Mimi wins fans in ‘Kontrabida Academy’

Xyriel Manabat is receiving praise for her role as Mimi, dubbed “the seductive daughter,” in the comedy film Kontrabida Academy with Barbie Forteza and Eugene Domingo.

The report noted that while the country is not in the “high risk” category, issues such as vote buying, weak accountability, and risks of political violence continue to challenge its stability. Regional disputes, particularly in the South China Sea, also add pressure.

In broader measures of political stability, the World Bank’s Political Stability and Absence of Violence/Terrorism index placed the Philippines at –0.57 in 2023, slightly better than –0.66 in 2022 but still below the global average.

Analysts say the rating could affect investor confidence, as businesses often consider political risk before investing. It also underscores the need for stronger reforms to fight corruption, promote transparency, and protect institutions from instability.

Despite slight improvements, the “medium risk” tag highlights that progress remains fragile. Experts stress that consistent reforms—not short-term fixes—are needed to assure both Filipinos and the international community of long-term stability.

The Philippines has formally protested against China after a Bureau of Fisheries and Aquatic Resources (BFAR) vessel was blasted with water cannons by the Chinese coast guard near Scarborough Shoal (Bajo de Masinloc).

According to the Department of Foreign Affairs (DFA), the incident endangered the lives of Filipino crew members and disrupted the delivery of aid and supplies to local fisherfolk who rely on the area for their livelihood. The DFA called China’s actions “illegal and dangerous,” stressing that the Philippines will not be deterred from exercising its rights in its own waters.

Scarborough Shoal lies within the country’s exclusive economic zone but has been under Chinese control since 2012. Despite the 2016 arbitral ruling that invalidated Beijing’s sweeping claims in the South China Sea, Chinese vessels have repeatedly blocked Philippine ships from entering the shoal.

QC finds 94% of DPWH flood projects lack city alignment

Quezon City says 94% of DPWH’s ₱17B flood control projects lack coordination and don’t follow the city’s Drainage Master Plan.

Quezon City officials have raised red flags over the Department of Public Works and Highways’ (DPWH) flood control projects, saying most of them were implemented without proper coordination with the local government.

A city government investigation found that out of 331 DPWH flood control projects in Quezon City from 2022 to 2025, only two had secured the required Certificate of Coordination (COC). Under Ordinance No. SP-2939, S-2020, all infrastructure projects in the city must be cleared with the local government to ensure proper alignment with urban planning.

The projects, amounting to a total of ₱17 billion, included 157 funded under the National Expenditure Program (NEP) and 170 that were not listed in the NEP for 2022 to 2025.

The findings further revealed that 305 projects—equivalent to 94 percent of the total and costing ₱16 billion—were not consistent with Quezon City’s Drainage Master Plan. This means most of the DPWH’s initiatives could be ineffective in addressing the city’s flooding issues.

City officials stressed that flood control projects should be harmonized with existing local plans to avoid wasted funds and ensure that residents benefit from infrastructure meant to protect them.

The report urged stronger coordination between national agencies and local governments, warning that misaligned projects could worsen flooding risks rather than solve them.
