lucena, Zarraga, Leganes, Dumangas, Btac. Nuevo, Di**le, Dueñas, Banate, Anilao, San Enrique and Passi City.

In the Power Utilities round table discussion initiated by the Iloilo Local Economic Development and Investment Promotion (LEDIP) yesterday, MORE Power President and Chief Executive Officer Roel Castro said that the company is very much prepared. It has already put up primary lines along the boundaries of Pavia and Iloilo City.

A new 30MVA substation in Megaworld in Mandurriao district is in the works, which will temporarily serve the power requirements of the area in Pavia once everything is in place.

MORE Power has purchased the necessary equipment and materials which will initially be used in outlining the service areas. Likewise, the company already hired additional personnel to perform the tasks.

The distribution utility estimates around 5 years before they will be able to finish the entire scope of work for the 15 towns and Passi City.

The power distribution utility company is just waiting for the official communication coming from Congress and Malacañang on the effectivity of the law.

"We must remember nga ini isa ka kasuguan kag dapat namon ini nga tumanon insigida once nga mag take effect na sya", says Castro.

There will be no take-over. Instead, Iloilo Electric Cooperatives will still be operating in these areas.

According to Castro, this is very beneficial for the consumers because they will be given a choice of who they want to provide them with a quality and better service.

MORE Power is open to discussions with the ILECOs on possible partnerships and collaboration for the benefit of the consumers.

"Mag reach out kami sa ila. There's a way that we can cooperate for the convenience sang consumers kag indi sila mabutang sa alang-alang", according to the President of MORE Power.

NEW MEGAWORLD SUBSTATION

As the expansion now becomes a law and the economy is gradually returning to normal thus requiring additional capacities from the distribution utility to serve the growing demand of the City. MORE Power fast-tracked the construction of the new and state-of-the-art substation at the Iloilo Business Park.

"The substation will not only improve the distribution system but also add more loading capacity in the city of Iloilo and for the initial requirement of Pavia", Roel Castro said.

He also added, "This substation will be equipped with modern machinery and equipment adapting to the newest technology in the market today, and one of those is the 30/36 MegaVolt Amperes (MVA) ABB/Hitachi Power Transformer."

Last June 30 to July 4, 2022, the MORE Power team visited the factory of Hitachi Energy at ABB/Hitachi SPT Factory in Hanoi, Vietnam to personally witness the factory acceptance test (FAT) to ensure that all transformer's part specifications are within the acceptable standards. All equipment spare parts were also secured and will be included in the shipment as part of the specified agreement in the contract.

The team was composed of three engineers from MORE Power, namely Roy Majarucon, Project Control and Administration Manager; Filomeno Sonza, Jr., Protection Manager; and Angelo Bernaldez, the Sub-transmission Line Project Supervisor. Prefer Electrical Engineering & Supply, the main contractor who won the bidding for the 30/36 Megaworld Substation Project, facilitated the factory acceptance test.

This power transformer is equipped with notable brand components. To mention some, it’s On-load Tap Changer. OLTC is manufactured by MR Germany, which is considered by some to be the Mercedes Benz of all OLTCs. The power transformer’s conservator and tap changer are equipped with a "self-dehydrating breather", manufactured by COMEM Group Italy.

Unlike the conventional transformers, which use silica gel to dehydrate the conservator and tap changer tanks from moisture, this self-dehydrating equipment will continuously secure these tanks and you need not worry about site inspections and silica gel replacements. It is also equipped with a digital interface for easy connection to smart grid applications and can be integrated into a system through a central control unit.

Furthermore, MORE Power added an online Dissolve Gas Analyzer (DGA) for all gases. During operation, gases are formed within the power transformer as a by-product of chemical reactions. These gases are analyzed and can be translated into the actual condition of the transformers. Oil samples are typically extracted from power transformers and sent to a chemical laboratory for testing and analysis, which can take weeks. But with the online DGA, gases are analyzed, translated, and monitored in real-time. Having this advantage, you can monitor the actual condition and life expectancy of the power transformer, thus preventing long and unscheduled outages in the future.

The 30/36MVA Power Transformer is expected to arrive in Iloilo City this August and is expected to be energized in the last quarter of this year in time for the peak season and implementation of Phase 1 of the expansion.

MORE POWER'S DETERMINATION AND CONSUMER COOPERATION ARE KEY CONTRIBUTORS TO SUCCESSFUL ANTI-PILFERAGE CAMPAIGNS.

MORE Power has successfully neutralized the massive power pilferage in Iloilo City in two years since it launched last July 2020 the Oplan Valeria, an all-out war against illegal connections.

According to Engr. Edwin Montemayor, Head of the System Loss Reduction Program of the distribution utility, the system loss was as high as 28% when they took over in 2020.

This prompted the launching of MORE Power's Oplan Valeria, a massive Anti-pilferage campaign.

The team of courageous apprehension teams and engineers went to every barangay day and night, not minding if they might catch influential personalities, businessmen, government officials, or even ordinary citizens.

"Sang 2020 pagstart namon, Makita namon kada gab-i daw galibog amon ulo kay whole block no light. Nagalibog ulo namon ano natabo sa mga area nga ni. May mga jumper gali kadamu-damu kung gab-i. So ang nagakatabu, ang transformer nga na install dira para sa mga legal nga consumer, naga overload kay gin angutan sang mga illegal nga consumer. So ang transformer, naga trip kung gab-i. Amo na nga may mga unscheduled interruption kita sadto kun gab-i nga whole block no-light," says Engr. Montemayor.

Initially, they discovered an average of 230 illegal connections a month. To date, the number was reduced to 10–20 cases a month.

At present, the system loss declined by a mile, with an average of just 7%. This improvement is beneficial to our consumers since system loss charges will just be minimal.

According to Engr. Montemayor, vigilant consumers played a big role in the success of their campaign because residents know exactly which areas in their community have massive power pilferage and who are involved.

"So may mga tip ang mga consumer. So kung ginakadtuan namon, kay kun kami lang, indi tanan nga mga lugar makadtuan namon. Kag indi kami kabalo sina nga ang mga lugar sina may jumper. So ang consumer gid na number one nagahatag sang benepisyo sa pagtapna sang illegal connection," says Engr. Montemayor.

Each report is handled and treated as highly confidential to ensure that those who vigilantly support this campaign are also protected.

Power pilferage is a violation of Republic Act 7832 or Anti-Pilferage of Electricity and Theft of Electric Transmission Lines/Materials Act of 1994.

According to the company's legal officer, Atty. Allana Babayen-on, they filed 220 formal complaints against those who were caught in the act, 157 of which were brought to court. The rest were given provisional dismissal on the condition that they pay for the illegally consumed electricity.

Atty. Babayen-on clarified that MORE Power is very patient in dealing with and understanding the plight of these illegal consumers of electricity and that they make sure that due process is followed.

"After the apprehension, we sent the demand letter informing them nga nadakpan sila. Amo ni ang ila differential billing and that they would settle. Thankfully ang iban nagasettle man, very cooperative man sila and they recognize nga sala ang ila pagpangawat sang kuryente and they promise to pay. Well and good. But sometimes, may ara gid ya indi magsettle, or nagpromise magsettle or nag breach sang ila compromise. So in those cases, we file a complaint before the office of the city prosecutor," says Atty. Babayen-on.

"Krimen ang ila nga nahimo pero wala naton sila ginakabig nga mga kriminal. Bangud ang aton gusto nga buligan sila nga ma-correct ang sala nga madugay na nila nga nakaangdan," she added.

MORE Power helped these consumers to have a legal electricity connection and also shortened the list of requirements.

They also strengthen their partnerships with Brgy. Officials in the total rehabilitation of the utility's facilities and improvements of voltage capacities in exchange for their cooperation to eradicate the "jumpers" in their community.

From 62,000, MORE Power now has 91,000 legitimate consumers.

Pilferage compromises the safety of consumers. It is the root cause of household fires because electric lines get heated due to overloading.

MORE Power continuously pursues its mission to the Ilonggos not just through its core mandate of providing the best power distribution service but as well as in supporting Iloilo City achieve its overall goal through the company's sustainable environmental protection and preservation efforts.

This time, with MORE Power's third party security personnel who led the clean-up drive. Instead of their usual issued fi****ms, the Stelsen security force held broomsticks and sacks and enthusiastically went to Villa Beach, Calaparan and Arevalo this Saturday early morning.

This project dubbed as "Guardians of the Environment" is just one of the environmental initiatives that MORE Power actively implements for our communities. For this day's activity, we focused on the theme “A greener earth, one community at a time.”

MORE Power's volunteers from the Security force picked up and collected debris and trashes along the coastline of Villa beach. Hours after the clean-up drive, they were able to gather 15 sacks of garbage.

According to MORE Power's Head of Security, Mr. Rudin Tunting, they want to be part of every community service of the company and become role models in their communities and families.

"Everyone has a role to play in our society, but looking after Mother Nature is everyone’s responsibility", Tunting said.

The Security team is responsible in securing the facilities and offices of MORE Power and on top of that, they also take an active role in apprehending power pilferers.

ILOILO CITY MULLS POSSIBILITY OF USING ELECTRIC VEHICLES TO ADDRESS PLIGHT ON INCREASING OIL PRICES.

The staggering high prices of oil these days have made a toll on both the public and private sector in Iloilo City.

Early this week, Global Electric Transport (GET) the supplier of the first mass electric mobility service in the Philippines paid a courtesy visit to Iloilo City Mayor Jerry P. Treñas together with MORE Power President Roel Castro.

The team led by its President, former Taguig Mayor Freddie Tinga aims to provide a possible alternative to the bleeding transport and commuting sector due to the unstable and increasing trend of oil prices.

Electric vehicles are seen to deliver a life-changing public transport system that will pave the way for a more safe, affordable and fully green transport network considering that Iloilo City offers the lowest power rate in the country.

According to Tinga, operators and drivers would spend way less when using electricity compared to gasoline. It would also help the environment because of its zero carbon emission making it a healthier, cleaner and safer alternative mode of transportation for commuters.

GET has more than 50 serviceable units of minibus operating in Manila,Cebu City and Davao City.

Tinga also met with the transport cooperatives for possible partnerships for the success of the project.

MORE Power initiated the forum with the leaders of transport cooperatives operating in the city as well as councilors Sedfrey Cabaluna and Rommel Duron. Also present in the forum was the Public Safety and Traffic Management Head, Jeck Conlu.

They discussed the viability of this venture as one of the sustainable solutions designed for Iloilo City aligning this project to Mayor Jerry Trenas' core vision for Iloilo City to build a better community for the Ilonggos as his administration continue not just the usual mandate of delivering basic services but also focus on certain initiatives that will fuel Iloilo City's continuing progress.

GET’s intervention is a very timely one, as their complete transportation ecosystem puts together proprietary electric vehicle technology, an app-based management and payment platform, and an integrated business model which is ideal because it is low cost, low risk, but a very high impact project that addresses the dangers of climate change, generates responsible profit and transforms urban environments.

MORE POWER COPORATION ILOILO INVESTS ADDITIONAL 1.1 BILLION PESOS FOR MODERNIZATION.


MORE Electric and Power Corporation Iloilo (MORE Power Iloilo) continues to strengthen its power efficiency by modernizing its power distribution in Iloilo City.

MORE Power Iloilo President Roel Castro announced that the company will invest an additional 1.1 Billion pesos for modernization for the year 2022-2025 after its company officials approved its latest budget.

MORE Power Iloilo started with 1.9 Billion pesos in Emergency Capital Expenditures when it started operating in 2020.

With the 1.1 Billion pesos additional investment, this makes the company’s investment amount to 3 Billion pesos in Iloilo City.

The power company spent its initial investment on the rehabilitation of the old facilities of the former power distributor in Iloilo City coinciding with the improvement of services.

These includes the reconditioning and rehabilitation of power transformers of the five substations, replacement of dilapidated posts and electrical wires, additional distribution transformers and replacement of almost 20,000 damaged electric meters.

MORE Power put up a mobile substation in Megaworld to lessen the power load of the Mandurriao substation. The company also added automatic circuit reclosers on the feeders along with other protection system on the electrical distribution network.

As a result, this lessened the incident of unscheduled power interruptions while increasing its response time on power restoration.

MORE Power also spent its initial investment by putting up a switching station in Banuyao, Lapaz in order to connect with the National Grid Corporation of the Philippines.

In turn, consumers enjoy a sudden decrease of their average electricity rates because MORE Power was able to buy a much cheaper supply from power generators and the rest of the sources available in the spot market.

On top of the lesser power rate, its system loss also decreases from the initial 28% to 7.8% at present, after the company hits hard on the massive power pilferage among identified communities.

At present, MORE Power has 86,000 legitimate consumers, a huge difference from the 64,000 consumers, when it took over.

According to Castro, the company will make use of the 1.1 Billion pesos investment to start its modernization for the next three years.

Initial plans include an additional three substations to prepare for the increasing power demand in the city.

These new substations will be constructed in the business district of Megaworld and Arevalo district. A new mobile substation will also be put up, to back-up any existing substations, which needs to be repaired.

All substations and feeders will also be tied-up for looping with Supervisory Control and Data Acquisition (SCADA) systems for digital monitoring of the entire facility.

Through this, the power distribution will be more reliable, stable, efficient and quality driven to encourage additional investors for the progress of Iloilo City.

‘WE WILL NOT NEGLECT ILOILO CITY’
MORE Power assures focus on city amid looming expansion

MORE Electric and Power Corporation (MORE Power) president and COO Roel Castro assured that they will not neglect Iloilo City even as they prepare to serve 15 towns and the component city of Passi in Iloilo province.

In a statement after the Senate approved on third and final reading a proposed bill allowing MORE Power to expand beyond Iloilo City, Castro said their level of service in the city will not diminish.

"Hindi magbabago ang level of service sa city. Hindi mababawasan ang investment at hindi rin mababawasan ang tao (The level of service to [Iloilo City] will not change. We will not decrease our investments and we will not lay off people)," he added.

MORE Power is expected to expand its franchise area beyond Iloilo City after the Senate on Monday approved on third and final reading House Bill No. 10306 with 17 senator voting yes and 1 against.

The bill seeks to amend Republic Act 11212 which will allow MORE Power to distribute power to 15 towns and the component city of Passi in Iloilo province.

RA 11212 granted MORE Power to serve Iloilo City only. But if the bill is signed into law, the distribution utility can serve the towns of Alimodian, Anilao, Banate, Barotac Nuevo, Di**le, Dueñas, Dumangas, Leganes, Leon, New Lucena, Pavia, San Enrique, San Miguel, Santa Barbara, and Zarraga and the component city of Passi.

The final version of the bill will be sent to the office of President Rodrigo Duterte who is expected to sign it into law before he steps down on June 30, 2022.

Castro said that since the introduction of the bill in the House of Representatives, they have been studying on how to improve services in the provincial towns.

Now that they are inching closer to this expansion, Castro says that they will be gradually looking into specific concerns that need to be addressed.

“Our preparations are now getting into specifics and once [House Bill No. 10306 is] approved [by Duterte], definitely we will be mobilizing and we will give our roll-out programs and plans to the areas so that they would know,” Castro said.

He also clarified that they will not take over the services and facilities of Iloilo Electric Cooperatives (Ilecos) in towns included in MORE Power’s expanded franchise will fall.

Rather, Castro sees the development as an opportunity for collaboration to improve existing distribution services.

He added that services to its existing franchise area, Iloilo City, would not change despite the near-impending expansion.

“We are willing to collaborate. In some points, we will extend our hand on how we will help for the benefit of the consumers,” he added.

MORE Power initially allocated P1.9 billion in emergency capital expenditure when it took over Iloilo City’s distribution grid in 2020. It will spend another P1.1 billion in the next three years to “future proof” the city’s power grid.

Out of the 56 Palm Concepcion Power Corp. (PCPC) volunteers who were tested, 33 became successful blood donors during the first-ever Blood Donation activity on May 30, 2022 at the PCPC Power Plant Complex.

This is in line with the company’s Social Development Program (SDP) for health and PCPC Cooperation Alliance on Restorative Efforts and Sustenance (PCPC CARES) programs.

Philippine Red Cross Iloilo facilitated the said activity while PCPC’s scholars volunteered in assisting the donors.

MORE Power Iloilo holds electrical safety training for construction firms

ILOILO CITY -- More Electric and Power Corporation (MORE Power) has initiated another safety training, this time, for construction companies.

According to Mr Priam Roy Rivera, MORE Power Safety Officer, the Electrical Safety Training recently was attended by representatives mostly safety officers and engineers of around 15 construction firms.

Rivera said the participants were oriented about the hazards in the work place and different safe work environment and practices.

They were also lectured about the fundamental of electricity, introduced to different electrical equipment and trained on what to do in case of emergency situation.

“It’s very important for our construction workers to know the hazard that may be caused by transmission line especially if it’s near their working area,” said Rivera.

Participants also learned the proper distancing wherein they must avoid powerline contact and maintain a minimum safe distance of three meters.
River emphasized that having proper knowledge on these things will save workers from life-threatening electrical shock.

“Dapat maintindihan gid ni sang mga tawo nila. Kon wala naton maintindihan, abi naton safe lang ang aton gina obrahan kay gali ara na kita sa line of fire nga pwede kita madisgrasya. Ang masakit pa gd dira nga mapatay kita,” said Rivera.

Meanwhile, Vision Properties Development Corporation safety officer Remuel Aboratique said the training is a big help for them especially that they are into high-rise building constructions.

He noted that this is also the first time that a distribution utility initiated this kind of training for them in the construction industry.

“Hindi maiiwasan na may mga property line yung mga kino-construct namin na malapit sa mga high-tension wires so nagiging aware kami doon sa standard na safe working distance. Nalaman naming yung mga computation sa distance,” he said.

He said they are now aware how to avoid accidents and dangers involving electrical lines.

“Sa mga katulad namin na hindi technical pagdating sa mga electrical malaki syang tulong kasi hindi ganun ka lalim ang pagkakaintindi namin,” he added.

Aboratique said that what they have learned in the training will be cascaded to their respective fellow construction employees.

MORE Power substation tenders trained on work safety practices

ILOILO CITY – At least 25 personnel particularly substation tenders of More Electric and Power Corporation (MORE Power) have undergone training on basic safety and work practices recently.

MORE Power Network Operations deputy head Engr. Bailey Del Castillo said that MORE Power President Roel Castro acknowledged the important role of substation tenders thus, he directed to conduct training for them.

Del Castillo said the training aimed to equip their substations tenders, who are manning the facilities 24/7, with fresh and proper knowledge about their specific jobs.

He noted that the substations are very critical equipment in the distribution network and many safety measures must be put in place.

A power substation is a key part of the power distribution system which the voltage is transformed from high to low or low to high for transmission, distribution, transformation and switching. It also protects the consumers from sudden drops or surges of electricity.

The training which ran for six days include classroom lecture/ training on substation basic safety and work practices and power substation maintenance, parts and functions identification and electrical test results interpretation, and field lecture or actual substation walk through.

Del Castillo noted that the substation tenders who have been with previous distribution utility have not undergone a training regarding their jobs for so long.

After the training, Del Castillo expressed confidence that these personnel are now refreshed of their role and responsibilities. #

ILOILO–Only a couple of days after it was first reported that the town of Bingawan had lost some 100 vials of Pfizer vaccines due to the power outage brought about by super-typhoon “Odette” last week, Mayor Mark Palabrica came out to vehemently deny the said report and insisted there was no wastage of COVID-19 vaccines.

“Wala sang wastage sa vaccines [There was no wastage of vaccines],” he stated, contradicting the Department of Health central office’s allegations made last Tuesday.

ILOILO CITY–As one of the pilot distribution utilities chosen by the United States Agency for International Development (USAID) to take part in its Energy Secure Philippines (ESP) Activity in partnership with the Department of Energy (DoE), Energy Regulatory Commission (ERC), and other national and local government partners, USAID-ESP chief of party Divina Chingcuanco recently corresponded with MORE Electric and Power Corporation (MORE Power) president and chief operating officer Roel Z. Castro asking for the power distribution utility’s help “to understand the best practices in operating a distribution utility in the country”.
