Oil prices set to go up this week

Massive pump price increases are expected to be imposed this week. In its forecast, Unioil Philippines said diesel prices would increase by P2 to P2.10 per liter while gasoline would go up by P1.40 to P1.50 per liter.

This would be the sixth straight week that oil companies will be increasing the prices of petroleum. In the past trading week, global oil prices closed to nearly a three-year high on expectations that ministers of the Organization of Petroleum Exporting Countries (OPEC) will maintain a steady pace in raising supply, Reuters reported. Prior to the upcoming price changes, year-to-date adjustments stand at a net increase of P15.10 per liter for gasoline, P12.95 per liter for diesel and P10.65 per liter for kerosene.

Customs collects record P60 billion in September

Collection of the Bureau of Customs (BOC) reached a record high of almost P60 billion in September due largely to the gradual recovery of global trade.

The BOC said its collection reached P59.9 billion in September, beating by more than five percent its P56.9-billion target for the month. Aside from posting record revenue, the September performance marked the ninth straight month that the BOC exceeded its collection goal. The BOC said eight of the 17 ports nationwide surpassed their respective targets for September. These ports are: Limay, Manila, San Fernando, Zamboanga, Davao, Iloilo, Legaspi and Clark. For the nine-month period, the BOC collected P472.2 billion, accounting for nearly 77 percent of its 2021 revenue goal of P616.74 billion. Last year, revenue declined by about 15 percent to P537.68 billion from P630.31 billion in 2019.

DFA working to address passport backlogs

The Department of Foreign Affairs (DFA) is implementing measures to address the backlog in passport applications due to the COVID-19 pandemic, an official said yesterday.

DFA Undersecretary Brigido Dulay explained during a Laging Handa briefing that they can accommodate only a smaller number of passport applications because of the physical restrictions imposed by authorities. “Because of the pandemic, we cannot allow more people and process more applications in our buildings,” he said in Filipino. Last year, the DFA was only able to process 1.7 million passport applications, down from four million in 2019. According to Dulay, they have implemented various programs to increase the number of applications that they can process, including opening more temporary off-site passport service facilities. Although still far from pre-pandemic numbers, he said the agency was able to process 1.7 million passports as of August this year.

Establishments get additional 10% in allowed capacity

Establishments such as dine-in restaurants, personal care service outlets, churches and gyms may now operate at an additional 10 percent on top of the allowed 20 percent capacity under Alert Level 4.

In a Viber message, Trade Secretary Ramon Lopez yesterday said these establishments are allowed to operate with “plus 10 percent if they have safety seal from the government.” He said workers and customers for indoor operations of establishments would have to be vaccinated. For outdoor operations, establishments are allowed to operate at 30 percent capacity. While all workers would have to be vaccinated, Lopez said establishments may accept guests regardless of their vaccination status for outdoor operations. Metro Manila is under Alert Level 4 until Oct. 15.

THE Department of Education (DepEd) and the Department of Health (DOH) on Monday identified mechanisms to ensure safety of participating learners, teaching and non-teaching staff, and their families in the pilot implementation of limited face-to-face classes in select low-risk areas.

(JMC) for the Pilot Implementation of Face-to-Face Learning Modality, Education Secretary Leonor Magtolis Briones said DepEd has been “proactive” in planning for safe return to schools. “The operational guideline for the pilot run of face-to-face classes is a product of our collaboration with DOH, in consultation with various stakeholders, including child health experts,” Briones said. DOTr eyes more regional gateways for increased passenger arrivals

The Department of Transportation (DOTr) is eyeing the use of more regional gateways in the country to address the need to increase capacity on arriving international passengers.

Transportation Secretary Arthur Tugade, at a virtual briefing yesterday, said various regional airports are being eyed to cater to arriving international flights, alongside the possibility of increasing the daily international arrival caps currently in place at the Ninoy Aquino International Airport (NAIA), Clark International Airport and Mactan Cebu International Airport. “Regarding the capacity, it’s around 2,000 at the moment. If all of those will only arrive at NAIA, and a few in Clark and a few in Cebu, they will choke. That’s why I said, if we will raise the capacity from 2,000 to 3,000 (international passengers a day), there is also a need to increase the gateways,” Tugade said. Tugade said he has ordered the Civil Aviation Authority of the Philippines (CAAP) to explore the use of regional airports for arriving international flights.

Senate rushes bill correcting BIR rule on schools’ tax

THE Senate approved on second reading on Wednesday a measure amending the tax code in order to reverse the Bureau of Internal Revenue’s controversial circular that increased by 150 percent the corporate income tax (CIT) of proprietary private schools already reeling from the pandemic.

Late Tuesday, it ended deliberations on the clarificatory SB 2407 that was authored by Sen. Juan Edgardo Angara to correct the BIR’s misrepresentation of lawmakers’ intent in crafting the Corporate Recovery and Tax Incentives for Enterprises (CREATE). And, with the apparent unanimous mood in the Senate to champion the appeal of desperate private schools, Majority Leader Miguel Zubiri projected second and third reading approval as soon as possible. Angara filed the amendatory bill soon after the BIR issued a circular after the passage of CREATE, which slapped proprietary schools with a 150-percent CIT hike.

Duterte: Face shields no longer required outdoors, only in closed, crowded areas

People will no longer be required to wear face shields outdoors. This after President Rodrigo R. Duterte approved the recommendation of medical experts last Wednesday to lift the mandatory wearing of face shields for people once they leave their homes.

He said wearing face shields will now only be required in closed and crowded areas and in case they will be engaged in an activity that will require them to have close contact with other people, like in hospitals and public transport. Duterte ordered the immediate release of the new guidelines for the wearing of face shields. Last June, the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) already recommended to Duterte easing face shield requirements.

Stringent mobility restriction may result to crash of airline sector — Concepcion

Excessive travel requirements imposed by the national and local governments could result in the crash of the local aviation industry, an adviser of President Rodrigo Duterte said Friday.

“For these airline companies to survive, there has to be [a] sustainable number of passengers especially for the tourism industry,” said Presidential Adviser for Entrepreneurship Joey Concepcion. During a meeting, major airline groups sought the help of Concepcion in urging the government to allow increased mobility of vaccinated Filipinos in order to sustain the recovery of revenues lost since the COVID-19 pandemic started in March 2020. Stakeholders of the airline sector asked the government to relax some rules to help encourage Filipinos to travel, especially those who are fully vaccinated. Among the rules they hope to be removed include the multiple requirements for traveling such as the expensive RT-PCR test for domestic destinations and long quarantines for arriving passengers from international flights.

Philippines temporarily bars foreign travelers from 4 countries

The government’s pandemic task force is barring the entry of foreign travelers from Grenada, Papua New Guinea, Serbia and Slovenia from September 19 to September 30 as it places these countries on the Red List.
Areas on the Red List are considered by the task force to be “high risk” for COVID-19.

Foreign travelers coming from or who have been to these areas, regardless of their vaccination status, cannot enter the Philippines. However, foreign passengers who only transited through an area in the Red List can be allowed entry to the country subject to entry, testing and quarantine protocols, provided that they only stayed in the airport the whole time and were not cleared for entry by the red-listed area’s immigration authorities. Filipinos returning home from Red List areas via repatriation and Bayanihan flights may be allowed back, subject to entry, testing and quarantine protocols. These protocols include undergoing a 14-day quarantine, the first 10 days of which are spent in a quarantine facility and the remaining four days spent under home quarantine at their local government of destination.

Tax from fuel marking up 22% to P154 billion

The government improved its tax take from fuel marking by nearly 22 percent to P154 billion in the second year of the program due to increased collection from petroleum imports.

Finance Secretary Carlos Dominguez yesterday said revenue from fuel marking jumped by 21.65 percent to P153.93 billion in the second year from P126.54 billion in the pilot year. Broken down, fuel marking efforts by the Bureau of Customs rose by close to a third to P142.93 billion, offsetting the more than 41 percent drop to P11 billion by the Bureau of Internal Revenue (BIR). Further, the Customs and BIR marked a combined 16.85 billion liters of fuel in the second year, beating the 12.05 billion liters they monitored in the first year. As of Sept. 10, Dominguez said the government raised P286.33 billion from the program covering 29.37 billion liters of fuel. The Customs accounted for roughly 90 percent of the amount at P256.55 billion, while the BIR chipped in the other 10 percent at P29.78 billion. Diesel made up bulk of the marked fuel at 17.9 billion liters, followed by gasoline (11.31 billion liters) and kerosene (156.14 million liters).

DTI chief sees 200,000 jobs returning with new system

The pilot implementation of the COVID-19 alert level system in Metro Manila starting tomorrow is expected to generate P180 million a week in revenue and bring back about 200,000 jobs in restaurants and personal care service establishments, Trade Secretary Ramon Lopez said yesterday.

Lopez made the projections as the government task force against COVID-19 allowed restaurants and personal services such as barbershops, hair spas and beauty salons to operate at maximum 30 percent capacity. “It’s really focused on these labor-intensive jobs. That’s the reason why we prioritized necessary basic services,” he said at a press briefing. Lopez said more than two million people are working in the restaurant industry, almost half of them in Metro Manila. “And if you look at their operations, the outdoor al fresco only accounts for about 10 percent and indoor (dine-in) 90 percent. Now, since outdoor dine-in was allowed at 30 percent, 30 percent of 10 percent is three percent. In the case of indoor, it is open at 10 percent; 10 percent of 90 percent is nine percent, so three plus nine is 12 percent of business,” Lopez explained.

Robinsons Retail expects more sales via e-commerce

ROBINSONS Retail Holdings, Inc. (RRHI) said it expects its e-commerce channels to contribute a larger part of the company’s total sales even post-pandemic.

“We pivoted to e-commerce rather fast and we see now that the percentage contribution of e-commerce to total sales is growing very fast,” Robinsons Retail President and Chief Executive Robina Gokongwei-Pe told BusinessWorld at the second episode of its Crisis Insights from Business Tycoons series. Robinsons Retail was formerly a “pure brick-and-mortar retailer,” however, the pandemic pushed the company to quickly set up shop online as lockdown restrictions halted physical store operations. With the national elections just around the corner, Ms. Gokongwei-Pe said Robinsons Retail is hoping for consistency in policy. “We want to see more consistent policies so that we can prepare better,” she said without elaborating. Business groups last week voiced concern after the government decided at the last minute to reverse its plan to place Metro Manila under a looser general community quarantine with targeted lockdowns beginning Sept. 8.

Senate updates 30-year old Foreign Investment Law

WITH a vote of 21, zero objections and no abstentions, the Senate approved on third and final reading Tuesday the bill amending the Foreign Investments Act of 1991, one of a trio of liberalization bills certified urgent by President Duterte.

The senators comprising the Senate contingent in the bicameral conference committee to reconcile conflicting provisions with the House version are expected to be named today. The chamber is rushing deliberations, meanwhile, on two others, both amendatory legislations — the bill updating the 80-year-old Public Service Act (PSA) and the Retail Trade Liberalization law. The Executive had pushed these measures in hopes of luring more investments in a bid to rev up an economy plunged into recession, with millions of workers displaced, as a result of the Covid-19 pandemic. The House of Representatives had earlier passed on third and final reading the three measures. The Senate Committee on Economic Affairs, chaired by Sen. Imee Marcos, sponsored the measure.

367 Filipinos from Lebanon, Syria, and Bahrain brought home by DFA-mounted sweeper flights

The Department of Foreign Affairs (DFA) welcomed 367 distressed and undocumented overseas Filipinos from Lebanon, Syria, and Bahrain who flew home via sweeper flights today.

The sweeper flights from Beirut, Lebanon, and Manama, Bahrain mounted by the Office of the Undersecretary for Migrant Workers’ Affairs (DFA-OUMWA), which arrived Monday morning, increases the total number of repatriated Filipinos since the start of the pandemic to 420,205. The flights also flew home five human trafficking survivors from Syria. They were illegally hired to work in the country after posing and arriving in the country as tourists. The trafficking victims suffered abuse from their employers, as well as poor working conditions until they sought refuge at the Philippine Embassy in Syria.

18,056 new cases bring PH COVID-19 tally to 2,266,066

The Philippines now has 2,266,066 confirmed COVID-19 cases after the Department of Health (DOH) reported 18,056 new cases on Tuesday, September 14. The DOH reported 222 new deaths due to the coronavirus disease, bringing the death toll to 35,529. Meanwhile, recoveries are up by 20,542, raising total recoveries to 2,052,867. Of the total cases, 177,670 are active.

P2.6M worth of solar modules from China seized

THE Bureau of Customs (BOC)-Port of Cebu seized over P2.6 million worth of misdeclared brand new solar modules on Tuesday, Sept. 7, 2021.

In a statement on its official page on Wednesday Sept. 8, the BOC-Port of Cebu said instead of declaring the shipment as 470 panels of brand new solar modules from China, it was declared as used solar modules. As this type of commodity can potentially pose risk to public health and the environment, the shipment was referred to the Port’s Environmental Protection and Compliance Division-Enforcement and Security Service (EPCD-ESS). Verification with the Department of Environment and Natural Resources (DENR), however, revealed that no Pre-Shipment Importation Clearance was issued for this importation. The BOC said the importer’s representative explained that there was no need for clearance from the DENR since they are brand new solar modules.

Cavitex aims to start building P2-B link to CALAX

CAVITEX Infrastructure Corp. (CIC), a subsidiary of Metro Pacific Tollways Corp. (MPTC), is aiming to start work “late this year or early next year” on a P2-billion toll road project that will link the Manila-Cavite Expressway (CAVITEX) to the Cavite-Laguna Expressway (CALAX) project, the company’s president said on Tuesday.

“At the moment, I think what is very definite in terms of the extension of the current CAVITEX is our connection to CALAX,” CIC President and General Manager Roberto V. Bontia said at a virtual briefing. “The construction, hopefully, can start either late this year or early next year, and that is also in anticipation of the completion of CALAX, hopefully, by 2023,” he added. The one-kilometer elevated toll road project will connect Kawit to the last interchange of CALAX. The project cost is P2 billion, MPTC Chief Finance Officer Christopher Daniel C. Lizo said. “We already have a loan facility with Banco de Oro to finance the construction of the CALAX-CAVITEX connection. This is part of the facility we secured also to build the CAVITEX C5 Link,” he noted.
