Ms. Mercy Andres Biala was recognized as the Outstanding Rural Woman of Region 2 in 2022.

This collaborative event was a joint effort of various organizations, including the Commission on Human Rights (CHR), United Cagayan Dentists, Philippine Statistics Authority Region 2 (PSA), Technical Education and Skills Development Authority Region 2 (TESDA), Philippine National Police (PNP), and Philippine Military Academy (PMA) in Rizal.

The outreach event aimed to promote children's rights and well-being, offering a full day of informative and engaging activities for the community's young beneficiaries. These activities included raising awareness about child protection, providing dental and health services, teaching safety education, and presenting skills development opportunities. The collective participation of these organizations emphasized their shared commitment to creating a safer, more supportive environment for children, ensuring that they grow up in a world where their rights are respected and protected.

NUEVA VIZCAYA - The Department of Agriculture Regional Field Office No. 02 through its Institutional Development Unit (IDU), recently hosted an organizational strengthening event for several Farmer's Cooperatives and Associations (FCAs) in the province of Nueva Vizcaya.

The participating groups included:
1. Malabing Valley Multi-Purpose Cooperative
2. Brgy. Aggub Communal Irrigators Association
3. Sanguit Upland Farmers Multi-Purpose Cooperative
4. Gabut Farmers Rice and Onion Growers Association
5. Magapuy Multi-Purpose Cooperative
6.Runruno Multi-Purpose Cooperative

This event emphasized the crucial role of cooperation, the responsibilities of members and officers, and the active involvement required to ensure the continued success and sustainability of FCAs in Nueva Vizcaya. Empowering the Youth in Agriculture!

NUEVA VIZCAYA - Despite being located in a remote, mountainous area, the Department of Agriculture - Nueva Vizcaya Experiment Station, through its Institutional Development Unit (IDU), conducted a Youth Profiling and RSBSA Registration for Grade 12 students of Alfonso Castaรฑeda National High School and Abuyo National High School, Alfonso Castaรฑeda, Nueva Vizcaya.

The activity was actively participated in by students from Abuyo National High School and Alfonso Castaรฑeda National High School. This initiative was made possible through the generous support of Honorable Mayor Wilson M. Capia-ao, Mr. Timoteo D. Baysa, Municipal Agriculturist, Dr. Jonathan B. Pagadut, Principal I of Abuyo National High School, and Mrs. Rucelle T. Borja, Principal I of Alfonso Castaรฑeda National High School.

Many of the students from these schools are children of farmers, which added a deeper significance to the event. During the discussion, Ms. Sharmaine Sagayo and Ms. Yumi Crimona, staff from the Institutional Development Unit (IDU), emphasized the critical role of youth in agriculture, particularly given the abundance of agricultural resources in their communities. Mr. Timoteo D. Baysa, the Municipal Agriculturist, also inspired the students to consider pursuing agricultural courses, highlighting the many opportunities for financial assistance and promising career paths within the field.

This activity allowed many students to develop a deeper appreciation for agriculture. Inspired by the numerous opportunities the sector offers, some even expressed interest in pursuing agriculture-related courses in college, envisioning a future where they could contribute to the growth and sustainability of their communities.

The sun rose brightly over the Department of Agriculture Regional Field Office No. 02 as it launched its new Gender and Development (GAD) Center on November 12, 2024.

Designed as a welcoming space for both farmers, the GAD Center serves not only as a Farmersโ€™ Action Center but also as a comfortable venue for connecting with DA services and resources. With this addition, the department aims to foster an inclusive, supportive environment that puts farmers and employees at ease as they seek guidance and assistance.

Regional Executive Director Rose Mary G. Aquino emphasized that the GAD Center is one of the best ways for the Department to extend a warm welcome to its visitors. She highlighted the thoughtful features like a coffee nook and a massage chair, which allow farmers and DA employees alike to relax and recharge while accessing the resources they need. This effort, Aquino added, underscores DAโ€™s commitment to making everyone feel valued and at home within the agency.

In attendance were Regional Technical Directors, Dr. Roberto C. Busania, Ms. Kay S. Olivas, and other DA RFO 02 staff who celebrated this milestone in service and support for the agricultural community.

Also, present were members of the DA Gender and Development Focal Point System (DA GFPS) and its secretariat from the DA Central Office, Bureau of Fisheries and Aquatic Resources(BFAR), Agriculture and Fisheries Information Division(AFID), Office of the Undersecretary for Attached Agencies and Corporations.

With the opening of the GAD Corner, the DA looks forward to strengthening connections with farmers across the region while providing both them and its employees a space of comfort, care, and community.

BALLESTEROS, CAGAYAN - The Department of Agriculture Regional Field Office No. 02 (DA RFO 02), in collaboration with the DA Employees Association and the Regional Agricultural and Fishery Council 02, conducted โ€œOperation Tulongโ€ today, November 9, 2024, to support those affected by Typhoon Marce in Ballesteros, Cagayan.

This initiative is part of the agencyโ€™s swift response to assist communities impacted by the typhoon. Among the beneficiaries are residents from nearby areas, including the community of Ms. Dauphine Alviar, a 2024 National Finalist for Outstanding Rural Women.

Ballesteros, located in the northern part of Cagayan, was one of the hardest-hit municipalities. Typhoon Marce caused significant destruction, leaving numerous homes damaged and residents in urgent need of assistance.

This relief operation is part of a series of aid initiatives organized by the agency to help those affected by the typhoon. The collaborative response reflects the agencyโ€™s strong commitment to supporting rural communities during times of crisis.

DA Region 2 Backs Re-launch of Women-Led Tuguegarao Agri-Based Cooperative

The Department of Agriculture (DA) Regional Field Office No. 02, through its Gender and Development (GAD) Program, supported the re-launching of the Tuguegarao Agri-Based Multi-Purpose Cooperative on October 28, 2024, in Tuguegarao City. This cooperative, largely led by women, has been selected as a GAD beneficiary for 2024 in recognition of its commitment to advancing agricultural initiatives within the community.

As a women-dominated Farmersโ€™ Cooperative Association (FCA), the Tuguegarao Agri-Based Multi-Purpose Cooperative is actively involved in agriculture-related activities aimed at enhancing the economic welfare of its members. The re-launch signifies renewed support from DA Region 2 and an opportunity for the cooperative to expand its reach and services, empowering more women and families in the area.

The event was graced by Councilor Tirso Mangada, representing Mayor Maila Rosario Ting-Que, and attended by Mr. Christopher Corral of the Cooperative Development Authority Region 2 and Ms. Sheila Marie DA Orpilla, the GAD Focal Person for DA Region 2. The Department of Agriculture Regional Field Office No. 02 (DA RFO 02), through its Institutional Development Unit (IDU), held a capacity-building for Amianan Farmers Entrepreneur Agriculture Cooperative and Ilagan Vegetable Growers Association, on October 1, 2024, in Ilagan City, Isabela, to enhance the strength and effectiveness of local Farmers' Cooperatives and Associations (FCAs).

Led by Engr. Melchor A. Contillo and the IDU staff, the event aimed to help FCA members and officers better understand their roles, improve their organizational structure, and address emerging challenges within their groups.
Engr. Contillo emphasized that an organization's success relies not just on external support but, more importantly, on the active participation and accountability of its members. He encouraged participants to take responsibility for their roles and to work collaboratively to achieve common goals. He also urged FCAs to create programs that directly benefit their members and improve their livelihoods, ensuring long-term sustainability.

Ms. Monique Gumiran and other IDU Staff encouraged members to further engage in their organizations. They highlighted the importance of involving the youth in agricultural activities, emphasizing that the next generation must also be empowered to contribute to the sector.

Moreover, they stressed the need for organizations to establish clear policies and programs to help manage their operations more effectively. Also, underscored the importance of aligning activities with the cooperatives' Articles of Cooperation, Constitution, and By-Laws to ensure smooth operations and governance.

Present during the activity were Mr. Moises Alamo, the City Agriculturist of Ilagan City, and Mr. Edgar Edgardo D. Rodriguez from the Office of the Provincial Agriculturist. Their presence underscored the importance of collaboration between local government units and farmers' organizations in strengthening the agricultural sector and improving the lives of local farmers.

The event highlighted the importance of cooperation, accountability, and active involvement from all members in ensuring the continued success of FCAs in Isabela. Through these efforts, local organizations are expected to grow stronger and better equipped to address the needs of their communities. # #
