The proposed budget is worth five point seven trillion pesos.
Senate President Juan Miguel Zubiri told newsmen that the Bicameral Conference Committee will meet in Makati City to finalize the national budget.

The Senate approved the proposed budget on third and final reading on November twenty eight.

During the Bicameral Conference, Lawmakers from the Senate and House of Representatives will reconcile the disagreeing provisions from their respective versions.

Once reconciled the final version will be ratified and sent to Malacaรฑang President Ferdinand R. Marcos's review and approval.

Senator Christopher "B**g" Go, chairperson of the Senate Committee on Health, emphasized the urgency of preparing for and addressing a reported increase in flu-like cases in the Philippines. This reminder came amid concerns about the increasing respiratory illnesses in other regions since mid-October, particularly among children.

Go, in an interview on Thursday, December 8, after aiding residents in Pamplona, Cagayan, expressed his support for a possible inquiry into the government's preparedness in handling increasing influenza cases.

"Ako, pabor po ako dito. I am willing to call for a hearing dito para mapakinggan natin yung preparedness ng ating gobyerno, ng Department of Health (DOH) regarding the rising cases of influenza and how to address this problem dahil ayaw nating lumala ito at ayaw nating maapektuhan ang ating mga kababayan,โ€ he stated.

He emphasized the critical importance of health, equating it to the life of every Filipino, and underscored the need for DOH to be well-prepared. He stressed, โ€œtandaan natin na ang kalusugan ay katumbas ng buhay ng bawat Pilipino.โ€

Reflecting on his legislative efforts, Go then highlighted the bills he filed in the Senate to improve the countryโ€™s health infrastructure and capacity to handle infectious diseases.

"Unang-una pa lang noong 18th Congress nag-file na po ako ng bill na creating the Virology Institute. Ito yung sana po may kakayahan na rin po tayong gumawa ng sariling bakuna , at saka yung bill na Center for Disease Control, eto po yung monitoring ng mga infectious diseases,โ€ Go mentioned.

He stressed the importance of being proactive and prepared, drawing lessons from the challenges faced during the early stages of the COVID-19 pandemic.

Go has filed Senate Bill No. (SBN) 195, which seeks to create a Center for Disease Control and Prevention (CDC), and SBN 196, which aims to establish the Virology Science and Technology Institute of the Philippines (VIP).

Under SBN 195, some of the proposed major functions of the CDC will include investigating potential cases of public health emergency; enforcing regulations to prevent the spread of communicable diseases; procuring and distributing vaccines, antibiotics, and other medical supplies; and working with other countries and international organizations to improve disease prevention and control systems and practices.

On the other hand, the VIP is envisioned to serve as the principal laboratory for Virology research and laboratory investigations, as well as the lead technical coordinator of the nationwide network of Virology laboratories. If passed into law, the VIP will accelerate the development of and expand access to new vaccines against diseases such as COVID-19 and ensure the country has sufficient emergency stockpile of vaccine doses.

"The more we should invest sa ating healthcare system, the more we should invest dito na magkaroon tayo ng sariling Center for Disease Control at ito pong Virology Science and Technology Institute,โ€ he said.

Recent reports from the DOH have indicated a reassuring turn, with all recorded cases of walking pneumonia now fully recovered. The DOH reported four cases in total: one case in January, another in July, and two additional cases in September.

DOH Secretary Ted Herbosa has also confirmed that there is currently no outbreak of walking pneumonia in the country.

Despite this, Go has urged Filipinos to maintain vigilance and adhere to health protocols, including the voluntary use of masks. The senator also earlier reinforced the role of Malasakit Centers and Super Health Centers in providing accessible healthcare and early disease detection, especially in light of these recent health concerns.

In an interview on Tuesday, December 5 after evacuating the Senate Building due to the earthquake, Go emphasized the importance of being prepared through regular drills. โ€œKailangan magkakaroon po ng regular drill. It's a wake-up call that we all have to be prepared.โ€

"Relax lang dapat. Dalawa lang โ€˜yan, lumabas ka o tago ka sa baba ng mesa mo. Importante, ang safety ng mga empleyado at safety po ng bawat isa sa atin," Go advised.

He also reiterated his advocacy for the creation of the DDR, a department dedicated to centralizing efforts and streamlining coordination for a more effective response to emergencies. The DDR would play a pivotal role in inter-agency coordination, particularly in recovery and reconstruction efforts post-disaster, as well as in the prepositioning of goods and prompt evacuation of affected populations.

His advocacy for the DDR is grounded in his commitment to protecting the welfare and lives of Filipinos in the face of frequent natural disasters. The rapidity and frequency of crises in the Philippines highlight the need for swift, efficient, and reliable services to protect the well-being and lives of every Filipino.

In July, the Office of Civil Defense voiced its support for the establishment of the DDR, emphasizing the importance of such an institution in improving operations in managing and responding to future crises.

Furthermore, Go co-sponsored Senate Bill No. (SBN) 2451 or the Ligtas Pinoy Centers bill, primarily sponsored by Senator Jinggoy Estrada. This bill, based on the Mandatory Evacuation Center bill previously filed by Go, aims to establish permanent, well-equipped evacuation centers nationwide.

On December 2, a severe magnitude 7.4 earthquake struck off the coast of Hinatuan in Surigao del Sur. This disaster, resulting from shallow oblique-thrust faulting along the Philippine Trench, led to two fatalities. More than a thousand aftershocks have been recorded since the Hinatuan earthquake.

A separate event, measuring magnitude 6.8, struck off the coast of Cagwait in Surigao del Sur on December 4.

Following the Mindanao quakes, another tremor was felt across Metro Manila on December 5, with its epicenter in Lubang, Occidental Mindoro. The magnitude 5.9 earthquake led to immediate precautionary measures, including the suspension of railway operations and evacuation of buildings.

Senator Christopher โ€œB**gโ€ Go commended the recent enactment of Republic Act No. 11965, also known as the Caregiversโ€™ Welfare Act, which was signed into law by President Ferdinand Marcos, Jr. on November 23. Go co-authored and co-sponsored the bill, which was principally sponsored by Senator Jinggoy Estrada.

The Caregiversโ€™ Welfare Act addresses the pressing need to safeguard the rights of caregivers, ensuring they receive fair treatment, decent employment, and protection against abuse, harassment, violence, and economic exploitation.

The scope of the new law covers caregivers employed in private homes, nursing or care facilities, and other residential settings. This includes caregivers hired directly by employers and those placed through the Public Employment Services Office and Private Employment Agency.

โ€œKilala po ang ating mga kababayan sa mundo dahil sa kanilang dedikasyon at husay sa trabaho. Naka-marka sa ating pagka-Pilipino ang pagmamahal at malasakit sa iba, kahit sila ay hindi natin kadugo o kapamilya. โ€œAs the Chair of the Committee on Health and Demography, I would like to take this opportunity to recognize the invaluable contribution of our Filipino caregivers to the healthcare industry. Hindi natin maikakaila ang hirap ng trabaho ng isang caregiver. Madalas ay iniiwan nila ang kanilang pamilya upang suportahan ang kanilang mga mahal sa buhay. Kasama sa kanilang pagsusumikap sa buhay ang kalungkutang mawalay sa kanilang pamilya,โ€™ he continued.

Key provisions of the law focus on regulating caregivers' working conditions, ensuring fair compensation, and providing essential benefits. According to the legislation, caregivers' working hours will be stipulated in their employment contracts, and they will be entitled to overtime pay for hours beyond the daily eight working hours. Moreover, a night shift differential with a minimum wage not less than the applicable regional minimum wage is mandated for those working night shifts.

Meanwhile, caregivers who have served for at least one month are entitled to a 13th-month pay, disbursed no later than December 24 of each year or upon separation from employment. Additionally, those who have rendered at least one year of service are eligible for a leave credit of at least five days with pay.

In addition to these provisions, caregivers will now be covered by social security benefits including Social Security System, Philippine Health Insurance Corporation, Pag-IBIG Fund, and "all benefits in accordance with the pertinent provisions provided by law."

Go then emphasized the importance of these measures, saying, "The Caregiversโ€™ Welfare Act is a crucial step towards recognizing the vital role caregivers play in our society. It not only ensures their fair treatment and protection but also acknowledges the sacrifices they make in caring for our loved ones."

He also acknowledged the hard work of medical frontliners who continue to make valuable contributions and sacrifices to safeguard the well-being of every Filipino patient especially during the COVID-19 pandemic.

โ€œI would like to thank our doctors, nurses, caregivers, and frontliners who โ€“ despite the challenges that pandemic brings โ€“ continue to selflessly provide healthcare especially in the grassroots particulary for the poor,โ€ Go expressed.

Meanwhile, Go reiterated his appeal to the Department of Budget and Management (DBM) and the Department of Health (DOH) to fast-track the release of the Health Emergency Allowances (HEA) still due to healthcare workers, including qualified caregivers hired in health facilities, who served during the COVID-19 pandemic.

As one of the authors and co-sponsors of Republic Act 11712, Go stated that the law provided for continuing benefits and allowances to healthcare workers during public health emergencies. Despite the lifting of the state of public health emergency in July, many healthcare workers have yet to receive their HEA.

In 2019, the lawmaker was also instrumental in the enactment of RA 11466 or the Salary Standardization Law 5 (SSL 5) as one of its authors and co-sponsors in the Senate. The measure provides all civilian government employees, including caregivers working in the public sector, increased salaries broken down in tranches. The senator also expressed his support for the proposal of another salary increase for government workers.

Marcos issued the statement as he congratulated the successful examinees of the 2023 Bar examinations.

The supreme court announced that a total of 3,812 passed the Bar exams out of 10,387 examinees... this translates to a 36.77% overall passing percentage.

In a press conference, Bar chairperson Justice Ramon Hernando said this translates to a 36.77 percent overall passing percentage.
Ephraim Bie, a law graduate from the University of Santo Tomas, topped the bar exams with his 89.2625 percent rating.
