DOST 1 radiates awareness on Global Warming and Climate Change

The Department of Science and Technology Regional Office No. 1 in collaboration with DZAG Radyo Piliinas Agoo took a proactive stance in observance of the Global Warming and Climate Consciousness Week 2023 by conducting its 35th episode of the weekly radio program, “Tekno Presiyensya: SIyensya ken Teknolohiya para kadagiti Umili” on November 23, 2023, via Facebook live which aimed to raise awareness and understanding of critical climate issues among the public.

Ms. Loren Joy D. Estrebillo, an expert from the Impact Assessment and Applications Section of the Climatology and Agrometeorology Division at DOST PAGASA, served as the esteemed resource person. In her engaging presentation, Ms. Estrebillo navigated through the intricate topic of global warming, unraveling the complexities of the greenhouse effect and its direct correlation with human activities.

The greenhouse effect was explained, distinguishing between the natural and human-enhanced processes. Emphasizing the impact of fossil fuel combustion, she revealed the heightened human-enhanced greenhouse effect contributing to global warming. The discussion delved into the extensive ramifications of climate change, including water scarcity, disruptions in food production, threats to health and well-being, impacts on urban infrastructure, and effects on biodiversity and ecosystems.

Ms. Estrebillo presented alarming trends in the Philippine climate, noting an increase in hot days and a decrease in cold nights. Variations in rainfall patterns were highlighted, impacting different regions of the country. While there was a slight decrease in the number of tropical cyclones entering the Philippine Area of Responsibility, an increase in their intensity was noted. The discussion also touched upon the contribution of warming conditions to rising sea levels, particularly affecting islands in Mindanao and the western coasts of Central and Western Visayas.

THE 2023 Kilusan ng Bagong Lipunan (KBL) North Luzon Conference became livelier with the launch of Miss KBL and band competitions during the event in Mabalacat, Pampanga recently.

It was likewise a happy occasion with the personal appearance of former jukebox queen and ex- vice governor of Camarines Sur, Imelda Papin.

The event held at Royce Hotel, also launched the contest for Miss KBL won by Estephanie Ladignon of Nueva Ecija while Salinlaji Band of Pampanga Province emerged the champion in the competition.

Calling party members “resilient,” KBL national president Efren A. Rafanan, quoted former president Ferdinand Edralin Marcos Sr.”In every dark hour of our national life, a leadership of frankness and vigor has met with that understanding and support of the people themselves which is essential to victory.”

“As KBL members, you are part of a community that embodies hope in action. It’s in your unwavering commitment to the principles that define us, in your willingness to stand up for what is right and in your persistent efforts to create positive change ,” he further said.

Meanwhile, KBL vice president for North Luzon, Crisiljefv G. Garrido said, “United, we are stronger. Together, we possess an incredible wealth of knowledge, experience and passion. By supporting each other, sharing insights and lending a helping hand, we can overcome any obstacle that stands in our way.”

No less than President Ferdinand “Bongbong” Marcos Jr. and Vice President Sara Z. Duterte, were among the dignitaries invited to the occasion and whose messages were read on their behalf, along with Secretary Benjamin Abalos Jr. of the Dept. of Interior and Local Government (DILG).

Marcos called on all KBL members “to stay dedicated to the Party’s mission and goals in every endeavor they undertake.”

“Let us all do our best to usher in an era of progress, peace and unity for our people and for the Bagong Pilipinas that we all want to build and cherish,” he concluded.

Meanwhile, KBL officials disclosed that soon the party will be registered as a party list to strengthen the organization.

On the other hand, VP Duterte called on party members “to join hands with every nation builder to usher in a brighter future for our nation where no one is left behind, guided by our commitment to integrity, sincere service and love of country.”

Abalos for his part said that KBL is true to its vision of “helping build a prosperous and united nation founded on the principles of good governance, social justice and national development. You have continued to be the government’s trusted ally for 45 years.”

Those present clamored for Papin’s running for senator. Although, she was hesitant at first, she eventually accepted the challenge. “This country will be great again basta tayong lahat ay magkaisa,” she told the conference attendees.

PH RECEIVES INCREASED SUPPORT FROM CANADA THROUGH $5.3-BILLION CLIMATE FINANCE COMMITMENT

The Philippine government and the United Nations Development Program (UNDP) are working in collaboration with Canada to reduce the climate finance gap through natured-based solutions projects to be funded under a $5.3-billion climate finance commitment.

Canada has increased its support for the Philippines in promoting biodiversity conservation, climate change mitigation, adaptation, and resilience with consideration for gender equality, according to Global Affairs Canada Climate Finance Executive Director Andrew Hurst.

Hurst also mentioned that their project covers activities that include research and knowledge sharing.

“It’s also looking at ways to encourage private sector both international and Philippines investors looking for opportunities to invest in these kinds of solutions,” Hurst said.

The collaboration and finance commitment will run until 2026 but Director Hurst hopes that “some of the efforts that are undertaken in this project can really generate some ideas and form some creative solutions that themselves may have a life beyond the end of the project” while also committing that Canada will stay engaged in the Philippines both in climate finance and bilateral assistance program.

“To the extent that good things come out of this project, then the results that are generated will continue to look for opportunities to build on and also work together in the future,” he said.

Hurts elaborated on the goal of the project saying that it is a way to address a number of persistent issues through a single intervention or in an integrated way.

“That includes trying to reduce poverty, trying to address gender inequality…trying to support communities that are often dependent on nature for their livelihoods while also looking to conserve and sustain…biodiversity,” Hurts said.

The director also highlighted the diversity of stakeholders involved in the project, from the local level, communities, national government, and private sector, noting the uniqueness of arrangements which will hopefully “stimulate some more efforts on cooperation in the future. |PND

President Ferdinand R. Marcos Jr. signed the Public-Private Partnership Code of the Philippines (PPP Code) and the Internet Transactions Act of 2023 on Tuesday, while in isolation after testing positive for Covid-19.

The President was scheduled to lead the ceremonial signing of the two bills in Malacañang today but had to cancel the events after he tested positive for Covid 19 last night.

Instead, President Marcos signed the two landmark bills while in isolation in his residence in Bahay Pangulo. He said the two bills show the country’s commitment and readiness to accelerate its development and to embrace the digital economy.

The enactment of the PPP Code, or “An Act Providing for the Public-Private Partnership of the Philippines”, signed as Republic Act No. 11966, will establish a stable and predictable environment for collaboration between the public and private sectors to address the gaps in the infrastructure systems and also free up much-needed resources to enable the government to pursue other equally important projects and initiatives.

The PPP Code incorporates best practices from over three decades of experience in implementing the Build-Operate-Transfer (BOT) Law, ensuring that the country build better infrastructure projects and mitigate risks during their implementation.

On the other hand, the passage of the Internet Transactions Act of 2023, signed as Republic Act No. 11967, the people will be provided with the mechanisms to confidently embrace the digital economy.

The ITA, or “An Act Protecting Online Consumers and Merchants Engaged in Internet Transactions, Creating For This Purpose the Electronic Commerce Bureau, Appropriating Funds Therefor, and For Other Purposes”, highlights the government’s efforts to not only protect consumers and merchants, but also harness e-commerce as a tool for growth and development as it upholds fair business practices, fosters innovation, and institutes effective mechanisms for dispute resolution.

It also establishes the E-Commerce Bureau under the Department of Trade and Industry which will spearhead the implementation of the law, as well as the Electronic Commerce Act of 2000, and the Philippine E-Commerce Roadmap. | PND

Nuclear tech can offer solutions to challenges posed by climate change – Sec. Solidum

As the 51st Atomic Energy Week (AEW) kicked off on Monday, December 04, 2023, Secretary Renato U. Solidum Jr. of the Department of Science and Technology (DOST) sees several opportunities for nuclear science and related studies to help address our concerns on climate change.

“A week ago, we participated in the Conference of Parties (COP) 28 held in Dubai, and the message is clear. Climate change is a problem that we all need to look in to. We will



be victims of global warming, so we need to act, and nuclear technology would play crucial roles in addressing our concerns on this,” said Sec. Solidum.

He emphasized how nuclear science and research studies provide solutions as an alternative energy source for power, as well as in developing new breeds of agricultural crops resistant to heat or requiring less water, minimizing the impact on our food supply.

“The protection of the environment will also utilize nuclear technology. Although we believe the Philippines is not a major contributor to greenhouse gases, we should look at these pollutants from a health perspective, not only from the climate perspective because we will be affected by pollution, aside from the increased temperature and changes in rainfall patterns all over the country,” added Sec. Solidum.

Meanwhile, apart from its well-established roles in medicine, agriculture, and industry, the science chief said that the renewed campaign towards the inclusion of nuclear power in the energy mix adds a new dimension to the roles of DOST-PNRI. This includes not only mastering a potentially invaluable power source for economic progress but also ensuring safety, security, and responsible use.

“This is the reason why the country’s science department has its full support for the efforts of the Nuclear Energy Program Inter-Agency Committee (NEP-IAC), as well as the establishment of a unified independent regulatory body for ionizing radiation sources through the bill for the Philippine National Nuclear Energy Safety Act pending in Congress,” said Sec. Solidum.

Gearing up the next generation towards a Nuclear Philippines

The 51st AEW is being celebrated at the DOST-PNRI with institutional partners and guests from December 4-7 at the PNRI grounds in Commonwealth Avenue, Quezon City.

With the theme "Gearing up the next generation towards a Nuclear Philippines," this year's celebration becomes even more thrilling with the inaugural Philippine Nuclear Science Olympiad. Open to junior and senior high school students nationwide, the competition offers cash prizes, meals, and certificates to the top five awardees. Additionally, the highest achiever will represent the country in the first-ever International Nuclear Olympiad scheduled for August next year. Notably, this marks the first in-person AEW celebration since the pandemic.

“I also find particularly commendable the AEW’s theme for this year, which is Gearing up the next generation towards a Nuclear Philippines. It is quite timely and consistent with the DOST’s renewed thrust towards reaching out to the youth, inspiring more to take up science-related courses,” said Sec. Solidum.

The four-day celebration also features technical sessions where DOST-PNRI researchers and experts share how their various research studies could offer numerous alternative solutions to several pressing concerns in different sectors and communities.

On the other hand, a Gender and Development (GAD) Forum will also be held on December 07, 2023, where there will be an in-depth discussion on how individuals, irrespective of gender, can thrive in this technically demanding field such as nuclear science. The said forum also explores the social dimensions of nuclear S&T, discussing applications, fostering equitable environments, compliance with the Safe Spaces Act, and cultivating positive dynamics in labs and offices.

Of course, one of the main highlights for the participants will be the guided tours and exhibits to all the service facilities at the DOST-PNRI. These include Isotope Techniques, Radioactive, Atomic Structure and Radioactivity, Nuclear Analytic Techniques, Radiation Protection, Radiation Processing and Radiochemistry, Cytogenetics, Microbiology, Food Irradiation, Wound Dressing, Sterile Insect Techniques, and Irradiation Technologies, among others.

“With a still-stigmatized perception of the word 'nuclear,' it is best that we slowly change such notions by educating and fully informing our young generation. In this day and age, when misinformation is easily proliferated by certain individuals who undermine and disregard the impact they can make on our country's future, it is my hope that through AEW, we will be able to shed light on this crucial and social topic of nuclear science and technology,” said DOST-PNRI Director Carlo A. Arcilla.

“This week, (AEW) acts as a lighthouse, shedding light on the amazing developments and prospects that come from the field of atomic energy. It explores the many facets of nuclear science and provides insight into how it can be used in the industry, agriculture, medicine, and sustainable energy generation, among other fields,” said Dr. Leila P. Ar**la, director of Bureau of Learning Delivery of the Department of Education.

For his part, Civil Service Commissioner (CSC) Chair Karlo A. B. Nograles said that people generally respond with awe and fear when they hear the word atomic. He pointed out that it is inspiring to know that energy is harnessed when an atom is divided. On the other hand, it is distressing that the same energy can be used for destructive purposes.

“History has shown that atomic power has greatly contributed to the industrialization of the world and has ushered infinite advancement possibilities. Through the years, the DOST-PNRI has utilized the accordance of atomic energy for the benefit of our people and our country. Many of its exemplary initiatives have had a nationwide impact on public interest, security, and patrimony,” said Chair Nograles.


The annual AEW celebration is one of DOST-PNRI’s platforms for communicating to the public on the latest nuclear and radiation-related innovations. It is also a venue for scientists, industry professionals, educators, students, and the public to get together to understand and appreciate the contribution of nuclear science in various fields and nuclear S&T’s growing role in the country’s larger development policy.

DOST eyes PH to be the Gold Standard in disaster and climate information services

The Department of Science and Technology (DOST) hosted a side event during the 28th Conference of Parties (COP) held on 01 December 2023, in Dubai, United Arab Emirates, and shared how Filipinos, often known as victims of disasters, can become victors through numerous science and technology (S&T) interventions.

With the title "From Victims to Victors: Accelerating Data Governance for Climate Action in the Philippines," the DOST shared on the global stage the practical use and applications of two of the most recognized multi-sectoral collaboration works led by the country’s science department: the Impact-Based Forecasting and Early Warning System and GeoRiskPhilippines Initiative.

“Disaster is a wicked problem. By this, it means that disasters have complex interdependencies so that the root of the problem defies clear-cut definitions. The associated risks cascade and compound unpredictably, and therefore there is no single solution to address the problem. My dream today as Secretary of DOST is that the Philippines will be the Gold Standard in Disaster and Climate Information Services. And I hope to share our learnings with the rest of the world,” said DOST Secretary Renato U. Solidum Jr.

Sec. Solidum shared that the inherent complexity of disasters necessitates a comprehensive approach involving both the government and society, prompting the Philippines to implement a whole-of-government strategy for building and maintaining a resilient information system. This initiative aims to bolster the country's Disaster and Climate Risk Reduction and Management policies and programs, the Secretary explained.

“Disaster is and will remain an intractable problem. But it is and will be a preventable problem if we have the right information at the right time to craft our strategies,” Sec. Solidum said.

Disaster Risk Reduction and Climate Change R&D agenda

For Disaster Risk Reduction and Climate Change R&D agenda, the DOST identified eight Key Result Areas, reflecting the Priorities for Action of the Sendai Framework for Disaster Risk Reduction (SFDRR), and identified six Dimensions of Resilience, reflecting the concerns in the SDG or Sustainable Development Goals.

Through the Agenda, the DOST encourages prospective research partners to contribute to the global agenda on climate change, disaster risk reduction, and sustainable development.

“One emerging cross-cutting priority is digital transformation. With the frequent experiences of the Philippines to disasters and the imminent threats of climate change,
there is a need for robust scientific data that allows us to prevent, adapt, and mitigate. Through data and governance, we change the Filipino narrative of resilience,” said Sec. Solidum.

GeoRisk Philippines Initiative

In her presentation, Mabelline T. Cahulogan from the DOST-Philippine Institute of Volcanology and Seismology (PHIVOLCS) said that GeoRisk Philippines is a platform to share hazards, exposure, and other risk information to help people, communities, local governments, and national agencies prepare and plan on how to reduce the risks from natural hazards.

Its goal is to be the country’s central source of information for accurate and efficient hazards and risk assessment that will help the government increase the nation's resilience to natural hazards.

She mentioned that the five data aspects of GeoRisk Philippines are data, technology, people, policy, and leadership.

Cahulogan explained to the attendees that GeoRisk Philippines can provide summary reports of the tsunami exposure level of barangays, municipalities, and provinces across the country. It calculates the area’s population that is exposed to tsunami risk, as well as the different heights of possible tsunami with their corresponding number of affected persons in case of the disaster.

GeoRisk Philippines consists of an integrated platform, namely; HazardHunterPH, GeoAnalyticsPH, GeoMapperPH, Map and Feature Services, 3D Earth Risk, and Plan SmartPH.

Multi-Hazard Impact-Based Forecasting in the Philippines

On 26 April 2023, the DOST-Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) officially launched the five-year Multi-Hazard Impact-Based Forecasting and Early Warning System for the Philippines Project or the GCF-IBFPh Project.

Thelma A. Cinco of DOST-PAGASA emphasized that the project aims to meet the pressing demand for a proactive and inclusive climate risk management approach in the Philippines. The initiative centers on a people-focused, multi-hazard impact-based forecasting, and early warning system, covering flood, landslide, severe wind, and storm surge.

Cinco added that this endeavor will usher in a paradigm shift, transitioning from conventional weather forecasts to a comprehensive multi-hazard impact-based forecasting and early warning system.

“Through a concentration on impacts, disaster management agencies, local government units, and the general public can enhance their comprehension of risks. This heightened awareness is more likely to prompt appropriate actions. By envisioning the potential disaster risks not just for their community but also for their families and themselves as individuals, people are empowered to make more informed and proactive decisions,” Cinco pointed out.

Sec. Solidum believes that Filipinnovation, a Pilipino word coined to describe ingenuity, represents how knowledge drives innovation, innovation drives productivity, and productivity drives economic growth. But it is also an evolution of how Filipinos are not merely surviving disasters but instead creating solutions to face them.




“We envision redefining Filipino resilience from merely surviving to living, coping, and adapting to risks. When we recognize the power and influence of science, technology, and innovation, we realize that we are not powerless against hazards and risks. We believe that through STI, resilience is possible, and that Filipinos can come out as Disaster Victors, not disaster victims,” Sec. Solidum ended. (30)

Department of Science and Technology-Philippine Textile Research Institute (DOST-PTRI) ang kahalagahan ng pagpapaunlad ng industriya ng tela ng iba’t ibang rehiyon sa katatapos lamang na Philippine Handloom Weaving Conference, Lungsod ng Iloilo.

Kasabay ng pagdiriwang ng 2023 National Science, Technology, and Innovation Week na sa kauna-unahang pagkakataon ay ginanap sa labas ng National Capital Region, kinilala rin ng ahensya ang tungkulin ng iba’t ibang sektor upang tuluyang mapayabong ang mga produkto at kabuhayan ng mga manggagawa sa industriya, maging sa labas ng siyudad.

“We are often complaining that development happens only in what we refer to as imperial Manila, or in the more developed parts of the country. And here in our theme, we emphasize there should be inclusivity,” ani DOST VI Regional Director Rowen R. Gelonga. “Dapat walang maiiwan. So dapat lahat ng mga regions will be developed when it comes to this sector and beyond, even the weaving sector.”

Binigyang-diin din ni Gelonga ang pangangailangang pasiglahin ang mga industriya ng mga rehiyon upang maidikit ang agwat ng kinikita ng mga manggagawa mula sa Visayas at Mindanao gaya ng mga nasa Kalakhang Maynila.

“This [disparity in income] cannot go on forever. We have to develop the regions. We have to develop the countryside,” dagdag niya.

Tungkulin ng lokal na pamahalaan
Mahalaga rin ang suporta mula sa lokal na pamahalaan upang mapanatiling buhay ang industriya ng Hablon sa munisipalidad ng Miagao, Iloilo, ani Mary Diane N. Flordeliza, tourism officer at kinatawan ni Miagao Mayor Oscar Serag Garin, Jr. para sa ginanap na pagpupulong.

Ang Hablon ay isang uri ng tradisyunal na tela na hinabi gamit ang handloom at kadalasang gawa sa mga hibla ng piña, cotton, at abaca na kilala sa Iloilo.
Ayon kay Flordeliza, ang pagkakaroon ng walong weaving center, pagbuo ng Miagao Weavers Association, at ang pagbibigay ng kabuhayan sa mga manghahabi, lalo na sa mga kababaihan, ay nakatutulong sa pagpapaunlad ng industriya ng Hablon sa lalawigan.

“Isa pong pride namin ‘yung aming mga weavers ay very active… For example, when we invite them sa mga seminars, meetings, they really respond to it positively,” ani Flordeliza. “They are really interested in growing and improving the industry.”

Ngunit hindi maipagkakaila ang kakulangan sa mga materyales, kapital, at mga manghahabi sa paggawa ng Hablon, kung kaya’t nahihirapan din silang makipagsabayan sa pangangailangan ng mga mamimili sa loob at labas ng bansa, ani Flordeliza.
Dagdag pa niya, plano ng lokal na pamahalaan na isama ang paggawa ng Hablon sa mga technical-vocational courses upang maibalik ang interes ng kabataan sa paghahabi at magdagdag pa ng mga tulong pinansyal upang maipagpapatuloy ang pagpapaunlad sa industriya.

Samantala, isa sa mga inisyatiba ng Department of Trade and Industry (DTI) ay ang Regional Inclusive and Innovation Center na layong pag-ugnayin ang iba’t ibang sektor ng bansa, kasama na ang mga lokal na pamahalaan, akademya, mga mamumuhunan, at marami pang iba, upang magtulungang paunlarin ang industriya sa mga rehiyon sa usaping pangkabuhayan.
“Through this, we can build the local innovation system from which would emerge innovation, research, [and] commercialization. New products, new services, and new business models that address industry and societal issues, thereby generating better employment opportunities, more entrepreneurial activities, and sustainable economic prosperity in the country’s regions,” paliwanag ni Ma. Digitalisasyon at ang industriya ng tela
Ipinaliwanag din sa pagpupulong ang proyekto ng ahensya na naglalayong gawing digital ang industriya ng handloom weaving sa bansa bilang proteksyon sa kultura at disenyo ng mga lokal na manghahabi, upang tiyaking maipapasa ito sa mga susunod pang henerasyon.

“Yung mga traditional textiles natin, our mode of transfer is from generation to generation, and I think hindi naman nila ipinagkakait na other generation of weavers would also know how to weave their own designs,” saad ni Jenneli E. Caya, supervising science research specialist ng DOST-PTRI.

PBBM EXTENDS TERM OF POLICE GENERAL ACORDA AS PNP CHIEF

President Ferdinand R. Marcos Jr. has extended the service of Philippine National Police (PNP) Chief General Benjamin Acorda Jr. until March 31, 2024 given that the latter has successfully led the police force since his appointment in April this year.

“I wish to inform you that, pursuant to the provisions of existing laws, your service as Chief (Police General), Philippine National Police, is hereby extended until 31 March 2024,” a letter signed by President Marcos addressed to Acorda stated.

Department of Interior and Local Government (DILG) Secretary Benjamin Abajos Jr. was also informed in a transmittal letter, dated December 1, 2023 and signed by Executive Secretary Lucas Bersamin, on Acorda’s extension of service.

The PNP is an attached agency of the DILG.

In extending Acorda’s service, the Office of the President cited Executive Order No. 136, series of 1999, which recognized the power of the President to approve the extension of service of presidential appointees beyond the compulsory retirement age for exemplary meritorious reasons.

Acorda has led the PNP to focus on an agenda for a more effective police force such as the Personnel Morale and Welfare, Community Engagement, Integrity Enhancement, ICT Development and Honest Law Enforcement Operations.

President Marcos appointed Acorda as the 29th country’s top cop during the change of command ceremony in Camp Crame, Quezon City on April 24, 2023. Acorda reached the 56-year-old compulsory retirement for PNP personnel on December 3, 2023.

Acorda is a member of the Philippine Military Academy Sambisig Class of 1991. He has been serving in the PNP for almost 37 years. He was the director of the PNP Directorate for Intelligence before becoming the PNP Chief. | PND
