Senate Committee on Public Services chair Raffy Tulfo says he received reliable intel that the “VIP” in a luxury SUV that violated the EDSA bus lane restriction is a senator’s relative.
He proposes increasing the fine for such violations from ₱5,000 to ₱50,000.

Rule breaking Cadillac ‘7’ exposed: William Gatchalian owns SUV which forced its way into EDSA busway.
William Gatchalian, the father of Senator Sherwin Gatchalian, is the owner of the Cadillac SUV which was caught in a viral video breaking traffic rules, according to records of the Securities and Exchange Commission (SEC).
The Land Transportation Office announced that the owner of the SUV, which bore the “7” plate reserved for senators, was Orient Pacific Corp. but it did not reveal the owner.
SEC records obtained by our very sources showed two Orient Pacific firms and both are owned by Gatchalian.
The two entities, formed in 1989, had Gatchalian and his wife Dee Hua and son Kenneth as directors and officers of the real estate firms.
Gatchalian had previously denied being the owner of the controversial SUV in the notorious Nov. 3 incident.
It took the LTO, which claimed the “7” plate was bogus, three days before revealing the owner.
The Cadillac’s driver, Angelo Edpan, was presented in a press conference by the LTO on November 6, along with Omar Guinomla, a director of Orient Pacific.
