Battle of the bridge, redux

ON July 30, 2022, I wrote about the brewing clash between Sen. Cynthia Villar and the new board of directors of the BF Resort Village Homeowners Association Inc. (BFRVHAI) in Las Piñas City. An election of board officers had been held on June 12, 2022, which resulted in the ouster of the Villar-backed directors.

The controversy centered on a short-span bridge (named Cavite Bridge), which was constructed by Senator Villar over a portion of the Zapote River, linking the end of Onelia Jose Street in the private subdivision to the Villar Sipag Farm in Bacoor, Cavite. Thus, a BFRV gate was opened to accommodate those passing from Las Piñas City going to Bacoor, Cavite and vice versa. The old board of directors tolerated this in exchange for the P10 million annual donation from Senator Villar. However, most of the BFRV homeowners resented this, citing "security" as their main concern. The new board, as part of their campaign promise, restricted access to the Cavite Bridge.

Villar threatened the officers of the homeowners' association with a lawsuit in case her demands were not met. I thought this was mere flexing on the part of the senator, but I was wrong — she did, in fact, file a civil case against the BFRVHAI on Sept. 19, 2022 before the Regional Trial Court (RTC) in Las Piñas.

It was not surprising that she obtained a temporary restraining order (TRO) against the BFRVHAI that very same day. The TRO is to expire on Oct. 9, 2022, unless the court extends it or makes it permanent.

LET us not mince words here. Impact Hub Manila, the operator of Vote Pilipinas, corrupted the Commission on Elections (Comelec) when it sealed a P15.3-million deal with the latter's spokesman James Jimenez, all without the benefit of public bidding and prior consent of the commission en banc.

What is Impact Hub?

According to its website, "Vote Pilipinas is a campaign led by Impact Hub Manila co-founder Ces Rondario. Impact Hub Manila is an incubation hub focused on purpose-driven entrepreneurs whose venture ideas have the potential to impact the lives of Filipinos at large scale." Indeed, it created an impact when it failed to settle its multimillion financial obligations with the Sofitel Philippine Plaza hotel.

THE Metropolitan Manila Development Authority (MMDA) tweeted on April 9 two newly proposed schemes that would allegedly reduce the volume of traffic by as much as 50 percent along specific major thoroughfares in Metro Manila.

In its tweet, the MMDA said: "Ang mga sumusunod ay ilan lamang sa mga panukala tungkol sa modification sa vehicle reduction program ng MMDA. Ang mga mungkahing ito ay nanggaling mismo sa iba't-ibang stakeholders sa idinaos na Traffic Summit ng ahensiya noong Marso (The following are some of the suggestions to modify the vehicle reduction program of the MMDA. These suggestions came from the different stakeholders who attended the Traffic Summit of the agency last March)."

Who were these stakeholders? Were the ordinary private motorists represented here? Maybe these suggestions came from the public utility vehicle operators, which up to now remain "untouchables" as far as MMDA traffic enforcers are concerned.

Under the proposed Unified Vehicular Volume Reduction Program (UVVRP) new number coding scheme, private motor vehicles with license plates ending in 1 and 2 cannot use selected major roads on Mondays and Wednesdays. Those with plates ending in 3, 4 are banned on the roads on Mondays and Thursdays; 5, 6 on Tuesdays and Thursdays; 7, 8 on Tuesdays and Fridays; and 9, 0 on Wednesdays and Fridays. This scheme is supposed to reduce the traffic volume by 40 percent.
