LOOK.PIA-6 launches Barangay Information Officers in Bago City

In a bid to amplify government services, programs and projects in the grassroots, the Philippine Information Agency (PIA) in Western Visayas has launched the Barangay Information Officers (BIOs) in Bago City, the first in Negros Occidental.

PIA-6 Regional Head EnP. Cheryl Amor, who led the activity at the Bago City Community Center on Friday, January 26, said it is the goal of the agency to bridge the information gap between the people and national government through the grassroots information frontliners – the BIOs.

Amor stressed the need to pool a network of information officers from the barangays to amplify government’s development efforts in a wide linkage of media platforms.

The official said there is a need to identify an official mouthpiece and source of truthful information in terms of dissemination to its immediate community.

“There’s also a need to stop the proliferation of fake news, upturn worthy and verified information,” she said, adding that “we need to ensure communication gatekeepers are to deliver one-message: development communication through capacity building activities.”

For Bago, the secretaries of all 24 barangays were mobilized as BIOs.

City Local Government Operations Officer Mia Asuncion Gatilogo oriented them on the DILG Memorandum Circular 2017-165 in support of the implementation of journalism/reporter training program for the provincial, city, municipal and barangay public information officers.

Gatilogo said the legal basis of the memorandum circular is the 1987 Philippine Constitution, as she highlighted Section 7 or "the right of the people to information on matters of public concern should be recognized."

The BIOs are recognized as the official focal person on development communication by the PIA in information dissemination in the community.

Their roles include disseminate PIA-received advisories and other noteworthy information to their constituents for widest distribution and public awareness in the community; to be the source of development communication outputs of the agency; coordinate regularly with city information officer and PIA to deliver one-messaging in terms of government services; and attend and participate in the coordination meetings and capacity building activities for competence development.

Acting Mayor Ramon Torres, who spoke at the launching, urged the BIOs to be credible enough, able to determine what is true and fake, and must have proper disposition on what is right and what is wrong.

He underscored that administration in government is not only about the elected officials, but the entire local government unit which is being supported by the workers.

“So as part of the administration, you have to defend its gains,” the acting city mayor told the BIOs, urging them to be part of the solutions amid various problems and challenges hounding their respective community through one, dissemination of right, accurate and relevant information.

During the launching, the barangay secretaries also pledged their commitment as BIOs.

In response, they expressed support as the partners of the government, especially in upholding development communication in the barangays.

For his part, Bago City Information Officer Ace Balboa assured the BIOs that the city government will continue to provide the necessary support like training and workshops on the basics of journalism and social media management, among others.

Also present during the activity were PIA-6 Deputy Regional Head Easter Anne Doza who presented the Bagong Pilipinas campaign of the administration of President Ferdinand “Bongbong” Marcos Jr., and PIA-Negros Occidental Infocen Manager Lorenzo Lambatin Jr.

After Bago City, PIA-6 is set to launch the BIOs in the cities of Victorias and Bacolod. *

LOOK.A father and son lawyer tandem is asking signatories to the petition to change a provision of the 1987 Constitution to "withdraw" their signatures.

Lawyer Cesar Beloria Jr., and his father who is also a lawyer, Cesar Beloria Sr., in a press conference Thursday dubbed the move as a "campaign against fake people's initiative."

The younger Beloria pointed out that the people who signed the petition were "fooled" and were misled into affixing their signatures.

He claimed that those who signed were asked to do so reportedly to validate their names with the Commission on Election or made to believe they are being listed as beneficiaries of a financial assistance.

So he pointed out that the nature in getting signatures for the proposed amendment of the 1987 Constitution particularly Article 2, section 1 paragraph 1 is deceptive.

He also clarified that there is no group or sector behind them despite the fact that there are groups who want to join them

"We want it to remain as people's initiative as well, we are giving these people behind this fake people' initiative a dose of their own medicine " he added.

The younger Beloria said that so far there are signatories from three barangays in this city who have reached out to them inclined to withdraw their signatures.

He also said that he has learned there are about 66,000 signatures submitted to the Comelec in this city relative to what he claimed as fake people's initiative campaign.

It is more than the three percent required with the city having an estimated 300,000 registered voters.

However, he pointed that even if they can just get five voters who will withdraw their votes it would be enough for them to file a petition to intervene.

He also said that while there are those who said their efforts may go to waste "we have no choice, somebody has to stand up, we should not allow that are rights is being trampled on."

He further said "that if the people understood what they signed and did it freely, then it's okay, however if they realize that they feel they were misled and changed their minds, they have every right to withdraw their signatures."
