The Chairman and CEO of Philippine gaming regulator PAGCOR has revealed that licensed offshore gaming operators will no longer be known as POGOs (Philippine Offshore Gaming Operators) and will instead be referred to as Internet Gaming Licensees, or IGLs.

In an exclusive interview with Inside Asian Gaming at G2E in Las Vegas, Tengco outlined new details of the agency’s efforts to bring the offshore gaming industry into line, having put all POGOs under a “probationary stance” in August and requiring each to undergo a stricter probity process under a revised regulatory framework.

On the new name for offshore operators, Tengco explained, “This is the first time we are announcing this publicly, we will be using this new expression IGL from now on.”

The PAGCOR chief also provided an update to the relicensing process, revealing that the full list of newly licensed IGLs will be published at the end of October. Tengco has previously stated that the list is to include the URLs of all legal online gaming websites being operated by licensed operators.

“There will be 55 to 65 licenses issued and there will no longer be service provider licenses, it will just be an IGL license,” Tengco said.

It is unclear at this stage how service providers will be governed or if they will need to be folded directly into the IGL licensee under which they operate.

Tengco previously told attendees of the IAG Academy Summit at Hilton Manila, Newport World Resorts last month that PAGCOR would be fully transparent when it comes to its new regulatory regime for offshore licensees.

“Once we are able to offer new licenses … we will update our website and also use the print medium and social media to inform the public who the new licensees will be,” he said at the time.

“We will be making an announcement on the new licenses for offshore gaming and we will make sure the PAGCOR website will carry this new list. When we announce … who the final list of licensees will be, we will make sure this will be highlighted on the PAGCOR website.

“When it comes to the local licensees, we have a website that is very effectively informing who our legal licensees are. In this situation there are so many illegal operators in the Philippines, but we are doing everything we can to inform the public of who the legal licensees are.”

MANILA, Philippines — What’s in a name and acronym?

State gaming operator and regulator Philippine Amusement and Gaming Corp. (Pagcor) may have solved the controversies surrounding POGOs or Philippine offshore gaming operators – through a change in nomenclature and acronym.

Alejandro Tengco, Pagcor’s chief executive officer and chairman, had gone to a global gambling summit in the world’s gambling capital – Las Vegas, Nevada in the US – to announce the change of label for the offshore gaming industry and business in the Philippines.

Tengco had also chosen global gaming industry publication Inside Asian Gaming to break the news on the name and acronym change.

In an exclusive interview at the recently concluded Global Gaming Expo or G2E summit in Las Vegas, Tengco reported that Pagcor will use the term “IGL” or Internet Gaming Licensee for all offshore gaming companies that will be accredited or issued a license to operate in the Philippines.

“This is the first time we are announcing this publicly, we will be using this new expression IGL from now on,” Inside Asian Gaming quoted Tengco in its Oct. 11 report.

Tengco explained that the change comes with the relicensing effort Pagcor had decreed for all erstwhile-known POGOs in the country.

In July, Pagcor issued “Internet Gaming License Regulations” that supposedly revised the previous “Offshore Gaming Regulations” in a bid to tighten regulations in the aftermath of various reported violations by POGO firms.

The reported issues, in turn, had drawn the attention of senators who, in the past few months, conducted numerous inquiries in aid of legislation over the operations of POGOs.

The inquiries eventually led some senators to institute a POGO ban in the country.

Tengco, in his interview, said that Pagcor is expecting to come out with a full list of newly licensed IGLs by the end of this month.

Inside Asian Gaming recalled that in a previous interview with Tengco, Pagcor’s top executive said that the list of new relicensed POGOs will include the web addresses of all legal online gaming websites.

“There will be 55 to 65 licenses issued and there will no longer be service provider licenses, it will just be an IGL license,” Tengco said.

Tengco, since his appointment to the Pagcor top post last year, has remained inaccessible to local media and failed to set a press conference to bare his agenda or provide transparency and updates on the gaming regulator even as it supposedly tried to effect an ambitious privatization of all Pagcor-operated casinos and transition to a purely regulatory role.

The 2025 budget season is already upon us. But we haven’t even talked much about the shenanigans concerning this year’s (2024) budget.

One of the biggest irregularities is that lawmakers were able to insert colossal “unprogrammed funds” in the 2024 budget.

When we say unprogrammed funds, we mean standby funds that don’t yet have a definite purpose at the outset. But such amounts can be funded and spent under certain conditions.

At first, the executive branch requested in its proposed budget only P281.91 billion in unprogrammed funds. But surprise, surprise: in the final version of the budget that President Ferdinand Marcos Jr. signed, those unprogrammed funds ballooned by 2.6 times to a whopping P731.45 billion.

That’s almost half a trillion pesos worth of extra funds. Nothing to sneeze at.

Opposition lawmakers have already contested that this brazen increase is unconstitutional. The President’s proposed budget cannot be expanded by Congress – that’s plainly stated in the 1987 Constitution. Lawmakers already filed a case before the Supreme Court to contest this dubious provision in the 2024 budget.

But while that case is ongoing, the 2024 budget is intact. How on earth can the government fund P731.45 billion worth of unprogrammed funds?

As stated in the 2024 budget law, unprogrammed funds can be financed from four sources. Let me enumerate the ways verbatim:

Excess revenue collections in the total tax revenues or any of the identified non-tax revenue sources from its corresponding revenue collection target, as reflected in the BESF submitted by the President;
New revenue collections or those arising from new tax or non-tax sources which are not part of, nor included in, the original revenue sources reflected in the BESF;
Approved loans for foreign-assisted projects; or
Fund balance of the Government-Owned or -Controlled Corporations (GOCCs) from any remainder resulting from the review and reduction of their reserve funds to reasonable levels taking into account the disbursement from prior years.
I’m highlighting the fourth item because this is a new “special provision” in the General Appropriations Act or GAA. Just last year, in the 2023 budget law, you will only see the first three.

The fourth special provision essentially means that the Marcos government can activate the gargantuan unprogrammed funds using surpluses (excess funds) from GOCCs like PhilHealth.

This is a very weird and dangerous provision that was flagged by budget analysts, including my friend Zy-za Suzara, as early as last year.

The dangers became real this year. (Hat tip to my UPSE colleague Cielo Magno for pointing out this issue in her TikTok, as well as to Men Sta. Ana of the Action for Economic Reforms for pointing out this issue in his recent BusinessWorld column.)

It turns out that on February 27, 2024, the Department of Finance (DOF) issued Department Circular 003-2024, giving instructions to GOCCs with surpluses on how to implement special provision 4.

They used flowery words to justify this move, like: “Consistent with the Medium-Term Fiscal Framework, the National Government aims to consolidate the resources of the government so that these are mobilized and utilized to gain the maximum benefit and high multiplier effects for the economy.”

Then on April 24, DOF instructed PhilHealth (one of the GOCCs with surpluses) to remit P89 billion to the Treasury within 15 calendar days – citing the 2024 budget law and Department Circular 003-2024.

This is problematic because PhilHealth’s money can’t be reallocated just like that.

In fact, it’s specifically stated in the Universal Health Care Act (UHCA) that the PhilHealth’s excess funds, above and beyond their “reserve funds,” “shall be used to increase the Program’s benefits and to increase the amount of members’ contributions.” Unused portions of the reserve fund, meanwhile, “shall be placed in investments.”

Very clearly, the law states: “No portion of the reserve fund or income thereof shall accrue to the general fund of the National Government or to any of its agencies or instrumentalities, including government-owned or -controlled corporations.”

But that’s exactly what the DOF wants to happen. In short, the DOF is possibly violating the UHCA by siphoning P89 billion from PhilHealth.

What’s more, these developments are already reflected in government statistics. The screenshot below shows that P50 billion worth of funds were remitted by PhilHealth and PDIC (the Philippine Deposit Insurance Corporation) in May, citing the DOF circular and the 2024 budget’s special provision. PhilHealth remitted P20 billion, while PDIC remitted P30 billion.

It’s like the Marcos government created extra revenues out of thin air. Except that they didn’t really “create” money, so much as they extorted money from GOCCs.

I only learned about PDIC’s remittance when I looked at the spreadsheet. Their involvement in this scheme is just as disturbing, for PDIC “exists to provide deposit insurance coverage for the depositing public to help promote public confidence and stability in the economy.” When a bank fails, depositors’ monies are insured by PDIC to a certain extent (P500,000 per account, to be exact).

If the government is also touching PDIC’s funds, then it is compromising PDIC’s mandate – and possibly endangering the banking sector.

Apart from violating the UHCA, the DOF’s circular may also be violating two more laws: Republic Act No. 11467 (Sin Tax Law of 2020) and Republic Act No. 10963 (TRAIN Law) – both of which provide that some portion of tax revenues they generate must be earmarked for the UHCA’s implementation, and that includes PhilHealth’s coverage.

Many questions are unresolved. To what end is the Marcos government sweeping GOCCs to get billions of funds from them? On what types of things will the unprogrammed funds be spent? How is this scheme akin to the modus operandi of the Maharlika Investment Fund, which also siphoned billions from state-owned banks and the Bangko Sentral ng Pilipinas itself?

And why aren’t Filipinos talking about this scandal? Because budget issues are inherently un-sexy and not worthy of people’s attention? Until when will Filipinos turn a blind eye to these budget shenanigans? – Rappler.com

(July 12, 2024) – A survey released on Friday revealed that inflation remains the topmost concern of Filipinos ahead of the third State of the Nation Address (SONA) of Pres. Bongbong Marcos Jr.

Pulse Asia found that 72% of Filipinos said inflation should be immediately addressed by the administration of Marcos.

“This (inflation) is the only issue, out of 17, that is considered as an urgent national concern by the majority of the country’s adult population,” said Pulse Asia.

The survey was conducted from June 17-24. Using face-to-face interviews, respondents were asked about the top three national issues in a provided list that Marcos must urgently address.

“The lone issue identified as an urgent national concern by majorities not only at the national level (72%) but also across all geographic areas and socio-economic classes (66% to 77% and 64% to 74%, respectively) is inflation,” added the report.

Since June 2023, inflation has been a major concern for Filipinos. A similar survey showed that 63% of participants marked it as a pressing issue. Jumping to 74% by last September, it has remained at the 70% mark ever since.

Aside from inflation, increasing the pay of workers (44%), reducing poverty (32%), creating more jobs (30%), and fighting graft and corruption in the government (22%) were the other most urgent concerns of Filipinos, according to Pulse Asia.

Mindanao had the highest number of respondents who deemed inflation the most urgent concern at 77%, followed by Balanced Luzon, the National Capital Region, and Visayas with 74%, 67%, and 66%, respectively.

In terms of socio-economic classes, inflation was the most urgent concern of Class E at 74%. Classes D and ABC followed at 73% and 64%, respectively.

The number of Filipinos who disapproved of how the government has handled inflation also rose by five percent to 76% from 71% last March.

Last month, inflation slightly dropped to 3.7% from 3.9% in May.

Inflation is the only major concern that the majority of Filipinos (57%) want to hear Marcos discuss in his SONA on July 22, said Pulse Asia.

Last month, Marcos said inflation in the country was at a “reasonable level” than the previous year.

(April 5, 2024) – Majority of Filipinos believed that controlling the spiraling prices of basic commodities was the only national concern considered urgent out of 17 included in the survey conducted by Pulse Asia.

70% of adults in the country said inflation was still the most urgent concern, as well as across geographic areas and economic classes (67% to 77% and 69% to 73% respectively).

The survey also found a little over a third of the adult population (36%) are concerned about increasing workers’ pay, while 26% of the respondents considered fighting corruption in government, creating more jobs (25%), reducing poverty (25%), providing assistance to farmers (19%), and addressing involuntary hunger (17%) as urgent national concerns.

National concerns such as providing to support to small entrepreneurs, stopping the destruction and abuse of the environment, fighting criminality, enforcing the law on all, whether influential or ordinary people, reducing the amount taxes paid, and promoting peace and defending the integrity of the Philippine territory against foreigners were also included in the survey.

The least mentioned issues were protecting the welfare of overseas Filipino workers (5%), preparing to face any threats of terrorism (4%) and changing the 1987 Constitution (1%).

The Pulse Asia survey was conducted from March 6 to 10 using face-to-face interviews on 1,200 respondents ages 18 years old and above nationwide.

What to know about a collapsed gallbladder

The gallbladder stores bile, a digestive fluid. It contracts after emptying as part of the digestive process, but other factors, such as gallstones, can cause it to collapse, leading to pain and other symptoms.

As a normal part of the digestive process, the gallbladder collapses or contracts after it empties.

However, the gallbladder sometimes shrinks because of an underlying condition. There are several possible causes of this, including gallstones.

This article explores the symptoms, causes, and treatment of an abnormally collapsed gallbladder.

What is a collapsed gallbladder?

The gallbladder is a small, pear-shaped, muscular organ that sits beneath the liver on the right side of the body. It is part of a system that stores and releases bile, a liquid that the liver produces.

The gallbladder will shrink and expand as part of its normal and healthy functioning. The gallbladder will fill with bile during fasting states, whereas during the digestive process, it will shrink after releasing bile into the small intestine.

As such, the appearance of a contracted gallbladder is typically normal, unless it accompanies other symptoms, such as inflammation. Additionally, health conditions may affect the gallbladder and result in collapse.

Symptoms
A contracted gallbladder does not always cause symptoms.

If it occurs due to silent gallstones, a person may not require treatment. Silent gallstones do not stop the gallbladder, liver, or pancreas from working.

However, in some cases, a collapsed gallbladder can cause discomfort and other symptoms, especially if it is due to gallstonesTrusted Source or inflammation.

Common symptoms of a collapsed gallbladder include:

pain
nausea
vomiting
diarrhea
jaundice
fever

Causes
There are a few possible causes of a collapsed gallbladder. An abnormal collapse can cause the gallbladder to stop functioning correctly.

Often, the cause is gallstones, which are small, hard stones that form in the gallbladder. Most of the time, gallstones comprise cholesterol or bilirubin.

Gallstones can cause issuesTrusted Source such as irritation, infection, and scarring. Over time, this can lead to complications that include inflammation, wall thickening, and gallbladder contraction. As the gallbladder contracts, it may push gallstones into the cystic or bile ducts, potentially forming a partial obstruction known as biliary colic. The blockage can cause swelling, irritation, and inflammation.

Another cause is chronic cholecystitis, a prolongedTrusted Source condition resulting from the dysfunction of the emptying of the gallbladder. It leads to a chronically contracted gallbladder, thick gallbladder walls, and gallstones. Chronic cholecystitis usually occurs when a gallstone obstructs the cystic duct, which is the duct that connects the gallbladder to the biliary tract.

Cholecystitis can also occur due to biliary sludge. Biliary sludge results from bile collecting in the biliary ducts.

Diagnosis
A doctor can diagnose a collapsed gallbladder by carrying out a complete blood count. The doctor may use blood tests to look for signs of infection, bile duct obstruction, pancreatitis, or jaundice.

A medical professional can also inject a small amount of harmless radioactive material into the person. This is known as the hepatobiliary iminodiacetic acid testTrusted Source. The gallbladder will absorb the injectable solution, and a doctor will stimulate the gallbladder to contract. This test may diagnose abnormal contractions of the gallbladder or obstruction of the bile duct.

Doctors can also use ultrasonography to make a diagnosis. It can be difficult to see the results if the body is undergoing digestion, as the gallbladder is not full of fluid at this stage. Due to this, the person having the ultrasound scan will need to fast beforehand.

Research from 2020Trusted Source suggests that using advanced imaging techniques may help distinguish the difference between benign and malignant gallbladder conditions. These imaging techniques include:

contrast-enhanced ultrasound
high resolution ultrasound
diffusion-weighted imaging

Treatment
In some cases, a collapsed gallbladder does not require treatment and will resolve on its own.

Treatment options include gallbladder removal surgery, which commonly involves a minimally invasive surgery called laparoscopic cholecystectomy. Less often, doctors perform an open cholecystectomy.

Endoscopic retrograde cholangiopancreatography: This treatment involves unblocking the bile duct by removing gallstones.
Oral dissolution therapy: Medications such as ursodiol (Actigall) and chenodiol (Chenix) are bile acids that can dissolve gallstones, although several months or years of treatment may be necessary. The medicines are most suitable for small cholesterol stones.
Shock wave lithotripsy: This procedure is a rare treatment option that involves breaking the gallstones into small bits.
Anyone requiring treatment for gallstones should consult a doctor first. There is currently no strong evidence to support the use of natural remedies to remove gallstones. However, anecdotal evidence suggests that some people have found the following natural options effective:

apple cider vinegar with apple juice
dandelion
milk thistle
Lysimachiae herba
artichoke
psyllium husk
castor oil pack
acupuncture
yoga
Risk factors
Typically, a collapsed gallbladder results from stone disease or some other obstruction, with gallstones being a common reason for inflammation in the gallbladder. Risk factors for cholelithiasis, which may causeTrusted Source a chronically collapsed gallbladder, include:

being female
having obesity
having had rapid weight loss
being pregnant
being over the age of 60 years
eating a diet high in fat
Additional risk factors for a collapsed gallbladder include:

family history of gallstones

high dose estrogen therapy
hormone replacement therapy
Outlook
A gallbladder contracting is a normal part of digestion, and it does not cause any serious symptoms.

However, people who experience pain or nausea due to a contracted gallbladder need to see a doctor, who can help determine the cause and create a treatment plan.

A China Coast Guard (CCG) vessel in patrol launched a rescue operation and helped rescue a Philippine fishing boat in distress in the waters near China's Huangyan Dao, also known as Huangyan Island, in the South China Sea on Saturday, with two people on board injured and in critical condition, the Global Times learned from the CCG exclusively on Sunday.

The accident was reportedly caused by an engine explosion, which resulted in the boat's loss of power and caused it to start sinking.

A China Coast Guard vessel quickly arrived at the location of the distressed Philippine fishing boat to carry out rescue operation by releasing small boats, and threw lifebuoys and life jackets to the people falling into water.

Upon its arrival at the spot, the China Coast Guard communicated with the Philippine side that "This is China Coast Guard 3105. The fishing boat is sinking, our vessel is organizing rescue operation, over."

After the incident, the Philippine side expressed gratitude for the humanitarian rescue by the China Coast Guard, saying "China Coast Guard vessel 3105, thank you for your cooperation." #
