3.6M kilos of fish lost due to Chinese vessels in West Philippine Sea

THE PHILIPPINES has lost 3.6 million kilograms of fish due to the presence of Chinese fishing vessels in the West Philippine Sea, according to estimates from food security advocacy group Tugon Kabuhayan.

This volume is higher than the 240,000 kilos previously estimated by the National Task Force on West Philippine Sea in April, Tugon Kabuhayan convenor Asis G. Perez said in a virtual briefing on Monday.

Mr. Perez said the country stands to further lose 7.2 million kilograms of fish for each month that the Chinese vessels are allowed to stay in the area.

“If we look at even half the market price of this commodity today, then we are bound to lose P720 million a month,” he said.

Mr. Perez asked the government not to downplay the importance of fish products sourced from the West Philippine Sea.

He said that if the area is managed well and limited to Filipino use, it can provide more than the government’s current estimate of 7% volume catch equivalent to P19.1 billion.

Mr. Perez also raised concerns on the destruction of coral reef ecosystems in the Spratly Islands caused by China’s reclamation and dredging activities.

“Studies have shown that the area’s coral reef ecosystem plays an important role as spawning and nursery grounds, egg and larval dispersal of economically important species not only for the West Philippine Sea area but the entire South China Sea and even Pacific Ocean,” he said.

“Clearly, the illegal Chinese activities in the area are detrimental not only for Filipino fishermen. Their actions affect the food security of the entire South China Sea Region. It is just and proper for all citizens to voice out their concern about the current situation,” he added.

The Philippines has filed several diplomatic protests against China after Chinese vessels including six warships were seen within its waters in the South China Sea.

An international tribunal issued a ruling in July 2016 that rejected China’s claim over the West Philippine Sea. However, reports have shown increasing Chinese maritime presence in the area, including the construction of artificial islands.

China Sends Aircraft Carrier for 'Sovereignty' Drills in South China Sea

China said the group of its aircraft carrier, Shandong, was recently in the South China Sea for drills aimed at asserting "sovereignty" as a standoff with the Philippines dragged.

It was a routine exercise, Gao Xiucheng, a Navy spokesperson for the People's Liberation Army, told state-run CGTN television. Gao did not specifiy the area where the training took place.

"It is completely legitimate and beneficial in improving the country’s ability to uphold national sovereignty and security," Gao was quoted in a statement.

Last week, the Philippine Coast Guard held drills in disputed waters, prompting a warning from Beijing against "complicating" the situation. Since April, Philippine and Chinese ships have been locked in a standoff over fishing grounds in the West Philippine Sea, which is engulfed by what China claims as its own, the South China Sea.

Defense Sec. Delfin Lorenzana last week said the reefs and islands that Beijing claims, despite falling within Manila's EEZ or exclusive economic zone, belong to the Philippines.

China has refused to pull out its ships from reefs inside the Philippines' EEZ despite daily diplomatic protests and summons on its ambassador to Manila.

China is claiming almost the entire South China Sea, overlapping with claims by the Philippines, Vietnam, Brunei, Taiwan and Malaysia. Some $3.4 million worth of trade passes through the disputed waters annually and Washington has expressed concern over Beijing's actions in the region.

The Chinese government also refuses to recognize a UN court's ruling that favored the Philippines and invalidated its vast claims.

While the Philippines has filed numerous diplomatic protests over China's actions that endangered the lives of Filipino fishermen, Beijing has built artificial islands over the disputed reefs.

The British are coming

For the first time since the Falklands War of 1982, the United Kingdom is sending its largest contingent of warships to waters thousands of miles away from its own. The U.K.’s largest carrier strike group is expected to depart from British waters as early as May 18 and arrive in the South China Sea the following month. The Ministry of Defence described the deployment as the "largest concentration of maritime and air power to leave the U.K. in a generation."

According to the U.K. government, the massive strike group composed of carriers, destroyers, submarines, cruisers, and a number of aircraft from the Royal Navy and Royal Air Force will be "a truly global deployment, from the North Atlantic to the Indo-Pacific."

First Mission for the HMS Queen Elizabeth
The Pacific mission will be the first operational deployment of the U.K.’s brand-new aircraft carrier, the HMS Queen Elizabeth, which is the Royal Navy’s largest and most powerful warship ever built. It cost the kingdom a whopping P213 billion (£3.2 billion) to build.

The HMS Queen Elizabeth will carry at least 18 F-35B stealth fighters (Lockheed Martin F-35 Lightning II), a fifth-generation fighter considered the most advanced in the world. The price tag for each F-35B stealth fighter is a staggering P3.86 billion ($80 million).

A Mustering of Force Among World Powers
The Queen’s forces from the Royal Navy and the Royal Air Force will be joining a constellation of some of the world’s nuclear powers who are also sailing to the South China Sea for military exercises: the U.S., France, and Canada. Japan will also take part in the exercises with the U.K.

Meanwhile, the warships from the Royal Navy will also take advantage of the mission to conduct exercises with the members of the Five Powers Defense Agreements—Australia, U.K., Malaysia, New Zealand, and Singapore.

The deployment will last 28 weeks and will cover visits to 40 countries.

U.K. Projecting Its Influence and Power
On April 28, British Defense Secretary Ben Wallace released a press statement about why the U.K. is deploying to the Pacific the largest contingent of warships it has ever sent anywhere.

"When our carrier strike group sets sail next month, it will be flying the flag for Global Britain— projecting our influence, signaling our power, engaging with our friends and reaffirming our commitment to addressing the security challenges of today and tomorrow.

"The entire nation can be proud of the dedicated men and women who for more than six months will demonstrate to the world that the UK is not stepping back but sailing forth to play an active role in shaping the international system of the 21st century," said Wallace.

In similar tones, Commodore Steve Moorhouse, the Royal Navy’s commander of the carrier strike group, also released a statement underscoring the U.K.’s role in addressing global security.

"As our nation redefines its place in the world post-Brexit, it is the natural embodiment of the government’s ‘Global Britain’ agenda," he said. "And against a backdrop of growing instability and competition, it reflects the United Kingdom’s continued commitment to global security."
